SPECIAL BOARD OF CONTROL Meeting Minutes A Special Board of Control meeting was held Tuesday, May 25, 2021 at 8:30 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 8:30 AM. Director of Public Service John Highman was present. Director of Public Safety Andrea Perry was excused. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 5/25/2021 - Minutes 1. Ordinance 244/2020 Enter into Change Order No. 1 with RT Fox LLC dba Connecting Point in the amount of $5,600.00 for the purchase of 50 additional email licenses to meet the growing number of City employees, which includes the option of Microsoft Teams to be used by City Departments as a virtual meeting format, resulting in a new contract amount of $82,128.00. Discussion: Mayor Bernabei asked why we needed more email licenses for City employees. Director Highman replied that we are out of email licenses as we hire more people in the City. It is now required for every City employee to have an email address for time off request purposes, etc. Motion: Mayor Bernabei made a motion to approve the above referenced change order. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 2. Ordinance 58/2021 Enter into contract with Liberty Ford Lincoln Canton, LLC in the total amount of $93,639.42 for the purchase of three (3) Ford Explorer Interceptors ($31,213.14 each) for the Police Department pursuant to Ohio Revised Code 125.04 and Canton Codified Ordinance 105.11, which exempts said purchases from competitive bidding. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 3. Ordinance 222/2020 Enter into Change Order No. 1 with Environmental Design Group, LLC in the amount of $17,545.58 for the design services on the Allen Ave. Phase II Sanitary Sewer Replacement Project due to the addition of design services for a waterline replacement along 14th St. and Willet Ave. SE, resulting in a new contract amount of $219,982.51. Discussion: No discussion. Motion: Mayor Bernabei made a motion to table the above referenced change order. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried.  Motion: Mayor Bernabei made a motion to table the above referenced change order. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 4. 2021 Car Wash Contract Award and enter into contracts with the following vendors for one year as needed contracts, with the option of a two (2) year extension at the sole discretion of the City of Canton, for the washing of city vehicles in an amount not to exceed $24,999.99 each. ? Shawhurst Sunny Days Inc., dba Red Carpet Car Wash-interior and exterior cleaning ? Jusjon Ltd. dba Dad’s Car Care Center-interior and exterior cleaning ? 2707 Tuscarawas LLC dba Patriot Car Wash-exterior cleaning only Discussion: Mayor Bernabei asked where Red Carpet Car Wash was located. Director Highman said that is was located on W. Tuscarawas St. The Police Dept. prefers to use that location because they are able to do the proper biological cleanings as needed on their cruisers. Patriot Car Wash is located on W. Tuscarawas St. and Dad’s is located on Cleveland Ave. N. Motion: Mayor Bernabei made a motion to approve the above referenced contracts. Director Highman seconded.
