Page 2 of 2  City Council Public Safety Workshop Agenda Report Agenda Item No. 1 SUBJECT: PUBLIC SAFETY WORKSHOP MEETING DATE: April 29, 2024 PREPARED BY: Will Kolbow, City Manager Tim O’Connell, Fire Chief Evan Petersen, Riverside County Sheriff Captain RECOMMENDATION: That the City Council provide direction with regard to public safety services based on staff’s presentation. BACKGROUND: In June 2023, Councilmember Manly suggested that the City form a Police Services Ad-Hoc Committee to take a deeper look at statistical data and provide a closer look at police services. The City Council approved the formation of the Committee and appointed Mayor Pro Tem Hewitt and Councilmember Manly to the Committee. Since then, the Committee has met several times to discuss the City’s contract for sheriff srvices, public safety data, and various ordinances that may enhance public safety within the City. As the Committee worked through issues, it was discovered that a united approach to overall public safety was necessary, given the City’s rather unique setup of contracting for police services and having in-house fire and medical aid services. DISCUSSION: Public safety is usually ranked at or near the top of residents’ priorities in most cities. This is why most general funds have a high percentage of their budget dedicated to public safety. Being both such an important aspect for residents and a large percentage of budget, it is prudent to study the services being provided to ensure that coverage is adequate to ensure the safety of our residents while making sure we are getting the best value for our residents’ and businesses’ tax dollars. The purpose of this workshop is to present statistical and budgetary data and service levels related to police and fire services, discuss our values as a City when it comes to public safety, present the City’s public safety strengths, weaknesses, opportunities, and threats, and discuss an overall strategy to enhance public safety services and initiatives while being fiscally responsible.
