We appreciate you all being here this evening. And the roll call...with a quorum being present, the Chair calls this meeting of Canton City Council to Order. Roll call vote please, Mr. Clerk. Is that alright, Mr. Speaker? Mr. Leader. MEMBER MORRIS: You’re running the meeting, Sir, I’m just along for the ride. (Inaudible). PRESIDENT SCHULMAN: (Inaudible)...Well, you’re not doing a very good job! (Laughter). I can stir up some conversation...uh, one of the things that I really enjoy about City Council, in my position, is public speaks. We really enjoy hearing from the people that we represent and often times it can be very illuminating, sometimes it can be tedious and not illuminating, but most of the time it’s fun. And what is so good about it, is that people have the right to come in and speak their mind to us and we do appreciate it and we do listen and we try to take what the public says and use it in a constructive fashion. Lately, there’s been some tension in public speaks from some members of the public and I would just ask for civility. That’s all we’re looking for. We respectfully listen to you and I hope that you respectfully listen to us. You have very good ideas by the way. You know, I’ve been here almost ten years now and I’ve heard some excellent ideas come out of the public’s mouth, and we appreciate...we appreciate that positive attitude and we appreciate the fact that you care enough about our city that you’re going to come down at night on a...you...sometimes on a very cold night, and give your opinion. So, we do appreciate it but we just ask...moderation, respect, try not to be personal. This is for the benefit of our entire city. So, it should not be a personal contest and it should not be something where you point out the foibles of the other person. We’re all here...(Inaudible)...we’re all here in a very short period of time, folks, and we need to be civil and we need to get things done, and we need to help our neighbors and our friends. OLD BUSINESS PRESIDENT SCHULMAN: We turn to Old Business. We have no Old Business. PUBLIC SPEAKS PRESIDENT SCHULMAN: Now turning to Public Speaks. We do have 5 speakers this evening, and our first is James Parker. Mr. Parker, as always, welcome to Canton City Council. If you’ll give us your name and your residential address please. JAMES PARKER: Thank you Council President, Schulman. James Parker, 630 Penny St. SE, North Canton. I took a gander at the Canton City Council’s website today and found that the meeting minutes are not being transcribed as they should have been, verbatim. Closing comments and public speaks are especially redacted, reworded, paraphrased, with omissions, abridged, and carelessly written out with words like “he threatened, he accused, he...this and that.” Why are these personal prodouns (sp) and verbs added when there is an audio recording that should be transcribed word for word? I’m requesting that the previous meetings be corrected. That the record show that they include the actual word spoken, especially by myself and that this rephrasing and editing stop immediately. That it cease and desist. Part 2...plan your work, work your plan. Seems like Refuge of Hope needs more space and that the city is considering donating some space and approving a new location not far from their present one. May I remind Council President of the Downtown Development Plan, the one formerly adopted by this Council. It includes removing Refuge of Hope from the equation. I reminded you of this before you voted on it. The Downtown Development Plan, as presented on the Chamber of Commerce’s website, quotes “not to be shaped by panhandling vagrancy and loitering, our downtown identity”. Quotes from the Plan. The reality is, the issue of homeless clients of Refuge of Hope. Refuge of Hope provides food and other emergency services to the destitute almost 100% of whom have alcohol and drug addictions. Sex offenders too, I might add. Read the paper, see how many are picked up down there. COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -480- MINUTES OF THE MEETING OCTOBER 17, 2016 Refuge of Hope clients present real problems for downtown. Quote from the Plan...”The everyday comings and goings of Refuge of Hope customers can and often do include panhandling, drug and alcohol use, and loitering. Customers avoid downtown to avoid unpleasant interactions with Refuge of Hope clients. It is not going to be possible to have a commercially thriving downtown and homeless clients with drug and alcohol problems in the vicinity. I count three on the block at Napoli’s Pizza, at least. The quote from the plan says this is either one or the other. Either you move the Refuge of Hope out, not expand it’s services down here, or your plan fails. The following recommendations...the Refuge of Hope should be relocated to an alternate site. This is off the plan, on your website of the Chamber; relocate it to an alternate site. Support services should not be located downtown. Perception.... “One has to run a gauntlet encountering vagrants with uncomfortable scenarios.” I know I have them, I have them pegged. It is the challenge of vulnerability that people feel uncomfortable with. Do not expand Refuge of Hope downtown. Work to move it out. Plan your work, work your plan. Lastly...before you grant $175,000.00 to the Chamber of Commerce again, has any of the Chamber (Inaudible) offered to donate 10% of their salary to the city, like Council did? Parenthetically, of course, Babcock scoffed at that one. Considering Katz makes north of $200 “K” a year, ask Mr. Gill or the other gentlemen if they don’t make $150 “K” and over. Why not ask them to take a salary cut? Thank you and have a good night. PRESIDENT SCHULMAN: Thank you. (Applause). Our next speaker is John Stone. Mr. Stone, good evening, as always. Welcome to Canton City Council. JOHN STONE: Good evening. Happy to be here. It’s been a while. I didn’t really prepare anything today, but I was here for the other meeting that we just had, but I really would like to try to raise up a big vision for Canton. I’ve talked a little bit about this in the past, but you know, it’s interesting that I think...remembering that Ohio’ state motto is “With God all things are possible”, that Ohio is shaped like heart and I think that’s for a reason, and that Canton is the heart of that heartland. It’s not just a metaphor. If you think about the fact that entire world is rolling, all our cars, trucks, planes and trains, because of the innovation because of the tapered roller bearing which came from the Timken company here in Canton, Ohio. So, Canton has affected the world in very profound ways and I feel that we need to really stand as a city of...that supports innovation, that causes the world to roll in new ways again. And there are so many things that are happening in the world. There’s a lot of wisdom out there, there’s really no excuse for ignorance anymore, that we can collect and adopt these things. There are movements that are happening very rapidly in other countries, like the country of Astonia who in 2008 cleaned up their entire country with 50,000 volunteers, about the size of Ohio, in five hours, so, what can we do together to, you know, get onboard with this movement that happening with or without us...US...right? Nimisilla Park, you know, I’ve been involved with Nimisilla Park, I bring this magazine back to remind you that right here on the cover of the Canton Connection Magazine, it says, “Nimisilla Park, the heart of it all, in Canton.” So, this park is actually boarded by four city Wards, interestingly enough, the heart having four chambers. I think that our ancestors were inspired to show us something about this space. Nimisilla actually being derived from Native American, for meeting tree. What is the heart but the meeting tree of the body. So, I think if we really look at the space that way and live the metaphor, it could be a model of the world we want. It should be self-powered with solar wind, maybe other technologies, and you know, maybe have cultural gardens representing our diverse culture here, even as we’re bring people from around the country and hopefully the world, to visit our Football Hall of Fame, here, that it could become a destination that people would want to visit while they’re here. A solar sculpture could help that process, I think, to gain a lot of media attention and support to achieve these goals. I met with Tom Steyer who’s the founder of NextGen Climate, about a week ago. He’s one of the one hundred and forty plus billionaires that have pledged to give away half of his fortune to do charity in his lifetime. Not saying COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -481- MINUTES OF THE MEETING OCTOBER 17, 2016 anything will come of that, but I did give him some information about the park. And, we’d just really like everyone to get onboard with this because I think it could be really exciting. We have five sizeable Universities in Stark County that have yet to be even asked to be part of this. They’re full of people that need to create and great things happen when we...when we engage our schools and there’s a good example of that. In Indiana Harmony School have just erected a solar sculpture that’s getting some media attention and producing a little bit of energy for them. So, thank you, and just keep all that in heart and see the world through eyes of love. (Applause). PRESIDENT SCHULMAN: The next speaker is Pete DiGiacomo. Mr. DiGiacomo, as always, welcome to Canton City Council. If you’ll give us your name though, and your residential address for the record. PETE DIGIACOMO: My name’s... my name’s Pete DiGiacomo. I live at 600 Dent Pl. SW, Canton, Ohio. I don’t really discuss religion and I don’t like to talk about politics. That being said, the last few days I’ve been on...watching MSNBC, and I’m concerned about...and I’m not against...knocking Donald Trump, but what I am concerned about is that everything, no matter what it is, it’s rigged. It’s a rigged system. If I lose, it’s rigged. He used the same theory when they had the democratic debates, as they called them. Then finally , he was the only one left standing, okay, so he now is the Republican nominee. I’ve once again...I better be their nom...only nominee or it’s rigged. Everything is rigged with him. And the other thing is, a lot of the stuff that he’s talking about, and I realize he’s got hundreds of thousands of followers that would probably do what he wants and everything like that, it’s just...bothers me that instead of talking about issues, it’s rigged. He just doesn’t seem to really have a really good plan. The other thing is, what he is doing is something you would see in a third world country. That’s how revolutions starts. Dictators are put in place and so on and so on. We’ve got a whole lot of that all over the world today. We don’t need it here in the United States. He’s not going to make America great. America is great. And like I said again, I’m...it sounds like I’m knocking him, but the fact that it’s just rigged, everything’s rigged. If it’s rigged, I wish it’d be rigged for me someday. JONATHAN BAILEY: Yep. Jonathan Bailey. I live at 830 Cherry Avenue. Start off and for the record to be unreducted, God bless the Refuge of Hope and everything it does and God bless the City of Council for allowing such a charitable organization to exist in the city. Next...hey, there is some eyesores in the city of Canton...downtown. Some dead space that the city owns that is like dirty, filthy, and nasty, and for some businesses, a health hazard for their business. I propose that we put it up for bid that someone cleans up that area and puts up advertising in those dead spaces. Just that dead space, nowhere else, and they split that difference, or however...the way that’s equitable legally to split the profits of that. I don’t know how that’s going to work, I can try and find out exactly how much someone would be willing to pay to advertise in that spot. I ain’t gonna just...the only I got I know is him, the spot I’m talking about. You have several of them in key spots all over town and they are eyesores and they are filled with nasty stuff...dead animals and stuff, and like I said, there’s businesses next door to ‘em been trying to get ‘em cleaned up and they can’t. Got an idea, can solve a lot of problems, make the city some money. (Inaudible). Alright, that was what I wanted to bring up. PRESIDENT SCHULMAN: What is the address you’re talking about? COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -482- MINUTES OF THE MEETING OCTOBER 17, 2016 JONATHAN BAILEY: There three...at least three that I (Inaudible). There um... PRESIDENT SCHULMAN: Do you know the addresses? JONATHAN BAILEY: Yeah. Should I just go ahead and tell them, or not? PRESIDENT SCHULMAN: Sure. JONATHAN BAILEY: It’s the parking garages. You’ve got those dead spots right there in the stairwell. It’s filled up with bugs and birds and dead squirrels and stuff and cobwebs and... PRESIDENT SCHULMAN: What’s the next one? JONATHAN BAILEY: You’ve got another over here on...let me see now, I’ve got to orient myself for City Hall. PRESIDENT SCHULMAN: That’s okay. JONATHAN BAILEY: You’ve got another one over here on Cleveland Avenue. It’s got a dead spot. You have another one down here on the end of Cherry and...not Cherry, but Walnut and Third, and that’s just the three I know of off hand that’s got these dead spots that could be cleaned up and look a lot better with an ad in there, you know, being that it’s city property, it would be guidelines like nothing political, nothing disparaging or racist or anything crazy or anything too sexist, and stuff like that, right? That would be simple guidelines. You put it up for bid and the city makes money. PRESIDENT SCHULMAN: Okay. Thank you very much, appreciate it. Have a wonderful weekend. (Applause). The last speaker is Henry Preston. Mr. Preston, good evening. As always, welcome to Canton City Council. If you’ll give us your name and your residential address, please. HENRY PRESTON: Good evening. My name is Henry Preston. I live at 326 31st St. NW, Canton, also known Market Heights neighborhood, and also known as part of Frank Morris’ 9th Ward. Two weeks ago I spoke about “Peeping Mary” and I’m very grateful to secretary...I mean the Safety Director Perry. She intervened on my behalf and with one of the Detectives at the Police Department. We’re working as a team to locate this person and have them make contact with her. So, I thank you very much, Director Perry, that’s one of the things I’ve been to...a couple of these Police...Community Policing, and that’s part of it. And that’s one of the things as, you know, it’s not just Director Perry, she can’t do it all. It’s not the Council Ward Members, I mean...Ward Councilman, it’s not the Police Department, it’s a lot of things coming together and that’s what I’ve seen is...with Canton, it never get all together. So, I do want to recognize Director Perry that, that’s a good place to start but I realize you can’t do it all, but thank you for what you did for me. Now one of the things that...Mr. Parker’s not here...(Laughter)...oh, there he is. I want to address one of the things that Mr. Parker said. I wasn’t going to address it, but I used to live in one of the Canton ghettos at 1718 Market Avenue, and I came down here to Council and not really much happened. It was infested with drugs. Mary Cirelli was aware of it but she did try to intervene when she could. Wild sex was going on in the basement. I mean, it’s a ghetto. And living there...I chose to leave, but I used to walk downtown Canton and one of the places I walked downtown when I was down Market St. was the Refuge of Hope. I’d ride the bus a lot and COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -483- MINUTES OF THE MEETING OCTOBER 17, 2016 I’m surprised that what I heard from Mr. Parker, I guess a lot of things have changed again. A lot of things have to come together to make things work. But, I know a lot of people on the bus, who are out of jail, and that was their first step into civilian life again and they helped a lot of people. Just like the YWCA, they help a lot of women. Not necessarily people in jail, but people that are down and out on their luck and they get them an interview and they get ‘em a job...they get themselves a job. They’re taught how to do...Refuge of Hope used to do that. Now, apparently, it’s changed. I used to see one of the security people that was...worked there. And he used to tell me that, you know, they do good things, but you’ve got to be careful of the neighborhood. He always addressed they neighborhood, not the Refuge of Hope residents. They have security in there and I never saw anything wrong with it, but you know, like everything else, things change. One other thing is, Canton has a lot of crime problems. I just want to touch on that. We’re number two on the small, dangerous cities. And we’re sixty-six in the whole country, from the bottom, we’re number top. So, anyway, we’ve got a lot of work to do. A lot of things gotta come together before it’s ever going to work, otherwise we’re just going rolling around in circles. Thank you. PRESIDENT SCHULMAN: Thank you very much. (Applause). I had offered up an amendment of this Ordinance here, only to find out that I will not have a second on the floor and I...we’re...we’re all elected to represent our Wards to the best of our abilities. Everybody will make their own choices, everybody will vote their own conscious, everybody has their own logic behind the way they vote. My amendment reduced the amount from $175,000.00 down to $25,000.00 to the Chamber of Commerce and moving $75,000.00 to the Police Overtime as well as $75,000.00 to the Fire Department Overtime. Once again, in a meeting just this afternoon, we were informed that we are virtually running out of overtime in both the Police and Fire, so we will have to look for funds to transfer over into those to make them solvent because, actually, we can’t control crime and we can’t control the fires, so ultimately we could incur additional costs. We still have city employees taking furloughs. We’re still looking at a $1.2 million dollar deficit for 2017. Elected Officials took a 10% pay cut, and our income tax revenue are slightly trending downward. This is not the climate to be passing out money to the Chamber of Commerce. I heard numerous times that we owe the Chamber of Commerce this money. This was money that we were supposed to give them last year, or the year before that. Nowhere is it written in our Codified Ordinances that we are on the hook for $175,000.00 every year to the Chamber of Commerce. Myself, I will be voting no on this Ordinance and the only people I owe is not the Chamber of Commerce, bu the people in Ward 9. Thank you. (Applause). PRESIDENT SCHULMAN: Thank you Chairman Mack. MISCELLANEOUS BUSINESS PRESIDENT SCHULMAN: Turning to Miscellaneous Business. Is there any? MEMBER HAWK: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER HAWK: I think there’s a couple issues that I’d like to address real quickly here. First of all, Mr. Parker, who resides in North Canton and often criticizes our city, and took a shot at the Refuge of Hope today before he was done. If you’ll look at Ordinance #12, we conveyed an awful lot of property to the Canton Community Improvement Corporation in order that that money...that property be forwarded to the Refuge of Hope for their expansion. So, I think you need to look further before you’re able to (Inaudible). The other issue is on the money for the Chamber. I’m probably one of the largest supports of Police and Fire down here. I’ve always and will always continue to support them; however, if you spend the money once, you only get to spend COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -496- MINUTES OF THE MEETING OCTOBER 17, 2016 it one time. If you invest it, an achiever will bring businesses and opportunities to the city, you’ll have more money to spend in the future. I look at this as an investment in our city, not as an expense to our city. I thank you very much for your time. PRESIDENT SCHULMAN: Thank you. MEMBER WEST: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER WEST: I’d also like to...like to make a few remarks. Specifically around Refuge of Hope. I frequent... frequently go down there and I’ve met with the organist, the Director down there, I’ve met with several of the workers down there. They run a nice operation. And oftentimes, they get accused of a lot of the panhandling that happens downtown that none of those individuals actually stay at the Refuge of Hope. Matter of fact, if they find out that somebody’s panhandling downtown or harassing people downtown, they actually kick them out. They’re not going to allow them to stay there. They’ve done a great job of, you know, trying to help people and transition people from poverty to the next level and I think they, again, get...they get mis- characterized by some of the social ills that plague our community. So, I would urge any Council Member or any community member to go down there and see what they do. It’s a great operation. They do wonderful things for this community and they deserve a pat on the back, not a slap in the face. (Applause). Thank you. The second thing I also wanted to mention is the Chamber of Commerce. And more specifically, they do a lot of work around economic development. I often know that sometimes when we talk to businesses, they want to talk to business people, they don’t want to talk to government. And sometimes that helps when we have that second arm, when I first came on the Council, we had a working relationship with them and again, I think we don’t always see eye to eye, but I can tell you what, when it comes down to business, we’re all on the same team, we’re all fighting for the same things. Market Square is a prime example of that and some of the other developments that’s going on in downtown, so I thank them for their efforts and thank you guys for supporting that. PRESIDENT SCHULMAN: And thank you, Member West. MEMBER SMUCKLER: Mr. President. Very shortly is the Massillon/McKinley game. With all due respect to the other three High Schools that used to frequent in the city and I know there’s been some controversy over the last one folded. I think it’s incumbent on our whole community to support the high school that’s left here. Tonight I’ve been asked to help with the spirit involved in this community. There is a breakfast before the Massillon/McKinley game. I have tickets for $10.00 a piece, if anybody’s interested in going and helping support this. Please see me before we all leave tonight. It’s really an easy decision and because in every decision that we make or we should make, it becomes to the return...comes down to what’s our return on investment? What are we getting in exchange for our money, and when you look at the economic activity that the Chamber single handedly helps foster, whether it’s bringing in new employers such as Agile Networks, keeping employers such as Day Ketterer Law Firm, or single-handedly running our First Friday events where tens of thousands of people come to our city. The economic benefits this city enjoys is a multiple of $175,000.00 and so, on behalf of myself and I know a number of my colleagues, I want to say thank you for all that you...the Chamber does and (Inaudible) because we wouldn’t be able to do it without ya, and we’re looking forward to many more years in the future.
