BACKGROUND: Pursuant to Council Resolution No. 2023-68 approved on November 6, 2023, the monthly Treasurer’s Report is hereby submitted. The report complies with the aforementioned Council resolution, as well as Government Code Section 53646. DISCUSSION: The investment report provides information in accordance with the Investment Policy approved by Council Resolution No. 2023-68. Information includes the reporting of realized and unrealized gain and loss activity for the respective month of reporting. Generally, unrealized gains and losses are the day-to-day increases or decreases in an assets value. Until an investment is sold for cash, the gains or losses remain unrealized. Realized gains and losses reflect the results of selling of investments and are the difference between the cost basis and the market value as of the transaction date of sale. The City will continually have reportable changes of unrealized gain and loss activity between cost basis and market value as underlying investments are subject to the variability of market conditions. Staff evaluates investment options on an ongoing basis to ensure reasonable access to funds and reserves are set aside to maintain availability of cash position for general operations and capital assets. Significant transactions during the month include transfers of $3,500,000 from the General Fund checking account for the purchase of a six-month CD with HCN Bank, with a maturity date of July 30, 2024 and interest rate of 4.89%. Accrued interest earnings will post in June 2024 for interest earned through that period. FISCAL IMPACT: Revenue was recognized for interest and dividend earnings of $226,461 for October – December 2023 quarterly interest from the LAIF fund and $9,668 for CFD and Successor Agency funds. BACKGROUND: On June 4, 2018, the City Council adopted Resolution No. 2018-25, which provided the terms and conditions for the City Of Calimesa Fire Department response to emergency incidents in conjunction with the California Fire Assistance Agreement (CFAA) reimbursement program under the California Master Mutual Aid System. Included in the terms and conditions of Resolution No. 2018-25 were the identification of the Calimesa Fire Department employment position classifications and the reimbursement component of portal to portal for full reimbursement for the City’s Fire Department personnel and equipment assigned to the emergency incident. Since adopting Resolution No. 2018-25, the City of Calimesa Fire Department has expanded its employment position classifications or titles to include the new classifications of Apparatus Engineer and Firefighter/Paramedic. As a result of the Fire Department’s additional employment position classifications, the City is required to submit a local governing body resolution identifying the Calimesa Fire Department employment position classifications and the reimbursement component of portal to portal for full reimbursement to the California Office of Emergency Services (CAL OES), who is responsible for overseeing local government fire agencies interactions with CFAA under the California Master Mutual Aid System. Although the wording in the New Resolution differs slightly from Resolution No. 2018-25, the intent is identical to confirm the City’s pay practices for its Fire Department personnel. By doing so, the City will be eligible for full “portal to portal” reimbursement if the City of Calimesa Fire Department Page 32 of 54 is called upon for assistants under the California Master Mutal Aid System in conjunction with CFAA. Resolution 2018-25 and the June 4, 2018 staff report are attached for reference. DISCUSSION: Without City Council adaption and submittal of Resolution 2024-09 to CAL OES, the City would not be eligible for CFAA reimbursement cost for City of Calimesa Fire Department positions Apparatus Engineers and Firefighter Paramedics participation in emergency incidents under Master Mutual Aid. FISCAL IMPACT: The City of Calimesa would fully burden the cost associated with the City of Calimesa Fire Department positions Apparatus Engineers and Firefighter Paramedics participation in emergency incidents under the Master Mutual Aid system in conjunction with CFAA. By doing so, the City will be eligible for full “portal to portal” reimbursement in the event Fire Department personnel are called upon under the California Fire Assistance Agreement (CFAA). BACKGROUND: Upon formation of the City’s municipal Fire Department effective January 1, 2018, as a result of the termination of the previous Fire Protection Services Agreement with the County of Riverside, the city council authorized the City Manager and Fire Consultants to purchase the suggested, recommended and required equipment to provide “all risk, full service,” fire protection and suppression services. Some of this equipment included the handheld portable radio inventory, which was manufactured by Bendix-King, Inc. The current inventory of radios was acquired during the upfitting and transition from the previous fire services contract agency and were compliant with the State of California – Fire Scope radio programing and hardware requirements for use during emergency operations and daily radio communications as stipulated and required with the City of Calimesa / Riverside County CAL-Fire Radio Communications Dispatch Agreement. Each firefighter (riding position) is required to be assigned at least one handheld radio for fireground communications and accountability. Command Officers in some cases are required to operate multiple radios for command and tactical operations. The handheld radios currently utilized (BK-DPH102XCMD) by Calimesa Firefighters, have become obsolete and are no longer manufactured and are unable to meet the minimum frequency and programing requirements needed for use during emergency incidents. DISCUSSION: The action before the City Council is for the authorization to purchase the equipment described in the subsequent attachments (A-D), required for use during Inherently Dangerous to Life or Death (IDLH) operations and emergency responses. The acquisition and purchase of the needed fifteen (15) was not foreseen as the radio programing and channel allocations occurred unexpectedly without prior notification from the State of California. Staff had previously budgeted for a replacement plan to acquire a portion of the radios over the coming Adopted Budget and Capital Acquisition cycles until the transition was completed. The Calimesa Fire Department currently possesses a cashe of approximately thirty (30) handheld radios and is seeking to replace Page 39 of 54 (15) fifteen. The total cashe required is calculated at forty-two (42). Staff will continue to add to the needed radio compliment/cashe annually as previously discussed. Staff obtained several bids from potential vendors for the procurement of the currently available Bendix King (BKR 5000) replacement VHF handheld radios. FISCAL IMPACT: This expense was not included as part of the 2023-2024 adopted budget General Fund. BACKGROUND: The December 1, 1990 City Council meeting was the first meeting following the incorporation of the City of Calimesa. At the December 1, 1990 meeting ordinance no. 90-2 was adopted setting the date, time and location of the City Council meetings as well as setting the compensation of the City Council at $300.00 per month. The City Council compensation has not been adjusted since that time. On February 5, 2024, staff presented an item related to City Council compensation. The City Council discussed the item but did not come to any conclusion on where to set compensation. Staff suggested they would do more research and bring the item back for further discussion. DISCUSSION: On June 29, 2023, Governor Gavin Newsom signed Senate Bill 329 into law, allowing cities an opportunity to adjust City Council salaries to take into account inflation, the work performed, and the time dedicated by local government officials, and the need to ensure that people are not discouraged from seeking city office due to the low pay and high demands of the office. Before the adoption of SB 329 Government Code Section 36516 set the monthly salaries for Council members of cities having populations up to and including 35,000 in an amount up to $300.00. The City of Calimesa adopted the $300 monthly salary based on the local population in 1990. According to the U.S. Census Bureau, the estimated population of Calimesa as of July 1, 2022 was 11,017. Government Code Section 36516, amended pursuant to SB 329, provides the new base pay amount for members of the City Council in Calimesa and all other cities having populations up to and including 35,000, in an amount up to and including $950 per month. Further it provides that the salary may be adjusted in one of two ways as follows: 1) In an amount equal to inflation since January 1, 2024, based upon the California Consumer Price Index, which shall not exceed 10% for each calendar year; or Page 47 of 54  2) An amount equal to 5% for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted. Government Code Section 36516 requires that an ordinance to increase Council member compensation by considered in an open session for introduction and first reading and then again for a second reading and final adoption. Pursuant to Government Code Section 36516.5, any Council salary increase may take effect only when at least one member of the Council commences a new term. Following the discussion of this item on February 5, 2024, staff calculated the current compensation based on inflation from December 1990 to the present. The $300 per month set in December 1990 is worth $691.52 today. Since any increase would take effect following the November 2024 election, staff recommends City Council compensation be rounded up from the calculated amount to $700 per month. Should Council direction include a request to pursue a City Council salary increase, staff will bring back an ordinance for Council consideration to a future meeting. FISCAL IMPACT: Future budgets would reflect any increase in City Council salaries. (B) In cities over 35,000 up to and including 50,000 in population, up to and including one thousand two hundred seventy-five dollars ($1,275) per month. (4) The salary of council members may be increased beyond the amount provided in this subdivision by an ordinance or by an amendment to an ordinance, but the amount of the increase shall not exceed the greater of either of the following: (A) An amount equal to 5 percent for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted. (B) An amount equal to inflation since January 1, 2024, based upon the California Consumer Price Index, which shall not exceed 10 percent for each calendar year. (5) No ordinance shall be enacted or amended to provide automatic future increases in salary. (b) Notwithstanding subdivision (a), at any municipal election, the question of whether city council members shall receive a salary for services, and the amount of that salary, may be submitted to the electors. If a majority of the electors voting at the election favor it, all of the council members shall receive the salary specified in the election call. The salary of council members may be increased beyond the amount provided in this section or decreased below the amount in the same manner. Page 53 of 54  (c) Unless specifically authorized by another statute, a city council may not enact an ordinance providing for compensation to city council members in excess of that authorized by the procedures described in subdivisions (a) and (b). For the purposes of this section, compensation includes payment for service by a city council member on a commission, committee, board, authority, or similar body on which the city council member serves. If the other statute that authorizes the compensation does not specify the amount of compensation, the maximum amount shall be one hundred fifty dollars ($150) per month for each commission, committee, board, authority, or similar body. (d) Any amounts paid by a city for retirement, health and welfare, and federal social security benefits shall not be included for purposes of determining salary under this section, provided that the same benefits are available and paid by the city for its employees. (e) Any amounts paid by a city to reimburse a council member for actual and necessary expenses pursuant to Section 36514.5 shall not be included for purposes of determining salary pursuant to this section. (f) A city council member may waive any or all of the compensation permitted by this section. (g) (1) For the purposes of this section, a city council shall consider the adoption of an ordinance to increase compensation in open session during at least two regular meetings of the city council.
