Dear City Council, The Active Transportation Advisory Committee (ATAC) would like to propose the resurfacing project on Washington Street as a priority for the allocation of funds for the coming year. As one of our streets most heavily used by cars, bicycles, and pedestrians, Washington Street has seen an increase in hazardous conditions including speeding, potholes, limited visibility and congestion. The resurfacing project already approved by the Public Works Department has sought to address these issues through collaboration with ATAC, The Napa Valley Bicycle Coalition and the Napa Valley Transit Authority, and includes traffic mitigation and safety measures. We believe that making Washington Street safer will benefit not only the residents of the high-density housing units on the street, but all Calistogans who use it as a main artery and thoroughfare through town . We have been Calistoga homeowners since 2005, and we have a few comments we hope you'll consider for your upcoming meeting: 1. Calistoga water rates have been too high for too long ... and for water that is undrinkable ! This needs to change. Rebates to rate-payers is a good first step. 2. The Calistoga Fairgrounds is a potential gold mine for our charming town. Take a look at Crane Park in St Helena to get some good solid ideas. Here are a few:· - Have Calistoga Parks and Rec start a Bocce League. Of course we would need to build courts but that's a minor hurdle. - Make the Pro Shop into a neighborhood style restaurant/bar - Can we make the RV park bigger to accommodate more trailers to generate more income? - Keep the racetrack - it's iconic and something you can never replace, plus it has the potential to generate $$ for Calistoga if it is properly managed. No other town in the valley has anything like it. Let's make Calistoga stand out as not just another wine- tasting town in Napa Valley! There is so much potential for this piece of property ... bbq cook-offs (like the rib fest in Sparks), car shows, concerts, Oktoberfest celebrations; 4-H events, and of course county fairs. So many fundraising opportunities for Calistoga! We hope you will consider all of the incredible opportunities the fairgrounds property holds. Dear Calistoga City Council, I urge you to offer a price reduction and/or rebates to homeowners now paying Calistoga's exorbitant water and sewer rates. Based on flawed planning, Ca listoga's businesses and spas are not paying their fair share for water and sewer usage and Calistoga homeowners are now shouldering an unsustainable burden. My wife and I have lived here in Calistoga for over 19 years and we are now considering moving outside of town because of these ridiculously high water and sewer charges. I've heard from other long-term Calistoga citizens who are considering moving as well. To give you context on our situation, it 's just my wife and I living at our residence, we put in water-free desert landscaping a few years ago, we don't have a garden anymore, nor a pool or spa, we take many of our showers at our health club, and we get most of our clothing laundered/dry cleaned outside of our home ...and our water bill now averages over $400 per period ...for two people. Absolutely ludicrous! This water price situation really has to change or a large number of Calistoga's middle and lower income citizens will simply leave town. And that's happening now, from what I'm hearing. I really hope you can appreciate this situation for what it is: a threat to the future community of Calistoga. RECOMMENDATION: After receiving any public comment and at the conclusion of the workshop provide direction to staff on draft goals, objectives and priority projects for FY 2021 /2022 for Council consideration and adoption on April 6, 2021. BACKGROUND: The purpose of this study session is to review the goals, objectives and priority projects established by the City Council for Fiscal Year 2020/2021 and update as necessary for FY 2021 /22 reflecting current conditions associated with the continued Covid-19 pandemic and desired community-based priorities and objectives. In addition to providing direction on goal updates, there will be an opportunity for Councilmembers to make suggestions on work activities or specific budget requests for Council discussion. Objectives 1. Manage and evaluate key private development and renovation projects to maintain economic vitality in balance with the needs of the community. 2. Promote the qualities of Calistoga that are attractive to residents and visitors. 3. Increase the Water and Wastewater Fund reserves to a minimum of 20% within two fiscal years and increase the CIP and Equipment Replacement Fund reserves to meet anticipated needs over the next three fiscal years. 4. Provide optimal City services in a sustainable manner. 5. Reduce City's unfunded pension liabilities. 6. Recession proof City financial resources. Priority Projects 1. Continue to provide a high standard in the delivery of emergency and general municipal services. 2. Streamline and simplify processes. 3. Resurrect a Calistoga Disaster Council to bring local businesses and service providers into the City's emergency response program and continue to train key City staff on their duties and responsibilities during emergencies. 5. Implement the unreinforced masonry building ordinance to abate structures that could be hazardous during an earthquake. 6. Update Emergency Management Plan and participate in update of County Wide Hazard Mitigation Plan. And you have my thanks for the thoughtfulness that is going into the planning! Regarding: Goal 2 - existing and future housing needs - 1. Consider reclassifying appropriate potential development sites to residential land use classifications or higher-density land use classifications. What are you considering as appropriate development sites? Are you considering re-zoning the areas currently considered Rural Residential? I have a number of concerns regarding it: 1. First, land considered "infill" is more appropriate for development t h at land at the edges of town (It is also unattractive and unappealing when intense development pops up at the edge of town - witness the visual shock of the approach to town from the south on the Silverado Trail). 2. Second, we're in a drought year. Our last drought cycle lasted five years. I know you're working on this, and that this is addressed in the Goal 3 Priority Projects #5, but what kind of resources do we have to susta in us, water-wise, for here on out? Is it sustainable, including considering that the two resorts on either side of town haven't yet opened up? 3. Third, we know that fire season now lasts for a long stretch of time, and that we need to be prepared to evacuate on short notice. How will added development affect t hat? (I know you're thinking about these things already - I just wanted to make sure I included it.) 4. Fourth, housing considerations have changed dramatically in California in the last year. San Francisco rents have dropped dramatically, and they are now looking at the ability to turn no-longer-needed office space into housing. The state of California and the Bay Area imposed housing development requirements on us that we don't have t he capacity o r resources to support - but now that the situation has changed, can we revisit that? I also would like to know what you're t hinking of doing with the fairgrounds! I hope the ideas are not only to t urn it into developable space for housing. Suggestions to City Council for the upcoming budget Dear City Council Members and City Staff, With respect to Goal 1: Maintain and enhance the economic vitality of the community and the financial stability of the City/Priority Projects/4. Support long-term land stewardship of the Napa County Fairgrounds . Please consider purchasing the fairgrounds, because: 1) the current neglect is costly, 2) The growing population density in the area begs for more open space, 3) there is great potential for revenue with the right planning and management, 4) creative minds can make the fairgrounds a welcome venue for music, festivities, sports and recreational activities (including golf) enjoyed by residents and visitors alike. Note: Please clarify what is meant by "Support long-term land stewardship of the Napa County Fairgrounds". Would not ownership be the best way to accomplish "long-term land stewardship"? With respect to Goal 3: Establish , improve and maintain City infrastructure/4. Support efforts to fund bridge and street maintenance and repair. Please consider improvements to Berry Street. Commercial traffic has been increasing since the bridge completion. More heavy trucks, even 18 wheelers, now cut across town on Berry. Please budget for strengthening and resurfacing the roadway that includes Cedar to Myrtle. Wide cracks in the pavement and the underlying concrete do not support the heavier vehicles. Heavy trucks vibrate and jiggle my own house when they go by. If the cost doesn't fit the budget, then place appropriate weight restrictions on Berry Street road signs. With respect to Goal 6: Create an environmentally-sustainable community. Objectives/1. Implement "green" environmental sustainability policies and initiatives . Please conside r budgeting for an eventual phase out of pollu1ing gasoline powered leaf blowers. Licensed landscapers may need encouragement to convert to battery operated blowers over time and a rebate system such as recently implemented in Yountville may be the smart way to go for Calistoga as well.
