I emailed Mayor Williams asking if it was too late to add an item to the agenda and the answer
was Yes, So I am presenting it in public comment.
To hopefully NOT have a repeat of a very contentious, Committee meeting that I
recently attended.
I am suggesting that the City Council add this subject to the next Council agenda
.
That there be an amendment to the “Advisory Committee Bylaws” established by
Resolution No. 2025-34 on April 29, 2025.
The amendment should state the “Role and Purpose of a City Council Liaison”
giving clear and concise protocol for their role in committee or commission
meetings.
At the April 29, 2025 City Council meeting in the Staff Report and Resolution to
adopt the current “Advisory Committee Bylaws” due to the various con?icting
documents in the previous Bylaws, staff recommended that there be
“A RESET of various rules and an opportunity to review the City Council
committee Liaison role”.
Included in the staff report on page 2 —
“Advisory Committee Bylaws and City Council Liaison Role” Resolution No
2024-29 —
“Role and Purpose of a Liaison” is a list of 9 directions, some con?icting with
others. BUT, NONE were included in the current “Advisory Committee Bylaws
adopted on April 29, 2025, where all previous Resolutions were revoked and
replaced by Resolution 2025 —34.
Unfortunately Resolution 2025—34DID NOT address the concerns mentioned in
the staff report of “A reset of various rules and an opportunity to review the City
Council committee Liaison role”.
The current Resolution 2025-34 “Advisory Committee Bylaws” does NOT have
ANY direction or mention for the role of City Council Liaison!

CITY OF CALISTOGA PROCLAMATION
in Honor of Red Cross Month
WHEREAS, in March we celebrate American Red Cross Month by honoring our neighbors who
make its humanitarian mission possible in the City of Calistoga. Every day, their acts of kindness change
lives, bringing relief, comfort, and hope when help can’t wait, reflecting a compassionate spirit that has
endured for 145 years through the American Red Cross; and
WHEREAS, individuals in our community step up through the American Red Cross Napa County
Chapter to deliver shelter, food, and comfort during disasters; provide a safe, lifesaving blood supply;
support military members, veterans, and their families; and equip residents with skills such as first aid,
CPR, and disaster preparedness that save lives; and
WHEREAS, last year in Napa County, 67 volunteers assisted 23 families affected by home fires,
112 residents received preparedness education, 105 units of blood were collected at six drives, and 39
military members and their families received support — demonstrating the meaningful local impact of
this humanitarian mission; and
WHEREAS, these efforts remind us that the strength of our community lies in our shared
commitment to one another, and that together we ensure no one faces an emergency alone;
NOW, THEREFORE, BE IT PROCLAIMED that the City Council of the City of Calistoga
hereby recognizes March as Red Cross Month and extends sincere appreciation to the volunteers,
donors, and supporters of the American Red Cross for their service and dedication. Presented this 10th

On February 16, 2026, the City Council convened to discuss and establish priorities for the
upcoming fiscal year. An updated version of the goals, reflecting Council’s direction and feedback
from that discussion, is attached for consideration and formal adoption.
FINANCIAL IMPACT:
The adopted priorities will be incorporated into the upcoming budget process. The financial
implications associated with implementing each priority will be presented to the City Council on a
project-by-project basis throughout the fiscal year for consideration and approval, as appropriate

Calistoga City Council FY 26/27 Priorities
The Calistoga City Council is mindful of the following values, in no order of ranking, as they consider city
business and focus on the annual priorities: economic vitality, housing, infrastructure, our environment,
professional services, public safety, recreation, & small-town character.
1) Infrastructure – Human and Physical
The Calistoga City Council wishes to maintain a “Human and Physical Capital Infrastructure Reserve Fund”
based on fiscally responsible principles for the following purposes:
a) City facilities
b) Disaster response or major systems failures including wildfires, flooding, earthquakes, or
infrastructure/facility breaks.
c) Road and transportation system repairs, upgrades, and traffic mitigation efforts.
d) Fiscally responsible management of the water and wastewater utilities while exploring opportunities to
enhance efficiency and minimize rate impacts where feasible.
2) Housing
The Calistoga City Council wishes to increase opportunities for the “missing middle” to live and work in
Calistoga including city employees, school employees, and local business owners and employees. Projects
this year include:
a) Develop the city-owned Earl & Eddy parcels in partnership with the school district’s housing reuse site
or as a standalone missing middle housing project.
b) Explore missing middle development incentives to encourage the development of new missing middle
homes and discourage homes from becoming infrequently used second homes.
c) Implement any direction provided by the City Council following presentation of a comprehensive
Rural Residential rezoning analysis that evaluates appropriate density near existing utilities and
services while incorporating agricultural preservation principles and long-term land use compatibility.
d) Consider establishing a home repair assistance program for residents earning up to 160% of the area
median income (AMI).
e) Continue seeking input from the Housing Advisory Committee on additional ideas related to this priority
and ask for their help researching implementation measures.
3) Fairgrounds
The Calistoga fairgrounds, an open-space venue for public recreation and community cohesion, is an
historical and integral component of the life of the city. Calistoga wants to develop its potential as a resource
for residents, an attraction for visitors, and a haven in emergencies.
a) Prioritize planning and investment to allow for increased revenue.
b) Utilizing the community survey and Fairgrounds committee input, prepare a plan to prioritize other
Fairground infrastructure projects that will allow for additional Fairgrounds revenue generation to
offset General Fund subsidies to the Fairgrounds.
4) Small-town Character
The Calistoga City Council wishes to respect and maintain Calistoga’s authentic small-town character by
being mindful of the following actions:
a) Review proposals with preference for community values: small-town tradition; friendly, welcoming,
unassuming culture; local business; sustainability; volunteerism; simplicity; honest, unpretentious way
of life; sense of belonging, connectedness.
b) With any proposal, consider whether it enhances or diminishes small-town character.
c) Encourage accessible government representatives.
d) Support policies and programs that maintain Calistoga as a multi-generational community where
children, families, working adults, and older residents can live and thrive.

In compliance with AB 2561, Council will be presented with the City's current employment vacancies
and recruiting efforts.

SUMMARY:
This staff report responds to the requirements of Assembly Bill 2561, which mandates that public
agencies present the status of their vacancies in a public hearing before their governing body at
least once per fiscal year. The purpose of this report is to provide an overview of the current staffing
vacancies within the City of Calistoga, outline the status of ongoing recruitment efforts, and
summarize continued improvements to hiring and retention processes.
As of February 20, 2026, the City of Calistoga has four (4) full-time funded vacancies: two (2) in the
Police Department, one (1) in the Fire Department, and one (1) in the Finance Department.
In the Police Department, there is one Police Officer vacancy. A candidate has been identified and
is currently in the background investigation phase. There is also one Public Safety Dispatcher
vacancy. At the time of this report, we are in the process of recruiting.
In the Fire Department, there is one vacancy. Initial interviews have been completed, and staff are
progressing through the selection process.
In the Finance Department, there is one vacancy. At the time of this report, staff are in the process
of updating the job description. The position has not yet been posted, and recruitment will begin
once the updated classification is finalized.
Over the past year, the City has continued to strengthen and modernize its recruitment and retention
strategies. Recruitment advertising remains active across multiple platforms, including LinkedIn,
Indeed, and other job-specific sites, ensuring broad visibility and access to qualified candidate
pools. In addition, the City is transitioning recruitment and onboarding functions into the new ERP
system, which will centralize applicant tracking, improve workflow efficiency, and enhance overall
process transparency.

Employee retention continues to be a central organizational priority. The City’s partnership with the
Centre for Organizational Effectiveness focuses broadly on strengthening workplace culture,
communication, team dynamics, and professional growth across all levels of the organization.
In addition, the City has expanded internal recognition and engagement initiatives. The Recognition
Team plays an active role in promoting employee appreciation and morale through programs such
as the Monthly Employee Spotlight and acknowledgment of employee work anniversaries. These
efforts are intended to highlight individual contributions and reinforce a culture of appreciation.
The City also hosts a holiday party each year and a summer BBQ. These events give employees a
chance to spend time together outside of the normal work routine and get to know each other better.

Subject: Hearts and Hands Preschool Discussion
DESCRIPTION:
Discuss Hearts and Hands Preschool status of providing community childcare services, role and
ability of city to assist Hearts and Hands Preschool, and provide direction to staff.
RECOMMENDATION:
Consider Discussing the Item and Providing Staff Direction
SUMMARY:
At the January 27, 2026 city council meeting, Hearts & Hands Preschool Board Members and
parents who use the preschool services addressed the council during public comment. The council
was informed that the preschool was in dire financial need and as a result was scheduled to close
by the end of February. The parents were desperate for assistance and asked the council for
assistance.
On February 10, 2026, city staff facilitated a meeting with several individuals involving city & county
officials, non-profit organizations, community organizations, and county agencies. Several items were
discussed and three action items identified to be followed up by the preschool. These included following up
with Community Resources for Children (CRC) on missed opportunity to receive financial subsidy for past
children who received preschool services that were eligible for CRC aid as well as current children who are
eligible for financial aid. In addition, the preschool to follow up with Napa Community Foundation for
possible funding opportunity. The objective to keep the preschool open until the end of the fiscal year and give
time to explore possible long-term solutions for the preschool. The preschool was able to obtain donations to
extend the closure to the end of March.
At the February 17, 2026 council meeting, council directed staff to agendize for discussion the status of the
preschool, the short- and long-term needs of the preschool, and the appropriate role and ability of the city to
assist.
Currently, the preschool has secured funding to sustain the preschool until the end of the fiscal year. The
preschool is collaborating with the school district to identify families with childcare needs to address the
waning enrollment issue, Parents and preschool are also working on fundraising and campaigning for
sponsorships. The preschool was notified that the current preschool location will not be available for
continued use and another location will need to be identified in order to continue preschool services.
