PUBLIC SPEAKS (CITY BUSINESS): County Com m issioner Tom Bernabei asking voters to approve a ½% sales tax for 8 year period to help cover crim inal justice services. He is asking all 35 governm ent agencies to support this. Stark is the only county in Ohio without sales tax toward governm ent. This tax would generate $22,000,000.00 over a one year period. The property taxes pay only 4% into the general fund for the county and the other 96% cover service agencies within the county. There has been a 14 ½% reduction in county staff over the last 2 years and if this tax does not pass the staff will have to be reduced even further m aking the jail go from 500 beds to 122. All public safety will be effected if tax not passed because only serious felons such as m urders and rapists will be in jail and all others will be released. Judge Stephen Belden says that each m unicipal judge currently has 15 beds at the Stark County Jail that they can send offenders to and if the county sales tax does not pass these beds will no longer be available to them so they will have no way of sentencing anyone to jail. The repeat crim inals need to know there is a threat of going to jail. W ord is already out on the street that in Decem ber people m ay no longer be going to jail so they are starting to not even show up for court. In 2010 there was $1,900,000.00 collected in court costs and if people are not com ing to court the city will not collect this m oney so the county sales tax is absolutely necessary. W illiam Sherer Sr. knows that this is vital for both the county and the city because without a sales tax any new infrastructure will stop in the county and no new business will want to locate here. If this sales tax passes, Stark County will still have the lowest tax in the state. The failure of this tax to pass will cause m ost county offices to be closed one or two days per week and even the coroner will not be able to keep up with the autopsies. Many deaths certificates will state the cause of death as unknown and this could prevent insurance com panies to not pay claim s. Dan McMasters is here as a citizen and the co-chair of the com m ittee regarding the county sales tax. He has had a background in agencies that work with m ental health as well as drug and alcohol rehabilitation and how m any of these individuals are a part of the crim inal system . He is aware that if these people are not sentenced to jail m any m ore will becom e repeat offenders. The estim ated loss of incom e tax to the city if the county sales tax is not passed will be about $400,000.00 annually. On Decem ber 8, 2011 the jail will virtually close since crim inals will no longer be booked there and crim es like shoplifting will not even be considered for jail. Mr. McMasters is worried about his city. Safety Director Ream agrees with all the speakers. This problem is already affecting the crim e fighting abilities within the city of Canton. He has provided a list of the repeat offenders that have already been released due to the lack of bedding. The non-passage of the county sales tax will affect the entire com m unity and he stands with the people in an effort to pass this tax. Mayor Healy states that there is an evolution of the budget highs and lows within governm ent and feels that all should be aware that approxim ately .70 cents for each $1.00 in the city general fund goes toward safety. All other levels of governm ent affect the am ounts of m oney that com e into the city so when there is a loss by the federal, state or county funding, the city also receives less. The city just can’t update their jail without extra funds so bookings will not take place at the city level and these crim inals will be in the streets. He will vote for and endorse the levy for the county sales tax and hopes all others will as well. President Schulm an says that it is very clear that this will affect everything in our com m unity. Mem ber Cirelli states that the County Com m issioners can im pose this tax them selves so if they feel that strongly about it they should just put it in place and force it on the general public. Perhaps this is their duty for the good of the county. She has been told in the past that Council Mem bers should not endorse any levies. Sheriff Tim Swanson has been the Sheriff since 1999 and the jail has struggled financially for m ost of that tim e. In the past, crim inals were booked in Massillon, Alliance and Canton and now because of the centralization of this service, all bookings are done at the County Jail. He has had to reduce staff over the past 2 years and will have to reduce even further if the tax does not pass. The jail will go from 500 beds to 122 beds at the new pod facility because it is easier to staff and have security over the inm ates. He has m et with the police chiefs in the cities of Stark County and m ade them aware that officers will only be issuing sum m ons to appear in court because there will be no where to place a person for disorderly conduct, drunkenness, burglary, assault, etc. and then the hospitals will have m ore people com ing into the ER because there is nowhere else to take som e of these people. Service Director Price says that what cells are downstairs in City Hall does not m eet any state requirem ents for a jail. It would cost so m uch to renovate or dem olish that neither are feasible. It will be so m uch cheaper for all to pass the county sales tax and continue the process that is in place. Mem ber Cirelli asked Sheriff Swanson why he has not approached the County Com m issioners and asked them to earm ark m oney strictly for safety. Sheriff Swanson stated he did ask for a safety levy. There are specific things that can be asked for in a levy. If the tax passes he will be worked back up to a specific num ber of beds each year until capacity is reached again. Mem ber Cirelli asks if the sales tax is only for crim inal justice or if she has been m islead? President Schulm an asks Mem ber Cirelli to please wait until we reach the point of the m eeting for the Resolution to continue her questions. Cindy Hall lives across the street from the old Lehm an School and she has been skeptical about a free clinic bringing the school back to life. She is aware that there are expenses to running a business even if the service provided is free to the public. She went to the CCIC m eeting where the intentions for the building were discussed and now knows that this going to be a treatm ent and re-entry clinic. She would have preferred that all inform ation was discussed prior to this point. Bruce Brewer has 560 hom es in the Vassar Park Neighborhood Association and with the help of the police departm ent and the adm inistration som e of the crim e in their area has been knocked down. He wanted to thank everyone but rem ind them there was still work to be done. Constance Brown says that com m unication is one of the biggest challenges of m aking governm ent work. There are all types of technical com m unications now with voice m ail, em ail, etc. and still m any questions are unheard or if heard not listened to from the public to the elected officials. She says that rather than attacking or ignoring each other, she would like to see a happy m edium through com m unications to accom plish things for the city. Veronica Callahan had all N.A.V.E. m em bers stand. She has been at the Leadership Council for 14 years now and is here to thank everyone but always wants to provide a place where there can be im provem ent. In order to m ake changes in the city the Neighborhood Groups decided to com e together with the Council and the adm inistration because there is still crim e and fam ilies in the city that are struggling. Many cannot m ake rent even though they are working. They are in need of social services, in need of churches and still need neighborhood groups. She would like to see a tim e when the Neighborhood Groups were not told what to do but allowed to let them provide answers to what can be done in their com m unities. Kathryn Ram sey of the Crystal Park Neighborhood Association loves all things old but thinks a scrapper took her old gate from the yard that was a gift from her husband. She wants the sales tax passed to keep these thieves in jail. Brenda Kim brough says that N.A.V.E. would like to invite all to the Candidates Night on October 10, 2011 at the McKinley Grand. She thanked all of the departm ents in the city that provide the services that all citizens rely on and thanked Council for Public Speaks. The ones that were given to the citizens were not the ones she requested and now she is receiving calls that these detectors are beeping because the 9 volt battery needs replaced. Safety Director Ream knows that the Fire Departm ent did research and wanted to provide the best possible m odel of detector to the residents with the m oney from the grant. Mem ber Cirelli states that she was trying to save lives because m any people rem ove the batteries from standard detectors and with the non-rem ovable batteries this can’t be done. Safety Director Ream stands behind the Fire Departm ent and he has not received any calls about these detectors. President Schulm an asks Mem ber Cirelli to contact Chief Rich with any questions about the detectors and possibly suggest a different purchase the next tim e. Mem ber Cirelli has had people tell her that they could not apply for positions at Global Solutions and there was a 1/4 page ad in Sunday’s newspaper. Are they accepting applications or not? Service Director Price will look into this and let her know. Mem ber Cirelli voted the way that she did for the sales tax Resolution because the governm ent has gone high tech and this is where a lot of the m oney has gone. She prevented the County Com m issioners office from having voice m ail when she worked there because she felt this was an unnecessary expense and she is afraid this increase will not be used wisely. Mem ber Sm ith has a com plaint investigation form from a com pany in her W ard for dum ping and she would like the Service Director to follow up with her on what happens next in this situation. Mem ber Hawk states that his em ail address was incorrectly given in the Canton Connection and has not been corrected. Clerk Tim berlake apologized for Mem ber Hawk’s incorrect em ail address and said that it will be corrected in the next edition.
