It’s nice to have a crowd tonight that braves this Northeastern Ohio weather, thank you for being here. With a quorum being present, the Chair calls this meeting of Canton City Council to order. We’re going to have our prayer given by Assistant Majority Leader and Ward 5 Council Member Terry Prater. Would you all please rise and remain standing for the pledge of allegiance. The regular meeting of Canton City Council was held on Monday, January 11, 2010 at 7:30 P.M. in the Canton City Council Chamber. The roll call was taken (see above) by Clerk of Council Cynthia Timberlake. The invocation was given by Ward 5 Council Member, Terry Prater. The Pledge of Allegiance led by President Schulman. AGENDA CORRECTIONS & CHANGES PRESIDENT SCHULMAN: We’re now under agenda correction and changes and we have no corrections and changes this evening. PUBLIC HEARINGS PRESIDENT SCHULMAN: We’re now under Public Hearings. There are no Public Hearings scheduled this evening. PUBLIC SPEAKS PRESIDENT SCHULMAN: And I’m finally on the same agenda that everyone else is. We have two public speakers this evening. Our first is Jim Adams. Director Adams, if you’d step forward and we know who you are but give us your name please and residential address and good evening and Happy New Year. HEALTH COMMISSIONER JIM ADAMS: Certainly, good evening and Happy New Year to you. My name is Jim Adams, I’m the Health Commissioner of Canton City Health Department. I live at 3518 Crown Point St NW in Massillon. Thank you for the chance to speak for a couple of minutes this evening. I’d like to really encourage everyone to get a flu shot. It’s still not to late to get a flu shot and the reason why I’m here today is because this kicks of the National Influenza Vaccination Week. And what I’d like to do is just share with you a couple of the items of interest that I thought were interesting about our flu shots so far. We all know the cost of getting the flu, I’ve said these numbers before to this group. Every year there’s about 226,000 people in the United States that are hospitalized because of the flu. Every year there’s about 36,000 people who die because of the flu. Those are the direct human costs. There are also health care costs that exceed 10 billion dollars everywhere.....every year to treat the flu. Add into that, the direct economic cost for COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -12- MINUTES OF THE MEETING JANUARY 11, 2010 lost productivity and days away from school and that tops over 87 billion dollars every year because of the flu. The flu us a vaccine preventible disease and core to our National strategy for not only health security but for prevention of flu is vaccination. We have been busy all this year giving flu shots, not only for season flu but also for H1N1 flu. And today we have given about, public health in Stark County combined, has given about 30,000 flu shots. Add that on to the shots that are given now by pharmacists, doctors and other private providers and we’re probably over the 40,000 mark in Stark County just for flu shots alone. That falls way short of the goal that we would like to have. We wanted to have over 60,000 people vaccinated for flu this year. So, at this rate we are not going to meet that goal. And we don’t normally meet our goal for flu shots. So, a couple of things I’d like to point out about vaccines for flu shots is vaccines are safe. Every year in the United States over 30 million people get flu shots. These shots are monitored closely for both safety and efficacy and we give a lot of flu shots without.....with very, very few adverse effects. We know that vaccines are effective at preventing the flu. About 80 percent of the time that you get a flu shot, you are protected against getting flu for that year, that’s a very high efficacy rate for vaccines. And there’s really no difference between getting a flu shot or the nasal spray, both vaccines are very effective at preventing flu. And like I mentioned before, vaccination is the core strategy for flu prevention in our Country. So, what can you do? Well, if you’ve gotten the flu shot already, you should reach around and pat yourself on the back because you were proactive in protecting not only your health, but the health of your family friends in your community. If you have not gotten your flu shot yet, it’s not too late. We have lots of vaccine, we have lots of opportunity just to get a flu shot. We are sponsoring a clinic this Thursday (The Commissioner said Thursday in error, the actual clinic will be held on Wednesday, January 13, 2010 ) at the Civic Center from 1:00 to 5:00, we’ve extended that time until 6:00 for people that are employed by the City and their families. So, we’ve reserved sometime especially for them. We also are offering clinics throughout the rest of the year, throughout the rest of this spring season at our department by appointment, so can just call and make an appointment, walk in, walk out, it should take no problem at all, it’s at no charge to you or your family. So, if you haven’t gotten the flu shot yet, do it, do it for yourself, do it for your family, do it for your friends and do it for your community. Thank you very much. If you’ll give us your name and your residential address please. PATRICIA KIRK: Thank you, I’m Patricia Kirk, I live at 131 5th Street, NE and I hope everyone had a Happy New Year. And this will be brief. First I’d like to compliment City Council because this is the first time I have been here since the New Year and these sheets with the Committee Members and the City Council Members are very nice and very helpful, anything that you can do to inform the public is much needed. Also, I don’t know if you’re aware of this problem but ever since the firefighters have been laid off, and that does effect the EMTs, I live in a community high rise that has about the potential of 200 people with a lot of call ins for the EMTs. Now, more out of town EMTs, ambulance services have been coming to us and they don’t have a clue about what you should do in a high rise. Like there’s a certain key you have to get, you have to know where the maintenance is, you have to know which elevator to use and one time it was so bad, I that I saw the stretcher out in my hall and they asked me if I had the key to the tenants residence. So, this laying off of employees that effects this area also does effect the high rises. And that particular call was someone that need the stretcher to get into the hospital. So, again, I hope everyone had a good New Year’s and I hope this next year will be a good one. CLERK TIMBERLAKE: Whereas: The National Urban League was founded in 1910 in New York City and is celebrating its 100th Anniversary; and Whereas: The National Urban League is a historic civil rights organization dedicated to economic empowerment in underserved urban communities; and Whereas: The National Urban League employs a five-point approach to provide empowerment for African Americans through Education, Economic Investment, Health and Quality of Life, Civic Engagement and Leadership, Civil Rights and Racial Justice; and Whereas: Today, there are more than 100 local affiliates in 36 states and the District of Columbia, providing direct services that impact and improve the lives of more than 2 million people nationwide; and Whereas: The Canton Urban League was started in 1921 with their first President G.G. Clark and Executive Director Lewis Howard. They have been committed to housing issues over the years including an extensive survey that resulted in the formation of the U.S. Housing Authority in 1937; and Whereas: The Canton Urban League Community Center at 1400 Sherrick Road S.E. opened on May 23, 1985 and merged with the Massillon Urban League in 2006 to form the Greater Stark County Urban League as an ongoing affiliate of the National Urban League; and NOW, THEREFORE, BE IT RESOLVED: That we, Canton City Council, do hereby go on record congratulating and commending THE NATIONAL URBAN LEAGUE for 100 years of service and commitment to the civil rights of the citizens of the States of COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -14- MINUTES OF THE MEETING JANUARY 11, 2010 America. MEMBER SMITH: I’d like to ask Miss Nadine McIlwain if she would come and all the other Members that are here with y’all t-shirts could you please stand up so that you could be recognized with y’alls t-shirts on. (APPLAUSE) MEMBER SMITH: I’m not going to read this Resolution again but I do stand here very proud to present it to the Urban League and for all that they’ve done for the 100 years. (APPLAUSE) NADINE MCILWAIN: Do we get to speak? Thank you so much Council Woman Smith and all of the rest of you who are seated here representing us. I would have been earlier but my streets aren’t cleaned and I would hope that there would be something that some of you could do about that. Seriously though, we are so proud that you have taken the time to do this honor for the Canton Urban League, or the Greater Stark County Urban League. Two months ago, it was rumored that the Greater Stark County Urban League would be closing and Vince Watts, whose standing beside me called a number of us community people together and he says “Can we let it close?” My answer was “Absolutely no.” They said “Well, what does Urban League mean to you?” I said this and I meant it but I don’t know if anybody really believed me, I said that the Urban League saved my life. That any accomplishments that I made in my life I can directly trace to the Canton Urban League and the men who ran it, the men and women. So for me to give up some of my time and my energy this....this time to help restore the Urban League, it means absolutely nothing and it’s just a payback for what all the Urban has done for me. Now to speak for our campaign, so they said “What do we need to do?” Well, we need to raise $100,000.00 in 100 days. Everybody said “Ridiculous, impossible, you can’t do it, don’t even try, it’s ridiculous.” We said “Yes we can do it.” $100,000.00 in 100 days starting on October 11th. Our 100 days ends at the Martin Luther King Celebration on January 18th, we’re going to be there with Stephanie whose done this program for so long and we are going to announce that we have made our $100,000.00. (Applause) But I wasn’t finished. We’re going to announce that if you help us, if everyone of you write a check, send it Vince, give it to Vince and if you call your friends, your neighbors tell them to write checks and send them to Vince, send them to the Urban League. Now it’s not impossible, we have over 20 people who have contributed $1,000.00 in these economic times, they have written checks for $1,000.00 and handed them over because they know what the Stark County Urban League means. We know that’s not all, we know there is people in this room who are going to write checks and they are going to write them for 1,000, 100, 500, we know that’s going to happen. And we thank you in advance. This is something our City cannot let go, it has helped too many people and its future is to help that many more. So I want to thank you Council Woman Smith and all the rest of you Council People who have signed this and endorsed this and to COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -15- MINUTES OF THE MEETING JANUARY 11, 2010 say to you that you won’t be sorry that you’ve done this, we are moving on with the Greater Stark County Urban League. We’re going to be a part of Growth Avenue and Prosperity Street. Thank you. VINCE WATTS: I think Nadine said it all but what she didn’t say was that if it had not been for her direct efforts, we wouldn’t have made it this far. I’ll tell you what she wouldn’t, right now we’re standing at $73,000.00 (Applause) She says that’s a long way from 100,000, no it’s not, it’s about 6 days away from 100,000 because I know we can do it. It’s about our children, it’s about our future, it’s about what we can do as a community. $100,000.00 over the holidays in this economy, didn’t think it could be done. But Nadine put her mind to it and made calls as far away from Houston, Texas and San Francisco, California and if they can donate $3,000.00 from San Francisco, I know we’ve got 25,000 here in Canton. I thank you all for those who have contributed, for Chris Smith and her efforts with the style show and the Mayor’s dancing at the style show, for the Pastors, my own Pastor, Pastor Morgan who have donated $1,000.00 from their struggling congregations have given $1,000.00. We want to be a part of the resurgence of the City of Canton and with your help we know that we will be able to do that. So we know that we’ll be able to do that. So we thank you for the time, we thank you for the Resolution. And if there’s anything that we can do, don’t hesitate to give us a call. Thank you. Every Council Person got a new fresh copy of the International Code in their mailbox. So this will be at 5:30 and we’re going to go line by line. Compliments of Member Smuckler, who actually brought up a pretty good idea in that when we all got it together at the same table and was going through this, there was a lot of questions coming from every direction. So, we’re going to do this tomorrow at 5:30. Anybody and everybody is welcome, it’s going to be here in Caucus Room. PRESIDENT SCHULMAN: Okay, thank you. MISCELLANEOUS BUSINESS PRESIDENT SCHULMAN: Okay, we’re now under Miscellaneous Business. Is there any? If I might, I just...I’m sorry, go ahead Director, I apologize. SERVICE DIRECTOR PRICE: I’m sorry, Mr. President, thank you. Two things, one is a personal thank you that I wanted to do publically because I was somewhat overwhelmed. I had a family situation, my father took ill and is doing pretty well but I missed a couple of Council Meetings and from the Mayor to fellow Members of the Cabinet, to the Department Heads and certainly Council Members who, everyone of whom I think have called and asked me how things are going. I really appreciate that and I think it says a lot about Canton City Government and, you know at a time when it’s a tough time and we’ve all been through similar kind of things and I just appreciate the...that overwhelming response because not one person asked me about, you know, what’s happening in your office, or this or that, I mean the first thing people asked me was how my dad was doing and I really appreciate that and I think it says a lot for all the branches of Government and all of us here that, to despite any differences we might sometimes have. That was a nice thing, so I appreciate that. The only thing I wanted to update on is the snow event and our handling of that. I just wanted to fill you in, at about 3 P.M. on Thursday the Street Department was at 24/7 operation. We were staffing all 13 of the snow districts starting on Thursday at about that time. We made a couple of decisions, we didn’t go overboard pre-salting, Kevin thought we’d be okay and we did not keep...we had some assistance from other departments but we did not run into an overtime situation with that extra labor on that first evening. And that was when I was down at the Street Department with Kevin at about 7:30 and we’re looking at the weather radar and Kevin made the right call I think, he was under some pressure to keep folks overtime but due to just really looking at things carefully, I think we managed the snow event pretty well given the resources we had available to us. We ceased 24 hour operations at 11 P.M. on Saturday. We were back to our normal schedule on Sunday and I think all and all I was out about quite a bit. But to just to report to you what happened and COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -21- MINUTES OF THE MEETING JANUARY 11, 2010 how me managed it, we tried to do, you know, as much as we could with less this year. If we haven’t already, we’ll be distributing to the...our updated snow plan...snow and ice control plan for this year, it’ll show you the primary and secondary streets and we’re essentially in the same mode of operation we were in last year. Our goal is to have bare pavement within 24 hours on all of our primaries and we used to try to do that with the secondaries and we’re certainly working on those. But I would invite you since you’re out there with your constituents to email me or let the Street Department know of any problems. And I do want to...those guys, you know, in the Service Departments, their sometimes in the background, sometimes giving....I do want to commend them on I think a fine job with the resources we had and a new thing I did this time was to monitor the radio traffic as well. There’s another Department that deserves some kudos and that is our Department of Motor Vehicles, I was amazed at listening to the radio how often those vehicles go in and out. The problem is the plows will hit potholes and things like that, it’ll take one out or hydraulic problems. But they probably had a vehicle in every half hour to an hour and they turn those around rapidly because it really, with the cut backs, we’ve not gone crazy purchasing new vehicles. We only have probably two or three backup 5-tons and so DMV does a nice job too and they’re in that same mode of operation kinda behind the scenes but it’s one of the, next to Sanitation, it’s not the funniest job to have those trucks come in covered with salt and snow and they’re underneath of them with all that, you know, crap dripping down on them. So, they do a nice job too, so I wanted to point that out. Thank you. PRESIDENT SCHULMAN: Thank you Director. Any other remarks? MEMBER GRIFFIN: Mr. President. PRESIDENT SCHULMAN: Yes Member Griffin. MEMBER GRIFFIN: Mr. President, the Mayor has asked me to co-chair the Complete Count Committee for the Census for 2010. I’d just like to remember, I put a brochure in everybody’s envelope...or everybody’s box for the Census. This is a very important project that we’re coming across counting everybody in the City. It means a lot of money to the City to get this Census correct. Also we have available...positions available if you have anybody in your Ward that’s out of work, needs extra work, there are part time positions, full time positions and on the back of the brochure it gives you a phone number and a web page to get more information on. There is a test to take and Veterans get 10 points extra...5 to 10 points extra. So, you might want to talk it up in the neighborhood, it’s a big job and we’re going to need a lot of help. Thank you sir. PRESIDENT SCHULMAN: Thank you Member Griffin. MEMBER WEST: Mr. President. PRESIDENT SCHULMAN: Yeah, if I just might before Member West, I wanted to follow up, Clerk Timberlake asked me to remind everyone that there are those forms in the foyer outside, so if you wanted to pick one up. And obviously, the Census is vitally important because it means millions of dollars in Federal money. That’s just the tip of the iceburg. But an accurate Census for this City is critical. So, those will be out in the foyer for anyone and Member Griffin has some too. I’m sorry Member West, go ahead. MEMBER WEST: Mr. President, I have a few things actually on my agenda tonight. First I wanted to thank Adam Herman for the Canton Quarterly and featuring Nimisilla Park. We’ve gotten several calls from the COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -22- MINUTES OF THE MEETING JANUARY 11, 2010 community, wanting to serve on the committee and to help that park become a better place to play. So I appreciate that....you’re help with that article. The second thing here is, and many of you guys heard about the beating that happened in our Ward where a 22 year old male passed away....got beat to death. And you know it’s kind of hard because I went to this guys funeral and many individuals there were angry but at the same time they recognized that it wasn’t a neighborhood issue, it was more an issue of something that we have to do internally with our families. We have to start to looking at our youth. But one thing that I seen through this whole tragedy was that a local crime watch camera caught this on tape and prior to that, I heard so many rumors about what had happened. I heard you know, it was a drug deal gone bad, I heard all these negative things that had happened but a camera caught the actual thing in action. And I’m saying this and bringing this up and you know, I thought about this for a minute or two before I brought it up because it is a sensitive situation. But I remember March 16, 2006 when I asked Bernie Hunt, who was our Safety Director at the time to help us with the security cameras in high problematic neighborhoods. This was one neighborhood that we were speaking of, the Gibbs Avenue neighborhood. And it’s just not that area, it’s throughout our community. We’ve had problems like this before and I remember they put up a camera in the southeast area and I think they had indicated that it was just a phony camera. But what I’m asking this Council to do as well as the Mayor and Administration, if we could put forward some dollars, whether it would be forfeiture funds or whether it would be other dollars, to put up cameras in some of these high problematic neighborhoods to where they’re portable. And they can go from one area to the next and I say that because the Gibbs Avenue area, I’ve had problems for many years now. And although we’ve have had made some efforts by Chief McKimm and his men, I just believe it’s a safer thing...safer process for us. And I know in Cleveland, they have done this and it has actually spread out and most of the evidence throughout the community or throughout the nation has shown these cameras to be effective. So, I’m asking the Mayor if you would look into this and get back with us on when we can do this, for sometime we’ve asked for this and I’d like to see it happen in Ward 2. Thank you. PRESIDENT SCHULMAN: Thank you Member West. Are there any other remarks? If I might just follow up on one thing that was raised by Member Cirelli tonight to Deputy Director West on these NSP funds. If...It just would be helpful at least from my standpoint, and I know we’ve talked about this Carmen but the fact sheet that is attached to the information is simply so brief that it really does not provide, in my judgment a lot of information that I think is necessary for Council to understand. I obviously know this goes through the Finance Committee and I have the greatest respect for its Chair and its Members but it would be helpful for example to know who these companies are, give some brief history as to who we are contracting with. These are....and I know we’ve talked about this also Carmen, I think we have over three and a half million dollars of Federal money available for this program and that’s a significant amount of money number one. And number two, it would be helpful again if I could just reiterate what I seem to be saying over and over again and that is to understand the number of jobs that are going to be created by virtue of this kind of money and whether or not those are union jobs, whether or not those are union jobs, whether people in our community who are laid off from their trade jobs can expect employment. And moreover, some information about why we only have one bidder on these contracts. I understand....I’m not certainly challenging what you said about the advertising but I just don’t understand that. And I understand from Member Cirelli when we discussed it before the meeting tonight and I appreciate your input that the successful bidder will get $5,000.00 per property not 5,000 total but 5,000 per property and they will also somehow contract with themselves to do the rehabilitation. And I asked whether that would be profitable to them and I’m certainly the last person to object to making a profit but you said you didn’t think so or you don’t know or no. So, I’m just...if you could just provide some....just more substantial information when you’re talking about these kinds of numbers. I mean, there’s 350,000 here, another 350,000 there, another 300....well you’re over a COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -23- MINUTES OF THE MEETING JANUARY 11, 2010 million and you’ve got, I think three and a half million to deal with. So, if you could do that, we...I think all of us would be most appreciative. And it’s certainly....I’m not being critical of you in any way, I want you to understand that, it’s just that the information provided is in my judgment too thin for me to understand and I know I can talk to you. But, that’s the kind of thing I think Member Cirelli was trying to raise. Okay? DEPUTY DIRECTOR CARMEN WEST: Very good. PRESIDENT SCHULMAN: Thank you very much. I have nothing further, Leader.
