BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, September 14, 2021 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:02 AM. Director of Public Service John Highman and Director of Public Safety Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 9/14/2021 - Minutes 1. Ordinance 58/2021 Award and enter into a construction contract with Wenger Excavating, Inc. in the amount of $289,962.03 for the Eastpointe Blvd. NE Storm Sewer Project, GP1341. Discussion: Per Director Highman, Wenger Excavating was the second low bidder behind Lockhart Concrete Co., who was the apparent low bidder. After discussions with the Engineering Dept., it was decided that the local bidder preference per Canton Codified Ordinance 105.12 presented to the Board of Control for Wenger as they have a physical business location in Stark County. That location makes them eligible for the local bidder preference due to the fact that their bid was less than 5% higher than Lockhart’s. Specifically, Wenger’s bid was 2.2% higher than Lockhart. Additionally, the quality of work and reliability on numerous past projects by Wenger enables them to be determined as the lowest and best bidder on this project per Codified Ord 105.09. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 58/2021 Enter into a professional services contract with Pavement Management Group, LLC in the amount of $50,400.00 for continued pavement management services on approximately half of the 430 centerline mile roadway network, specifically in wards 2, 6, 7, 8 and 9. Discussion: Per Director Highman, the southern half of Canton’s streets were reviewed last year and the northern half will be done this year. This program determines which roads need to be paved. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. Adjournment: Mayor Bernabei made a motion to adjourn the meeting. Director Highman seconded. Vote: 3 yeas 0 nays Meeting adjourned: 9:06 AM
