ISSUES NEXT ACTION
1. Roll Call – Roll call was taken at 5:00 p.m. Noted.
2. Meeting Minutes from May 16, 2019, Staff to circulate CIP project list and budget.
were reviewed and approved as amended
(VTA trip to Copenhagen had already
occurred).
3. Ongoing Projects: Staff updated the
BPAC on the following.
San Tomas Aquino Creek Trail Noted.
Feasibility Study. The project is in the
Preliminary Engineering/Environmental
Clearance Phase. Staff is in contact
with the stakeholders. Issues to address
include the proposed bridge’s proximity
with existing pipeline; property line of
Westmont High School; and, mitigation
for tree removals. BPAC mentioned
the need to raise vegetation and
undergrowth to avoid fires. Staff
responded that the Water District
manages the vegetation along the creek.
Eden Avenue Sidewalks. The Noted.
construction contract was awarded to
Redgwick Construction. The Pre-
construction meeting was held on July
ISSUES NEXT ACTION
17. Construction is scheduled to begin
on August 5 and should take about nine
weeks to complete.
Harriet Avenue Traffic Calming. Noted.
This project includes ordering material
that has long lead times. Construction
should begin in September and is
scheduled for 110 working days. A
West Valley Sanitation District project
along Westmont Avenue and Harriet
Avenue will finish by next March. The
schedules of the two projects overlap.
Dell Avenue Bike Lane/Bike Route Noted.
Project. Chrisp Company has been
awarded this project. Staff will
schedule a pre-construction meeting.
4. Winchester Boulevard Overlay Project: Noted.
Staff reviewed with the BPAC the latest
concept drawings of bike facilities along
the project corridor.
The following comments were made. 1)
Consider adding bike lane markings at
conflict areas (e.g., bus stop next to
Methodist Church). 2) Will channelizers be
installed in the bike lane buffer? Answer:
No. 3) Research how to design where a
buffered bike lane ends. 4) Consider
adding sharrows on a) eastbound Campbell
Avenue from eastern end of bike lane to
Winchester Boulevard and b) southbound
Winchester from southern end of bike lane
next to Community Center to Campbell
Avenue. 5) Consider wrong-way bike lane
signs.
Staff will complete concept drawings first
and then phase in green bike lane elements
as funding allows.
5. VTA BPAC Update: Paul reported on the Noted.
VTA BPAC meeting. 1) VTA discussed
the scoring criteria for Measure B
Bicycle/Pedestrian Capital Projects.
6. Around the Table Comments and Noted.
Discussion: 1) Silicon Valley Bicycle
Coalition is seeking to perform 8- to 10-
mile bike rides to existing and proposed
bike facilities. The BPAC thought there
may not be enough worthwhile projects to
