ROSE WARD: My name is Rose Ward and I live at 1914 Penn Place NE and I’m here today because I feel that I am been treated like a second class citizen. I am being discriminated against. I have city grass on the, the other side of my sidewalk that’s growing. This here we measured, it’s 18" long. I was here last week and nothing has happened and I feel that I’m discriminated against because on Colonial Boulevard, which is city owned property, you never see grass growing there this long. And I want to know, the city have an Ordinance. I want to know if the city is exempt from their Ordinance. They say grass should not be any COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -286- MINUTES OF THE MEETING APRIL 26, 2010 longer than 8 inches and I have called several times about this, different people and nothing has been done about it so I am here today to plead with you. This is a reflection of me. I got two years ago, the city sent me a letter saying that I do not maintain my property and then I ended up in the Canton Repository because I do maintain my property and I feel like if people come past there and they look, they think that’s my property and it’s not my property so I’m asking you to please help. (APPLAUSE) PRESIDENT PRO TEM SMUCKLER: Like every other week, Miss Ward if you remain afterward, after the Council meeting, I know there will be a number of people that will be here. Be able to answer your questions. Some will be dealt with under public, I’m sorry under Miscellaneous Business. Next person signed up, Randy Bond. RANDY BOND: Hey good afternoon, my name is Randy Bond. I live on 1600 Street NE in Canton, Ohio. Been a citizen over 40 years here in the Canton, Ohio. Seen a lot of good and bad. I would’a said two things I want to talk about tonight in my little three minutes is, I think the Police Department, the Honorable Mayor and the City Council’s doing a great job in looking at the Police Officers being visible. I would say though, the area into Canton, Ohio, I pass up, I had six Police Officers from the Hall of Fame back, back to Belden Village. What I think is, when you go into West Virginia and Maryland they say our speed limit is monitored. As we look at bringing our city back, we want those people entering Stark County to know that there’s six Police Officers. The only thing we have is the Hall of Fame. If we’re gonna bring this city back and I think you guys doing a great job of bringing it back, it there anything as warning or saying or having a little sign, your speed limit is 65 or welcome to Stark County. Come back and visit us. We monitor by flight. We monitor. Let the citizens from around the country know when they come in this community that we are a protected community. We concerned about our citizens. We concerned about traffic but give them a little mindful that says, Welcome - Drive Safely, your speed is monitored. I think that will show who we are and that’s who we are in Stark County. We’re a very proud community and we look out for each other and I think all you guys doing a great job and may God Bless You. If you have a question you can ask me but take care. (APPLAUSE) PRESIDENT PRO TEM SMUCKLER: Thank you Mr. Bond. Next speaker Kathryn Ramsey. KATHRYN RAMSEY: Good evening. Thank you for letting me speak. My name is Kathryn Ramsey and I live at 2322 16th St NE. I’ve lived there since 1963 and as evidence by Saturday’s tornados it doesn’t take but a minute to lose everything so I am thankful to God for what I have. But I’ve also worked all my life for what I have. I lost my husband of 52 years in 2008. He loved northeast Canton. We had lived at our present address all of our married life. We put every spare penny into improving our old house. The neighborhood was beautiful. I planted trees, flowers, made a garden to beautify our block. Now when I look out my windows and doors, I see boarded up houses, down spouts across the street falling down, vacant houses broken into promoting vandalism and drug abuse. I have picked up 40 ounce beer bottles, pieces of broken furniture, condoms and other trash from the alley behind my house. My friend Rex mows seven or eight vacant lots. Why are we always reactive instead of proactive. I was told by Angela Cavanaugh only one house per block per year can be torn down. Do I have to look at this mess for five more years if I live that long? I am told these projects are handled by the Community Development Department. How is it that Youngstown, which is in the State of Ohio, can tear down entire blocks and we can’t do four houses per year. 2330, 2331, 2337 and 2310 all need to come down immediately and anytime I call anyone from the city, all I get is lip service. The houses are still standing open and inviting crime. Now I’ve also cleaned vacant lots of COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -287- MINUTES OF THE MEETING APRIL 26, 2010 these properties. Am I treading on illegal territory by cleaning where no man goes to clean? I was told last year that some of these houses were on the tear down list and they are still standing. Thank you. (APPLAUSE) PRESIDENT PRO TEM SMUCKLER: Next speaker Lisa Harris. LISA HARRIS: Hi, my name is Lisa Harris. I stay at 2215. I would like to say, why is ya all tearing down.... PRESIDENT PRO TEM SMUCKLER: Lisa. Lisa you’re going to have to speak up. LISA HARRIS: OK. I wanted to know why is ya all tearing down a community, the houses and stuff. You got pregnant women and stuff like that. We need funds for communities like swimming pool, things for the kids to do, you know what I mean. Instead of drugs and all that. Stuff for kids to do and educational wise. There’s no funds for education. What about that. They don’t speak about that. They got money built in all this but no money for our community. That’s all I got to say. Thank you. (APPLAUSE) PRESIDENT PRO TEM SMUCKLER: Thank you. I apologize but, and I know about writing because my writing, sometimes I can’t be read either. Yustin? Okay. JUSTINE LINT: Mayor, Council. My name is Justine Lint and I’m 19 years old and I live at 1412 Rowland Avenue in Canton on Northeast and I just speaking about the rebuilding or painting of a Community Center. And it was told to me that either money was going to go to repainting the center or building a pool. And I feel like, you know, we should build a pool because kids need something to do. I’m 19, I’m pregnant, my son’s due any day now, you know. And if you want kids to get out of trouble, the idle time is what we need to focus on because when kids don’t have nothing to do, this is how people end up pregnant. This is how people end up with babies. This is how people end up in jail, you know what I mean and like I just feel like if you’re going to repaint something, repaint some of these houses that you tearing down. Do something for the houses that you going to tear down instead of you know, trying to make something that’s already bad enough, better. You know what I mean. Am I making sense? Cause ya looking at me crazy. You know, so I feel like instead of painting the Community Center better cause you’re not going to advertise anybody to go there. I mean when my son gets older, I look forward to him going swimming and him being in McKinley and you know, doing all the sports stuff he gonna do. But you know, I’m not going care about what the Community Center looks like as long as I know he gonna be safe. Alright, there ya go. PRESIDENT PRO TEM SMUCKLER: Thank you. (APPLAUSE) Jim Hall, Jon Hall? JON HALL: Yes sir. My name is Jon Hall. When I was last here I was speaking on the water, pool project, trying to get some funds. The Mayor stood up and he, he’s supporting the idea of the swimming pool project and I want to share with you guys that I ended up finding out today, I did not know that the million dollars is disposed of now. Now all we have left is this $500,000.00 and I mean, I just wanted to share with you guys that we need to focus on what really matters and that’s the future. I know a lot of you guys are not going to be here 10, 15, 20 years from now, you know what I mean, God forbid. But that’s just reality. We don’t live forever, and I just wanted to share with you guys. We got to, we are all a team. We need to start thinking and being team oriented. Not thinking about just what goes on here but what goes on outside of this building COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -288- MINUTES OF THE MEETING APRIL 26, 2010 as well. Because a lot of those, a lot of those kids depend on our thoughts. The future depends on our thoughts. We have to work together. We have to be incorporated. There’s no I in team. There’s, the letters in team is us. We unite. We, we bring about a change in this world to make things better for the next generation and I plead with you guys to focus on what really matters. Those, we all know that some of us around here are designed for that center to be closed. You close down like we talked about the Northeast, the Y. If that Center gets closed, we trying to stop that from even being. You need to bring an attraction there. You, those people in the northeast end that don’t have a place to go to no more when it comes to community center, that maybe don’t want to go to the North Canton. North Canton Community Center or those people that used to go downtown, they’re not able to go there anymore, maybe if you bring an attraction to the southeast side like I shared with you guys once before. It’s not only white, black people but it’s a lot of more white people around there now. So now you get to compliment the situation going on around there because I’m sharing with you guys. I live there now. I went, I used to have a good job and I loose, I lost my job to the stuff that’s going on with this economy. I had, I went homeless for a minute there. Now I stay there so now my eyes are open a whole lot more. It’s easily, it’s easy to put your blinders on but I’m sharing with you guys why you’re in position to make a change and to make a difference. I’m pleading with you to stand up for something that’s greater than you and that’s our community on the southeast end. God Bless all a you guys, in the name of Jesus. (APPLAUSE) PRESIDENT PRO TEM SMUCKLER: Mrs. Brogdon. RUBY BROGDON: My name is Ruby Brogdon. I live at 1617 3rd St NE. I’m here to talk about a vacant house in front of me. The doors, they stole the doors off of it. The door is wide open. People is walking in and out of this house. I have asked and talked to different people about this house. I was told, “Oh we gonna board it up.” I’m asking that you please board this house up because this is how we get arson. These people goes in these vacant houses, they set em afire. With no, they don’t have no utilities or anything in it so you know someone is setting these houses afire. And all I’m asking that you to board it up and if it catch afire, it got me on the top and the Habitat house next door to it. And I hope ya able to pay me for my place if it catch afire. Thank you. (APPLAUSE) PRESIDENT PRO TEM SMUCKLER: Steve Fronimo. STEVE FRONIMO: Steve Fronimo. 6041 Firestone Rd NE. For those that don’t know I live in Plain Township. I’m talking about my property on Shorb Avenue, my investment property. It’s been broken in again. I spoke to Council about two, three weeks ago about this issue. This is the second time since then. I’m not happy. Mr. Mayor this is directed towards you. Since you’ve been a Mayor in Canton, what really have you done for the City of Canton? Did you bring any jobs here? Have you eliminated the crime? Forbes Magazine rated Canton, Cleveland, Toledo one of the top 10 worst places to live in the City of Canton. It’s horrible. You’ve got to do something. We’re not paying you just to take a position and a seat and just take office. Your job is to do something. Bring jobs in, lower the crime rate, do something. Are you doing it? I need an answer. I’m not hearing anything from you. Do something. We don’t pay you just to take a position and get our salary. Mr. President as the substitute for Allen Schulman, I expect this to be considered. We have drugs, we have prostitution going on, we have crime, they’re stealing pipes from homes, vacant homes. We have rats, animals, nothing is being done in the city. I go down the city I see vacant buildings that are horrible. They’re un, they’re not habitable to live in. They come after landlords if the landlords don’t keep COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -289- MINUTES OF THE MEETING APRIL 26, 2010 their properties to the right specifications for code and you want us to take care of our property when the city has vacant homes that are, that should be torn down immediately, and yet the city’s not doing nothing. I am tired of coming here. I don’t live in the city. I pay taxes. I live in Plain Township. I have better things to do than to come to Canton every time there’s a problem. This is not what my life’s about. I did missionary work in Kenya for six months and want to do missionary works again. I do things to help humanity. I don’t sit there and waste my time to do the same thing over and over again when the problems are, need to be get done in the city. Are we going to be the laughing stock of the nation? We were voted one of the worst places to live in the City of Canton. Something gonna be done? My value of my house, I bought it PRESIDENT PRO TEM SMUCKLER: Mr. Fronimo, please bring your remarks to a close. STEVE FRONIMO: I have three minutes, don’t I. PRESIDENT PRO TEM SMUCKLER: That’s right you’re about done with it. STEVE FRONIMO: I bought my house for $25,000.00. It’s worth $5,000.00 now. 5 to $10,000.00. I’d appreciate it if something is done with the neighborhood. It’s not right. I expect something to be done with the city. We don’t pay taxes. You gave yourself, everyone here on Council got a pay raise. You took a 10% pay cut. You think that’s right. Your pay salary is still higher than it was before the salary increase. I do things for free. I’m going to make a public statement too. If I ever live in the city, I will run for Council and I do not want the money. I’ll donate 100% back to the City and I expect something to be done with the situation in this town. I am tired. Whereas: City Flooring & Design Center and Cabinet Fixtures & More partnered with Stark Metropolitan Housing Authority, the City of Canton and The Employment Source to provide a nine week, comprehensive, service learning, training program for underrepresented youth in the City of Canton; and Whereas: City Flooring & Design Center and Cabinet Fixtures & More provided instruction, application and tools for 18 participants between the ages of 18 - 24, in the fields of Carpet Installation and Cabinetry; and Whereas: 18 youths successfully completed the intensive nine week service learning training program and can now utilize their skills and abilities to begin their own business or utilize their trade in the world of work; and Whereas: These two companies in Ward 2 have demonstrated effective leadership during unprecedented difficult times in the area of employment and have also shown a creative way to engage young adults in fulfilling the old parable “Give a man a fish and he will eat for the day, teach a man to fish and he can eat for a lifetime”; and Whereas: City Flooring & Design Center and Cabinet Fixtures & More has shown dedication and leadership abilities with a desire to make a difference in our community and our world. MEMBER WEST: Mr. President, before we start I’d like to have, to recognize all the men that was in the training class. Would you please stand? (APPLAUSE) And then also, I’d like to have their parents and their significant others that supported them through that process, would you please stand? (APPLAUSE) PRESIDENT PRO TEM SMUCKLER: Member West, just so our audience knows and the other Members of this Council, could you please explain the training class and what.... MEMBER WEST: I’m just going to do that right now. PRESIDENT PRO TEM SMUCKLER: Thank you. MEMBER WEST: Thank you. First of all, this training class was a nine week class and it was a collaboration between both of these businesses, City Flooring and Cabinet Fixtures and More. They partnered with the City of Canton. They brought a proposal to the City of Canton in reference to this project, this service learning project. In addition to that they partnered with Stark Metropolitan Housing Authority and there was somebody else. Who was the other person? The Employment Source, and all these people put this strong proposal together and it was fabulous. These, today these two companies taught these gentlemen here, how to fish. And I said this several weeks ago because it was really unique. Right now in a time, unprecedented time where we can’t find jobs, or we can’t find work, these guys came up with a solution. City Flooring taught each of these boys how to lay carpet and lay hardwood floors and then tile as well. And then also gave them a kit to where now they can start their own business and now these guys got jobs. Okay and not little jobs. These guys, some of these guys are doing the Federal project and that’s huge and that’s the kind of work that we need to develop. We need to put more dollars into programs like this. So I wanted to recognize the cabinet company because we have a cabinet company in the City of Canton believe it or not. And some of these gentleman that went through this training project now know how to make cabinets and can put cabinets in your homes and can put cabinets in some of these rehab, these homes that we’re rehabbing with SMHA. Do we have a contract with them? SMHA as well. But as we start to see these different projects come down, these are some of the kids that I think we need to put to work in some of these projects. And I wanted to present this to Leonard Stephens and Brenda. (APPLAUSE) And then Ron Simmons (APPLAUSE) for his hard work and I’d be remiss to say that these young men was at Stark State College and they’ve all received already a certificate of completion so they’re starting to work right now and I let Ron and Leonard and Brenda talk about that. And then Mr. Torres if you could say a word as well, I’d appreciate that. COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -292- MINUTES OF THE MEETING APRIL 26, 2010 BRENDA STEPHENS: Thank you Council for this opportunity. This is indeed a pleasure to be here tonight. This is one of the most exciting nights of our lives. When we first began to think about this program, what we wanted to do was put skilled workers out in the work force because what we were seeing is a lot of times installers were coming in and not having enough training. So we wanted to train you men and women in the area of cabinetry and flooring installation and we also wanted to give them the tools that were necessary to be successful entrepreneurs because we understand that they would be able to go out, and not only work for City Flooring but work for other carpet stores or other cabinetry stores. So, what we wanted to do was give them tools necessary to be successful in the work force. I’d like to thank Robert Torres and Linda. Linda worked very, very diligently with us and we were excited about the fact that these young men were eager and hungry to do this program. I was excited to do the first part of the training. We had three phases of training. Phase 1 was actually skills that a lot of time installers don’t get, like how to answer a telephone and how to be a successful entrepreneur. How to present yourself. How to sell yourself and how to sell carpet. And so we had three weeks of that type of training and then we had resume writing. We had how to present yourself in an interview and then Phase 2 was very crucial because it was simulation training where they actually had hands on simulation training, not at someone’s home but rather in a place where they could make some mistakes, where they could get the knowledge that they needed to be very good installers. And then finally Phase 3 of the training was where they actually went out and worked on a job. As we speak, there are young men tonight that are working on the Federal Building. Some of the young men in this room have worked today at the Federal Building so were very pleased about that. These young men could be anywhere. They came into this building tonight, not because they were in trouble but because they did something positive and I can attest to the fact that they were eager and ready and excited to do that. (APPLAUSE) ONE OF THE TRAINEES FROM CANTON FLOORING: I would just like to thank you guys for the opportunity you gave them to give us a opportunity and I learned a lot of things. I just hope that you can give us some more work to do so we can just stay out there and do some work and stay off the streets. Thank you. (APPLAUSE) RON SIMMONS: I would just like to say as the owner of Canton Fixtures and More, I really thank Linda Barnes and Robert Torres and all of them that worked with us diligently to make this a success but at this particular time, I think that these guys learned a lot more than actual working in a factory because we had a lot of discipline. We had a lot of things that we covered and I think they’re great. They turned out to be great men that I am very proud to put out there to manufacture anything that I put together and our common goal is not only to have just these guys here, we’re looking to employ 50 people within Stark County. (APPLAUSE) DEVELOPMENT DIRECTOR TORRES: You know all of the commentary, the presentation that you just heard is testament that there are jobs that don’t exist today that can exist tomorrow if only we provide the funding for that. And this is certainly one of those because it was a concept when they came to our office and they said “We’d like to have this training program put together.” It was just on the cusp of receiving our $444,000.00 from Brownfield training. We certainly looked forward to having that same type of success. The success of this program is 80% of the participants that went into the program have successfully completed the program. 80%, and they’re working with a population of students that are eager to learn this trade and eager to work and you know, when I hear individuals say that nothing is happening or that jobs are not being created, you know, say that to the folks that are being employed at the, at Ameridial. Say that to the folks that are going to be employed over at Medline. Say that to the folks that are going to be employed over at Astoria Nursing Home. There is just one success after another at what is happening here with this community. And this type of funding was funding that was a recipient of dollars from stimulus. This was the CDBGR if you COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -293- MINUTES OF THE MEETING APRIL 26, 2010 recall that funding that we received so when we take the opportunity to invest in our own talent here locally and our community, these are the results. PHILBERT JOHNSON: Hello, my name is Philbert Johnson and I’m one of the trainees that was down there at Ron Simmons Cabinet Fixtures and More. I would just like to say personally, thank you for the opportunity that you guys presented us to do this little training thing but other, on the other hand I would also like to say that during that course, we did learn many different skills. We learned how to properly speak to certain people. How to present ourselves at a job site. How to take he into learning and also installing things about what they was trying to teach us to do and there’s plenty more things that we could learn to do we just need the opportunity, the guidance and the confidence that you guys done planted into us to keep working to go and to do more. Now being a trainee of Ron’s, I done picked up quite a few things that I would love to continue to do and in order for us to continue to work, he has to have work. In order to Miss Stephens and Mr. Stephens to have work, the other people need to give them work also. So just by me saying that, I’d like to thank you all once again for speaking on behalf of all the rest of the fella’s too and thank ya all. Ya all have a nice day. We attended an event over at the Court House the other day and where there was 30, I think 20 to 30 gang members that was before the judges and what was unique about that is, you seen a lot of young men between the ages of probably 18 to 25, the same age group of these young men. These young men are the under, the other side of the spectrum. They want to do things. They want to make things happen and as we do opportunities we won’t have to worry about programs like CIRV, we’ll have people employed. Thank you. PRESIDENT PRO TEM SMUCKLER: Thank you. I spent many years in that industry and I know how difficult that job is. And the hard work and the skills that you need to have to be able to do that kind of work. I also know that as a contractor installing flooring, you’re only as successful as the work that’s available to you and the jobs that are out there but also your reputation will follow you from this day forward. You will be referred to by people that your at when your out on those job sites, they say “Hey, they did a great job. You need to call them.” Your reputation will grow. Your reputation will grow with the retailers. Whoever is hiring you or contracting with you, they’ll spread the word to other retailers and your opportunities will continue to grow. So I tell you today that every action that you make from this point forward is going to determine how successful you’re going to be throughout your career. DEVELOPMENT DIRECTOR TORRES: Darlene Leghart is the Director of Hammonds, Hammers and Nails and Hammers and Nails is going to be the local entity to, this is the Group Work Camps. This is the project where we’re going to have 450 youth volunteers that’ll be coming into this community July 19th, the week of the 19th through the 23rd and these are the areas, and I have Darlene mention which areas are going to have improvements to 50 to 60 homes. Darlene. DARLENE LEGHART: Call Canton Home project, the majority or the first 25 houses or so will be located in and around the Aultman Hospital area. There are 30 already on the map. The other ones will be scattered but close together in all three sections of the other section of the city. There are 450 young people from across the country who are right now raising funds to pay to come to Canton to sleep on the floors of Timken High School to go out and work on 50 to 60 projects during that one weeks time. Also locally Hammer and Nails volunteers will be doing prep work and clean up work and I would like to invite every one of you in this room to come out and help us there. If you see some of the pictures, some of these projects are huge and we can get it done. It will make a difference in the living conditions for 50 to 60 families who are struggling to maintain their homes. Obviously there’s already some pins in the maps for some of the homes. I’d like to point out a couple of other things for those that are still in the room, you know we had an interesting evening tonight. We know that we’ve got some issues throughout the city and many of these issues have been accumulating over years and some decades and we’ve got some COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -300- MINUTES OF THE MEETING APRIL 26, 2010 monumental issues that we have to address but, the interesting part about this is tonight alone, we saw some positive action in reference to how we’re addressing job creation and working with our youth. How we’re working with our neighborhoods. As you look at this project here to help us address many of these houses. We’ve had many conversations over the last several weeks in reference to things we’re doing to help reduce crime and Tom West referenced one of them that happened Friday with the CIRV program. So there are a number of things that are happening in the positive for the City of Canton in spite of the overall economic conditions. What I wanted to announce tonight was that the State of the City is going to be presented this Wednesday evening at the Southeast Community Center. The Edward “Peel” Coleman Southeast Community Center. We’ll have the doors open at 5:30. The speech will be at 6:00. I invite all of you to come down if you’re available. At that particular presentation you will hear many things that have been done and things we plan to do in reference to moving our city forward, so I just want to make sure that, that information is out there that anybody that wants to come. I invite you all. And I think there was one other one. We got Rose, we got, the last one. And the gentlemen who came who lived in Plain Township who had issues. You know he had mentioned about moving into Canton. I would invite him to move into the City of Canton and help us with the issues that we face because it’s going to take all of us, so thank you for your time.
