Whereas, Jason Brown, a firefighter and paramedic for the Canton Fire Department since March 5, 2001 was named 2010 Firefighter of the Year at the 45th annual Fire Prevention Week Kickoff Breakfast held on Tuesday, October 5, 2010 at Skyland Pines; and Whereas, On February 1, 2010 Firefighter Brown along with Firefighter Matthews entered a burning home from the second floor window because the smoke was too think to enter on the first floor and rescued Darlene Covert without regard for their own lives; and Whereas, Jason exemplified what it means to be a firefighter on that day by crawling at least five feet into the home with minimal visibility and severe conditions; and Whereas, Firefighter Brown’s actions have displayed his fierce dedication to the preservation of life and property and he has exhibited a professionalism which has been a credit to the department. NOW THEREFORE BE IT RESOLVED: that we, the Members of Canton City Council do hereby go on public record congratulating and commending 2010 Canton Firefighter of the Year Jason Brown for his courageous actions in the line of duty and in recognition of his selfless, dedicated service which contributes beyond measure to preserving and protecting the safety of the citizens of Canton. (STANDING OVATION) MEMBER DOUGHERTY: You know I go to that breakfast every year. Walk away very impressed and very safe and I just want to...most of you might have saw this but I want to go over this again because you know, they went in and saved someone’s life, and the sister of the lady that they saved was at the breakfast. The lady couldn’t come but the sister said, “Well Darlene Covert did not know her rescuers names but she was grateful. Someone saves your life and she didn’t even know their names. But there isn’t a day goes by that I don’t thank God for what, for saving my life.” Then the sister hugged the two and thanked them for their heroism. As the Chief said, they did a tremendous job on that day, exempted what it means to be a firefighter. So as expected, Matthews gets up and, Fireman Matthews gets up and says that you know, any other Canton Firefighter on the search and rescue team would have gone in and would have done what we did. And he thanked his fellow crews. So what they think is another day at the office, we think of you as heroes, so won’t you appreciate that with your professionalism and dedication. We really appreciate it and on behalf of Canton City Council it was an honor to present this to you. Thank you. (APPLAUSE) BILL MATTHEWS: On behalf of the Canton Fire Department I would like to thank Council for giving us this award and I know Jason and I have both been singled out for it but as I said before, it’s an indication and it is what we do as firefighters and if the situation was reversed and it was anybody else in our position that day, they would’ve done the same thing. So, we appreciate the award and we accept this on behalf of the, basically the City of Canton Fire Department. Thank you. (APPLAUSE) PRESIDENT SCHULMAN: Thank you both very much for your public service. We greatly appreciate it. PUBLIC SPEAKS PRESIDENT SCHULMAN: We are now under Public Speaks. We have three speakers signed up this evening. Our first speaker is Patricia Kirk. Miss Kirk would you step forward and give us your name and your residential address please and welcome again. PATRICIA KIRK: Yes hello. This will be short this evening. I’m Patricia Kirk. I’m President of Downtown Central Neighborhood Association and Shake-a-Leaf and I wanted to remind you. I don’t think anybody here got their letters yet for the invitation. Those of you that I spoke with to TSA’s graduation December the 3rd, 1:00 at Houston Broomstead. Did anybody get em yet? I’m not surprised. I’m very sorry. I did turn your names in about a month ago. I know why there was a hold up. You should be getting them any day. It’s still open. You’re not forgotten. December the 3rd is the date and it’s a Friday and I want to let you know this is not unimportant and I just came from the Neighborhood Leadership Council meeting when they were talking about the Neighborhood Development Commission that’s just being started up. And this seems to fit right in because one of the last assignments we had was to develop a master plan for the city. But one of the things that he said was that when a city has trees and parks and land, not only does it help the environment and it helps filter the water and it gives us oxygen but it improves the entire city. And that’s COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -703- MINUTES OF THE MEETING NOVEMBER 8, 2010 what a lot of this land that we have from abandon cities, or abandon homes can be used with. There was a statement that was made by one of the teachers. His name is Allen Sewart and he just said that when a city does not have trees, it becomes a place where visitors drive through after locking their doors. They do not stop and shop. They don’t plan to open a business there. And right away I thought of Canton because I have a friend that drops me off occasionally where I live which is downtown and we used to just chat pleasantly but when she gets close to where I live, the only thing she says is, “lock your doors.” I don’t want to see that happen to Canton and remember you will be hosting Tree Commission Academy in 2012 because you’re centrally located and this attracts people from other cities. But I do hope that you can come, that you can keep that date open and you will be able to meet people from different cities and ask them questions. Thank you very much. PRESIDENT SCHULMAN: Thank you Miss Kirk very much. Our next speaker is Kathryn Ramsey. Miss Ramsey good evening. If you’ll step forward and give us your name and your residential address please and welcome. KATHRYN RAMSEY: Good evening. My name is Kathryn Ramsey. I live at 2322 16th Street NE in Canton. Thank you all for letting me vent my frustration with the process of housing demolition and lot acquisition in the city. I do not feel safe in my beloved Northeast neighborhood anymore. The statistics say crime is down. It depends on the type of crime you are speaking of. Is it a crime to own a vacant house in the city and what it vandalized by low life crack addicts? Is it a crime for people to park in the yards after the vacant houses are torn down? Is it a crime to watch two little boys try to gain access to a vacant house and maybe get killed and so on? These crimes are not reported because people don’t want to get involved. A big beautiful white house stood on the corner of 16th and Taft. It was vandalized until it had to be demolished. Eslich Wrecking Company came in with their large equipment and the house was gone in no time. The came back with fill dirt and grass seed and they did their job. Now for months the city has been awarding contracts to jacklegged would be demolition crews who come in tear off the doors, tear off the doors and windows and leave the houses stand wide open. Here’s your evidence. Saturday evening before Halloween, a lady came to my door and asked if I knew these two little boys. I replied no, why? She said they were determined to gain access to this blue house because their ball had gone through an open window. Now this house had previously been boarded up by the city totally. She was afraid they would fall through to the basement and die before anyone found them. I think they were looking for a haunted house but instead they encountered the wicked old witch of 16th Street. When I came out, they took off down the alley. I called Miss Cavanaugh on Monday explaining what these uncaring, incompetent, would be demolition companies are doing. I shutter to think what could have happened. Isn’t anyone demanding accountability from these people? I am picking up insulation from this green house a block away. It is still unsecured. And it looks like it would cost more to board it up than to tear it down and none of these houses looked like this before the people that the city hired got into them. They did not allow them to ravish a house until they are ready to demolish it. They come in, take anything that is salvageable and they don’t come back. Who’s watching the hen house? JENNIFER LEWIS: Jennifer Lewis. 805 13th Street NE. Kinda on the same lines. I guess I didn’t want to right any long speech tonight because it seems like I’m talking about the same thing over and over but I just want to let you know that crime is definitely not down in the Gibbs area. Friday night about 9:15 gunshots right out side our front door. We were outside within two minutes or less. My husband proceeded to chase on foot the four kids who shot that round. That was the second round in the 24 hour period. I’m just curious with the camera thing again directed to the Safety Director. I know there’s been problems with getting the cameras up and running. I’ve done everything that I’ve been asked to do personally. The boy who was beat at 14th and Rowland. That was on YouTube within four hours of his death. How is a personal camera up and running on a man’s house that was purchased at a local store and put on YouTube which the four were apprehended, I understand that beat him to death and I could view it. I was crying cause you could view it in detail from a personal camera that was up. If we had had the cameras up that were promised months ago, the four that my husband put himself in danger to protect our family because it’s coming so close, they would have been on camera. They were all four at the corner of 13th and Plain. They ran to 12th Street, got in a vehicle. The Police came within five minutes, said were sorry Jen. Jimmy we know you chased em. They already got in a vehicle. We don’t even know what the vehicle was. Jimmy couldn’t get there quick enough. This is just ridiculous. It’s, we’ve had two muggings right behind the Mission. People just trying to walk with their family being robbed. We can’t even walk down the street so I’m just questioning again where the city is on the cameras. Thank you. PRESIDENT SCHULMAN: Thank you. We only want to make sure that we’re lending money out and granting money out to people that are up to, paid up to date in all their tax bills and what have you as so I would appreciate everybody’s support. I think it’s the right thing to do so thank you very much if all the Council people will support this. PRESIDENT SCHULMAN: Any other remarks? I’d like to make one remark. Member Cirelli you’re to be congratulated and commended. You were the champion of this bill and this Ordinance and I think the city and it’s citizens will be greatly benefitted by the passage of this Ordinance. Congratulations, good job. MEMBER CIRELLI: Thank you Mr. President. Mr. President I had an occasion, I put a call in to Mr. Ken Weber who is head of the Goodwill Community Campus they call it now. And he actually called me back which really, that’s why I’m bringing this up tonight. They now are affiliated with 16 different organizations including the 2-1-1 number which most people know if you need something to call there. And he wanted me to relay to everybody he would like all of Council and the President of Council to come down and take a tour to see what is available there because they have a full pharmacy and doctors that are there to help people and every organization that you can imagine. It’s a beautiful building. I haven’t went as of yet but I think it’s something that we need to do because it’s something our constituents unfortunately are going to need more and more of the services that they have to provide there. So I told him I would tell all Council to please come and take a tour at our convenience he said. So for everyone to just call him and I can give Cindy the number and she can see that all Council Members have it. PRESIDENT SCHULMAN: That’d be great. Thank you Member Cirelli. Anything else? MEMBER HAWK: Mr. President one quick comment. PRESIDENT SCHULMAN: Member Hawk. MEMBER HAWK: In regards to the demolition people tearing down houses, I’ve had that same experience in my Ward. Well I get a phone call from the neighbors that tell me somebody’s breaking into this home. We get down there and find out that they have in fact torn the front door out. They didn’t open it, they tore it off. It was boarded up. And I did my research. I found that it was the demolition company. They left that house open. We had to go down and re-board that at a cost to the city because the neighbors were afraid. That house then sat for 15, I’ll be kind, 10 days prior to it finally being demolished to spite the fact that they were on a deadline and promised to have it demolished on the following Wednesday. It sat for a week after that. It’s very disappointing that we board these houses up and these guys go open them up. I do understand that they have salvage rights. That’s part of the contract but they should at least have the common decency to close these houses back up so we don’t have vandals going through them and again the possibility of somebody being injured or a fire happening. This is just ludicrous to continue to pay these people to do that poor of a job. Thank you. PRESIDENT SCHULMAN: Thank you Member Hawk. PRESIDENT SCHULMAN: Member West. MEMBER WEST: Yes there’s a Gibbs Area Involved Neighborhood is having a meeting on November 16, 2010 at 6:30 PM. You’re all welcome to attend. Ken Kendall will be the guest speaker, Canton City Schools security, safety and security. Somebody that also has been there last year who spoke very well and gave us some solutions to some of the problems that’s facing Gibbs. But it continues. As Jen indicated about these cameras, I did get, I am in receipt of a communication back from Chief Dean McKimm who has indicated that there are, that he should be receiving some cameras in the next couple weeks and they’re going to try a couple up in, they went to a different type of camera so hopefully that, we’ll be able to contact him to see if Gibbs is one of those locations. But they are looking at doing that. But he also indicated that, it looks like there’s a part of the project will cost about $150,000.00. We might want to look into that and I’m not sure how we address that but that’s something that we’re going to have to look into. And I want to say this, you know we’ve been advocating for cameras for about six years and cameras isn’t the only answer that’s going to solve our problems and we know that. And we know and I want to thank Greg for the Weed & Seed Program for bringing some Police Officers over to the Gibbs area. I want to thank the Canton Police Department for being astute to that area but, right now we know isn’t, is down in terms of numbers but also know crime, all crime is not being submitted. And we also know there is a lot of juvenile activity going on in our neighborhoods. We are going to have to do a lot more for this community and we’ve been hearing about Gibbs and I’m going to keep coming and speaking on Gibbs until we get it right. So if we can get some kind of help, I’m not just saying the Mayor’s administration, I’m also calling on the community to help us in that area, so I would welcome anybody’s solution to this issue that we got going on in Gibbs. I just wanted to pay one more moment of respect to former Council Member Art Cirelli. I’ve been thinking about him since his passing. We initially bonded because he, like my parents, had immigrated from Italy. But as we came to interact over the years I really came to respect his devotion. A number of Council Members and a Department heads can remember meeting at his house, on his porch and in his kitchen to conduct some research and some understanding behind certain issues. Art had heart and I just wanted to say that he was a good civil servant. PRESIDENT SCHULMAN: Thank you Law Director. Any other Miscellaneous Business? I’d like to make one comment from Finance Chair Hawk and myself and the administration. You all have in your mailbox a Communication, at least I hope you do, that is addressed to Members of Council and the administration and the Chief of Staff and the Director Warren Price on creating a Water Commission and that’s going to come up for an Informal Resolution. I know that I’ve talked to each and every one of you about what I consider and what we all understand to be the natural asset that we have as citizens of Canton which is the incredible abundance of dependable, predictable water. That is this city in my judgements, in my judgement, this city’s greatest asset. We can do enormous things with that asset and so to that end you’ll be having hopefully next week, I think a Resolution setting up a Water Commission of eight members. Leader Dougherty will be a member. Obviously Tyler Converse will be a member. Denny Saunier from the Chamber has agreed to be a member. Dick Price former Chief Executive of Aultman Hospital will be a member. Warren Price, no relation to Dick, and I’m sure he’s happy about that will also be a member. Greg Hawk will be a member and we’re looking for one person from the marketing field to come on board and I’ll be a member in addition. We have, we are telling you next week and I’ll tell you tonight in preview that we are going to start January COUNCIL PROCEEDINGS JOURNAL 98 JOURNAL PAGE -721- MINUTES OF THE MEETING NOVEMBER 8, 2010 1st. We will issue a report no later than March 30th and we actually expect that this report will give you the history of our water supply, where we stand presently, where the future will lead us, both from the standpoint of threats to our water supply, number 1, service agreements which we’ve talked about in the administration and Mayor Healy have been so diligent in trying to establish with other communities. And also taking our water supply and using it as economic leverage for the 21st century. This is an opportunity to get jobs for this community. I don’t think there’s anything more important and I know all of you agree with this. So I promise you that we will have a report issued by March 30th and I hope through Leader Dougherty and the leadership of Council and Mayor Healy and the administration and the Law Department. I hope we’re actually going to have some legislation. One of the things that was so, since I’m on a soapbox, one of the things that was so disappointing about last Tuesday’s election is I truly believe the American people have no clue as to what legislative bodies have done for the American people, both on the federal and the state and the local area. Federal government has been astounding in the legislation it’s passed through the American people but, apparently none of the American people heard about it and similarly Ted Strickland and his administration have done incredible things and did incredible things for four years and apparently the Ohio citizens didn’t hear about it. Well we’re hear to tell ya, we’re going to tell you what we are doing because you deserve to know and we do, this Council and this administration do incredible things for this city and our citizens despite some of the problems we have and we hear about. So this is one area where we’re going to publicize this. We’re going to make Canton the water capital of the world and we’re going to bring jobs to this community.
