It’s good to be back. I want to thank the Leader for subbing for me, and I want to thank our Assistant Majority Leader for reminding everybody that I’ve been gone for about seven weeks. In fact, I looked at Member Smuckler tonight and I said are you giving the invocation again? And he said Allen, you’ve been gone so long, that was the last time you were here is when I gave the invocation! (Laughter). I do want to say that Member Mack and Member Hart are off tonight because they’re sick, and I can tell you, this flu sucks. So, I don’t wish it on anyone. We wish them a speedy recovery because it takes a long time to recover. With a quorum being present, though, the Chair does call this meeting of Canton City Council to order. OLD BUSINESS PRESIDENT SCHULMAN: Turning to Old Business. Deputy Mayor? We have nothing of Old Business. PUBLIC SPEAKS PRESIDENT SCHULMAN: So, we are now under Public Speaks. We have 2 speakers tonight. Our first speaker is Jason Scaglione. Mr. Scaglione, as always, welcome. If you’ll step forward and give us your name and residential address, please, and Happy New Year. JASON SCAGLIONE: Happy New Year to everyone here. Jason Scaglione, 3027 Glen Place. I have some pictures that I’m going to pass around. Kind of old business here, actually, at this point. I spoke before about a parking and safety issue around one of our schools, Harter Elementary. I was assured that this was going to be taken care of at the first of the year, and through some conversation, I found out it has not been. The reason... my conversation...has come across here to me, and it’s just quite disturbing what we have in a picture here today, is a car parked beside a fire hydrant and a car parked in front of a no parking sign. Here’s some of the correspondence I’ve received. “Still can’t put children’s safety first. A month ago, I again saw three cars deep on third, shame on those whose job this is”. One woman had to have her husband stand in the road to direct her out so she wouldn’t get hit from her own driveway. Yes, all these parents think that they have the right to block driveways, no matter what time of day or night it is, to drop off and pick up their children. They did an all-call message to all Harter parents last night, saying they would have officers there today ticketing people. I did not see any of this though. No, there were no officers. That’s one of the problems. If they want parents to take them seriously, they need to follow through. Some other ones were...”School personnel have enough to do without playing parking attendants too. This is a police patrol job”. One other comment is, “what will happen is, one day something horrible will happen that could have been avoided or lessened if one of these morons would do what they are supposed to do, then you will get enforcement. That’s the way it always is in Canton”. I guess...I just don’t want to have to see it get to that. I don’t want to see a kid get hit. I don’t want to see someone injured. It’s just that we gotta get something done. Here’s another message. “The safety guy from Harter called with a message about this yesterday and said cops would be there handing out tickets. I did not see one officer there. I almost got hit every morning dropping off kids because parents didn’t follow proper driving and parking rules. Also, this morning, multiple cars doing u-turns after they dropped off and one lady almost got hit from a car coming the other way”. We need to get something done with this guys. We don’t need to see anybody hurt, especially not one of our children going to the school or coming from a school. I opened discussion with these residents and this is from the people in the area. This is not from me. This is the people in the area saying we need to get something done. Please give us some help here. Thank you. PRESIDENT SCHULMAN: Thank you, Mr. Scaglione, as always. (Applause). Our next speaker is Kimberly Pantoya. Ms. Pantoya, I hope I’ve pronounced your name right. I think I did. Welcome. Happy New Year. If you’ll give us your name and your residential address, please. KIMBERLY PANTOYA: My name is Kimberly Pantoya and I live at 1815 14th St. SE. I’m here again. I was here two weeks ago about my son, Reno Anthony Everett, who killed himself on December 1st. He died at 8:44 a.m., I did not find out until Facebook told me around 4:30 in the afternoon, and I’m still upset. I’ve heard promises from everybody that they’re going to do something. That there’s going to be changes made. I hear nothing. I’m a victim of his suicide and I’m a victim of this City. This City, you’ve done nothing but make me feel like a piece of trash. You don’t care about me, or you would have a policy that would let other people notify me that my son was dead. I should not find this out of Facebook, and I’m going to keep talking about it until somebody makes a change because there was another boy that also killed himself that day. God, I hope he didn’t have to let his parents know on Facebook. I am here because I want it to change for the future. I want people to be treated exactly the same. Doesn’t matter if you commit suicide, it doesn’t matter if you were in a car accident, if you fell down the steps and you died, you should be treated just the same. There should be a notification. Somebody needs to change it and make it a notification. The police should tell you when it happens. They pronounced him dead at 8:44, they had his phone, they could have called me on his phone or found my number and notified me. So, I’m still begging for some mercy from this City to do something about it because if it happened to me, it’s going to happen again. And if it happens again, you’re all...it’s just a shame. It’s a shame that this City doesn’t care about the people that pay taxes. Y’all get paid from us, you don’t mind collecting a check from us, but you don’t care about us enough. We exist. We are here. My son, yes, he killed himself at his own hand, but does that mean you have the right to make him a victim, too. That the police don’t have to do anything. I thought that was their job. It’s to protect and serve. I was not protected and I was not served, and I’m angry. And until a change will be made, I’ll be here every single week and I’ll be your best friend for life. Because, until changes are made, and I actually see them made, I’m going to scream. Somebody is going to listen to me, and it might as well be you and the rest of the City that decides to appear here because nobody else seems to care. So, I’m going to keep speaking, and I’m sorry, but that was five weeks ago today and I’m tired of being a victim, so...here I am to fight. PRESIDENT SCHULMAN: Mrs. Pantoya, our hearts go out to you and you have our...I know I speak for Council...you have our deepest sympathy over your son’s tragic death. If you would though, give us what it is you want us to do, as a City. Do you have some policy or some formulated rule or regulation that you would COUNCIL PROCEEDINGS JOURNAL 103 JOURNAL PAGE -4- MINUTES OF THE MEETING JANUARY 5, 2015 like the city to adopt? KIMBERLY PANTOYA: I do. PRESIDENT SCHULMAN: I’m going to give you, if you don’t mind, would you give us thirty seconds...give us a brief synopsis of what you want the City to do, please. KIMBERLY PANTOYA: I want notification by the Police Department on the spot. Especially if there’s a cell phone or a home phone, an address book, something to let the family know. Because Facebook should not be the way. The police should be number one. They pronounced him dead on the scene. So, since he’s dead on the scene, he’s dead. That means when they picked up his cell phone, they could have looked in it and found a number. Nobody bothered. PRESIDENT SCHULMAN: Alright. Is there anything else? Any other policy that you want incorporated under these types of tragic circumstances? Anything else? KIMBERLY PANTOYA: I want equality for everybody. I want everybody to be equal... PRESIDENT SCHULMAN: Okay. Well, I don’t think there’s any questions what you’ve gone through is a horrific experience which was multiplied by the way you found out about your son’s death. We hear that, believe me. But if there’s anything else that you desire, call me, please. Or call the Safety Director, or the Deputy Mayor... KIMBERLY PANTOYA: ...I’ve been to these people... PRESIDENT SCHULMAN: ...Believe me, we are here to help you. No mother should have to go through what you went through. So, we appreciate you being here. Again, you have our deepest sympathy for your loss. KIMBERLY PANTOYA: Well, I would like to be part of the policies that are made. I would like to be part of that... PRESIDENT SCHULMAN: ...And we will...and I’m sure that will be a part of what we will do. Alright? Thank you very much ma’am. KIMBERLY PANTOYA: Thank you for listening. MAYOR HEALY: Mr. President. PRESIDENT SCHULMAN: Yes, Mayor. MAYOR HEALY: I did tell her that I would be addressing that this morning when everybody got back to work, and I went over it with the Safety Director. If you would allow the Safety Director to address it briefly. PRESIDENT SCHULMAN: Sure, Safety Director.  COUNCIL PROCEEDINGS JOURNAL 103 JOURNAL PAGE -5- MINUTES OF THE MEETING JANUARY 5, 2015 SAFETY DIRECTOR PERRY: Sure. Thank you Mayor. As I explained to Mrs. Pantoya, in what I found today was that within the hour of the Coroner...of her son committing suicide, the Coroner notified the boyfriend. Her boyfriend. Just let me finish...I heard exactly what you said. It was told to me by the Coroner that the boyfriend was notified within the hour and he opted not to tell you until you returned home from work. When I spoke with you a few minutes ago, you said that wasn’t the case, so I have to take you at your word for that. But I also told you that the Police Chief, as well as the Coroner, were supposed to contact you today. I apologize as to why they did not contact you today. I also explained to you that we have a policy completed and that I will get it from the Chief first thing in the morning and I will contact you and get contact information. Email, address, whatever it is you have, to forward that on to you. There is a policy in place that is done by the Coroner’s Office. The Coroner’s Office is the one that’s responsible for doing the notification; however, I’ve asked the Chief to tighten it up so that the Police, as well as the Coroner, share some equal culpability in the process to make sure certain people are notified. And, as I just told you a few minutes ago, I will make certain that I have you that information first thing in the morning. PRESIDENT SCHULMAN: And we can do this after Council, ma’am. MISCELLANEOUS BUSINESS SAFETY DIRECTOR PERRY: Yes, I just wanted to announce for any individual that did not see the press release that we gave for the City of Canton residents regarding smoke detectors. Smoke detectors can be picked up between 8 and 4:00 p.m., Monday through Friday. If you use the 7th Street entrance at the Fire Station, at...down on Market and 7th Street. And you can take the second set of stairs to the fire prevention bureau. I understand there are a couple people who have issues relative to the stairs, I will see what I can do about that. You can also call the Fire Department if you are an individual that needs assistance with having the fire detectors installed. The Fire Department will assist you with that as well. Thank you. PRESIDENT SCHULMAN: Thank you Safety Director Perry. I want to make an announcement for those who come all the time and those who are online to follow City Council. Next week, as you know, Ohio State is going to win the National Championship and we are going to begin our meeting not at 7:30, but at 6:30. So the meeting next week will be at 6:30. And we’ll have our Caucuses at 6:00. So, 6:00 next Monday, Caucus; 6:30, the meeting. Not 7:30. Mayor...Healy. MAYOR HEALY: Thank you Mr. President. I also wanted to share some information. As the year came to an end and we were kicking off a brand new year, we’ve got some stats that came through that we’ll be talking about more as I get involved with the State of the City, but I just want to share this with Council and the community. The unemployment numbers for November came to us today, for the City of Canton. The numbers, they come out once a month. We track this on a regular basis just to keep our finger on the pulse of what’s going on in our community. During the recession, five years ago exactly, in January, it was 14.9%. The unemployment rate in the City of Canton. And today it is 5.1%. That’s a 66% reduction in the last 5 years. This chart shows the monthly changes for the City compared to the State and Federal. It’s not only significantly lower at 5.1%, but 5.1% on a monthly chart, that’s the lowest number that we have for the City’s unemployment rate in over 40 years of tracking. This is the lowest unemployment rate we’ve had in over 40 years. So this is a very, very important and powerful figure that we have here today. And I wanted to share with everybody. In addition to that, and what that means when people are working, it means they should be working and paying taxes. We did finish out, as of December 31st, our income tax tracking for 2014 and our income tax collection for 2014 was slightly over 1 million dollars above 2013's income tax collection. In 2013 was an all time high, so we just set a new record on income tax collection for the history of our City, collecting taxes in 2014. So, the income tax reflects the people working and it reflects the unemployment rate. So, that’s great for our local economy. I wanted to share that with you. I do want to caution Council and the public, COUNCIL PROCEEDINGS JOURNAL 103 JOURNAL PAGE -12- MINUTES OF THE MEETING JANUARY 5, 2015 that while we have this great news for the local economy, we still have a budget that was reduced for 2014 because of the cuts we’re getting from the (Inaudible) or from Columbus. So, that’s impacting us greater than even the local economy is helping us. But the local economy is great. That’s good news for us and I wanted to share that information.
