Good evening COREY MINOR-SMITH: Good evening, President. PRESIDENT SCHULMAN: You are well known to all of us. PRESIDENT SCHULMAN: Thank you. Good evening again. COREY MINOR-SMITH: Thank you. President Schulman, Member of Council, Elected Officials, fellow Administrators, and citizens, I would like to acknowledge today April as National Fair Housing month and to invite you all in celebrating the many activities we have planned to celebrate National Fair Housing Month. The City of Canton is one of six fair housing assistance programs that’s able to receive and investigate complaints of fair housing, of housing discrimination. This is a very prestigious title that the federal government grants and it took our commission over 15 years to amend the Ordinance in order for us to achieve that status. So with that, I have a list of events that are scheduled throughout the rest of this month. I would also like to take the time to thank all the Council Members who were able to attend our opening ceremony this afternoon or this morning rather here in City Council Chambers. That included Members Dougherty, Smith, Cirelli, and Griffin who read the City Council’s Resolution on behalf of the sponsor Councilman Carbenia, and I would just like to let everyone know that the information provided showed the millions of dollars that are spent in economic and community development here in the City of Canton and we would just ask that you join us. The City of Canton in celebrating National Fair Housing Month all of April and we have the list of events in particular the one in collaboration with the Canton City School 8th graders who created posters to recognize Fair Housing Month and to encourage everyone to “Dare to be Fair” in regards to Fair Housing. So we invite you all to come on out and have your opportunity to earn or be awarded a $500.00 maintenance grant, also smoke detectors from our Canton City Fire Department, and a lot of other prizes. And we would also encourage you to Canton Cares Community Clean up which will start and end at Nimisilla Park this Saturday, April 18th from 8 to 12 and if you have any questions, you can contact me, Corey Minor-Smith, 330-438-4137 and this information is all available after Council meeting today. Thank you. PRESIDENT SCHULMAN: Thank you, very much and good work. Thanks. Our next speaker is Vince Watts. Mr. Watts. Our President of the Urban League. Would you give us your name and residential address please. VINCE WATTS: Good evening, my name is Vince Watts. My residential address 431 Henrietta Avenue NE in Ward 4, Canton, Ohio. Thank you Mr. President. In 1921 there was no National Football League. That year was still the American Pro Football Association and it’s most dominate team was the Canton Bulldogs led by Jim Thorpe. On Broadway was “Shuffle Along” the first black musical, written, directed, and performed by African Americans. The most recognized song from that musical I’m just wild about Harry. You know that song. In 1921, black leader Malcolm Marcus Garby advocated that the American Negro COUNCIL PROCEEDINGS JOURNAL 97 JOURNAL PAGE -219- MINUTES OF THE MEETING OF APRIL 13, 2009 should leave America and organize an empire of their own in Africa. The black section of Tulsa, Oklahoma burned to the ground during 16 hours of rioting resulting in over $20,000,000.00 in damage and thousands of lives that were lost in the black community and it was against that backdrop that in 1921 Dr. J.B. Walker, the first black physician in Canton organized the Canton Urban League. Since 1921, the Urban League has operated an affiliate in Stark County. The Massillon Urban League was founded in 1947, and in 2006 the two combined to become the Greater Stark County Urban League which I stand to represent today. I want to thank the City of Canton, President Schulman, Mayor Healy, and Council Persons Chris Smith and Thomas West for their continued support of the agency and the recognition of the importance historically and programmatically of an agency that is focused on giving a hand up to those in our community regardless of race who are less equipped to face challenging times. From Dr. Walker to Clarence Thomas to Joe Smith and others the Urban League enjoys a proud history of service and empowerment, so other than delivering a history lesson what do I want to accomplish here today? I want to encourage Members of this body and this audience individually and in their business organizations and affiliations to participate and become members of the Urban League. Membership information is available on our website at myurbanleague.org. Secondly as funds continue to be allocated through the stimulus, we encourage you to partner with us, ensuring that those funds benefit the entire community. Local companies should benefits. Local unions and union workers should benefit and the unemployed should benefit by receiving job training so that once these funds are spent, they should have better job prospects than they currently have. Best case scenario they should have a job and the Urban League can partner with you the City in providing job training, soft skills training, job placement assistance, online searches, and case management services that will make it possible for jobs to find workers and for those who want to work to find a job. We remain true to our motto where we empower communities and change lives. I want to thank you for your time and consideration and we look forward to working with the City of Canton and improving the job outlooks for the citizens of this area. Thank you. IDA ROSS FREEMAN: Good evening. My name is Ida Ross Freeman. I’m at 1129 7th St. NW here in Canton, Ohio. I have a thing, I have three things, issues that I want to talk about and I have to do it in a story like, OK. As I was driving around town in my home town, last month, it suddenly occurred to me that there had been a community plan for our safety because of the Cold War threats to our country. My home, Buffalo, New York, where we all knew where to go and what to do any given time, any given time a geographic area and location. You see, they had large yellow and black checkered signs that let the community know where the fall-out shelters were located. Now I’m here in Canton and of course, the threat is different and perhaps even greater. My question is to our security people and powers to be, where is our community plan for all of our safety? Who do we call and most importantly, where do we go? I remember we used to have fall-out shelter drills in addition to fire drills in the school, just like they have fire drills here. This is just a thought concerning all of our safety. Second thing, where is our community plan for dealing with, for dealing effectively with the people who are urban dwellers who suffers from substance abuse and mental illness. My third issue, I have pictures. And this is what, these pictures will show you what are, what people see when they come to our community on trash day. This past week I got two old friends that has my address from Stark Parks. I don’t know if other Councilmen get it or not but then I had called Doug Perry because I had some concerns because I can remember back as far as the fact when I was 1990 whatever it was as a County Commissioner and I was out in one of the outlining areas and they were talking about the rail to trail, putting that, tying it into the City of Canton and they were coming to ask Canton for dollars. And a lot of people out in the certain area of the community said Oh my gosh, you’re not going to tie this trail to the City of Canton because all those rapers and muggers and attackers are all come out into our area, but they wanted our money and I had spoke about that here at Council Chambers. Well when I got the Stark Parks, I was a little upset it because everything I looked at on here, is within the outlying areas but the only thing I could find for the City of Canton was Stark County District Library Earth Day celebration, which is 7:00 and the location is Stark County District Library and it really doesn’t give, it is on Tuesday, April 21st. Everything else is in Uniontown, Massillon, Louisville, the Bog Nature Reserve, Navarre, Sippo Marina, the Perry Sippo Branch Library, Garden Center out in Columbus Road in Louisville. I highlighted all of them. I was really upset, Canal Fulton Giant Eagle, again Quail Hollow Manner House, the library, St. Helena Heritage Park, Kent State Campus, Tow Path Trail in Navarre, Plain Township Hall, the Wilderness Center. All this, we’ve contributed a lot a money to it and I’ve felt we need to have more city involvement, more things for Canton, so I called Mr. Perry in the Parks to see if we had something tying in to that and Mayor, I’d really appreciate if you would have somebody in the Administration look into this because I’d also really like to know how much money we have given to the Stark Parks collaboration on behalf of the City of Canton and make sure we are getting our monies worth for our people in our community. You know, we’re all elected here for the City of Canton and to me it’s important that our dollars do for Canton the best that we can do and be included in all these events, so I would be remise if I didn’t bring that up and anybody’s welcome to look at this if they’d like.
