He would appreciate the support of the legislation later this evening to reward m anagem ent, non-bargaining with a pay increase. Ruby Brogdon said the weeds in front of her hom e are as tall as she is. There is a vacant house in 1600 block of 3 rd St that needs to com e down but the area still would look better with the weeds cut. Leon Cote wanted to thank the Council and adm inistration for the donation of paint and brushes to help clean up the Bernard Ave playground dedicated to Ray Denczak. He introduced all of the hard workers both young and old that are m em bers of the O.U.R. Gang Neighborhood Association. This playground had been neglect for m any years. Mem ber Sm uckler also helped in painting the swings at the park. Brian Swinford is the Chairm an of a SW Neighborhood Association and has had problem s with police response. The Police Dept tells him to call the Law Dept and the Law Dept tells him to call the Police Dept. They have m ajor problem s with vicious dogs in the area and just need som eone to enforce the laws. Charles Killens has spoke several tim es regarding the conditions of the city and nothing has changed. He would like som e answers from Mem ber W est, the Safety Director and the Law Director on changes in the city. He will vote for whoever is going to do the m ost for the city. Jeanette Stevenson is upset that Canton am bulance services were closed again and is shocked by the length of tim e it takes for private am bulance to reach som eone. She needs to know if she calls if she will wait 2 m inutes or 20 m inutes. Miss Stevenson is concerned about the loss of the pool and other activities in the 4 th W ard and wants to know why the water park will not be built until August. Martha Stockdale feels that the adm inistration is fiscally m ism anaging m oney by closing down the am bulance services and not generating revenue for the city. There are som e personnel that are off sick, som e in Iraq, som e on vacation, etc. so overtim e should be paid when necessary to keep these services available to the citizens. Tom Shreves represents all electrical union contractors in the city of Canton and asks for support of Ordinance 23 which addresses one issue and one issue only. The ratio of the third m an on a job. Fritz Spring from Spring Electric says the passage of Ordinance 23 will help com panies becom e m ore com petitive which helps to bring m ore people and m ore jobs to the area. The Mem bers of Council and adm inistration should not ignore issues of econom ic developm ent in this town. Joe Friedm an is the Canton Construction Board Chairm an and is not sure why he had to be here because the Board already voted 5 to 1 on this issue. Since the Construction Board has already approved this, he would like the support of Council. Ron Berger has served on Construction and other Boards in the city for 30 years trying to help the citizens of Canton. This Ordinance will benefit the citizens of Canton with costs savings on m any jobs and will help to train m ore apprentices. Mike Abbott of Abbot Electric has had a business in W ard 4 for over 30 years and has given all Mem bers of Council his opinion before. He just wanted to rem ind everyone that this would be beneficial to the entire city. Dave Kirven asks Council to vote against this Ordinance because he feels that it will cause higher unem ploym ent rates to the trained journeym en. Many com panies will try to go with apprentices m ore often since the wages are lower but the knowledge of the job is also lower and could cause unsafe conditions in som e areas. The Plum bers & Pipefitters Local 94 has set their own ratio and developed their own 5 year apprenticeship program with a test at the end to achieve the rank of journeym an.
