A number of known carcinogens are used on the prod uction of astroturf. But a public park SHOULD be a choice place for toddlers and kids to play and families to picnic and relax without fear of unnecessary exposure to potentially toxic "forever" chemicals like PFAS and other known carcinogens described in the NIH and Guardian articles. Why would we want to put our developing children (or anyone else) at unnecessary risk, when we know they will be running, rolling and playing in it, inhaling these potentially carcinogenic microscopic plastic particles due to their proximity to it? Plus, as the 2022 NIH article states, it is not just exposure from astroturf grass field use that is a problem, it is also the problem of toxic particle runoff getting into the ground and nearby water... Please get the potentially toxic plastic grass out of our Pioneer Park, so we can have a vibrant park again without exposing locals and visitors who enjoy the park to unnecessary risk. I attach a quote from Delta Blue Grass Company I received to install their recommended sod in the park, and also DBG's recommendation for the sod. The quote does not cover removal of the astrot urf. Perhaps that could be done in-house by public works? On March 20 the Napa Register ran an article from the LA Times reporting that city officials in Rancho Palos Verdes are mounting a $33 million plan to mitigate the effects of an ongoing landslide. "Although the city is know to be generally affluent, it doesn't have the tax base to handle such projects on it's own." City Planner Ara Mihranian has applied for a $23.3 grant, to fund the main component of the project, from the Federal Emergency Management Agency through it's Building Resilient Infrastructure and Communities grant funding program. He is hoping to get another $10 million, from the county and state, for the second part of the project, to mitigate the imminent threat to the environment. All of the above sounds like the situation with our Fairgrounds, long since presenting as an infrastructure crisis with the environmental risk of a major fire if left to deteriorate further. Previously, I suggested asking for help from our state and federal officials in seeking appropriate grants for our needs. Perhaps our local City Planner could contact Mr. Mihranian in Rancho Palos Verdes for counsel on the above referenced grant programs. Best wishes and thanks to each person involved for your efforts. COUNCIL REQUESTS AND IDEAS FOR DISCUSSION Councilmember Gift reiterated the hours and address of the cooling center. She also acknowledged the Fire Fighters for their work in serving the community. Councilmember Williams expressed appreciation to Mr. John Gleazer for bringing up the topic of electric shuttle buses in Calistoga. Councilmember Kraus spoke with regard to the cooling center air conditioner to make sure it is in proper operational order. Vice Mayor Lopez-Ortega asked that the Flag of Mexico be hoisted on September 16, 2022, in the morning. Mayor Canning noted the electric bus issue was seriously investigated by the NVTA and noted the logistics and mobility of the shuttle caused it to be unpractical. However, the need to have one will stay in the forefront. Regarding the Napa County Fairgrounds, we hope to have something to report to the public at the next Regular Council Meeting on September 20th. A special meeting is tentatively scheduled for September 13th. Please check on your neighbors in this time of extreme heat. G.) BACKGROUND/SUMMARY: On February 10, 2020, Upper Valley Waste Management Agency (UVA) Program issued a Notice of Funding Availability announcing $400,000 available to UVA member jurisdictions (Napa County, Town of Yountville, Cities of St. Helena and Calistoga) to support waste management related projects. The grant was funded after the 2017 Napa Sonoma fires to combat the higher than excepted waste volumes. Proposed projects must be related to the Agency mission of waste management. For example, the Town of Yountville was approved for funding to establish new recycling infrastructure in high traffic, public areas. The original deadline of 4:00 PM April 1, 2020 was extended until all funds are allocated. Each jurisdiction can apply for up to $100,000 per year. It has been confirmed with the Agency that there are significant funds available for the City of Calistoga’s potential proposal. The application must include a detailed project description, project scope, names, positions and organizations involved, the amount of funds requested, and the project schedule and location. Funds are provided on a reimbursement basis, meaning jurisdictions must provide evidence of the funds spent on the proposed project, and will then be reimbursed. This program was recently brought to the Green Committee’s attention by Council member Copper, who sits on the board of the Agency, representing the City of Calistoga. In response to the program’s NOFA and Council member Cooper’s recommendation, the Green Committee is requesting to research and draft potential ideas to be used for a future application. As stated in City Council Resolution No. 2022-054, the Green Committee serves to help implement the Calistoga Climate Action Plan and other sustainable programs identified by the City Council. The Green Committee’s request to aid in the research and drafting of potential ideas for the grant Page 28 of 39  Item #7.2. application is in alignment with Calistoga’s Climate Action Plan Implementation Measure CE-2 B, “Participation in regional climate protection and action initiatives.” Once the Green Committee has formed an idea, City Staff will have the opportunity to write a project description to present to City Council for approval of funds and authorization to submit to the Agency. CONSISTENCY WITH CITY COUNCIL GOALS AND OBJECTIVES: The initiative is broadly consistent with Goal 6: Create an environmentally sustainable community and more specifically implementing of Objective 6.1: Implement green environmental sustainable policies and initiatives. CEQA STATUS: Not a project under CEQA. FINANCIAL IMPACT: The City will have minimal staff hours allocated towards this initiative. The City staff hours are absorbed in the City’s budget. Any grant opportunities with funding requirements will be brought forward to the Council for future consideration. February 10, 2020 Upper Valley Waste Management Agency Programs: Notice of Funding Availability (NOFA) The Upper Valley Waste Management Agency (UVA) will soon be accepting applications for waste management related funds to support projects to be performed by UVA’s member jurisdictions (Napa County, Town of Yountville, Cities of St. Helena and Calistoga). These funds were generated as a result of higher than expected waste volumes from the 2017 Napa and Sonoma fires. A one-time pool of funds of approximately $400,000 total is available. Requirements for Applications: The project application must include: • A detailed description of the proposed project, including a well defined scope, a purpose (what do you hope to achieve), and specific end point (what will success look like). • The names, positions, and organizations who will be involved in the project • The amount of funds requested and a cost estimate supporting that request (keep in mind the Agency may choose to only partially fund a proposed project) • Project schedule and location (the application should include a map at sufficient enough scale to clearly identify the location of the project, if the project is location specific) • Projects must be related to the Agency mission of waste management. Projects will be evaluated for compliance with the “Requirements for Applications” listed previously. This scoring will be advisory only, and all submitted projected will be provided to the Board for their consideration. The Board retains the absolute right to fully, partially, or to not fund any submitted project at its discretion. The Board may choose to award the entire $400,000 in this round of proposals, or retain funds for a future NOFA. The Board may choose to only partially fund a project, in which case the submitting jurisdiction would need to determine if they have sufficient funds to make the project viable. The Board has chosen not to define a specific percentage of money of each jurisdiction. While there is a general desire to spread the money amongst the jurisdictions, ultimately projects will be awarded at the discretion of the Board. Once a project is awarded, the submitting jurisdiction must confirm, in writing, within 60 days of the Board action that they intend to move forward with their project. All projects must be completed with one year of this confirmation. BACKGROUND/SUMMARY: In 2014, the City Council adopted the 2015-2023 Housing Element (5th Cycle), one of eleven elements that compose the City’s General Plan. The city annually reports progress to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research in April of each year (covering the previous calendar year.) Attached is the report that staff plans to submit showing 12 Low and 68 Moderate units, all deed-restricted. Page 33 of 39  Item #7.3. • The Rent Stabilization Ordinance for the community’s mobile home parks was reviewed to determine its effectiveness and whether amendments were appropriate. • The City received HOME grant funding for the rehabilitation of owner-occupied housing, which include energy conservation improvements. • Funding was provided to Napa Valley Fair Housing, Community Action of Napa Valley, Calistoga Farmworker Center, UpValley Family Center, Napa City and Napa County Housing Authorities and Calistoga Affordable Housing to promote affordable and fair housing for special needs groups, such as farmworkers, seniors, the disabled, the homeless and families with female heads of household. • Funding was provided to Rebuilding Calistoga to help low-income seniors maintain and upgrade their homes, and conserve energy. • Objective design standards are in progress for Single- and multi-family development. • An update of the City’s development impact fees is underway. • The City initiated participation in the California FIRST and California Home Energy Renovation Opportunity (HERO) Property-Assessed Clean Energy (PACE) Programs, which allow residential property owners to finance the installation of energy- and water-efficient improvements, and renewable energy projects. • The Recommended Final 6th Cycle Housing Element has completed the second review by HCD review with anticipated adoptions hearings in April/May. RECOMMENDATION: Consider adopting Resolution. BACKGROUND/SUMMARY: In 2002, the City Council established the Community Enrichment Grant Program (Enrichment Grants) as a means to directly provide funding to non-profit activities which provide benefit to the community. Should Council wish to follow the same practice as in previous years, it is time to commence the process for the Fiscal Year 2023-24 budget cycle. Staff would advertise the opportunity on the City's website and to various local non-profit groups. The deadline for applications would be May 1, 2023, and the 2023-24 Fiscal Year budget could include the same finding as the current year which Council increased from $25,000 as originally adopted to $37,865 after review of last year's applications. Funding Objectives Each funding request will be measured against objectives as to whether or not the activity or program accomplishes the following: 1. Provide services to the elder community. 2. Provide services to youth in the community. 3. Enhance the appearance of the community. 4. Expand services to members of the entire community. 5. Provide local environmental enhancements.
