Village Board Minutes
1. Call to Order/Roll Call: Pro tem trustee Hollenbeck called the meeting to order at 6:30 p.m. Members present:
Trustees Trendel, Jacobson, Hollenbeck, Blackwood, Kreklau, Schulz. Absent: President Breunig. Others present:
Lucy Peterson, Administrator/Treasurer/Deputy Clerk, Chris Lee, Patty Strohbusch, Jackie Frey, Cody Garcia, Mary
Cebertowicz, Gail Tufte, Doug Tufte, Kenneth Johnson, Cathie Trevallee, Cathy Yerges, Tim Scott, Roy Marsden, Tom
Frederick, Becky Phillips, Jean Belanger, and Wayne Belanger.
2. Pledge of Allegiance
3. Proof of Posting: The Agenda was posted in the upper and lower levels of the Amundson Community Center,
Cambridge Post Office, Badger Bank and Village Website.
4. Public Comment
Trustee Hollenbeck made a motion to have only one public comment on tonight’s agenda, seconded by Trustee
Blackwood. Motion failed on a 1-5 roll call vote.
a. Cathy Yerges: Tonight, I’m here representing Collaborative 523… We’ve hosted bi-weekly Wake-Up
Wednesdays… helped reestablish Connect Communities application through WEDEC… started a Now Hiring
in Cambridge post… ran Make Music Day… new mural at Camrock Trail… ran Holiday Headquarters…
helped run Renew Towns… awarded a grant from WEDC for an Entrepreneurial Partnership Grant in the
amount of [$182,000]… will include a Cambridge Storefront Competition in [2026], business workshops,
scholarships, mentoring, and a revolving loan fund.”
b. Kenny Johnson: “I would like to see courts [pickleball] in the Village of Cambridge… looked at LBK Park…
funds available for that development could include possibly a pickleball court… would like to discuss the
construction of four pickleball courts… tennis courts at the community park have been converted to pickleball
courts, but they are not official pickleball courts.”
c. Roy Marsden: Stated his appreciation for village beautification and flower donations.

Trustee Blackwood made a motion to approve the Consent agenda as presented, seconded by Trustee Kreklau.
Motion carried.
6. Reports:
a. Personnel Committee
Trustee Kreklau stated there were two meetings which were held to perform interviews for the Director of
Public Works and Clerk/Deputy Treasurer position.
b. Plan Commission
Trustee Kreklau stated that Administrator Peterson created an orientation packet, by-laws, and other
documents to assist Plan Commission going forward.
c. Board of Review
Trustee Hollenbeck stated we had one dispute and that ended up with a hearing due to a miscalculation. An
adjustment was granted.
d. Water/Sewer Committee
Trustee Hollenbeck stated that we are working on the Rockdale Regionalization agreement, which at this time
has been postponed until 2025, also deciding what sewer lines we want to do sewer lining this year, and
working with Ehlers on a Water/Sewer/Storm budget which should be completed by September of 2025. Also
looking into a bulk water station.
7. Approval of Bills: Discussion and Possible Action:
The first run of bills was in the amount of $36,327.40, second bill run was in the amount of $33,624.21 for a total of
$69,951.61.
Trustee Blackwood made a motion to approve the bills in the amount of $64,689.11, The bill for MSA for $5,262.50 will be
removed until further information is provided by Administrator Peterson, seconded by Trustee Jacobson. Motion carried on
a 6-0 roll call vote.
8. New Business: Discussion and Possible Action Regarding:
a. Bauman and Associates Audit presentation
Eric Davidson (Auditor): “Our opinion is clear. It’s going to be an unmodified opinion… General fund did have a
positive change in fund balance, aided with debt issuance… prior to other financing resources, the general fund
was in the negative by [$200,000]… planned deficit of [$308,499]… expenditures have outstripped revenues for
the past four years… legal expense up [$50,280], EMS up [$47,024], hydrant rental up [$65,000], Dane County
Sheriff cost increased. At the end of [2024], village at about [24%] of debt limit, with [$11 million] of debt capacity.”
b. Budget/Borrowing for Public Safety, Equipment, Personnel, & Operations
Trustee Kreklau made a motion to work with Ehler’s on a financing plan, seconded by Trustee Blackwood. Motion
carried.
c. Board Efficiency/Committee Assignments
Trustee Hollenbeck made a motion to remove Trustee Hollenbeck as a chair of Audit/Finance committee and to
replace chair with President Breunig, seconded by Trustee Blackwood. Motion passes.
d. COWC board member
Trustee Hollenbeck made a motion to appoint Mat Hughson as a member of COWC board member to replace
Ted Kumbier, seconded by Trustee Trendel. Motion passes.
9. Old Business: Discussion and Possible Action Regarding:
a. 15.60 Floodplain Regulations Ordinance update
Administrator Peterson is working with the DNR to complete this ordinance update and will share updates at
the next Village Board meeting.
b. LBL park sub committee
Trustee Kreklau made a motion to install the small playground equipment as discussed for phase 1 of LBK park not to
exceed $55,000, seconded by Trustee Schulz. Motion carried on a 6-0 roll call vote.
c. Welcome to Cambridge Sign
Administrator Peterson shared that we are currently waiting for the survey to be completed for the easement
of the Welcome to Cambridge Sign. The sign company will be contacted to let them know we will be
scheduling the installation of the signs in the very near future.
10. Correspondence: None
11. Public Comment:
a. Tim Scott: “There are groups in Marshall and Deerfield with dedicated pickleball courts… anything is better
than nothing, but one or two courts may not be enough.”
12. Questions, Referrals to Staff or Future Agenda Items:

14. Convene into Closed Session per 19.85(1)(c) of the Wisconsin Statutes to consider the employment, promotion,
compensation or performance evaluation data of Village employees: Public Works Director position and Clerk/Deputy
Treasurer Position
Trustee Blackwood a motion to enter into closed session per 19.85(1)(c) of the Wisconsin Statutes to consider the
employment, promotion, compensation or performance evaluation data of Village employees: Public Works Director
position and Clerk/Deputy Treasurer Position, seconded by Trustee Hollenbeck. Motion carried on a 6-0 Roll call vote.
15. Reconvene into Open Session
Trustee Blackwood made a motion to reconvene into Open Session, seconded by Trustee Kreklau, motion carried on a 6-
0 roll call vote.
16. Possible action taken on closed session items.
Trustee Hollenbeck made a motion to hire Cody Garcia per recommendation from the joint personnel/public works
committee effective yesterday July 21,2025, seconded by Trustee Kreklau, motion carried on a 6-0 roll call vote.
Trustee Blackwood made a motion to hire Yessi Arce for the position of Clerk/Deputy Treasurer as discussed in closed
session, seconded by Trustee Schulz, motion carried on a 6-0 roll call vote.
17. Adjournment: Trustee Trendel made a motion to adjourn, seconded by Trustee Kreklau. Motion carried. Pro tem
Trustee Hollenbeck adjourned the meeting at 8:57 p.m.
