City Council -Special Meeting for Public Hearings The Canistota City Council met in Special Session, Monday, March 21st at 6:25 PM in the Community Room of City Hall. City Council Members present: Mayor Justin Engbarth, Brad Miller, Jessica Kerher, Donovan O’Donnell and Jamie Miller. Others present: Maintenance Supervisor, Darin Nugteren and Finance Officer, Kathy Townsend. Darin Ligtenberg arrived at 6:58 PM The agenda was amended and approved to include an update from City Engineer, D. Ligtenberg on a motion by Kerher, seconded by J. Miller, all voted yes, the motion was approved. The Mayor called to order the public hearing for the Notice to Agencies, Groups and Persons concerning the Release of Funds Request along with the Finding of Significant Impact Notice at 6:25 PM. No written comments were received and no one was present either for or against the request. The request for release of funds was acknowledged and approved. SECOG will facilitate the request with the State of South Dakota along with Bond Counsel for the City of Canistota. The public hearing on the proposed draft amendment, Ordinance 2022-2, amending Planning and Zoning Ordinance; Grian Bins was called to order by the Mayor at 6:25 PM. There was no one present for or against the Ordinance. The first reading of Ordinance 2022-02 was acknowledged The public hearing on the proposed draft amendment, Ordinance 2022-03 amending Planning and Zoning Ordinance, Solar Energy was called to order by Mayor Engbarth at 6:30 PM. No one was present for or against the Ordinance. The first reading of Ordinance 2022-03 was acknowledged. The public hearing for the Council to receive input on the approval of the Plat of Lot 2, Johns’ Addition, an Addition to the City of Canistota was called to order at 6:35 PM. The Canistota Planning and Zoning Commission held a public hearing on the proposed plat and received no input from the public. On the recommendation of the Canistota Planning and Zoning Commission, the Canistota City Council approved the plat on a motion by B. Miller, seconded by J. Miller, all voted yes, the motion carried. City Council Resolution Be it resolved by the Board of Commissioners of the City of Canistota, South Dakota, that the plat known and described as LOT 2 OF JOHNS’ ADDITION, AN ADDITION TO THE CITY OF CANISTOTA, MCCOOK COUNTY, SOUTH DAKOTA, lying within platting jurisdiction of Canistota is approved and the Municipal Finance Officer of the City of Canistota, South Dakota is hereby directed to endorse on such plat copy of this resolution and the same thereon. Townsend Municipal Finance Officer City of Canistota, South Dakota The grant received from the South Dakota Solid Waste Management Program was discussed. On a motion by B. Miller, seconded by O’Donnell, a skeleton bucket will be purchased for the Wheel loader, all voted yes, the motion carried. Nugteren will bring alternatives and guidelines for further use of the grant to the April 4, Council meeting. Ligtenberg met with the Council to discuss the Proposed Phase 3 Improvement Project. Filing the submitted plans and specifications will be presented to the City Council at the April 4, 2022 regular Council meeting for approval. The parking lot at the city pool was briefly discussed along with the proposed time line for the project. There were no public or Council concerns and on a motion by Kerher, seconded by B. Miller, the meeting was adjourned at 7:21 PM. The next regular meeting of the Canistota City Council will be Monday, April 4, 2022 at 7 PM in the Community Room of City Hall. All are welcome.
