Please include this comment to council regarding agenda item 8.3 regarding the proposed
council meeting schedule.
One objective of the Council meeting schedule should be to encourage and enable as much
public participation as possible. Therefore it should be easy to recall and consistent, as it has
been with the bi-weekly schedule of 1st and 3rd Tuesdays. Keeping the meeting schedule on
1st and 3rd Tuesdays is much easier for the public to know when meetings are held and
therefore makes participation more likely. The public will be less inclined to recall or check
the meeting schedule if it is varied dates as proposed by the tri-weekly schedule. Fewer
meetings means less public participation and most likely longer meetings. I propose that the
Council retain the bi-weekly meeting schedule.
Additionally, the schedule with holidays which occur on first Monday, e.g. Labor Day, should
still have a regular Council meeting scheduled on the first Tuesday as it has in past years,
although it was not held in 2023. If the bi-weekly schedule is retained, I suggest the Council
also add a meeting for Sept 3, 2024 and any other month with a first Monday holiday.

DESCRIPTION:
Consideration of a Resolution authorizing the execution of the required State Designation of
Applicant's Agent Resolution for purposes of obtaining State and Federal financial/grant assistance
for emergencies/disasters.
RECOMMENDATION:
Consider Adopting Resolution.
BACKGROUND/SUMMARY:
The Governor’s State Office of Emergency Services (Cal OES), in conjunction with the Federal
Emergency Management Agency (FEMA) provides assistance to local governments for the
development and execution of emergency management programs and for disaster relief funding
following emergencies/disasters. To be eligible for disaster relief funding an agency must have an
Emergency Management Program and designate agents authorized to execute applications and
agreements on behalf of the City.
The City of Calistoga has maintained an Emergency Management Program since 1985 and on
November 17, 2020, adopted Resolution No. 2020-087 designating the City Manager, Fire Chief
and Director of Public Works as Agents for the City of Calistoga. The State Office of Emergency
Services requires that the resolution designating Agent’s Applicants be revised every three years in
order for the City to submit State and Federal financial/grant assistance application for natural
disasters and emergencies.
The recommended Resolution authorizes the execution of an updated Designation of Agent’s
Applicant’s Resolution, which designates, for the next three years, the City Manager, the Fire Chief
and the Director of Public Works as authorized agents for the City of Calistoga for the purposes of
securing financial assistance for disasters and emergencies.
CEQA STATUS:
The recommended action is not a project under the definitions contained in the Guidelines of the
California Environmental Quality Act (CEQA) and is therefore exempt from CEQA.
FINANCIAL IMPACT:
There is no fiscal impact related to adoption of the recommended resolution. The City may be
eligible to be reimbursed for expenses incurred during natural disasters/emergencies through State
or Federal financial assistance programs.

WHEREAS, the City of Calistoga has maintained an Emergency Management Program
since 1985; and
WHEREAS, the Governor's Office of Emergency Services (Cal OES), in conjunction with

FEMA.

DESCRIPTION:
Consideration of a resolution approving the Calistoga Speed Cushion Policy.
RECOMMENDATION:
Consider adopting resolution and provide direction to staff on cost sharing.
BACKGROUND/SUMMARY:
The following are the previous resolutions adopted by the City Council related to this Speed Cushion
Policy:
August 2, 2022, City Council adopted Resolution No. 2022-065 Speed Cushions Pilot Study
on Grant St. to address community concerns about the Grant St. repaving project
implementing effective traffic calming measures.
o Based on the speed data collection and W-Trans report the Pilot Speed Cushions
were found to be effective at reducing the speeding in this area.
May 16, 2023, City Council adopted Resolution No. 2023-035 directing staff to work in
collaboration with ATAC to develop a city-wide Speed Cushion Policy as a traffic calming
solution.
ANALYSIS:
The attached Calistoga Speed Cushion Policy was developed with input and approval from ATAC,
Police, Fire, Public Works, and Planning Department staff, and the hired consultant W-Trans. Many
of the policies terms were incorporated from similar policies of neighboring municipalities.
A major part of the policy is a requirement that the City have an available budget that staff plans to
request annually to potentially fund speed cushion installations where they are warranted. The City
Council adopted this fiscal year to authorize a total budget of $65,000 to develop a policy and begin
some implementation.
City Staff is requesting City Council direction this evening on what costs shall be born on the
applicant versus the city contribution. There are administrative costs for staff to
administer and complete the full application process through implementation/ construction. The
speed cushions will require administrative costs, speed survey costs, design, and construction
costs.

The costs assumed for a single installation (i.e. one speed cushion that crosses the full width of
road) are defined in the financial section and totaled below for each option. Listed below are two
options for council consideration (or any combination of these):
Option 1 – Applicant pays for administrative costs and speed survey costs. City pays for
design and construction. Applicant $3,400; City $10,200
Option 2 - Applicant pays for administrative costs, city pays for speed survey, design and
construction costs. Applicant $900; City $12,700
Staff will amend the policy to include the fee chosen by City Council.
CEQA STATUS:
The recommended action is not a project under the definitions contained in the Guidelines of the
California Environmental Quality Act (CEQA) and is therefore exempt from CEQA.
FINANCIAL IMPACT:
A total of $65,000 has been budgeted in Account No. 01-5658-4915 in FY23/24 to develop this
speed cushion policy and fund potential installations. As part of the policy, staff will have to track
expenditure to stay within this approved budget.
The costs staff assumed for a single installation (i.e. one speed cushion that crosses the full width of
road) to be as follows:
Administrative costs - $900 (estimated 14 hrs)
Speed survey and traffic count data collection and analysis - $2,500
Design - $200 (estimated with in house staff and standard installation)
Estimated construction cost (single install) - $10,000
A cost escalation factor is anticipated and would be added each fiscal year to the administrative
costs based on MOU increases.

Speed Cushion Policy and Procedure
The following procedure will be followed to determine a street’s eligibility for speed cushion installa�on.
1. The request for speed cushions will be ini�ated by a property owner. Upon request, the Public Works
Department will determine if there is budget available and if so, send the requestor a City “Speed
Cushion Policy and Procedures” packet.
A�er a thorough review of the informa�on, if the requestor desires to pursue the installa�on of
speed cushions they must complete the “Speed Cushion Pe��on Form” which iden�fies the
designated Neighborhood Facilitator, who will be responsible for working with both the Public Works
representa�ve and the property owners of the affected neighborhood(s) to facilitate this process.
The neighborhood facilitator will be responsible for collec�ng the signatures of all property owners
(whether they approve or disapprove) on the street segment iden�fied on the pe��on form for
which speed cushions are being requested. Further, each property owner must acknowledge
whether or not they approve of speed cushion placement in front of their residence.
Once completed, the form should be returned to the Public Works Department.
2. At a minimum, the following criteria must be met for a roadway to qualify for speed cushions,
though the City is not limited to the condi�ons below.
a) The road is not a state highway.
b) The street or street segment shall have no more than two vehicle travel lanes.
c) The posted speed limit on the street should not be more than 25 mph.
d) The most recent pavement condi�on index for the street is not within the “very poor” (0-25)
range.
e) The City does NOT have plans to rehabilitate the street within a two-year period.
f) At least 70 percent of the property owners on the affected block(s) support the installa�on. 1
g) All property owners immediately adjacent to the placement of the speed cushion loca�ons must
approve of the installa�on. 2 Immediately adjacent is defined as those residences whose property
frontages touch either end of the proposed speed cushion installa�on.
h) There has to be funding in the City budget available for the project.

For all approval/vote coun�ng purposes, each residence is defined as a single Assessor’s Parcel Number (APN).
Each APN equals one vote. In the event a residence is occupied by someone other than the property owner, the
property owner will need to be contacted by the neighborhood facilitator; the property owner will act as the vo�ng
party.

If 100% of the property owners living immediately adjacent to the speed cushions do not agree to the placement,
the neighborhood facilitator will set up a mee�ng with the Public Works Department and/or the designer to discuss
alternate loca�ons. In any case, unless 100% of the property owners living immediately adjacent to the speed
cushions concur, the street will not be eligible for speed cushion installa�on.

3. The Public Works, Fire and Police Departments will then review the request to ensure that the
loca�on where speed cushions are requested would not adversely affect response �mes of
emergency services and that the installa�on would comply with the California Fire Code.
Addi�onally, Calistoga’s Ac�ve Transporta�on Commitee (ATAC) will review each applica�on.
Specific approval by a fire code official must be obtained in wri�ng. Upon receiving such
authoriza�on, the Public Works Department will inform the neighborhood facilitator of its findings.
If it is determined by the Public Works, Fire or Police Departments that emergency response �me
would be adversely affected by a request, the applica�on may be rejected and no longer be
considered. Should the Neighborhood Facilitator wish to appeal the decision, Chapter 1.20, Appeals
of the Calistoga Municipal Code provides guidance for submi�ng an appeal.
4. If the request would not adversely affect emergency response �mes, data will be collected by Public
Works or their designee to verify the roadway’s volume and actual travel speeds. To qualify for speed
cushions, the following opera�onal parameters must be met.
a) The traffic volumes on the street should be between 500 and 2,500 vehicles per day.
b) The measured speed on the roadway shall have an 85th percen�le speed that is 5 mph or more
above the posted speed limit. In other words, for a street with a 25-mph speed limit, the 85th
percen�le speed shall be 30 mph or greater.
c) The minimum spacing between speed cushions shall be 200 feet. The minimum spacing of a
proposed speed cushion from an exis�ng stop sign shall also be at least 200 feet.
5. If the request does NOT meet the minimum criteria for installa�on, the applica�on will be rejected
and the request no longer considered. The neighborhood facilitator will be no�fied of this finding.
6. If at any �me during this process the Public Works Department finds that there would be a
substan�al traffic diversion to avoid the proposed speed cushions onto a nearby parallel street, the
Neighborhood Facilitator will be required to obtain the approval/disapproval of property owners on
the parallel, affected local street(s).
7. If the minimum criteria are met, the neighborhood facilitator will coordinate the design with the
Public Works Department and/or their designee to iden�fy the loca�on of the proposed speed
cushions. Once this task is completed, the Public Works Department or their designee will dra� a
speed cushion placement diagram of the affected street.
8. In the event of mul�ple requests from various neighborhoods, speed cushion requests will be
priori�zed based on the budget available and be reviewed, approved/denied in the order received.
9. When fiscal year budgets are exhausted, addi�onal budget will generally be requested in the
following fiscal year. To obtain addi�onal budget beyond that in a current year’s budget would
require City Council approval.
10. The construc�on of speed cushions shall be in accordance with the “Speed Cushion Detail” included
in this policy.

Provide staff direction on the Calistoga Art Center's proposed design and site location and consider
attached resolution.
BACKGROUND/SUMMARY:
The Calistoga Art Center has prepared a proposal for the design of the Covid 19 memorial project
and identified a site on city property for the memorial to be located.
ANALYSIS:
The Calistoga Art Center proposes installing a tile project commemorating community member's
experience with the Covid-19 pandemic. In March 2023, the city council provided positive feedback
on the concept of a Covid-19 Commemorative Tile Project and directed the city manager to provide
staff resources to assist with the development of the project.
Over the last six months the art center worked to determine the design and site for the Covid-19
Commemorative Tile Project. The proposed design consists of three dark gray granite slab pillars of
varying heights, widths, and depths. These slabs will be set in the ground with concrete in a trio type
arrangement. The hand-painted fired ceramic tiles created by community members would be set
into routed out areas on each slab with adhesive and grouted so the recessed tiles will be flush with
the surface of the granite. Two seat pads cut from the same type of granite would be placed in front
of the slab trio adjacent to the sidewalk for sitting and contemplation.
The project would be installed in the landscaped area located between the public parking lot
adjacent to the community center and pioneer park bridge.
Renderings and a site plan attached for council consideration and approval.
The installation of the project would be subject to a maintenance agreement with the Calistoga Art
Center drafted to the satisfaction of the city manager and city attorney.

RECOMMENDATION:
Adopt a Resolution adopting the City Council's preferred 2024 meeting schedule
BACKGROUND/SUMMARY:
Section 2.04.010 of the Calistoga Municipal Code establishes the first and third Tuesdays of each
month for the regular meetings of the Council. The code also references establishing the dates and
location of regular meetings by resolution. Calistoga's practice has been to annually adopt such a
resolution to determine the exact meeting schedule.
The City Council is being asked to set the 2024 City Council meeting schedule. Staff has reviewed
a "traditional" meeting schedule in light of the municipal code, holidays, the 2024 elections that will
preclude our use of the Community Center for certain city council meetings, and other similar
factors. That schedule results in 19 meetings for the year as shown in the table below.
An alternative of meeting every three weeks ("triweekly") has been suggested, resulting in a total of
16 meetings for the year. Similar to the above, some meeting dates have been adjusted due to the
proximity of a holiday or to accommodate the election dates. This option necessitates an additional,
future city council action to modify our municipal code.

WHEREAS, the Calistoga City Council holds regular meetings [two times per month at
