COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -59- MINUTES OF THE MEETING JANUARY 31, 2014 CLERK TIMBERLAKE: On this 31st day of January 2014, I call this Special Meeting of Canton City Council to order. MEMBER WEST: Madame Secretary. I make a motion to elect Member Smith as Chair Pro Tem during this meeting, this evening’s session. MEMBER BABCOCK: Seconded. MEMBER WEST: All those in favor signify by saying aye. All those opposed. NO REMARKS MOTION PASSED UNANIMOUSLY BY VOICE VOTE MEMBER WEST: Let the record reflect that Chris Smith is the Pro Chair, Pro Tem for this evening’s meeting. PRESIDENT PRO TEM SMITH: Madame Secretary could we have roll call vote please. ROLL CALL TAKEN BY CLERK TIMBERLAKE: 5 COUNCIL MEMBERS PRESENT: (CHRIS SMITH, JAMES BABCOCK, RICHARD HART, THOMAS WEST & DAVID DOUGHERTY) FIVE COUNCIL MEMBERS PRESENT. CLERK TIMBERLAKE: Five present, seven not present Miss Chairman Pro Tem. MEMBER WEST: Miss, Madame Chair. PRESIDENT PRO TEM SMITH: Yes. MEMBER WEST: Go ahead. PRESIDENT PRO TEM SMITH: Being that there is no quorum for this Special Meeting, are there any remarks? MEMBER WEST: Mr., Madame Chair. Just real quick with a quorum under our rules, Robert’s Rules of Order, under our current rules, 52, it doesn’t say anything about a what we do after having a quorum but, under Robert’s Rules of Order, we could actually do a call of the house and have the Members absent picked up by the Police and brought here and I don’t think we want to due that on extreme measures to conduct this important business of City Council. But, I just want that the record be reflect that you know, this body, this is an important meeting and I felt that we should have everybody here during the meeting. PRESIDENT PRO TEM SMITH: Thank you Mr. West. Are there any more concerns, remarks? At this time, there is no quorum for this Special Meeting. Could we have a motion to adjourn?
