And a near and dear memory is the golf course where I learned the game and have enjoyed the privilege of enjoying the ability to have an affordable PUBLIC fun course to play over the years . As the city and county have changed, grown and prospered over the years, we cannot let this property disappear. During the fires, it has become a valuable resource as a shelter and emergency center. I understand the need for housing and growth, but with the proper city management and local non profit board management of this resource this will be beneficial for locals and tourists. As a profit making Event Center, local municipal golf course, destination community (chamber events)site, Emergency Disaster location, RV Park, (and as the community pool has proven) a community asset for weddings, celebrations, family reunions , local and visitor activities can all be supported with existing local Hotel and Resort taxes and development fees! I appreciate all of the work and effort that the council has contributed to this effort. I do believe that if Calistoga does not go to extreme measures to safe this historic site-my grandchildren (the 5th generation) will ask-how could we have let this open space and historic resource - slip away. Please finalize and work out an amiable sales agreement for Calistoga to have the ownership of this property. The future opportunities that the purchase of the entire Fairgrounds for Calistoga are numerous. It will benefit "our city" and will contribute financially, culturally, to the health and good will to our beloved Napa County. Councilmember Williams inquired about bikes on sidewalks and stated he will catch up with Chief Celaya on this matter. Vice Mayor Lopez-Ortega wanted to remind residents that we are still in a pandemic, if you haven't received the COVID-19 vaccine yet, please reconsider. RECOMMENDATION Consider adopting the resolution . BACKGROUND The City of Calistoga relies on one local water supply reservoir and water from the State Water Project. Depending on the year and a host of factors not limited to operational constraints, water quality, and water supply availability, the city may receive 60% - 70% or more of its annual water supplies from the State Water Project (SWP). North Bay Aqueduct & Barker Slough Intake This water is conveyed through the North Bay Aqueduct (NBA), a component of the SWP that is shared with major urban communities throughout Napa and Solano Counties. These important facilities serve over 500,000 residents. The NBA, established in 1966, draws water from the Barker Slough Pumping Plant, located at the terminus of Barker Slough, a dead-end tidal channel connected to Lindsey Slough and in turn Cache Slough, and the Sacramento River. Barker Slough is located within the Yolo Bypass-Cache Slough Complex (YBCSC) region and has been identified as one of the last remaining refugia for endangered Page 21 of 35  Item #6.3. native fish species in the Delta. The NBA raw water supply exhibits some of the poorest water quality of all the SWP facilities and is subject to seasonal episodes of high turbidity. Intake Pumping Restrictions In addition to poor water quality, the NBA is periodically subject to regulatory pumping curtailments to minimize the entrainment of endangered native fish species between the onset of the rainy season and June each year. The YBCSC has been identified by State and Federal resource agencies as highly desirable for large scale tidal wetland restoration projects. These projects that are intended to increase the abundance of endangered native fish species. The objectives of the ongoing and planned tidal wetland restoration projects - to increase the abundance of endangered native fish species - are in direct conflict with NBA operations at Barker Slough. Relocating the NBA's intake out of Barker Slough and the YBCSC would not only preserve the viability of the NBA municipal drinking water supply, but also potentially provide ecological benefits that complement ongoing habitat restoration efforts in the YBCSC. As proposed, the North Bay Aqueduct Alternate Intake Project (aka "Water+") is a multi- benefit project that enhances regional water supply resiliency and provides ecological benefits. The project is a means of resolving the myriad of water management issues associated with the existing North Bay Aqueduct intake at Barker Slough. Additional feasibility studies are needed to confirm the viability of the Water + project. Staff recommends City Council adopt the Resolution in support of the Project and requests for State and Federal assistance to advance the Water+ project. CEQA The City Council has determined that the Recommended Action described in this Resolution is not in-and-of-itself a project (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment. However, the Recommended Action is a part of a larger project that will be subject to environmental review in accordance with CEQA at the earliest feasible time prior to approval consistent with CEQA Guidelines Section 15004 and 15352. The larger project is Alternate Intake Project or Water+ and staff plans to bring back a CEQA analysis of that project to Council prior to project approval. FINANCIAL IMPACT There is no financial impact to adopt the Resolution of Support. (Government Code Section 65400.) The City's APR must be submitted to HCD and the Governor's Office of Planning and Research by April 1 of each year (covering the previous calendar year.) RECOMMENDATIONS 1. Receive and file the Housing Element Annual Progress Report BACKGROUND In 2014, the City Council adopted the 2015-2023 Housing Element (5th Cycle), one of eleven elements that compose the City's General Plan, that is updated every eight years in compliance with State Law. According to state law, Calistoga and all other San Francisco Bay Area jurisdictions are on schedule to update the housing element (6th Cycle) covering the period from January 31, 2023, to January 31, 2031. As indicated in the table above, the City exceeded all of its Regional housing targets for the 5th cycle housing period. This success is attributed to a combination of the City's successful core operational practices, meaningful zoning code changes and successful implementation of the following programs. • CDBG grants are being administered to fund preservation and rehabilitation of affordable housing for low-income households, particularly seniors. • The Rent Stabilization Ordinance for the community's mobile home parks was reviewed to determine its effectiveness and whether amendments were appropriate. • The City received HOME grant funding for the rehabilitation of owner-occupied housing, which include energy conservation improvements. • Funding was provided to Napa Valley Fair Housing, Community Action of Napa Valley, Calistoga Farmworker Center, UpValley Family Center, Napa City and Napa County Housing Authorities and Calistoga Affordable Housing to promote affordable and fair housing for special needs groups, such as farmworkers, seniors, the disabled, the homeless and families with female heads of household. • Funding was provided to Rebuilding Calistoga to help low-income seniors maintain and upgrade their homes, and conserve energy. • Objective design standards are in progress for Single- and multi-family development. • An update of the City's development impact and in-lieu fees is underway. • Zoning Code amendments were adopted to revise most of the residential zoning districts to align them with the General Plan and promote housing. • The City initiated participation in the California FIRST and California Home Energy Renovation Opportunity (HERO) Property-Assessed Clean Energy (PACE) Programs, which allow residential property owners to finance the installation of energy- and water-efficient improvements, and renewable energy projects. • The City adopted the 2019 California Building Standards Code, which include expansive energy efficiency requirements for remodeled and new residential development and provisions allowing rainwater catchments and the reuse of graywater. Updating the housing element is a chance to ensure equitable health opportunities for all residents while encouraging a productive community with economic stability. I can not attend the monthly zoom meetings as I am teaching at those times. I wanted to send my feedback, as I have been participating in this conversation since the beginning and I am one of the people in this town that is interested in purchasing a home here, but struggling and finding it very difficult to compete with the cash offers and extremely high prices of housing for a family of 5. When I read through the drafts I found the comment repeatedly stated to support "extremely low-, very low-, low- and moderate-income households" when purchasing or renting a home in the future. I am concerned because I don't see any clear statements about helping teachers or other community members who are just a little above moderate-income households in finding a home to purchase in Calistoga. During my zoom interview with your project earlier I stated that I have worked in Calistoga for 6 years but I have lived in 4 different rentals during this time, (2 of which were not even in Calistoga) due to nothing being available to rent or purchase in my price range, even with an "above moderate-income" and having to commute into town daily with 3 young children attending our schools. I know that in the past the housing projects helped local community members, such as myself, with above moderate-income levels to purchase homes so that they could continue to work and raise a family in this community. I am just outside of this price range, but I have 3 young children who attend the schools here and it is extremely difficult to use my income (even though it is considered just above moderate-income levels) to cover the cost of my current rental in Ca listoga (which is extremely high), the high prices of water/garbage/electricity/food/gas and other daily necessities as this town has extremely high cost of living due to it being a world renowned vacation destination. Due to these factors, I have struggled to find a rental house that is stable for a family of 5 and I have never found a home to purchase that has been in my range or available. I have gone to many open houses only to have people there on the first day with cash offers from out of town and frankly out of my price range anyways. I said all of this to the person at the zoom meeting I attended for your project, but I'm not seeing a place in the draft where it states that homes would be set aside and offered first to essential workers in Calistoga who would like to purchase a home here so that they can continue to work in this area but have above moderate-income levels. To be quite frank, if I am kicked out of my house rental again I don't know if I would be willing to continue to stay in this area anymore as moving every couple of years is not what I want for the rest of my life for my family and due to all of these high prices we live month to month to get by. I am not the only teacher that feels this way, in fact most of our school teachers commute from out of town and some have been offered jobs here only to turn it down due to housing. Many teachers are over tired and stressed due to the additional 2 hours of commute time they add to their daily schedules. Even though they are paid well, many consider leaving due to this factor. I can only imagine that other industries that are essential deal with the same issue. I know my husband works for a steel company in Saint Helena and they struggle to find workers for the same reason and are understaffed. I truly love it here and want to stay here with my family and call Calistoga home. Is there any way please that this current Housing Element Project would consider setting aside some homes that would be offered first to the workers who are the backbone of this community and invested in running the town and would be capable of purchasing, regardless of their income level? Please understand that above moderate-income levels struggle to compete with the extremely wealthy and vacation industry as well as the, "extremely low-, very low- , low- and moderate-income households" do. I would urge this housing project to please factor this into the long term 1 Page 29 of 35  Item #7.1. plan as the cost of inflation in this area has gotten even more out of control over the past couple of years. Housing, utilities, gas, groceries and other daily living necessities for a family of 5 has skyrocketed recently in this area and this should be something to consider in this new plan for the town of calistoga moving forward to have a sturdy backbone that continues to keep the town running smoothly. ACTION: Consider resolution. DISCUSSION: The hospitality industry is the most significant source of revenue for the City. But it is vulnerable to external events like fire, pandemic, and recession which can compromise the city's budget. Also it can lead to overtourism, contrary to the small town ethos. Non-hospitality enterprises may not generate as much revenue as hospitality. But economic diversity can buffer a town when a single big industry suffers a downturn. The value of economic diversification is well-established . Economic diversification amounts to broadening a portfolio, not putting one's eggs all in one basket. The council allocated $30K in the 2021-22 budget to develop economic diversity. The idea is not to supplant tourism but to complement it. Economic diversity can enhance tourism by making a town more interesting to visitors. This resolution encourages non-hospitality alternatives by developing a business diversification program and providing subsidies to qualified businesses. Criteria for the awards might include the following: the businesses must be local; they must offer a product/service not already readily available; they must demonstrate need; they must demonstrate promise. There is precedent for subsidies---the council's community enrichment program. Likewise, a Business Diversification Program could invite applications to be evaluated by a council sub-committee and approved by the whole council. The subcommittee Page 31 of 35  Item #7.2. would also be charged with announcing the program; establishing criteria for the awards; evaluating applications; and recommending amounts of the awards. An incentive plan for locals has the advantage of getting the financial assistance directly to Calistogans who need it now. After a year, the program could be reviewed for its effectiveness. From the Chamber of Commerce's "Calistoga Downtown Report 2020 Part 2": "Focusing on residents [as well as visitors] can help to ensure that the district is authentic and unique, reflects the sensibilities of Calistoga residents, and provides added vibrancy and authenticity for both groups. It can also help to ensure that the district is more resilient to the effects of long-term economic cycles, as visitors from outside the area have more alternatives and can choose not to come to Calistoga, while the resident consumer base will always be present." No additional expenditure is anticipated at this time. But if numerous members of the public wish to make “presentations,” allowing presentations without guidelines presents some difficulties: (1) Why can speakers in “Public Comment” speak only 3 minutes but those in "Presentation" may speak longer? Who says how long? (2) Who can make a “presentation”? Anyone? Any special interest group? Who decides? (3) Is a presentation mainly informative, or basically a request for funding? If the latter, should it not be offered during budget-setting sessions? The council wants to provide a fair opportunity for the public to speak.
