Ms. Baylor, good evening, if you’ll step forward and give us your name and your residential address please. BRENDA BAYLOR: Okay, my name is Brenda Baylor, I live at 2722 Wood Owl St NE, Canton, Ohio. And at this particular time, there is a map coming around. I ran twenty copies so I hope I have enough for everybody to have one. I live in Georgeview Estates and seems for the past ten years, we have been here fighting all kinds of situations from water to land or whatever. This time I am here in regards to the area that is across from the opposite side of Marietta. When you get the map, you will see it. This is a very, very confusing area but then Canton Township’s borderlines are very confusing. So you will notice when you get it that the yellow area represents Canton Township and the area I’m talking about has all the little dots in it because it’s very, very wooded. At the bottom is sort of a blow up of that area. Last month, there was a shooting over there, two young people who decided to stand behind a telephone pole and fire a good eight to ten rounds into the woods, it was very loud. I was outside, it was very scary. I then called 911 and at that particular point, I was given the run around because I was told that was not Canton and therefore it could not be handled. I then said, “Yes it is Canton all the way back to the tracks.” The phone became dead silent and then he came back and he said “I’ll send the Sheriff.” So somebody finally did come. This has been ongoing, we have had other gunshots there, I have literally driven down the street and seen men get out of their trucks with shot guns and walk up into that area and look at me as if that was no big deal. We have had people that have been so bodacious that they have literally parked in our allotment, got out of their cars with guns and walked across the street and went up in there. We have seen people with bow and arrows, people ride their dirt bikes, they ride their motorcycles, they drive up in there at 11, 12, 1:00 at night and no matter whether you call 911 or whether you call the non-emergency number, ya kinda get the same thing, “That is not Canton.” or “We can’t go back up in there.” Or when you do get them to go back up in there, they will only go so far. This is a big problem. First of all, if the people that ride the dirt bikes back up in there, had these young kids who were shooting into the woods, had there been somebody on their bike, right now we might be mourning their death. It is horrible. So the area that you see that is not yellow, that you see all the little dots on, across 8th Street, that is Republic Steel. But all this area on the other side according to the phonebook is Canton. I called the Safety Director, I did not get a response back from the Safety Director. I also called the Police Department and I did hear from Lt. O’Brien. I spoke with him at length, the dispatcher was reprimanded to my understanding. But this does not solve the problem because we call, we call, we call and nobody comes or if the Sheriff comes, from what the Sheriff has told us, because they only have a few cars, okay, they can’t always get there. And the Canton City Police Department won’t come at all. We pay taxes, we feel that our area is an attribute to the City of Canton. And for ten years, I’ve been coming here with problems and it’s very very very discouraging. I know my time is getting short but.... PRESIDENT SCHULMAN: Well your time is really one minute over what we allow. BRENDA BAYLOR: Okay, then if it’s one minute over, can I please ask a question? PRESIDENT SCHULMAN: Sure, if you could just summarize your statement, thanks. BRENDA BAYLOR: The questions that I have and I did write them down. It seems to me we need more signs in the area because no one seems to know that that’s Canton. We need to send police cruisers into the area regularly because people go back there when they feel like it. The area is a mess, it needs to be cleaned up, I would even think it would be great to fence it but somebody would probably tear it down. Okay, there COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -440- MINUTES OF THE MEETING JULY 12, 2010 needs to be more clarification and I personally think it should be put in the Repository because people think it’s Canton Township and therefore they think it’s okay to go back in there with firearms. It is not, people in Canton don’t know it and Canton Township certainly doesn’t. And everybody in the City of Canton should have..... PRESIDENT SCHULMAN: And lastly please. BRENDA BAYLOR: I know, okay. Everybody should have the same information because if you call in the office and they look on the map then they say, well there aren’t even any houses out there. I would like to ask a question, is the City willing to do something about this? PRESIDENT SCHULMAN: Thank you, very much. BRENDA BAYLOR: I asked a question. PRESIDENT SCHULMAN: I know. Here’s what the procedure is Ms. Baylor, citizens have a right to publically speak. We do appreciate it, I’ve given you almost five minutes, which is two minutes longer then Council allows. We’ll all be here after the meeting if you’ll stick around tonight, you can talk to the Service Director, the Mayor, the Safety Director, any Members of Council would be happy to discuss this with you. You’ve raised a very good point. A troubling point and we’re listening but we don’t have the time to answer at the present. So, if you’ll allow the next speaker to speak, we’ll be here afterwards and we appreciate you coming down. Thank you. BRENDA BAYLOR: Okay, thank you. PRESIDENT SCHULMAN: Thank you. Our next speaker is William Sherer. Mr. Sherer, good evening, if you’ll step forward and give us your name and residential address please. WILLIAM SHERER II: William Sherer II, 4670 Frazer NW, Canton, Ohio. Tonight I would like to personally thank all of our local officials that attended the Jobs for Justice that we did at the Medline Project on July 1st. And I would like to personally thank Councilman Cirelli, Cole, Smuckler, Hawk, Griffin, Horner and personally thank Safety Director Tom Ream, Warren Price and Mayor Healy for attending and you Allen. To see that the local...our local Officials are still...have it in the back of their mind that they’re fighting for local jobs. You know, is it such a crime that we would fight to keep the money within our own community instead of having out of State contractors that make sweet hard deals with owners and general contractors. And it’s just not about the Medline Project, I mean we believe as the building trades and it wasn’t a Union issue, it’s about keeping local jobs within our community period. And I want...I just...the reason I wanted to come up here and I don’t want to take up all your time but I want to personally thank everybody that attended that day and we believe it was a success and it’s just not about that job, it’s about the job after that and the job after that. And that way if we can keep...fight to keep the money within our own community period, maybe the City wouldn’t be worrying about budget issues, laying fire and police off and everything runs downstream. But I just wanted to personally thank everybody that attended that day. Thank you very much. PRESIDENT SCHULMAN: Thank you Bill, very much. Our last speaker this evening is Pastor C. David Morgan. Pastor Morgan, good evening as always and if you’ll give us your name and your residential address COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -441- MINUTES OF THE MEETING JULY 12, 2010 please. DAVID MORGAN: I’m David Morgan, I live at 922 27th Street NE in the City. Thank you Mr. President. Since I wrote to you a couple of weeks ago and urged you as Council to enable the people to exercise their right to vote on...to consider a Charter form of Government for Canton, some people, including some of you have raised some questions that imply that I and/or others that have so challenged this Council might have a hidden agenda that favors some individuals or groups. These questioners have asked in essence, who are the people of which I speak. Who are the people? The people are the individuals, the citizens who are the beneficiaries the descendants and the legacy of those in battled farmers who once stood at that rude bridge that ached the flood and fired the shot heard around the world. The people are the tradesmen and unionists, the merchants and teachers, the producers and consumers, the industrialists and inventors, the service men and women who dedicated their lives and offer still their devotion and behalf of the principles of this democracy. The people are the huddled masses yearning to breath free and those whose every breath has been drawn of the air of freedom. The people are the heirs of 18th Century visionaries whose work in Philadelphia declared independence and enshrined self governance in our National Charter, the US Constitution. The people are the children of 19th Century suffered yet to march and campaigned for the right to vote. The people are the sons and daughters of 20th Century patriots whose speeches and sit ins and bus rides laid claim to our Nations promise of civil rights for all. The people are Republicans and Democrats and tea partiers, Independents and those who are not affiliated. They are the religious and the non religious. They are the rich and the poor and everyone in between, we are the people, all of us together. The people don’t speak with one voice nor are the people of one mind. But in this great land in this good City, the people share with this Council and with each other, the one spirit of democracy. You ladies and gentlemen, you were born of the people and elected by the people and now on the heels of our Nation’s birthday, I call you once again to be for the people. Let the people vote, let the people decide. Reclaim with the people, the vision and reality that we the people do ordain and establish our Government in these United States and in this great City too. Thank you. PRESIDENT SCHULMAN: Thank you. Thank you Pastor Morgan, that was a very inspiring presentation, we appreciate it. Thank you. INFORMAL RESOLUTIONS PRESIDENT SCHULMAN: We’re now under Informal Resolutions and I would be remise if I didn’t bring up again, through Council Member West, the Resolution that was passed at the last meeting. That was a Resolution for Joy Fest and COOL and Peace Day, so I am going to turn the podium over to Member West and thank you. MEMBER WEST: On any other occasion, going behind Pastor Morgan would be very difficult, but I think I got one to go forth. During Memorial Day Weekend, we had three non-profit organizations, faith based non- profit organizations who have stepped up to the plate and did amazing things in Wards 2 and the City of Canton and I think Ward 1 as well. Those organizations are here today, last week we had presented this Resolution, or this Proclamation but we wanted to present it today. All three organizations are here and I wanted to bring this to the podium. Peace Day, Cap III Community Fund and Missions Bridge Ministries, COOL Day. So, I’m going to have you three come up to the podium and I will talk just briefly about what you guys did in the community and present you with a proclamation. Thank you. While they’re coming up, COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -442- MINUTES OF THE MEETING JULY 12, 2010 what really inspired me to do this was, it was a unique weekend because in seven days these three organizations, even though they didn’t work together collaboratively, they initiated what Galatians 5:22 calls the fruits of the spirit, love, peace and joy. And it was real unique because each event really demonstrated that. And I think these three organizations did more with volunteerism and probably little funds and really shattered a whole Ward in less then a week and they did it with little resources. We had 3.6 million dollars in a year and didn’t do quite as much as they did in this community. And I think, when I look back at Nimisilla Park when Trinity Gospel Temple used to go down and pray over the trees to initiate a reuniting in that area, a redevelopment in Nimisilla Park. These people here, Curtis Perry, who represents the Joy Fest, who represented their 8th, and you guys got to, you know, forgive me, I didn’t bring my glasses...the 8th annual event, in this particular year, in hard economic times, he got sponsorships to donate three carnival rides in downtown Canton on Memorial Day for all the kids, not for just some of the kids but for all of the kids throughout the County. And I want to thank Curtis Perry for all his due diligence. Peace Day, Catherine is awesome, this young lady came in my office and when she was talking about this Peace Day, I’m thinking okay, I first just got off the phone talking about an incident of violence. And we started...she came in talking about peace and it was a wonderful thing that she did and all of her members and Peace Day, when she said she didn’t want to just talk about peace, she wanted to also talk about the other side of it as well, let’s pray for those who...who needs peace and then the other side as well and I thought that was just amazing. And they came down to the park, they had about 200, 300 people that came down....about 600, excuse me, that’s double. About 600 people that came down to Nimisilla Park, many of which, who hadn’t been there before and offered to come back and I think that we will welcome you anytime you want to come down. And that was the 1st annual I hope. Alright, and this last person, who generated over, I don’t want to get this number wrong....1,100? 1,100 or more volunteers that came down in the Summit area, boundaries of Ward 1 and Ward 2 and did a four block radius. These guys cleaned up people’s yards, they painted houses, rebuilt porches and just built a whole new community. And I say this, it didn’t take much but a lot of donations, a lot of love and a lot of ministry, 100% donations and I think that’s the type of act of kindness that we need and the fruits of the spirit truly was in Ward 2 that week. And I want to also say this, we welcome you, the City of Canton, I know there’s been much talk about religion, okay, in the paper, but this Council supports religion and we need faith based organizations, we can’t do it alone. So, I want to thank you for all that you do and come back and join us next year. Can all the members stand. (APPLAUSE) MEMBER WEST: If you guys have anything to say, step to the podium. CINDY MANDRELL: They just said it’s all me but really what I...for me to speak for them, it’s an honor to do that because what I want you to know is, we’re working together, Catherine, I know that we’ve had our prayer stations at Joy Fest, Kristen and her husband, Tim work with our organization, all these folks that you see here with COOL shirts on, they were also a part of Peace Day, folks that were working with Peace Day were a part of COOL Day. We are working together in unity and that’s what this is all about, it’s all about us as a body, it’s us as a community coming together in unity and that’s what’s important. So, if you take any message out of here, take the message of unity. Thank you. CURTIS PERRY: I just want to thank also, the City of Canton for supporting the Joy Fest and what they’ve done throughout the years...the eight years. And I just think that’s awesome. And when you have organizations like this working together, you cannot go wrong in the City of Canton. So God bless you and thank you. PRESIDENT SCHULMAN: Thank you. (APPLAUSE) KRISTEN MOORE: If I could just thank the Council for all the support that you’ve given us and the encouragement that you’ve shown us because it really means a lot to gain recognition in the community and to also know that there are other people out there fighting for us so thank you to you guys, you really made all of this possible and we really appreciate it. PRESIDENT SCHULMAN: Thank you. (APPLAUSE) PRESIDENT SCHULMAN: Thank you again so very much. It’s kind of an interesting segway because we have Joy COOL and Peace in the next Resolution. Member Cirelli, Madame Clerk if you’ll read Resolution 41 please. CLERK TIMBERLAKE: WHEREAS, The Massillon/Canton Ulster Project is an inter-denominational organization working to promote peace in the turbulent region of Northern Ireland. Each year, the Ulster Project brings teenagers from the Greater Belfast area to Stark County to live, work and play with American counterparts for the month of July. This year, 8 teenagers have spent the month in the United States. Local families having a child of similar age, play host to these admirable children. Together, these teens spend a life-changing month learning to see beyond differences in nationality and religion; and WHEREAS, For the past 28 years, the Massillon/Canton Ulster Project has afforded the opportunity to hundreds of Northern Irish youth, the opportunity to make friends from the opposing sides of the existing conflict in their country. Through the generosity of Stark County citizens, these future leaders get a first-hand glimpse of America, the values of freedom, equality, and brotherhood that we, as Americans live by; and WHEREAS, The existing hope is that friendships made and lessons learned in America will make their way back to Northern Ireland, helping to bring harmony and healing to their people in a trouble land. It is our hope that together, we can change history. Ulster Project teens experience opposite faiths here in America in the hope that these experiences will help them relay to their people that hatred is so fruitless. NOW THEREFORE BE IT RESOLVED: that we, Members of Canton City Council, do hereby go on public record as commending all those involved in THE ULSTER PROJECT including the Executive Committee, their American host families and the host teens for their endless hard work and dedicated efforts to help building an understanding and friendship between Catholic and Protestant teenagers from Northern Ireland. MEMBER CIRELLI: This is a pleasure every year to bring this group here and it’s not always the same group but it’s always the same parents, it’s the same Counselors. This is Pat Robeck and of course this is my son Donald. And I didn’t realize Cynthia read that, 28 years we’ve been doing this. That’s a long long time. I’m going to call out the names of the kids here, the youth and if they will stand Cassidy Loy and her guest is Katherine Black, Tiffany Loy and Hannah Dickson, Rebecca Hayes and Jonnie Gallagher, Abigal Benedict and Paula Toner, Chris Campbell and Peter Vincent, Harrison Faulkner and Mark McCavanaugh, Seth Gardner and Thomas Flannagan Carl Smith and Shane Gary. And then our adult counselors were Carrie McCarthey and Helen Treveling. (Applause) That’s on the female side. Then we have Dante Ismont and Gary Kenning, and Gary is here and Dante is here. I was fortunate enough to have...I was inviting my son to dinner one night and I was fortunate enough to have Dante and Gary as my guests also. It was a surprise to me but you know what mothers do, we adapt real well. Pat is their project chairman and all the mothers and fathers of the children here in the United States have opened their hearts, their homes and their, everything. I want you all to stand up that are here because we can’t thank you enough, as you seen earlier. Please all stand up as one big group here. (Applause) Thank you very much. They also were volunteers with, was it Hammer and Nails I believe? And what we heard earlier as about faith and I think that speaks very highly because, you know if you send your child across the ocean to go to a strangers home and they even did this before we had the internet. Donald is what he’s taking will be probably in their homes in Northern Ireland tonight, am I correct or not? Because he is sending that, he does the web. So, those young people’s parents will know what they were doing all along, he does this daily I have to commend Pat and his family and I thank my son for being a part of this volunteerism, it goes way way back. I always said, you know, I’ve worked with paid employees and I’ve worked with volunteers and I’ll take volunteers any day. I think they’re just the greatest people in the world because the do it with their hearts and it’s because they want to do that. And even myself, before I was a nurse, I was a volunteer Red Cross Gray Lady and that’s probably why I went into nursing. So see what voluneerism leads to. So, I want to thank everybody for coming, I hope you have a pleasurable time the rest of the time that you’re here. So we had a table set up there, they invited us to set up a table over there and met some of our families that are hosting through the Canton Peace Day. So it’s all intertwined. PRESIDENT SCHULMAN: We want to thank you and despite the Resolution, I think it sounded as if you could learn a lot from us. I think we have learned, and you are still teaching us a great deal about trust and belief and overcoming great odds and you should be commended and we can learn and we have learned a great deal from you. Madame Councilwoman, the legislation before you would authorize us to basically roll over an anticipatory note in the amount af $2.000,000.00 that we issued in January of this year. The City of Canton has issued anticipatory notes from time to time where we have face cash flowed difficulties due to budget crisis. The last time in recent memory that we did that was last year. Prior to that the last time we done it was 1991. So it is a reflection of our ongoing financial crisis. We issued the note in January for $2,000,000.00. An anticipatory note enables the City to borrow against its own Treasurer. So we’re borrowing against investments and/or other assets that we have in our Treasury. The law requires, the Ohio Revised Code requires us to pay that back within 6 months. This was issued on January 13, 2010. There will be a transfer of $2,000,000.00 into the Treasury tomorrow to repay this anticipatory note. What we’re asking you to do is due to our continued cash flow difficulties, to issue another anticipatory note to assure that we have the cash flow, particularly in July, which is a three payroll month to meet our payroll and other obligations for the month of July. The agenda is so big we’re going to have Committee Meetings, it would be on the 26th, I’m calling a Committee Meeting at 5:30 the 26th for Public Property Capital Improvement and after everyone calls they’re Committee Meetings, Member Hawk can call one for a different night for Finance. MISCELLANEOUS BUSINESS PRESIDENT SCHULMAN: We’re now under Miscellaneous Business. Is there any Miscellaneous Business? Member Cirelli. I’m sorry, Greg. Member Hawk. MEMBER HAWK: We will have a budget review Committee on Monday July 19th at 5:00. And that will be a budget for a 6 month budget review. We were originally going to schedule it for the 26th but because of our very crowded schedule (inaudible)....It will be Monday, July 19th at 5:00 here in Council Chambers. PRESIDENT SCHULMAN: Thank you Member Hawk. Member Cirelli. MEMBER CIRELLI: Mr. President, and I think this would probably, I’m not sure whose in charge of the traffic lights. Whose...realm does that fall into? SAFETY DIRECTOR REAM: Yes ma’am, that would be me. MEMBER CIRELLI: I’ve noticed the light and I wrote it down here, on Market Avenue sir. The 3rd Street light turns green, whenever it turns green, the one on 2nd Street turns red and the one on Tusc and Market turns automatically red. So you go, the ones behind I believe are turning green. And the reason I’m bringing this up is because on McKinley Avenue, if you hit the lights....everybody is shaking their head, the same way with Cleveland, if you hit the lights at a certain time, you can drive all the way through. But this is the only one that I’ve noticed that does that sir. Could somebody look into that because a lady tonight was in another car, she rolled down the window and she said to me “This light does this all the time.” And she’s right, you go one block and you hit a red light. And that’s completely off with the other two streets of...the traffic flows very well on the others. So, if you could maybe look into that Safety Director Ream, I would appreciate that. SAFETY DIRECTOR REAM: I will look into it. I’m not sure if it’s just stopping the traffic for Mr. Hawk’s hot dog stand or....(Laughter) MEMBER CIRELLI: Good point. COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -456- MINUTES OF THE MEETING JULY 12, 2010 SAFETY DIRECTOR REAM: No, just kidding, I will check the functioning of that traffic signal and see if it’s functioning properly. MEMBER CIRELLI: And she is correct, I can attest to that too because I’ve hit that every time, it seems like I’m coming down here or coming through town, it has completely thrown me off, you know because the other ones just fluidly flow. Now, the next one is for Warren Price, the Service Director. The sanitation mix up, how much did we pay overtime for that sir and was that budgeted and what have you because I mean...I mean my trash is out now for tomorrow and last week, the 4th of July, is that the only department that was off work in the City of Canton, I mean that was on work. I guess that’s it, the only department that worked in the City of Canton. And my trash normally gets picked up on Tuesday morning and it got picked up on Thursday and I know that there was some overtime involved with all that sir. PRESIDENT SCHULMAN: Director. SERVICE DIRECTOR PRICE: Thank you Mr. President. Councilwoman, I don’t have the overtime figures, I thought you might ask about that, Barney...Byron Carson, our Superintendent, he was out of the office today. I will get you those numbers. You know, the word went out to the media, there was obviously a glitch at some point. Barney tells me that the Sanitation Department had forwarded the information that would have been necessary to update the City’s website months ago. So obviously something happened there and so I do first want to say the buck stops with me, I’m the appointing authority for that department. So it did not get updated on the City’s website, I’m responsible for that. It has been corrected, I wish it had been updated and he did give us that information. On a holiday schedule, with the Sanitation Department, it has to get picked up. So typically if the holiday falls on...if the actual holiday for instance would fall on a Monday, if you look at the schedule, we would typically not pick up on that actual holiday. Then they would be picking up on a Saturday, which we’re going to paying overtime for anyway. I think the overtime that we would have paid out to pick up some of the people that, you know, there was obviously confusion as to the day, I think that would be nominal. But I’ll get you the exact figure because I...I mean I do, I am happy to share that with you, I just...I don’t know it now. MEMBER CIRELLI: Okay, Mr. President and Mr. Price, thank you very much. And my other question was, was that the only department in the City of Canton that worked on the 4th of July, I mean the 5th of July that was supposed to be for the 4th of July? SERVICE DIRECTOR PRICE: No, probably all of the Service Departments had somebody on staff, Water, Sewer, I mean, most of our, I don’t want to call them nonessential, but folks that did not have to be on a holiday, they are not Police and Fire were obviously working but most of the Service Departments, there’s some kind of coverage 24/7. MEMBER CIRELLI: Okay. PRESIDENT SCHULMAN: Thank you Member Cirelli. Any other Miscellaneous Business? MEMBER WEST: Mr. President. PRESIDENT SCHULMAN: Member West. MEMBER WEST: For the Safety Director. Safety Director, I’m having some major problems at 633 High NW, I called the...I sent this up to your office I think Cindy...the ladies sent it up. But I’m not certain how we have to handle this problem, I’m getting calls every night, every other night with disturbances from 633 High NW. If you can help me with that, I would appreciate it. The second thing I wanted to say, I wanted to give kudos out to the Canton Animal Control Nuisance guy, on Saturday night I had three visitors, three opossums that came up on my porch. We was out barbequing at 10:00 and they just kindly came up on the porch. But the Animal Nuisance guy came out...I mean came right out the next morning and set some traps, caught all three of them and a cat. So I just wanted to give him kudos but what really...what was really impressive though, not that he caught the animals but how his customer service was. I mean, he treated my kids just wonderfully, I mean he was just so personable and I just thought it was wonderful and he really represented well. So I wanted to at least put that out. Thank you. SAFETY DIRECTOR REAM: I thank you Mr. West, we’ll check into the High Avenue address and I must say that since I became Safety Director, Phil Sedlacko’s name with kudos for good jobs being done has been echoed time and time again. And he has turned into a very valuable asset for us, for public safety and does a very good job for us. So I’m glad he was able to take care of your problem. PRESIDENT SCHULMAN: Okay, any other Miscellaneous Business? Law Director Martuccio. LAW DIRECTOR MARTUCCIO: An observation and then a remark. Regarding Ms. Baylor and the Georgeview Estates. I know there are practical issues that have to be worked out there with City Engineering maps and whose jurisdiction is where and so on when they meet like that when there is a confluence of jurisdictions. There are two Ordinances coming down to Council, one is I think a 2nd Reading next month, it has to do with satellite photographs and three dimensions of various neighborhoods, homes and buildings, which I think could be helpful in these situations. As you all know SCOG is working very hard to regionalize with the help of Canton City, there will be some Ordinances coming here in the not too distant future to continue the merger of the radio system between the Sheriff and the City, which could lead to better regionalization of communication. So that’s something that I think will help ultimately, aside from the practical map jurisdictional issues. The observation is, I thought I was having flashbacks earlier tonight when people were talking about love and peace and joy and cool. It almost sounded like a time a long time ago but without some of the negative things that went along with that. And it was a remarkable thing that happened here tonight. You know, we’re inundated with negativity, especially in the Law Department and various Departments here in the City. We are inundated with negativity and to have peaceful demonstrations and volunteerism on a scale of 1,100 people and talk about love, a four letter word not many people want to use openly and Member Dougherty that was an excellent thought you shared for inspiration. To hear those things in this place, you know in the 15 years I’ve been here, is a remarkable thing. And to welcome people from COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -458- MINUTES OF THE MEETING JULY 12, 2010 another County where a Prime Minister of England apologized to the Irish survivors of Bloody Sunday, remarkable thing that happened here tonight.
