BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, January 19, 2021 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:07 AM. Director of Public Service John Highman was present. Director of Public Safety Andrea Perry was excused. Board Secretary Katie Wise was also present. Visitors present were Deputy Mayor Fonda Williams and Renee Biggums from the Department of Development. The following items were for review/approval by the Board of Control: 1/19/2021 - Minutes 1. Ordinance 87/2020 Enter into an agreement with Greater Stark County Urban League, Inc. in an amount not to exceed $54,000.00 in CDBG funds in order to purchase and distribute cleaning and hygiene supplies for area residents during the pandemic. Discussion: Per Deputy Mayor Williams, this program was executed in the Fall of 2020 with the distribution of cleaning and hygiene kits. This is a reimbursement program. The Urban League originally asked for a program with the City in the amount of $89,000-$90,000 which included administrative fees and other additional fees that Director of Development Rollin Seward was able to get removed from the terms of the agreement. The resulting pared down agreement amount was reduced to $54,000, which the City can eligibly and comfortably provide funds. Per Renee Biggums, the City has requested receipts from the Urban League. No invoice will be paid without a receipt. Mercy Medical Center donated much of the supplies that were distributed. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Ordinance 12/2021 Enter into contract with Bell Equipment Company of Ohio in the amount of $67,068.14 for the purchase of one Small Rear Loader Packer Truck Chassis for the Sanitation Department pursuant to the Sourcewell Cooperative Purchasing Program which exempts said purchase from competitive bidding. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 3. Ordinance 12/2021 Enter into contract with Bell Equipment Company of Ohio in the amount of $127,498.94 for the purchase of one Boom Loader Truck for the Sanitation Department pursuant to the Sourcewell Cooperative Purchasing Program which exempts said purchase from competitive bidding. Ordinance 12/2021 Enter into contract with Interstate Trucksource, Inc. in the amount of $183,544.00 for the purchase of one Roll Off Sanitation Truck for the Sanitation Department pursuant to the Sourcewell Cooperative Purchasing Program which exempts said purchase from competitive bidding. Ordinance 183/2019 Enter into Change Order No. 2 & Final with Wenger Excavating, Inc. in the amount of $4,135.95 for the 44th St. Water Main Replacement Project due to additional sidewalk work, pavement repair and sanitary lateral line repair, resulting in a new contract amount of $1,810,058.11. Ordinance 13/2019 Enter into Chane Order No. 1 & Final with IBI Group for a cost reduction in the amount of $1,671.46 for the design services on the Cleveland Ave. Water Main Replacement Project, in order to close out the project, resulting in a new contract amount of $156,066.54.
