WATER & SEWER COMMITTEE
AMUNDSON COMMUNITY CENTER
200 SPRING ST., CAMBRIDGE, WI 53523
TUESDAY, NOVEMBER 18, 2025, 6:30 PM
1. CALL TO ORDER: Trustee Hollenbeck called the meeting to order at 6:30 p.m.
2. ROLL CALL: Members Present – Trustee Hollenbeck, Trustee Schulz, Steve Struss, Mat Hughson, and Ted Kumbier
Members Absent – None
Others – Matt Castillo, MSA Professional Services
3. PROOF OF POSTING: Confirmed - upper and lower levels of the Amundson Center, Cambridge Post Office, Badger
Bank, Bank First, and the Village website.
4. PUBLIC COMMENT: None.
5. APPROVAL OF BILLS: Motion by Struss to pay the bills for November using Docusign for approval. Seconded by
Kubier. Motion carried by voice vote.
6. REPORTS: Reports were provided by the Utility Clerk, Utility Staff, and the Cambridge-Oakland Wastewater
Commission (COWC).
7. UNFINISHED BUSINESS – ACTION REQUIRED:
A. The draft Rockdale Regionalization Agreement was reviewed and discussed. After a few questions and
concerns were addressed by Matt Castillo, the MSA engineer, it was agreed that flow meter calibrations only
needed to be done on an annual basis, and wastewater strength (BOD5) should be tested monthly. With those
two changes Struss made a motion to recommend that the Village Board approve the agreement, pending the
connection fee being finalized. Second by Kumbier. The motion passed on a voice vote.
B. The 2026 Budget for water, sewer, and stormwater was discussed. Committee members did not approve a 3%
Sewer rate increase as prepared by Ehlers. Motion was made by Struss, to recommend to the Village Board
the approval of the 2026 Water, Sewer, and Stormwater Budget, minus the 3% rate increase for Sewer as
provided by Ehlers. Motion was seconded by Kubier. Motion carried by voice vote.
C. Details regarding the Bulk Water Station were discussed. Committee decided that only a three-season station
was needed and not a four-season station.
D. Members had a discussion with Blake Darnell, Utility Superintendent, to discuss the status of current and
outstanding projects involving Village utilities.
8. NEW BUSINESS:
A. Following discussion of the Utility Clerk/Deputy Clerk position, a motion was made by Struss and seconded by
Kumbier to recommend to the Village Board to post the vacant position as a full-time position with 75% of its
salary and benefits to be paid by the budget of the utilities. Motion carried by voice vote.
9. QUESTIONS, STAFF REFERRALS, AND FUTURE AGENDA TOPICS: None.
10.ADJOURNMENT: Struss made a motion to adjourn. The motion was seconded by Ted Kumbier.
Motion was unanimously approved on a voice vote.
