Miss Simon, as always, welcome to Canton City Council. If you’ll step forward and give us your name and your residential address please. LAURA SIMON: (Inaudible). Good evening President Schulman and Canton City Councilmen. My name is Laura Simon, I live at 520 32nd St. NW, Canton, Ohio 44709. On Monday, September 8th, I stepped to this podium to express my opinion concerning the Canton City income tax credit. It isn’t so much that I got what I wanted, which I did, it was that I spoke up for what I thought was right. That following Saturday, a good friend of my parents passed away. At the calling hours, his loving wife told me how proud Bob was of me, that I came to City Council to speak. If Laurie can do it, then I can too. Talk about a defining moment. Not all of us are born to be politician. And I mean that in a good way. I thank you for your service. We are; however, all born to be public servants. To express our ideas, our agreements and our disagreements. That means either in the political area, or as members of the governed body; because to govern, you need someone to govern. To govern well, you need to hear you members. As a citizen of Canton, I want what is best for my city and its members. I am a member and I’ll be watching. Mr. Schulman. Mr. Preston, as always good evening, welcome. If you’ll step forward and give us your name and your residential address for our records, please. HENRY PRESTON: Good evening. My name is Henry Preston. I live at 326 31st St. NW, Canton. Last week I spoke on the lack of effective oversight on the road construction that we have. There’s a lot of information that’s out there, and Councilman Mariol, and I didn’t expect him to go to an asphalt expo on his COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -642- MINUTES OF THE MEETING SEPTEMBER 29, 2014 honeymoon, no. It wouldn’t mix. I understand, and I understand a lot of you have busy jobs besides this job. So, what I have done is, here’s a copy (Inaudible)...copies of references. There’s references where all of you Council Members can learn about asphalt and the fact that, yes, it’s there. There’s conferences, so, if any of you choose to inform yourself, I think it would be beneficial. I just spoke briefly with Councilman Morris. He’s in the windows business. If you were asked to approve windows for City buildings, who knows about windows? Only Mr. Morris, on Council. So, this is kind of a primer that you can be informed and another example of a lack of oversight...41st Street, between Cleveland and Steese Avenue, it’s a beautiful job when you don’t look too close. New sidewalks, new curbs, new pavement. But guess what? There’s standing water in the middle of the pavement down towards Steese St. Now, at the end of the curb there’s water standing in the curb. So again, if you Council Members don’t provide oversight, who’s going to do it? Thank you. PRESIDENT SCHULMAN: Thank you very much, Mr. Preston. Always a pleasure. MISCELLANEOUS BUSINESS PRESIDENT SCHULMAN: Turning to Miscellaneous Business. Is there any? Mayor Healy, did you have anything to say? MAYOR HEALY: Thank you Mr. President. I have the...with great pleasure, the opportunity to announce that we received money this year from the Cops Grant. We were notified today. The Cops Grant is going to allow us to hire 9 more police officers. (Applause). That’s very exciting. The Grant does have a matching fund, we’re going to receive $1,125,000.00 over 3 years in our matching funds of $411,000.00. So I gave the Safety Director, this afternoon, the order to start the hiring process immediately. This does take roughly 90 days or so to go through the entire cycle. So, we’re looking at some time around the 1st of January of when we expect to COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -650- MINUTES OF THE MEETING SEPTEMBER 29, 2014 have them onboard. But, it’s great news and it allows us to continue to build back up our strength in the Police Departments, so, I wanted to share that with everybody. PRESIDENT SCHULMAN: That’s great news, Mayor Healy. Thank you. Member West. MEMBER WEST: Mayor, could you tell us how much that will take us up to? What would be total count after you hire these 9? PRESIDENT SCHULMAN: Mayor Healy. MAYOR HEALY: I think it’s going to take us, with those 9, it would take us to about 169 - 170 range. It depends on exactly how many are on hand at the time, but based on where we are right now, we think it will be 169, and that’s with the Grant money. Again, as the budget comes through, we determine where we’re at, we may be able to go beyond that, we may not. If the budget’s now there, we still have to come up with the matching, but we anticipate that we’ll at least be able to do that. So, we’re pushing the 170 mark, which is pretty exciting. And participate in the program. It’s very enlightening. You’re going to find some things out about Canton, good and bad. And you know, I like to think that we’re a “tip” city. We can tip either way. PRESIDENT SCHULMAN: Thank you Assistant Majority Leader Smith. Law Director Martuccio. LAW DIRECTOR MARTUCCIO: Thank you Mr. President, Members of Council. I would echo how important it is to attend those. I attended the kick-off one. The amazing thing about the consultant isn’t so much that they’re going to give us a major potion to make everything better, but they’ve been there and done that with some really distressed cities. Cities that are more distressed than we are, and they’ve worked hand in hand with them and encouraged them to follow through on whatever it is they think their plan should be. I wanted to raise 2 things, 1: Council, thank you so much for inviting Tyler Converse here tonight and giving him your undivided attention. He’s a very thoughtful, intelligent person who understands his world very well, and it just goes to illustrate that there are always, those of you who are in politics, if you’re parents, if you have children, if you’re in a relationship, there are always 2 or 3 sides to a story. And I understand “a penny wise, pound foolish” concerns. I really do. And I also understand Tyler’s more broad approach to doing a thorough analysis. So, thank you for letting him do that and thinking it through. A final point, on that note about COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -651- MINUTES OF THE MEETING SEPTEMBER 29, 2014 different points of view. On this Codified Ordinance, in the Income Tax changes, it is language that I have approved, in the sense that I’m comfortable with saying that if other agents who are under the contract not to divulge under penalty of civil or criminal damages and fines, if we want to extend to them, the ability to process, store, transmit, or reproduce records. Again, as long as the safeguards are in place, and they are, that they sign confidentiality agreements and face criminal penalties, I’m farely comfortable with that. Now, I understand the Chairman’s concern about broadening that language and I’m willing to work with the Committee and with the Treasurer to look at the confidentiality language, if there’s some concern about that. But please understand, we elected officials have certain duties that we’re held as Law Director, Treasurer, Auditor, of due diligence. We hold very sacred, these confidentiality, privileged information disclosures. So, I’m willing to look at that, if anyone asks, together. Thank you. PRESIDENT SCHULMAN: Thank you Law Director. TREASURER PEREZ: Mr. President. PRESIDENT SCHULMAN: Yes, Treasurer Perez. TREASURER PEREZ: Just to follow up on what Joe said, the IRS follows these standards, as long as...as well as the State of Ohio, and everybody else. We’re just trying to catch up. It allows us to do imaging, it allows the process...process our lock boxes and not...send us scanned images instead of just paper copies. What it allows us to do is use technology to make our jobs more efficient. So, along that lines, and what Joe said, this is just really the cost of doing business. Frank brought up a question about, are we going to be storing this? Well, we already store it, so if they hack our system, they’re going to hack us. One thing I want to point out that First Merit, which was one of our contractors, we have one of these fobs. We don’t have a fob in the City of Canton. What this does is every time we sign into a system, we have to use this security code in order to sign in, with our login, and with our password. So I would say that our outside vendors probably have more security set in place than what the City of Canton does. So, if your worry is about the outside vendors, I would be more worried about City than...our City internal than I worry about the outside one. So, just to set the record straight, I can’t sign in with just my login and password in First Merit. I have to have this and every 5 seconds this number changes. They know what the number is, I have to type it in, in order for this to work. So, for the security purposes, I’m really comfortable with the outside, more comfortable with the outside than I am on the inside. PRESIDENT SCHULMAN: Thank you Treasurer Perez. On the Comprehensive Plan, in the spirit of competition and fun, our youngest member, Mariol, made a foolish bet for $100.00 to the Ward that draws in the most people at the Comprehensive Plan, with yours truly. I’m proud to say that Market Heights passed out 576 fliers yesterday and since October 2nd, at Schreiber, at 6:00 p.m. is my birthday, we will be having cake and refreshments at the Ward 9 Comprehensive Plan.
