OLD BUSINESS PRESIDENT SCHULMAN: Under Old Business, the Mayor’s Chief of Staff, Warren Price does have some Old Business so I’ll turn it over to the Chief of Staff, Mr. Price. CHIEF OF STAFF PRICE: Thank you Mr. President. Two items from the last couple of meetings, I’m trying to catch up here. There was an issue with the 3 way stop proposed for 49th Street NW and Vernon. I did refer that to Traffic Engineering for potential action and they’ll do a traffic study to determine whether there is a need based on Ohio Traffic Manual. And then there was a question as to whether our strew...that our Fire Department cannot come speak to a group of people on fire safety and I am told that upon the proper request that we are able to do that and we do public fire safety talks. And those were the only two items that I had any follow up on. Thank you. PRESIDENT SCHULMAN: Thank you Director. PUBLIC SPEAKS PRESIDENT SCHULMAN: We’re now under Public Speaks. We have six speakers this evening to address us. Our first is James Parker. Mr. Parker, good evening as always welcome. If you’ll give us your name and your residential address for the record please. JAMES PARKER: James Parker, 630 Penny Street SE, North Canton, Ohio. Good evening Council President. I’d like to wish Thomas Ream a successful retirement, I know he’s handled this City through a lot of...probably its worst financial times in...in its history. Good evening, I’m here to talk about a recent City Council Ordinance that has increased licensing fees to do massage in the City of Canton from 100 to $300.00 yearly, per person. An increase to $300.00 for a mandatory fire inspection in addition to that, all this per annum plus $125.00 background check, photo id and fingerprints. The id must be worn at all times at work. There are four pages of typed compliance to Ordinance requirements, it’s a first degree misdemeanor. The US Constitution I’m told typed out double spaces, eleven pages, we have four pages on a massage Ordinance. So, that’s $125.00 if I want to use my Ohio college massotherapy degree here to preform massage or open a day spa for myself for additional ethical massage practitioners. The State of Ohio Administrative Code already covers licenced massage therapists while the Ohio Revised Code, Section 506.40 already covers massage. It also states that Townships may impose additional restrictions. Years ago when I tried to find out these Ordinances, this is the Township but it’s a City, blah, blah, blah, now that I’m aware of the City Ordinance restrictions, rather than try to...first try to persuade you or redo these harsh requirements and barriers of entry, (inaudible) of the marketplace, I’d rather see you try to enforce it upon those whom I believe you were trying to discourage those that operate with impunity and ignorance and I believe moral turpitude. Mr. Thomas Ream can tell you that he’s fielded two messages from me over the last year concerning Sandy’s Spa on about COUNCIL PROCEEDINGS JOURNAL 101 JOURNAL PAGE -168- MINUTES OF THE MEETING MARCH 18, 2013 37th and Cleveland NW. He can tell you that I expressed concerns of possible human trafficking, that the girls seemed to live there either and be there very late at night open for business. Finally, I’m told by Kiko Realty, the Sheriff’s Department gave them a warning and vamoose. Where Route 62 and Cleveland Avenue West exits...where...where Route 62 exits on Cleveland Avenue, a sign on the sidewalk offers relaxation massages. As a massage and spa professional with a 1997 degree in massage therapy, it’s my opinion that their operation is questionable and I use that term loosely. As I walked in, I was greeted by Raven and other girls with stripper names. Craig’s List ad posted on them under therapeutic within provocative and leading as many are. That in itself is a State violation. So, there’s certain things that go with the territory I guess. But rather then leave this at wink and nod and ha ha, why don’t you enforce your Ordinance upon the violators? As many more ethical practitioners suffer from these egregious fees and can’t practice as a result of these barriers of entry into the marketplace. There was only one person that had formally paid the fees up to 2012, two others had dropped off previously and then this year there’s none. But don’t feel bad, a recent pace and current media events in Kennebunkport Maine, I think, you know about this. It would be their first Amendment privilege, you couldn’t stop them if they were filming a porno movie, that would be perfectly fine, they filmed it and there’s a big fuss. I know you don’t want that kind of trouble here. Thank you. PRESIDENT SCHULMAN: Thank you Mr. Parker very much. Our next speaker is Bruce Normand. Mr. Normand, good evening, welcome again to Canton City Council. If you’ll give us your name and your residential address please. BRUCE NORDMAN: Good evening....good evening, my name is Bruce Nordman. I reside at 1623 Logan Avenue, NW. Good evening to Council President and the Mayor. A belated thank you also to the Council... to the Council Members. This evening I’m coming before you because I would like to talk about police ranks as it relates to crime in the City. As you already know Bruce Brewer and I run a conceal carry class, not that we’re here to promote that but we cover Shorb Avenue from 17th to 12th, Gibbs Avenue from 19th to 12th and the greater Maple and 19th area. We contact over 400 homes, we also talk to a number of businesses, bringing contact that we have with citizens in the City to nearly 500 and consistent response is that their concerned about crime. Now, last week we approached the Commission of Stark County and Bruce Brewer, Bret Moore and Pete Tamachio and myself made a presentation to the Commission. We are happy as you all saw in the paper that the Sheriff immediately upon the conclusion of that meeting with support the support of the Commission went back and increased the bed strength up to 450. We’re still 51 beds short but working with the Sheriff, I know that this is going to be a priority for him and we look to support him in every way. Now, one thing that we note is that concealed carry permits are on the increase. In the March 6th addition of the Repository, the new issues and renewals over last year were up 52%. The Stark County...the Stark County Commission has increased the allocation for the budget for the Sheriff’s Department from 2011 to 2012 by 14.5% and just recently to 2013 by an increase of 12.6%. We have talked to a lot of people and studied this and we would ask that the Mayor and the Council consider increasing the Police Department, which probably is going to base out at about 150 by the time we add and subtract retirees to 175. At the end of this meeting we are going to pass out the crimes as they have gone from 2,400 with a strength of 175 Police Officers to about 1,600 last year. We would ask that you give this some study. We’ll be back next week and would be looking for your answer. Again, I thank you for your time and interest. PRESIDENT SCHULMAN: Thank you Mr. Nordman. I reside at 1520 Harvard Avenue NW in Canton, Ohio. Ladies and gentlemen of Canton City Council, it has come to our attention that the beginning wages for the new recruits for the City of Canton is so low that candidates applying for the spot and...and trained by the City of Canton would seek employment in a different County or different City. We are asking Council to re look at the starting wage for the new officers. We sit here at City Council, the average wage being $17,000.00 for a part time job. We ask our Police Officers as a new recruit to strap on a weapon and...and go throughout the City of Canton and put their lives in danger, whether it be a girl or a man for $24,000.00 a year. That’s almost half of what we make at City Council. So, we’re asking you to reconsider the starting wages of...of the new officers and anything that we can do and any kind of way for City Council to get that passed, we have open ears. Thank you very much. PRESIDENT SCHULMAN: Thank you Mr. Brewer. Our next speaker is Monique Davis. Ms. Davis, good evening once again, welcome to Canton City Council. If you’ll give us your name and your residential address please. MONIQUE DAVIS: Good evening Council. My name is Monique Davis, I reside at 1446 Miami Court, NE in Canton, Ohio. I want to open up with a quote from Frederick Douglas. “Where justice is denied, where poverty is enforced, where ignorance prevails and where any one class is made to feel that society is an organized conspiracy to oppress, rob or degrade them, neither person nor property will be safe.” And that’s from Frederick Douglas. I do embrace what the gentleman over here is saying about them having more beds and getting more Police Officers, please keep in mind that (inaudible) diverse community and we all do want to work together, we do. And as far as signing up for the classes (inaudible). Okay, I’m really not here to make any big fuss tonight because I’m back in class, you know, tonight spring break is over. But I just wanted to let my presence be known and to let it be known that I am here on behalf of the children and not just the little children, the children from 18 to 25 because those are children too, I remember being that age and still had and still do depend on my mother to guide me. I was riding around the City the last couple of days and noticed, where have all the people gone. We don’t have anything here anymore. We don’t have any jobs, we don’t...we have a Council that’s full, can our City show that same kind of, you know, same kind of pop...popularity in our housing , in our funding for school and our jobs, we have nothing here. Not everybody wants to work in the steel mill, not everybody wants to take care of the elder or wipe behind them. Don’t get me wrong, it’s not a bad job but like the police aren’t getting paid, they’re not getting paid either. I mean we have to bring something here, you have to bring something to excite us. I don’t know what excites the people. How about Council come out one day and ask the people what excites them. Throw something downtown and ask us what we want. I mean people come up to me and I’ve been asked, “what do you want to see?” I’m 43 years old, I don’t know what these kids...ask them what they want to see. I know they need jobs, I know they need to have an education, I know they need math, sciences and a little less football, I know that much. Thank you. PRESIDENT SCHULMAN: Thank you. DOMINIQUE SIMPSON: I really don’t have anything to say but I would like you guys to accept this (inaudible). I went to Court today, I had the greatest time. I learned a lot of things. I told....I...I....I think I taught people things that they didn’t think that they could learn although they gave me two points of expired license, which I don’t understand and other things. I agree with Ms. Monique. I am here to bring things to your community, nobody can stop. I am bringing good things to your community, which is my community also. I’ve been brought back here three times and this time I know I’m here for a reason. Ya’ll...you all have read my...the....the papers that I passed around the other day. I am the republic, we all are the republic. I am here for the people, all people and I just hope ya’ll accept me. I don’t need any votes, anybody to vote me in, my grandparents voted me in. I don’t want to do it but I have to do it. And I hope you tell your officers, your staff that I’m here, he’s not going anywhere. Love ya’ll.... PRESIDENT SCHULMAN: Thank you sir very much..... BRET MOORE: Good evening President of Council and all Council Members. First of all I believe football builds character so I’m not so sure we need less of football in this area. But to throw me way off what I was gonna say, this last gentleman that just spoke, as he spoke and talked about all of us, never once did he say black or white or anything like that. Last week Mr. West brought up how imbalanced the...the employment was in the City Government and...and I’m always taken back when somebody refers to somebody as, you know I ha...I have a friend who works at Ace’s Mens Wear and if I was to describe him, I wouldn’t say, well that’s the black guy I know that works at Ace’s Mens Wear, his father owns the place. I would simply say that’s the gentlemen I know that works at Ace’s Mens Wear, his father owns the place. You know, we...we...we always, not all...all of us but most people always are distinguishing the difference and that makes me so sick to hear that all the time when we have to be referred to in a separate manner. It doesn’t have to be the precursor to what you say in a conversation. What color the person is makes no difference. And though we maybe off kilter in...in the proper way of...of having the seats filled in the City Government, you cannot remove one person simply because of their color to replace them with another person of their color. I think what needs to be done is better recruiting and...and bring people in and at a $24,000.00 a year wage for the Police, what kind of Police Officers do you intend to get in this City? Mr. Healy please get a hold of this City, let’s do something about this. We cannot, I mean $24,000.00, give me a break. How can you expect us to get a good Police Officer that’s going to do his job willing and to the best of his ability when he’s getting paid that kind of wage? It’s ridiculous. Thank you. After reading the article in the Repository regarding the Plain Township and the Fire Department, using up their EMS services. It was kind of brought to my attention that we have a couple of our units that are down and I notice Safety Ream has left so maybe Director Price could answer what we’re doing to correct that issue, if we’re going to get the extra units up and running. PRESIDENT SCHULMAN: Director. SERVICE DIRECTOR PRICE: Thank you Mr. President. We intend to, I think buy at least one new EMS unit this year and we’ll be coming to you with a Communication soon. The only other thing I’d add about that article is that the article misses, I think, a major point that Plain Township does charge for that service so their compensated just like any other private that would do business with the City. But yeah, Director Ream made me aware of the need for the ambulance and we had pledged that, I think and gone over that with Majority Leader Dougherty who was supportive and so that...we’ll get...we’ll get the authorizing legislation to you this week. MEMBER WEST: Mr. President. PRESIDENT SCHULMAN: Thank you. Member West. MEMBER WEST: Yes, Service Director while you’re in that safety...can you address the issue of police training, 24,000 versus them being on the street at the regular price of what is it, salaries of...is it 35....30,000? SERVICE DIRECTOR PRICE: Yeah the 24 thou....well...and I don’t want to, I’m not saying it’s not accurate but I’m not saying it is either, I just don’t know offhand what they start at. Whatever the starting wage is, it’s in the 20's, that’s for the cadet period, so th...those aren’t...they would be on that, what one year...one year probationary period as cadets. MEMBER WEST: I know there is a lot of talk right now going on throughout City Council to address the salaries of the Police Officers and hopefully we’ll be able to address that in the future as the funds get stabilized I’m sure. The other thought I wanted to say, I wanted to congratulate the Safety Director, Michelle, the Administration in getting the Shotspotter here. I think that’s going to be a very...it’s a step in the right direction in addressing gun violence that’s going on and the gun intimidation throughout the neighborhoods. So, I wanted to address you all for COUNCIL PROCEEDINGS JOURNAL 101 JOURNAL PAGE -183- MINUTES OF THE MEETING MARCH 18, 2013 your efforts in bringing that to the City of Canton. PRESIDENT SCHULMAN: Thank you Member West. Any other remarks? MEMBER HAWK: Mr. President. PRESIDENT SCHULMAN: Member Hawk. MEMBER HAWK: Thank you sir. For Mr. Normer and Mr. Brewer over there, thank you for your concern about your neighborhood and the City in general. There’s an interesting correlation here, crime in Canton, Ohio went up 16%, while it dropped Nationally 3.8%. So, that means we’re 19.18% higher than the National average. At the same time, our Police Department has been reduced by about 18.3%. I suppose we could spend $100,000.00 while launching a study to correlate to see if those two make any sense, I think common sense would prevail and we should see that. There’s one crime that will never show up in any crime statistic as long as you track crime statistic, that’s the one that gets prevented by having a cop on the street. We definitely need more police on the street, I think 160...175 maybe a little ambitions but I think 165 is a good number to shoot for. Thank you. PRESIDENT SCHULMAN: Thank you Member Hawk. Any other remarks? I wanted to respond, I want to follow up on Member Hawk, Mr. Nordman and Mr. Brewer. I was hoping you were going to say to us, we’re going to be back next week to with a plan to find the money to hire additional Police Officers because we have been banging the drum down here every time people come in rightfully complaining about lack of resources for our urban areas in this State. And the consistent answer that we give to people is that we are being raped by the State of Ohio. They are taking money away from us every single year, dramatically reducing all monies to urban areas. So, I would encourage you and I second what Member Hawk said, we appreciate your public service and your dedication to this community. At the same time, I hope that you will turn your attention to State Legislators in Columbus and the Governor’s Office in particular and encourage them to send us more resources to the best of our understanding by the end of the next fiscal, the State of Ohio will have almost 2 billion dollar surplus, 2 billion. They’ve taken away urban areas State taxes and they’ve cut our local Government funding which was a promise guaranteed by the State of Ohio in the middle of the last great recession in the 1930's. So, I would encourage you and your groups if you would to please make that known to Columbus. There’s not a Member on this Council that a person in the Administration who doesn’t believe that police are the answer to some of the problems. I don’t think jailing everybody in the world is necessarily the greatest answer but nevertheless, we do need protection. We do need more police and we also need more money and resources. So, if you’ll think about that and when you come back, if you can give us your view on that, I would be most interested and I’m sure Members of Council would also. Any other remarks? MEMBER CIRELLI: Mr. President. PRESIDENT SCHULMAN: Yes, Member Cirelli. MEMBER CIRELLI: I really would like to commend both Mr. Moore and Mr. Brewer for what they do because they have trucks and they put this yellow caution light on top of their trucks and they drive all through the neighborhoods. Now they’re using their own gas, their wear and tear on their vehicle and they are really caring and now they’re extending themselves even out further and I don’t see too many people that are willing to step up to the plate. So, aside from them thinking, like you say, how we come up with some monies, they both need to be commended for what they do for all those neighborhoods because it makes those people feel a lot more secure.
