BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, April 4, 2023 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:01 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. Visitor present was Dick Drake, City Arborist from the Engineering Department. The following items were for review/approval by the Board of Control: 4/4/2023 - Minutes 1. Ordinance TBD Ordinance 52/2023 Enter into Change Order No. 1 with Great Lakes Construction Company in the amount of $136,960.15 for the Sugar Creek Water Treatment Plant Renovation Project for additional prevailing wage rate labor costs, resulting in a new contract amount of $37,219,360.51. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced change order. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance TBD Ordinance 57/2023 Enter into a professional services agreement with Arcadis U.S., Inc. in the amount of $48,100.00 to perform the Water Transient Modeling and Surge Mitigation Evaluation, Phase II for the Water Department. Discussion: No discussion. Ordinance 50/2023 Request approval for the Norfolk Southern Railway Company’s Force Account Permit in an amount not to exceed $95,527.00 for Norfolk Southern Engineering, Administration and Protection Services during the City’s Clarendon Ave. SW Pedestrian Bridge Demolition, which is located over the railroad tracks. Discussion: Per Director Highman, this is a not to exceed dollar amount. This permit is for a Norfolk Southern Engineer to observe the project for the duration and also to review the plans. We will monitor their time on the jobsite. This matter has been ongoing for several months. Motion: Mayor Bernabei made a motion to approve the above referenced permit. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 66/2022 Enter into Change Order No. 2 with Stanley Miller Construction Co. for the Centennial Plaza Restroom and Operations Support Facility in the amount of $913.25, resulting from several non-performance item credits and the addition of several door security accesses, resulting in a new contract amount of $1,663,713.25. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced change order. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. _ 5. Ordinance 276/2022 Award and enter into a one-year contract, with an option of two (2) additional one-year renewals at the sole discretion of the City of Canton, with A Cut Above Tree Service for as needed tree and stump removal. 5. Ordinance 69/2022 Enter into contract with Q.B.S., Inc. in the amount of $266,551.32 for the Department of Motor Vehicles Shop Ventilation System Project pursuant to the design-build selection process per ORC 153, which complies with state competitive bidding requirements. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.
