PARKS & RECREATION COMMISSION MEETING MINUTES - DRA Wednesday, March 25, 2015, 5:00 PM Lacamas Lodge, 227 NE Lake Road I. CALL TO ORDER Present: Juli Bradley, David Gast, Eunice Abrahamsen, and Vice Chair Steve Lorenz Excused: Chair Randy Curtis, and Cassi Marshall Present: Sean Vergillo Staff: Jerry Acheson, Krista Bashaw, Susan Newlove and Denis Ryan City Council Liaison: Tim Hazen Public: Randy Potter II. APPROVAL OF MINUTES A motion was made by Bradley, seconded by Gast, and approved to accept the minutes of the meeting held on February 25, 2015. III. MEETING ITEMS A. Louis Bloch Park Improvement Request Babe Ruth presentation Acheson introduced the Secretary and Treasurer of the Babe Ruth Baseball League, Randy Potter. Potter gave a proposal on a baseball batting cage repair and relocation at Louis Bloch Park. He stated that the biggest issue is the leveling of dirt in that area, which would require additional work by the City of Camas or a hired contractor. Potter stated that Parks Maintenance Supervisor, Jim Gant, suggested leveling the entire area. Denis Ryan stated that Jim Gant supports this project and the Babe Ruth League will need to go through the city's permitting process to proceed with it. Ryan is confident that this will be a successful project. In response to Lorenz, Potter stated that about two feet of slope would be required for the project. Acheson stated that Dave Kuhlman is receiving the Florence B. Wager, V-formation award, from Parks Foundation of Clark County for all of the volunteer work he's contributed to Louis Bloch Park. This is a very prestigious award and only one other person in Camas has received it. A motion was made by Gast, seconded by Abrahamsen, and carried to support the proposal made by the Babe Ruth League subject to approval. B. Naming Committee Report and Recommendation Page 1 Acheson introduced Special Event Coordinator, Krista Bashaw. Bashaw stated that Tim Hazen, Cassi Marshall and Katy Daane were all on the Naming Committee for the new park at Drewfs Farm. They all met at the site to discuss possible names and came up with the following three choices; Cooper's View Park, Hawk's View Park and Overlook Park. The nominated names went through a public process and the recommended choice was Cooper's View Park. Cooper is the name of the family who first purchased property in the Drewfs Farm development. A motion was made by Bradley, seconded by Vergillo, and carried to promote the name of Cooper's View Park to the new park located in Drewfs Farm. C. Fallen Leaf Park Annual Review Acheson distributed a report on Fallen Leaf Lake Park usage over the last three years. The numbers in 2014 reflected the highest usage to date. Acheson included a timeline of the addition of rules and regulations to the park. In response to Lorenz's question regarding complaints about the rules, Acheson stated that he's received one complaint regarding fishing. Ryan stated that there hasn't been any vandalism and mentioned that the ADA ramp has been installed. Hazen stated that although there haven't been any major issues at the park, City Council would like to revisit the rules of Fallen Leaf Lake Park. Acheson stated that they hope to master plan the area in 2015-16. In response to Abrahamsen, Hazen stated that his parents will be the park hosts this summer at Fallen Leaf Lake Park. Bradley suggested keeping the no fishing rule. In response to Hazen, Gast stated that the issue with the hardshell boats is the distance to carry them for lake access. In response to Hazen, Acheson stated that both gates should be unlocked during the day. Ryan suggested using Metro Watch for security at the park. IV. PROJECT UPDATES V. OTHER ITEMS Ad Hoc Committee - Bradley stated that the committee met once with Phil Bourquin to discuss trail development in the Green Mountain area. Gast stated that there are some advantages for trails within larger developments. Vergillo pointed out that the difference between a path and a trail is huge. August Parks Commission Meeting - Eunice Abrahamsen stated that she'd like to hold the August meeting at her house. The meeting will be held on Wednesday, August 26th at 5:00 pm. VI. ADJOURNMENT The meeting adjourned at 5:50 pm. The next meeting will be held on Wednesday, May 27th at 5:00 pm in Lacamas Lodge.
