3. APPROVAL OF MINUTES
3.1. Draft Minutes from July 9, 2024, Regular Meeting
4. NEW BUSINESS
4.1. Discussion of Napa County's Draft Regional Climate Action and Adaptation Plan
(RCAAP) and Assignment of Subcommittees
Recommended Action: Assign subcommittees to work on sections of the RCAAP
Committee members discuss the sections six sections of the RCAAP and which
sections they are most interested in. Chair Mailliard provides a chart that includes the
committee members’ preferences on each of the sections. Discussion ensues
regarding the “Top Ten” GHG Measures. The committee agrees to provide comments
on all the proposed GHG measures, not just the top ten. The subcommittees are divided
as follows: Committee member Gleazer and Chair Milliard are assigned to the
Building/Energy section, Vice Chair Gleazer is assigned to the On-Road Transportation
section, Vice Chair Gleazer and committee member Birge are assigned to Off-Road
Vehicles and Equipment section, committee member Pease and Chair Mailliard are
assigned to Solid Waste section, committee members Grove and Birge are assigned to
Water and Waste Water section, and committee members Grove and Pease are
assigned to Agriculture and Open Space section.
Motion by Chair Maillard and seconded by to approve the subcommittees as stated
above

5. OLD BUSINESS
5.1. Foodware Ordinance Update & Recommendation to the City Council for Amendments
Recommended Action: Review and approve the recommendation to City Council to
amend the Foodware Ordinance and Single Use Plastic Bag Reduction

Chair Mailliard presents the proposed amendments to the Foodware Ordinance.
Committee member discuss the proposed amendments, specifically the addition of
Ch.18.17.50 Exemptions. Chair Maillard explains that she has not received
confirmation from Upper Valley Disposal regarding the plastic items that can and cannot
be recycled.
Motion by Chair Maillard and seconded by to approve the recommendation to City
Council to amend the Foodware Ordinance as written with the understanding that
there may be insubstantial revisions to the language Motion Carried
6. COMMITTEE MEMBERS' COMMENTS & REQUESTS FOR DISCUSSION
Committee member Pease requests that staff send the letter approved by the committee to
businesses regarding the Single Use Plastic bag Reduction regulations.
