CITY OF CALISTOGA HOUSING ADVISORY COMMITTEE SPECIAL MEETING MINUTES October 27, 2023, at the Community Center at 10:00 a.m. 1. ROLL CALL Committee members present: Chair Laurel Gourd, Vice Chair Laurel Rios, Lana Richardson, and David Shaw. Staff members present: Lauren Clark, Laura Snideman Absent: Steven Pinsky 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA There were no public comments received. 3. CONSENT AGENDA 3.1. Approval of Draft Minutes from July 17, 2023, is approved unanimously after correcting minor typos. 4. NEW BUISNESS 4.1. Housing Element Implementation Chair Gourd begins the discussion by presenting Housing Element implementation actions broken down by the years they are due. Discussion ensues about how the committee could help implement the actions starting with 2023, specifically updates to the Housing Resources page of the City website. Discussion ensues about using a QR code to help make the page easier to access and using the Chamber of Commerce as a resource. Discussion ensues about translating any information posted to the website in Spanish. Discussion ensures about going to City Council to narrow down the committee’s scope now that the Housing Element has been certified. Discussion ensures about the Housing subcommittee of the City Council that Chris Canning and Lisa Gift. Staff member Clark agrees to send a copy of the Housing Resource page as a draft for the committee to make comments on. Discussion ensues about the Housing Advisory Committee’s original resolution and City Council goals for 2023/2024. Discussion ensues about Action A2.1-7 concerning in-lieu fees listed in the actions of 2024 and Action A2.1-6 listed in the actions of 2026. There is a consensus among the committee that these are high priority actions due to the current in-lieu fee. Discussion ensues about the current entitlement projects including Yellow Rose Ranch. Discussion ensues about the Affordable Housing Fund and how the committee could produce ideas that could be presented to City Council. 4.2. Discussion of Objective Design Standards Staff member Clark announces that there has been a change in the future scope of the Objective Design Standards. It is going back to its original scope as it was discussed in the joint session with Planning Commission and City Council on April 19, 2023. Discussion ensues about committee member’s disappointment in the efforts of community outreach done by M-Group. There is a consensus amongst the committee that more public education and engagement is needed when it comes to Objective Design Standards. Discussion ensues about the importance of retention, quality of experience, practical understanding of complex California housing laws and processes, experience with smaller communities, preference of having someone living within the City, and someone with effective communication skills that can break down difficult topics and present them in a way that is unbiased. 5. Lana Richardson’s Housing Resource Page Recommended Edits: Notes: There are a couple things that may be easily addressed – like the ‘page not found’ for Down Payment Program and making sure the ‘income’ tables used are current and consistent. It would be good to add something about City’s efforts to create ‘middle-income’ housing and workforce housing. Maybe reference plan for Earl/ Eddy parcels, efforts to purchase other properties and some info about the CJUSD property goal. Also think the page should have link to CAH. Income-Restricted Apartments in Calistoga (2019)- is there any update to the income / rent amounts. Being from 2019, seems quite outdated. 160% AMI was recently used by Council for one of the income tables, would that apply here? Seems to be disparity in the income level numbers – link to grant program for 1 earner shows $55,650; Calistoga flyer shows $46,150. Maybe there are qualifying reasons for that? Housing Authority of the City of Napa Information about rental assistance, home sharing programs and affordable housing projects. Section 8 assistance – I know what Section 8 is but very unclear on how it is managed. Is it done by City, County and State? Refers to 2021 being ‘closed’ and waitlist also closed. How often is that updated? If Calistoga has it’s own allotment of Section 8, is that conditioned by County, State numbers? Napa Valley Community Housing For information about the availability of subsidized affordable housing units for low-income families, Does not list Calistoga as having any. Monitor the City’s Affordable Housing Fund and convey to public (via City website, notices at the public counter, etc.) as a source of funding for affordable housing to extremely low-, very low-, low- and moderate-income households. Use loan repayments from the 1980s CDBG residential rehabilitation program to fund programs and projects that benefit extremely low-, very low-, low- and moderate-income households. As part of the project review process, provide incentives to market-rate rental housing projects of 10 or more units that provide affordable three- and four- bedroom units, which may include waivers from or modifications to development standards as determined to be appropriate through the development review process. Release available sites and requests for proposals to develop on publicly owned sites and establish a schedule of actions to facilitate development by July 2024.
