BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, February 1, 2022 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:01 AM. Director of Public Service John Highman and Director of Public Safety Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 2/1/2022 - Minutes 1. Ordinance 269/2021 & Reauthorization Ord. 5/2022 Enter into a one-year contract with Spidr Tech, Inc. in the amount of $43,300.00 for the purchase, subscription and deployment of a technology application software for text and email messaging for the Police Department. This includes the option to renew for years two and three for $40,800.00 each year. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 2. Canton Codified Ordinance 105.04 Register The Shelly Company with the Clerk of Council as an emergency contractor for profiling and street paving due to water main breaks, etc. with the Water Department for a one-year term beginning on March 1, 2022. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced item. Director Highman seconded. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced item. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinance 7/2022 Award and enter into a two-year contract with the Ohio Drilling Company in the amount of $271,450.00.00 per year for the Turbine Service Pump Repair and Well Maintenance Program for the Water Department. Discussion: Mayor Bernabei asked if this was the standard contract as has been done in the past for this program. Director Highman confirmed that it is and that often times there is only one bidder for this contract. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 260/2021 & Reauthorization Ord. 5/2022 Award and enter into a construction contract with Stanley Miller Construction, Inc. in the amount of $155,400.00 for the Canton Water Department Northeast Water Treatment Plant Administration Building Remodel Project. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 7/2022 Award and enter into a one-year supply contract (with the option of a 30 day extension at the sole discretion of the City of Canton) with Mueller Company, LLC for the supply of fire hydrants and fire hydrant repair parts for the Water Department. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Discussion: No discussion. Canton Codified Ordinance 107.07 Enter into a six-month contract with Holub Recycling, Inc. for the sale of scrap vehicles located at the Police Impound Lot in the amount of $511.00 per vehicle. This price may adjust up or down each month based on the American Metal Market Index for scrap. Discussion: Per Director Perry and Director Highman, this contract will help to solve the problem of the overcrowding of scrap vehicles at the Impound Lot. With the creation of this contract, we will be able to get rid of scrap vehicles as they come in and the lot will not continuously be full. Large equipment will still be sold via our quarterly live auctions. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 7. Ordinance 7/2022 Enter into a contract amendment with AultCare Insurance Company for new health benefits and pharmacy prescription plans for City employees at a monthly rate of $17.85 for Medical; $6.60 for Preferred Provider Organization (PPO) Access; $3.85 for Dental; $1.05 for Vision; $0.30 for Medicare Part D Prescription Drug Coverage and $0.85 Per Script Fee for OptumRx. Discussion: Mayor Bernabei asked if this will expire next January. Katie Wise confirmed that the expiration date will be January 31, 2023. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried.
