The SARC makes reports and recommendations to the Planning Commission, however, the SARC has no decision-making authority, and its recommendations are not binding on the Planning Commission. SARC meetings are scheduled immediately preceding the 7:30 PM Planning Commission public hearings. As such, the time allotted for each application is limited and must be reserved for review and discussion by the SARC, staff, and applicants. MEMORANDUM Community Development Department Planning Division To: Site and Architectural Review Committee Date: September 9, 2022 From: Larissa Lomen, Assistant Planner Via: Rob Eastwood, Community Development Director Subject: Site and Architectural Review Permit File No.: PLN-2022-67 ~ 1614 West Hacienda Avenue BACKGROUND Proposed Project: The applicant is seeking approval of a Site and Architectural Review Permit to allow construction of a new two-story single-family residence utilizing portions of the existing structure (reference Attachment 1 – Project Plans). Project Site: The project site is a 9,115 square-foot parcel located along Hacienda Avenue, south of Westmont Avenue, west of Burrows Road, east of Harriet Avenue, and north of Pollard Road, within the City's San Tomas Area Neighborhood in the R-1-9 (Single-Family Residential) Zoning District. The site is currently developed with a one-story, single-family residence that will be remodeled and expanded as part of the project and the City has determined that the scope of work is classified as a “New Dwelling using portions of the original structure” pursuant to Campbell Municipal Code Section 18.32 (Definition of "Scope of Work"). DISCUSSION The Site and Architectural Review Committee's (SARC) role is to review the architectural design and site configuration of the proposed project and to make recommendations as appropriate to the Planning Commission. Site Layout: As the project entails remodel and expansion of an existing dwelling using portions of the original building, the current front and side setbacks and general placement within the front half of the lot would be retained. These setbacks meet both the minimum Campbell Municipal Code requirements, and also match the surrounding neighborhood setback pattern. SARC Memorandum – September 27, 2022 Page 3 PLN-2022-67 ~ 1614 West Hacienda Avenue Architectural Design: The Proposed Project would be constructed as a two-story 4,510 square- foot single-family house with an attached two-car garage, incorporating architectural features representative of homes within the San Tomas Area. These features include hipped and gabled rooflines covered with composition shingles, slate blue horizontal siding with a cultured stone wainscoting, and shallow window fenestrations with white trim. Together, these elements combine to achieve compatibility with the San Tomas Area Neighborhood Plan, specifically Section K (Site and Architectural Review), which calls for traditional architectural features, simple building and roof forms, modest entryways, and a general absence of ornamentation. Additionally, while the majority of the neighboring properties are comprised of single-story homes, the Proposed Project maintains a perceived scale compatible with the neighborhood by reducing building mass through the addition of second-story dormers, stepping the second story back from the front and sides of the first story, and limiting the size of the second story relative to the first story. These architectural design features are consistent with the San Tomas Area Neighborhood Plan as described in Section K (Site and Architectural Review). Landscaping: The Proposed Project would re-landscape the front yard and retain existing landscaping within the rear and side yards in compliance with the State's Model Water Efficient Landscaping Ordinance (MWELO). In total, the project would result in a new landscape area of approximately 889 square-feet or 9.7% of the site's net lot area. Privacy: The second story of the proposed dwelling depicts several windows along the interior side and rear elevations. While the majority of these windows are proposed as clerestory, two full length windows are depicted, including one window on the rear façade within the master bedroom, and one window along the side (west) facade within the family room. In response to the initial notice of application filed sent to homeowners within a three-hundred-foot radius of the subject property, one public comment was received from the rear neighbor citing privacy concerns resulting from the proposed rear master bedroom window. The privacy plan supplied by the applicant, however, demonstrates adequate screening between neighboring properties through the use of trees, vegetation, and fences consistent with privacy impact mitigation measures described within Section K (Site and Architectural Review) the San Tomas Area Neighborhood Plan. If the SARC believes that the applicant has adequately addressed any concerns the Committee may have, it may recommend approval to the Planning Commission as proposed, or subject to specific revisions.
