PARKS & RECREATION COMMISSION MEETING MINUTES - DRAFT

I. CALL TO ORDER
Staff: Jerry Acheson and Susan Newlove
Presenter: Juanita Rogers
Present: Chair Randy Curtis, Vice Chair Steve Lorenz, Eunice Abrahamsen, Juli Bradley,
David Gast, Cassi Marshall and Sean Vergillo
II. APPROVAL OF MINUTES
A motion was made by Bradley, seconded by Marshall, and carried to accept the Minutes
of the October 28, 2015 meeting as written.

III. MEETING ITEMS
A. Lacamas Lodge 2015 Annual Report
Lacamas Lodge 2015 Report
Acheson reviewed the Lacamas Lodge 2015 report to the Commission. In response to
Curtis' question regarding the annual increase in fees, Acheson stated that the expenses in
the report don't include employee salaries or debt payments.
B. Camas Community Center 2015 Annual Report
Camas Community Center 2015 Report
Acheson reviewed the 2015 Community Center report to the Commission. In response to
Abrahamsen's concern about the parking lot, Acheson stated that the Street Department
tries to stripe the lot annually. Abrahamsen clarified that her main concern was with the
amount of leaves and debris in the parking lot and she is curious as to how often the
parking lot is maintained.
C. Fallen Leaf Lake Concept Plans Review
Acheson introduced Juanita Rogers of Berger ABAM. She presented the Concept plans for
Fallen Leaf Lake Park, which were based on the vision, direction and ideas about the site.

She reviewed the overall Concept plan, two different modifications of driveway/event
parking plans and the north trailhead plans. The Commissioners all gave positive feedback
on this project. In response to Vergillo's question regarding a timeline, Acheson stated that
the plan is to submit a grant application in 2016.
Juanita Rogers stated that a public forum on the Fallen Leaf Lake Park concept plans will
be held at Lacamas Lodge on Wednesday, January 20th at 4:30 pm. Information will be
mailed out three weeks prior to the meeting. Vergillo recognizes great potential for this
project.
D. 2015 Parks Commission Annual Report
Curtis stated that the Parks Commission will be presenting the annual report to City
Council at the Annual Planning Conference in January. The report will summarize 2015
project involvement, which includes; roles and responsibilities of the Parks Commission,
Louis Bloch park improvements and Dave Kuhlmann's work on this project, the Ad Hoc
Committee, Cooper's View Park, Friends of the Camas Cemetery, Lacamas Lake property
leases, Washougal River Overlook, the Trail Mapping project, Fallen Leaf Park Master
Plan, Crown Park Pool 2015 Report, Parks and Recreation fee schedule for 2016 and the
Community Center Development Committee. The future goals in the report include; Fallen
Leaf Master Plan review, Crown Park Master Plan review, review/update park & trail
signage and park assessment needs.
Acheson suggested adding the survey for the Friends of the Camas Community Center to
the list. The Commission liked Bradley's idea of picking two parks each to evaluate and
present feedback to the board. In response to Lorenz, Acheson stated that the next budget
cycle will cover 2017 and 2018 and budget recommendations should be made in
September of 2016. Vergillo stated that it's important to prioritize needs within the annual
report to Council.
IV. PROJECT UPDATES
Lacamas Heritage Trail - A new parking lot at the Goodwin Road entrance is in the concept
design phase. The Parks Commission gave approval of the concept layout of the parking
lot.
Dog Park - An allowable use request will be submitted and is needed to convert the
location next to the old bowling alley to a dog park.
Friends Survey - The survey will be emailed to everyone and needs to be completed by
January 8, 2016.
Washougal River Greenway Trail Overlook - The overlook should be completed by the end
of 2015.
Fuel Medical - Thank you to Fuel Medical for volunteering to hang lights at Lacamas Lodge
for the holiday season.
V. OTHER ITEMS
Volunteer Coordinator - Vergillo stated that it would be great if the City of Camas could get
a Volunteer Coordinator for city projects, especially regarding liability issues. He stated that

Clark County has great volunteer program in place.
VI. ADJOURNMENT
The meeting adjourned at 6:35 pm. The next meeting will be held at Lacamas Lodge on
Wednesday, January 27th at 5 pm.
