Meeting Minutes
A Board of Control meeting was held Tuesday, January 25, 2022 at 9:00 AM in the Mayor’s
Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:02 AM.
Director of Public Service John Highman was present. Director of Public Safety Andrea Perry
was present for the first agenda item only. Board Secretary Katie Wise was also present.
Visitor present was Dorothy Dittemore from the Human Resources Department.
The following items were for review/approval by the Board of Control:
1/25/2022 - Minutes
1. Ordinance 7/2022
Enter into a contract renewal with Minnesota Life Insurance Company for the Basic Term Life and
Accidental Death & Dismemberment (AD&D) and Dependent Term Life Insurance for all City employees.
The new rates per $1,000.00 per month will be $0.17 for Basic Active Life; $0.025 for Basic Active AD&D
and $0.78 for Dependent Package.
Discussion: Mayor Bernabei asked if this was a one-year contract renewal. Dorothy Dittemore stated that
this is a three-year renewal with rates guaranteed until February 28, 2025.
Motion: Mayor Bernabei made a motion to approve the above referenced contract renewal.
Director Perry seconded.

2. Ordinance 7/2022
Enter into a one (1) year contract with Huntington Insurance, Inc. for a total annual premium in an amount
not to exceed $61,248.00 for $1 million of Cyber Insurance Coverage with a $150,000.00 deductible,
brokered by Chubb, effective through January 31, 2023.
Discussion: Per Director Highman, the premium amount for the coverage provided by Chubb and the
coverage provided in the following agenda item by Crum and Forster have gone up collectively by
approximately 45% since last year. Director Highman has spoken with Huntington Insurance throughout
this contract process and they were able to offer the City $2 million in cyber coverage between the two
Discussion: Per Director Highman, the premium amount for the coverage provided by Chubb and the
coverage provided in the following agenda item by Crum and Forster have gone up collectively by
approximately 45% since last year. Director Highman has spoken with Huntington Insurance throughout
this contract process and they were able to offer the City $2 million in cyber coverage between the two
brokers. He has worked with Huntington for the past 4-5 months to get the renewal coverage for the City’s
cyber insurance. Huntington stated that it is rare that we even received offers because of the current state
of the market. Mayor Bernabei asked which coverage comes first between Chubb and Crum & Forster.
Director Highman indicated that the policy with Chubb is the primary coverage. Crum & Forster will provide
coverage above and beyond if the policy from Chubb gets maxed out.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.

Enter into a one (1) year contract with Huntington Insurance, Inc. for a total annual premium in an amount
not to exceed $54,663.00 for $1 million of Cyber Insurance Coverage with a $150,000.00 deductible,
brokered by U.S. Risk, LLC via the carrier of Crum & Forster Specialty Insurance Company, effective
through January 31, 2023.

4. Ordinance 227/2021
Enter into an agreement with Jocelyn Wesley in the amount of $200.00 for the Sale of Real Property
Located at 14th St. SE Canton, OH 44707 (Parcel 213533) which is no longer needed for municipal
purposes.
Discussion: The four agenda items regarding the sale of properties no longer needed for municipal
purposes will need to go back to Council due to the fact that Ordinance 227/2021 was omitted from the
2022 Reauthorization Ordinance. These items will be tabled until Council reauthorization.
Motion: Mayor Bernabei made a motion to table the above referenced agreement.

Located at 402 Raynolds Pl. SW (Parcel 10005759) and $100 for the Sale of Real Property Located at
Raynolds Pl. SW (Parcel 202194) which are no longer needed for municipal purposes.

Enter into an agreement with Yolanda M. Walker in the amount of $100.00 for the Sale of Real Property
Located at 324 Belden Ave. NE Canton, OH 44704 (Parcel 230834) which is no longer needed for municipal
purposes.

Enter into an agreement with Herbert P. Kling in the total amount of $110.00 for the Sale of Real Property
Located at 1319 Woodward Pl. NW (Parcel 227179) which is no longer needed for municipal purposes.
