The SARC makes reports and recommendations to the Planning Commission, however, the SARC has no decision-making authority, and its recommendations are not binding on the Planning Commission. SARC meetings are scheduled immediately preceding the 7:30 PM Planning Commission public hearings. As such, the time allotted for each application is limited and must be reserved for review and discussion by the SARC, staff, and applicants. MEMORANDUM Community Development Department Planning Division To: Site and Architectural Review Committee Date: March 26, 2024 From: Daniel Fama, Senior Planner Via: Rob Eastwood, Community Development Director Subject: Variance and Site and Architectural Review Permit File No.: PLN-2024-3 ~ 68 Page Street BACKGROUND Project Site: The project site is a single-family residential property located at the southeast corner of Page Street and Maple Avenue, a block up from East Campbell Avenue, and within a small neighborhood nestled between Downtown Campbell and the Los Gatos Creek. The property is bordered by single-family properties in the R-1-6 (Single-Family Residential) Zoning District. A small townhome community and the Lloyd Square Shopping Center are located across and down Page Street, respectively, as shown on the map, below. Proposed Project: The submitted application for a Variance and a Site and Architectural Review Permit would allow construction of a 2-story approximately 1,471 square-foot single-family dwelling, with substandard street-side and interior-side setbacks and an increase to the allowable floor area ratio (FAR), including retention and alteration of an existing detached non-conforming garage (reference Attachment 1). The Planning Commission previously approved a Variance application for this property, a decision that was subsequently overturned on appeal by the City Council. This denial resulted in the City requiring demolition of the structure that had been partially constructed that was subject to the Variance. Site Layout: The proposed single-family dwelling would be linearly designed commensurate with the narrow configuration of the project site extending 60-feet in length. The structure would be situated at a conforming 20-foot front setback from Page Street and a reduced 6-foot setback from Maple Avenue and a reduced interior setback of the neighboring property. The existing detached garage would be reduced in size to a one-car garage site in order to reduce the project's overall FAR and to provide a sufficiently sized private open space area. SARC Memorandum – March 26, 2024 Page 3 PLN-2024-3 ~ 68 Page Street Design: The proposed dwelling is presented in a two-story form with an asymmetrical façade composition. The first floor exhibits a mixture of material finishes including a stone veneer base, smooth stucco, and vertical wood siding, which transitions into horizontal lap siding on the second story. The roof configuration includes two off-set pitched roof forms with standing metal panels and a flat roof section programed as a deck secured by a metal railing system. Fenestration is varied, with both vertical and horizontal window orientations. The main entry is oriented towards Page Street and anchored with a cantilevered flat roof above the door. The City currently has no design standards for single-family homes for this part of this of the City (the prior non-objective guidelines were rescinded with adoption of the new General Plan). However, the General Plan provides the policy guidance, below, that encourages "high quality," "create," " innovative," and "distinctive" design. Policy LU-2.1 Promote high quality, creative design and site planning that is compatible with surrounding development, public spaces, and natural resources. Policy CD-1.3: Through implementation of the city’s design review process, encourage creative, high- quality, innovative, and distinctive architectural and site designs that help create unique, vibrant places. The architectural approach shows consistency with this guidance through use of diverse materials such as white stucco, wood siding, and a black metal roof, and an asymmetrical building form, that lend the home a distinctive contemporary character. Due to the building's closer than typical placement to the street and the two-story massing, a high-quality design is important to ensure that the structure integrates well with the existing streetscape and does not detract from the pedestrian experience. However, staff would advise placement of an additional window on the second story facing Page Street. Adding a window on this side of the building would enhance the architectural rhythm and break up the expanse of the siding, providing both a visual interest and a balance to the facade. It would also serve to harmonize the first and second levels as seen from Page Street. SARC Memorandum – March 26, 2024 Page 4 PLN-2024-3 ~ 68 Page Street Privacy: As compared to the original proposal for this property, the proposed dwelling is two-stories, which has the potential to create a privacy impact to the abutting property to the south. However, the second-story has only a single narrow window connecting into a hallway, which minimizes such impacts. The balcony is also placed on the opposite side of the building facing Maple Street. Since front yards are not typically considered privacy sensitive spaces, the balcony would not present a privacy impact. SUMMARY The SARC should discuss the proposed project's design approach and site layout. If the SARC believes that the project warrants changes, the applicant may be asked to revise the design for review by the Planning Commission at the scheduled April 23rd meeting. Attachment A
