Before we begin tonight’s meeting, I’d like to take a moment of silence to remember and reflect on the terrorist attack in Paris over the weekend. France has always been a county near and dear to the United States. In addition, there was a bombing in Beirut and let’s hope, as hard as it is, peace may one day prevail. So let’s take a moment of silence to remember those who have fallen. (Moment of Silence) Thank you. With a quorum being present, the Chair calls this meeting of Canton City Council to order. PUBLIC SPEAKS PRESIDENT SCHULMAN: We’re now into Public Speaks. We have six speakers this evening. Our first is Robin Johnson. Ms. Johnson, good evening. Welcome. If you’ll give us your name please, and your residential address. ROBIN JOHNSON: My name is Robin Johnson. My address is 2438 East Tuscarawas, Canton, Ohio, 44707. PRESIDENT SCHULMAN: Thank you. Welcome. ROBIN JOHNSON: Thank you. To City Council, I’m Robin Johnson, wife of the late Fred Johnson. Fred served the City of Canton as a Pharmacist for more than 50 years. He was a mentor and community leader who seemed to know virtually everyone. Fred made history by opening Canton’s first black pharmacy. Fred has done great things for the City of Canton. I’m requesting that Bruce Avenue, adjacent to our home be named Fred Johnson Way. Thank you. PRESIDENT SCHULMAN: Thank you and we are so sorry for your loss. Thank you, very much. Our next speaker is Lee Cote. Mr. Cote, good evening, as always. Welcome. If you’ll give us your name and your residential address, please. COUNCIL PROCEEDINGS JOURNAL 103 JOURNAL PAGE -635- MINUTES OF THE MEETING NOVEMBER 16, 2015 LEON COTE: My name is Leon M. Cote. I live at 1225 41st St. NW, Canton, Ohio, six blocks from the fire station that’s closed. Station number 47. That was closed over a month ago when they took out all the equipment and the truck. I want to relay an incident that occurred, and this can be verified by checking the ambulance logs. Within the past year we had a young fellow over at his mother’s house with his chum. They were replacing brakes on his chum’s car. When they finished, he started backing out of the driveway and the young fellow was directing him. The young fellow lost track of him and pinned his leg between his car and the neighbor’s truck, tearing...savagely tearing the leg. We called 911 immediately and guess what? Station 10, six block away, was closed. So, we had to wait for station...on the corner of 25th and Cleveland, to come up sixteen blocks and another five; twenty-one blocks. This young fellow was in such pain it was pathetic. So they extricated him from between the car and the truck. They got him on a stretcher, they just put him in an ambulance, and a group of us are standing (inaudible) and away from the ambulance when one of the young fellows has an epileptic fit and passes out and smashes his skull on the curbing. They couldn’t leave. They had to administer aid to this young man that passed out. They could not leave until another ambulance arrived. That ambulance came from Raff Rd. and Tusc. How long did that take to come across the city? So, once they arrived then they were able to take the first youngster to the hospital. Fellows, what you have to do is study this budget. You know you need more firemen. People are always...I’m tired of reading in Facebook and online about Ward 8. We all live in castles, we all have an in-ground pool in our backyard, we all have maids and butlers...let me tell you something, we’re just as poor as the rest of you. We should get service just like the rest of the city. The ambulance is a money making thing. Please, find it in your budget. I know it’s going to be tight next year, but there are grants. If you can get a nine hundred, some odd thousand dollar grant to hire policemen for three years, I’m sure there’s grants out there to hire firemen. I thank you very much. (Applause). PRESIDENT SCHULMAN: Thank you, Mr. Cote. Our next speaker is, soon to be Council Member, Jason Scaglione. If you’ll step forward and give us your name and your residential address, please. JASON SCAGLIONE: Good evening. Jason Scaglione. 3027 Glen Place NW. PRESIDENT SCHULMAN: Congratulations. JASON SCAGLIONE: Thank you sir. I’m very near to Station 5 that is, and has been, closed quite a bit. Station 5 has a lot of elderly people around it. I just want it on the record that I think this is very, very, very poor business that we’re letting not one...our citizens in danger, but also our personnel and Fire Department. We’ve got to do what we have to do to keep our people safe and keep our Fire Department safe. There’s an old saying that we all know very well, “Safety First”. We need to get back to those standards. However it is, however it be, we have to get there. Thank you. PRESIDENT SCHULMAN: Thank you, very much. (Applause). Our next speaker is on the same subject, Mr. DiGiacomo...Pete DiGiacomo. Is Pete here? Oh, there he is. If you’ll step forward...I see him...thank you. If you’ll step forward and give us your name and your residential address, please. PETE DIGIACOMO: My name is Pete DiGiacomo. I live at 600 Dent Place, SW, Canton, Ohio. I got a few numbers down here. First thing, how long has this been going on? How long have you known the Fire Department is shorthanded? I know you’re not going to answer me, but just something you can think about. The other thing is, unless I’m mistaken, a couple years ago back, ago...this was the same thing the Police Department went through. I see a few heads, oh yeah, we remember that one. Yeah, there was no money...like he said...they found a grant, they found a way to get the money to get the extra officers, so that we could feel safe on the streets. People expect protection. Police Department, Fire Department and a lot of other services. COUNCIL PROCEEDINGS JOURNAL 103 JOURNAL PAGE -636- MINUTES OF THE MEETING NOVEMBER 16, 2015 But, if you don’t have those two services first...okay, you’ve got chuckholes in the street, guess what, your house just burnt down. Which is more important? Your neighbor’s house got robbed. Which one’s more important? You got to put your priorities in order and that also falls in line with the budget. Hey, we want the grass cut. Yeah, okay, we’ll spend a little extra money on that but what about the Fire Department, what about the Police? Things like that. My last one would be, how much would a lawsuit cost? That’s all. (Applause). PRESIDENT SCHULMAN: Thank you very much, Mr. DiGiacomo. Our next speaker is Sharon Johnson. Miss Johnson, good evening. Welcome. If you’ll give us your name and your residential address, please. SHARON JOHNSON: My name is Sharon Johnson. My residence is 2348 E. Tuscarawas, Canton, Ohio. PRESIDENT SCHULMAN: Thank you. Welcome. Go ahead. SHARON JOHNSON: I’m here for the change of Bruce to Fred Johnson Way and the reason I’m here is to let you know that Fred was an icon and he’s still an icon in the city, in our neighborhood. I’m also the President of TACKLE, which is “Taking Action to Create a Kinder Living Environment”, which Fred was a part of and one of the members that helped start it. That is one of the Neighborhood Associations where we’re trying to keep our neighborhood together and watch out for one another. Fred was a person that you would see in the neighborhood, always smiling, always concerned about our area and our neighborhood. And, myself...my name is Johnson, his name was Johnson. We got one another’s mail all the time (Laughter) because my address was 2348, his was 2438, so I would love for that to be Fred Johnson Way. Not to ever, ever, forget such a wonderful man, such a kind man, and such an icon in the Canton, Ohio community. Thank you. PRESIDENT SCHULMAN: Thank you, very much. (Applause). I’m sure we all wish we’re going to be remembered like that. Thank you, very much. Our last speaker is Pastor Morgan. Pastor Morgan, if you’ll step forward and give us your name and your residential address, please. DAVID MORGAN: David Morgan. I live at 922 27th NE, in the City of Canton. I don’t mean to diminish Mr. Johnson or the concern over fire safety, but I’d like to lift your vision a little bit further because after the events of the last week, it often appears that our world today is filled with people who know only violence and suspicion of others. Terrorist attacks in France and Lebanon, and Kenya, and Nigeria continue to begat more violence and retribution in a vicious and self-perpetuating cycle. Suspicion of one another and enmity between peoples and cultures is fueled by the rants and the raves of broadcasters and propagandists in every part of this world. And even those of us untouched directly by the violence are affected by it and left despairing for ways that we might make a difference in a world seemingly gone mad. Perhaps we can, if only in our little part of it and I will commend to you two opportunities in which I think you can make a difference, we can. The first being the Greater Canton Area Interfaith Thanksgiving Service. It’s to be held this year at St. Paul’s Episcopal Church on Tuesday, the 24th of November at 7:00. This is a 30-plus year tradition in our part of the world that gives us time to gather with folks of many faiths and cultures, to share in giving thanks to God and to our neighbors for our nation and the blessings of life that we enjoy. It also offers us a time and a place for fellowship and understanding with our neighbors, who like all of us, arrived at this moment from different places, with different beliefs, and yet share together this world and our mutual hope for the greater good of humanity. The second is, your local speech and debate programs, which in our case, here in Canton means the Canton McKinley High School speech and debate program which is shepherded ably by teacher, coach, director, Manuel Halkias. These are programs that teach young people to have rational debate and reasoned opinion; to work together as a team and utilize the skills of each member. They offer personal growth toward more mature COUNCIL PROCEEDINGS JOURNAL 103 JOURNAL PAGE -637- MINUTES OF THE MEETING NOVEMBER 16, 2015 performance and more mature though processes. These are good programs that are places where young people are gently critiqued and guided by seasoned and caring coaches and teachers. Our support for these programs help produce the leaders of tomorrow that will devote themselves to resolving problems, not just shouting about them. So, I invite you to join with our neighbors in support of these two things and also to take time to consider the other opportunities that each one of us has to do his or her part to make our world a better place, a saner place for all our brothers and sisters. MEMBER SMUCKLER: Those of us who have been doing this for a long time, when we travel out of our comfort zone, the one thing I can honestly say about the Johnson family, especially Fred and his wife, was... always made to feel welcome. And that meant a lot to me, my wife, my family. I came to the calling hours that night as I expressed to you that day, because the warmness, the kindness that was always felt every time I saw that smile and every time that he asked me to sit with him at dinner. I can’t tell you how much my family appreciated that. Thank you. PRESIDENT SCHULMAN: Thank you, Member Smuckler. Any other remarks? MEMBER WEST: Mr. President. PRESIDENT SCHULMAN: Yes, Member West. MEMBER WEST: I can’t think of a finer man to rename a street after than Fred Johnson. He clearly was one of the leaders of this community. PRESIDENT SCHULMAN: Thank you, Member West. MEMBER DOUGHERTY: Mr. President. PRESIDENT SCHULMAN: Member Dougherty. MEMBER DOUGHERTY: I grew up just up the road, 2nd and Girard, and was at the house a lot when I was younger. Probably sometimes I wasn’t supposed to be (Laughter). I went to school with Reggie and Martin and was really saddened by his passing, but Fred was one wonderful man and I will miss him as everyone else who ever met him for just two minutes. Thank you. DEPUTY MAYOR WILLIAMS: Like Member Dougherty, I had the pleasure and distinct honor to grow up in the neighborhood. As a matter of fact, closer to Fred’s house than Dave Dougherty’s. (Laughter). I grew up on Freedom Avenue and Calvin would tell you, and Robin would tell you, there was many a time as a young man and a young adult that Fred mentored everyone in the community. Everyone in the neighborhood. He really was our first African American professional, as a Pharmacist. That gave us all hope and inspiration that we could be something, as well. God bless the Johnson family and in my eyes, Fred Johnson lives forever. Your vote to support our signing on as a Friend of the Court in the United States Supreme Court will ensure that the working middle class stays strong. This is an attempt to revisit “Fair Share Fees.” If the Supreme Court of the United States reverses their long held position for the last 40 years that Unions can collect fair share fees to get some measure of recompense back for the collective bargaining they do for people and the enhanced benefits they have, if that’s turned down it diminishes the working class. MISCELLANEOUS BUSINESS PRESIDENT SCHULMAN: Turning now to Miscellaneous Business. Is there any? Member Smuckler. MEMBER SMUCKLER: Mr. President. I came here prepared to talk about one subject tonight, but I guess I’m going to have to put on the record both subjects. The first subject that I came prepared here, to discuss tonight is, some of you might have saw in the Repository, the internal section of past debts by landowners. Outstanding bills, taxes that haven’t been paid. What came to my attention, which I’m sure the Law Department will look into after tonight, is the names of some of our landlords that appear in this Repository middle section. I was chastised for bringing Mr. Filliez’s name up because he owed a back water bill. Guess what? That’s not all he owes. And I think that just because those back taxes are not owed directly to the City of Canton, but owed to the County, in my simple legal mind, ought to be something that we ought to go after with the County Prosecutor’s help, for trying to make a case for what’s going on with these landlords. Obviously, it’s a terrific problem. If you look at the City of Canton versus the other cities, the list is long and the names are repeated and repeated and repeated. These aren’t one and two properties, these are ten and twelve properties. Please Mr. Law Director, get this...for the record and the small tirade I threw back there, we have all been told countless months down here of keep asking and asking about fire station closings and we’re told that people being off was always an issue. We were told that ambulance runs never paid off. And for the record, obviously the professionals see this in a different way. And part of the only reason that this was ever brought to light for this October 1st memo, was because someone threw it in Councilman Hawk’s box by accident, obviously, cause none of the rest of us got this. It surfaces, it’s out there, we know what it takes and I hope we can address, in the next Administration, more ambulance runs and more fire stations being open. I think that at this point in time, I understand we’re not the fire professionals, but we are the people who go out and get elected and answer to those elections. I used this in a conversation I had with Edmond Mack on the phone several hours earlier today. It was always my intent to vote for the Boy Scouts to be on Market Avenue and one day I looked back here in the back of this room and the place was filled. They didn’t want the Boy Scouts on Market Avenue. I always viewed this as my job to represent my constituents. Right, wrong, or however I feel. I think this is a time to represent our constituents and be able to keep as many fire stations open as possible. As we discuss this when the insurance renewals come up for some of us and we’re down to four stations, that pays a heavy dividend on the taxpayer besides come and asking them for more money. And just for the same purposes of putting this on the record. I am very unhappy with the way in which the closing of Station 10 has been handled. Taxpayers should be notified of these changes in advance of them occurring, instead of after the fact. This is particularly true when within no more than three meetings ago, our Safety Director said that there would be no changes without this body’s approval. If the Chief is unable to keep Station 10 open within his budget, then I would ask him to come to this body with a supplemental appropriation and a plan to keep these fire stations open because we have an obligation to the public. We have to provide the services that this public needs. Thank you, Mr. President. PRESIDENT SCHULMAN: Thank you, Member Mack. MEMBER WEST: Mr. President. PRESIDENT SCHULMAN: Member West. MEMBER WEST: Yes, if I could, Deputy Director. I was just told back there that our numbers are way low in the Fire Department, but I recall just January we were talking that we had 159 or somewhere in that neighborhood. Over the last couple of years, how many firefighters, new firefighters have we hired? PRESIDENT SCHULMAN: Deputy Mayor. DEPUTY MAYOR WILLIAMS: Mr. President. Member West. I’ll get you an exact number. I believe it was ten or eleven, somewhere in that range. I don’t want to be misquoted, but I’ll get an exact number by morning. MEMBER WEST: I mean...so, are we...like...way out of the...what is our total number right now? I know the Safety Director’s not here. I don’t know if maybe the Finance Director knows, or yourself, but in terms of the total number of firefighters we have, January 1st, this year, what was that number? DEPUTY MAYOR WILLIAMS: Mr. President. Mr. West, I don’t recall that number off hand. I can get you that number. MEMBER WEST: Okay, I guess I can’t... PRESIDENT SCHULMAN: Thank you, Member West. Member Mariol. MEMBER MARIOL: Yes, kind of on a different note...I heard a special on NPR after the series of bombings and attacks that happened and this comes from the attack in Lebanon. A suicide bomber exploded himself in a crowd. A second suicide bomber was planning on waiting until people gathered around the injured to help them, to run into that group, to detonate himself and kill even more. A young father was walking with his daughter, saw this happening, tackled the second suicide bomber, blew himself up in the process, and saved probably hundred and hundreds of lives. This gentleman’s name was Adele Trimos (sp). I think an act like that deserves some recognition. Thank you. PRESIDENT SCHULMAN: Thank you very much, Member Mariol. Folks, you will notice under Communications, it is only a Communication, number 400. I sat down and consulted with Finance Director DiRuzza. It’s asking for the 2016 Budget. They will be producing a budget, complete, for the entire year of 2016. We will then pass that as a Temporary Budget and pass it on to the next Administration, permitting them to make necessary amendments and changes. Then that must come down to us for a Final Budget by March 30th of 2016. One of the reasons for doing this is, if you do a complete budget, you get a grip on your whole year and see what’s going to be. In the past, we would put a Temporary Budget in effect that would fund 50% of all of the departments for the first thirty days. Discussing with Director DiRuzza, it’s just as easy and simple to save the duplication of work if we write up the whole 2016 Budget and then pass a Temporary and do the amendment later.
