BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, July 5, 2022 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:01 AM. Director of Public Service John Highman was present. Director of Public Safety Andrea Perry was excused. Board Secretary Katie Wise was also present. Visitor present was Shannon McCullough-McKee from the Department of Development. The following items were for review/approval by the Board of Control: 7/5/2022 - Minutes 1. Ordinance 154/2022 Enter into contract with The Greater Stark County Urban League for a grant in an amount not to exceed $574,341.39 in ARPA funds for the purpose of funding a workforce development program for Canton city residents. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 2. Ordinance 132/2021 Enter into Contract Amendment No. 1 with MOB Acquisitions, LLC for the lease of space at 215 W. Tuscarawas St. for the purpose of operating a restaurant/snack bar, ice rink and entertainment area. For the purposes of readying the café for opening, the rent and the cost of utilities for the café for the month of August, 2022 shall be postponed and instead be paid for in December, 2026. The contract expiration date will also be extended from November 30, 2026 to December 30, 2026. Discussion: No discussion. Ordinance 66/2017 Enter into Lease Amendment No. 2 with Jeff Bowling DBA Bowling Farms for the Lease of Approx. 40 Acres of Land to Farm in Pike Township, in order to change the lease extension term language from the option of two (2) additional five (5) year extensions to the option of ten (10) additional one (1) year renewal periods if mutually agreed upon by both parties in writing. Canton Codified Ordinance 107.07 Enter into a one-year contract with the option to renew for one (1) year intervals if mutually agreed upon by both parties with Metalico Akron, Inc. for the sale of scrap vehicles located at the Police Impound Lot in the amount of $532.00 per vehicle. This price may adjust up or down each month based on the American Metal Market Index for scrap. Discussion: Mayor Bernabei asked how many vehicles have been sold since the start of this program. Katie Wise will get that number. The first contract was initiated in February, 2022 as a 6-month contract to see if it would be a successful program. Since it has been effective, the new contract will be for one-year. Mayor also asked the difference between the scrap vehicles sold and the vehicles sold at auction. Katie and Director Highman explained that the scrap vehicles are undrivable, unsalvageable vehicles, usually wrecked. The auctioned vehicles can still be driven, lots of them have been towed to Impound and never retrieved. Auction vehicles are also City vehicles that have been taken out of service. The Impound Lot staff determines which vehicles are scrap and which are in good enough condition to be auctioned as functional vehicles.
