BOARD OF CONTROL
Meeting Minutes
The Board of Control meeting was held Tuesday, April 11, 2023 at 9:00 AM in the Mayor’s
Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM.
Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were
present. Board Secretary substitute, Andy Roth was also present.
Guest: James Benekos, City Engineer, was also present.
The following items were for review/approval by the Board of Control:
4/11/2023 - Minutes
1. Ordinance 36/2023
Enter into a one-year professional services agreement with Downtown Canton Partnership, Inc. in an
amount not to exceed $250,000.00, utilizing Issue 13 Comprehensive Plan Funds, for the development and
promotion of the Downtown Canton Core Targeted Investment Area.

Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.

2. Ordinance 276/2022
Award and enter into a one-year contract, with the option of three additional one-year extensions, with
Hoffman Analytical Services, Inc. DBA Alloway for as needed analytical testing services for the Water
Reclamation Facility.

3. Ordinance 276/2022
Award and enter into a one-year contract, with the option of three additional one-year extensions, with Pace
Analytical Services, LLC for as needed analytical testing services of Radium for the Water Reclamation
Facility.

4. Ordinance 214/2020
Enter into Change Order No. 2 & Final with Anser Advisory fka H.R. Gray & Associates, LLC for a cost
reduction in the amount of $9,725.97 for the construction oversight services for the Cleveland Ave. Water
Main Replacement Project, in order to close out the project, resulting in a new contract amount of
$217,819.11.

5. Ordinance 50/2023
Enter into contract with Southeastern Equipment Co., Inc. in the amount of $148,630.80 for the purchase of
a Wheel Loader for the Street Department pursuant to the Sourcewell Cooperative Purchasing Program
which exempts said purchase from competitive bidding.

Award and enter into a construction contract with Mike Coates Construction Co., Inc. in the amount of
$6,742,259.99 for the Sanitation Building Project, GP1376.

the bid tabulations.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.

7. Ordinance 50/2023
Enter into contract with Atlantic Emergency Solutions, Inc. in the amount of $3,880,076.00 for the purchase
of one Aerial Truck and two Pumper Trucks for the Fire Department pursuant to the Sourcewell Cooperative
Purchasing Program which exempts said purchase from competitive bidding.

8. Ordinance 276/2022
Award and enter into a construction contract with The Shelly Company in the amount of $4,114,596.05 for
the 2023 City Paving Program, GP 1414.
