OLD BUSINESS PRESIDENT PRO TEM MORRIS: We’re under Old Business and the Deputy Mayor says that we have no Old Business. PUBLIC SPEAKS PRESIDENT PRO TEM MORRIS: Now turning to Public Speaks. We have 3 speakers this evening. The first speaker is Mr. Jason Scaglione. Please state your name and your current address for the record. JASON SCAGLIONE: Good evening. Jason Scaglione, 3027 Glen Place NW, Canton, Ohio. I’m here tonight...I’ve heard this from several people that someone’s actually asked me to come speak to you folks tonight about. We build these wonderful schools and do all these wonderful things in the city, sometimes we forget about our residents. Here’s...and I’m going to read this...I’m going to try to edit the inappropriate language out of it. You know, for two years now, every time the school makes an announcement, the entire neighborhood can hear it. I told them about this last year and they said they knew but didn’t know how to fix it. I don’t want to hear announcements at 7:10 a.m. I don’t want to hear every bus calling at the end of the day. Hearing that the school is on a mandatory look-down in the middle of the day just freaks me out. So, I left a message for someone downtown. Hopefully somebody calls him back because this is just really, irritating me. It goes on to say about parking. We put in these schools, and...I know my sons went to Harter Elementary, and when I had to pick up my son there was nowhere to park, to pick him up. I would park and I would have a car parked right along side me. Now, I can’t get out until this car leaves. These neighbors, daily have people park in front of their driveway and dare them to ask them to move. There’s not enough parking for the teachers at this school, let alone the people to pick up their kids. The neighbors are very frustrated. They feel as though nobody’s listening to them. They feel as though they can keep (Inaudible) and nothing’s going to get done. I drove by Harter, looking at the issue with the loudspeaker, cause I know all about the parking, I’ve lived through that. Don’t know what we’re going to do to fix it, but I hope you guys do something. Low and behold, I look and this house is right directly across from a loudspeaker. It’s pointed right straight out. I can understand why they hear it at 7:10 in the morning, it’s pointed right straight at their house. They don’t know how to fix it, but at least maybe turn it down toward the ground so that it’s not facing right at the house, that might be a start. Maybe we need to get some portable communication devices for teachers to have on the playground, if that’s what it takes to disconnect that to where it’s not making all of the announcements clear over to Tusc. Hopefully we can get something done with that. We need to be good to one another, take care of our neighbors. Take care of everyone. Thank you. PRESIDENT PRO TEM MORRIS: Thank you. (Applause). Okay, next up is Mr. Henry Preston. HENRY PRESTON: Good evening. My name is Henry Preston. I live at 326 - 31st St. NW, Canton. The last time I was here at Council, I heard a very engaging conversation among the Council Members about contracts for paving, I think. I congratulate you for taking the time and looking into that. This is only the beginning. You’re going to have a lot of work ahead of you, but I appreciate the effort that you’re going about and doing that. I have...I was reading the paper today, Chicago has the very same problem. When is the streets going to get paved? Amazing. So, you guys aren’t too much out of the norm. Chicago’s got the same problem you do. How are you going to handle it. So...the...another thing that...on 12th St. 12th Street, I’ve looked at...I’ve heard...we’ve heard something about there was only a black marker for paving or construction on 12th Street? Well, I went there and some of that is 3 inches thick. I’m going to tell you, if they do the job like they’re doing, they’re going to have a great...Mr. West is going to have a great 12th Street. It’s coming along. It’s a lot (Inaudible). And this goes back, again, we seem to get inconsistent and inaccurate information from the engineer’s office. You know, we heard when was this going to be done? Before the snow flies. I think the question now is, is it going to be done before the snow quits flying! We don’t know. But the thing of it is, I do appreciate the effort that the City is doing to make 12th Street a project. The only thing that I saw that may be an issue, and I think it’s an issue of a lot of other streets too, did they take in consideration of the traffic. Now, if the oil patch industry goes bust, we’re not going to have all of these fracking trucks. But, as 12th Street, it’s going to be a nice street. You’re going to have more traffic, you’re going to have a lot of heavy traffic that you’ve never had before. So, my...that was one concern on 12th Street, did they take that into consideration in the engineering of that street. Now, another thing I found out was that the City does have inspectors on some of the projects, and I don’t know of all of them. And, the discussion tonight was how do we...basically, what you want is a quality job on top. And since I talked to one inspector and I said what happens to those report. He said the City has them. So, yes, so there’s something for you energized Council Members. Let’s look at those reports. Let’s see...look at the street where there was good and look at the streets where it was bad. Look at the reports and see what went down. Thank you. PRESIDENT PRO TEM MORRIS: Thank you, Mr. Preston. (Applause). Okay, next up is our secret Santa, Mr. Pete DiGiacomo. PETE DIGIACOMO: You are right about one thing, yes, my wife did make them. Except I used the pizelle maker and got burnt. (Laughter). Okay, my name’s Pete DiGiacomo. I live at 600 Dent Place SW, Canton, Ohio. I want to start off with wishing everybody a Merry Christmas, Happy Hanukkah, and a Joyous Kwanza. That’s the good stuff. Okay, I spoke here a couple weeks ago about the five million dollars the city pledged that they were going to donate to the Hall of Fame, and I’ll repeat myself again, yes, I feel that the City should have something...money in the game, or however you want to call. I also spoke with the Stark County Commissioner and brought the same question up to him. And speaking with Mayor Healy, he had mentioned that they were going to give five million dollars. Not according to what I understand from the Commissioner. He was talking about the bed tax and things like that, and how much they’re estimating they’re going to make in the next few years, but nowhere was five million dollars brought up. Like I said, there’s a lot of things that the City could use that money for, or help with. And especially listening to Mr. DiRuzza about the budget and everything like that, it sounds like yes, we...instead of five million you just spread it out over a little bit of time or something like that. My understanding is the paint that they’re using on our Streetscape lot downtown, they’re using that bright pink stuff, and it lasts for years, from what I’m understanding, versus the kind that just wipes off after a rain? Is there something we can do to look into that because that’s obviously damaging our beautiful sidewalks that we’re investing a lot of money into? MEMBER MARIOL: Member West, yes, this has come up before. I spoke to the Chamber about this. Some of the markings need to be permanent, so they can’t just wash off. I’ve brought it up with the Engineering Department before, but we’re where we can make it maybe a more pleasant color or where we can ask them to not make permanent marks, we’ll do that. And I’ll make sure to follow up with them again. PRESIDENT PRO TEM MORRIS: Member Griffin. MEMBER GRIFFIN: Mr. President. The Canton Recreation Department is conducting community meetings regarding to the priorities for the Rec. Services, and there’ll be a General Consultant in town on Wednesday, the 17th. You got a flyer on this in your mailbox and what they’re asking you to do is tomorrow will be the deadline to make appointments for Wednesday for half hour meetings. You can either go up to the Hall of Fame up on North Market Avenue, or you can do it over the phone, but just get your input on what you would like to have the Rec. Board do for your priorities for the Rec. in the future. And also, Mr. President, you know last Friday we had our Ex-Newsboys at our Ex-Newsboys paper day. We did very well. We deposited $123, 600.00 but we’ve spent $198,000.00. We’ll make it up, we’ll get it. Every year it happens this way. We anticipate that we’re going to be spending $250,000.00 on the children in Canton and Stark County. I’d like to put (Inaudible) out. I have a gentleman, retired Captain, Jerry Snyder, President of Ward 3, and he goes...it takes him three days. I give him his papers on Tuesday. He takes three days out of his life to go to each Fire Station every day and he has collected over a thousand, a little over...he made up $1000.00. He put in $9.00 himself to get $1000.00. So, I think that if the Fire Department can do it, I don’t know about the Police Department or other departments. I’d like to see a rivalry there. But, also, we’ve got a new member. Thomas joined up. He wanted to know where the diversity was in the Ex-Newsboys. I said show me a twenty and you’re in. (Laughter). That’s diversity. Okay, so I have papers here and I have a can here and if you haven’t had a chance to donate, or if you want to be a member, no problem. We’ll take care of you. Okay. Thank you. Just this past school year I referred a family. A young man who had two children and they just came with the clothes on their back and the first thing that the school said was we can connect them to the Ex-Newsboys. Most of us had received an email regarding four meetings that will be held in the four different quadrants of the City, from the Chief of Police regarding some presentation that he wants to put on. Okay, can you kind of give me a briefing of exactly what every...this is? Because some of us are in a trick bag as to what exactly...which meeting we actually attend. Part of my Ward’s in the Northeast and part of it’s in the Northwest, so if my constituents show up and I don’t show up at the Northeast end, they’re going to think that their Councilman doesn’t care. Or if I don’t show up in the Northwest one, they’re going to say where in the hell’s my Councilman. So...(Inaudible). (Laughter). Well, somebody down in the Fourth Ward might have to go to three, and it was my understanding that the Chief was going to come in and do a presentation to Council. SAFETY DIRECTOR PERRY: Leader Morris. The Chief can still come in and do a presentation to Council, if you’d like, but what we thought, based on the numerous calls that I’ve received, not only from Members of Council, but from the community, was a conversation needed to take place as far as what is the proper protocol for Police Officers to address constituents, as well as what is the proper protocol for constituents to address the Police. So, in hearing those various concerns, we decided to pick the four quadrants of the City and have meetings in each of those locations.
