The roll call was taken (see above) by Clerk of Council, David R. Dougherty. The invocation was given by Ward 7 Council Member, John Mariol. The Pledge of Allegiance was led by President Schulman. AGENDA CORRECTIONS & CHANGES PRESIDENT SCHULMAN: Thank you, Chairman for that. We are now under Agenda Corrections and Changes. We have none. PUBLIC HEARINGS PRESIDENT SCHULMAN: So we’re under Public Hearings and we have none this evening. OLD BUSINESS PRESIDENT SCHULMAN: We’re now under Old Business and there’s no Old Business. PUBLIC SPEAKS PRESIDENT SCHULMAN: We turn now to Public Speaks, and we do have four speakers this evening. Our first is Patricia Klirk...Patricia Kirk. Ms. Kirk, where are you? There you are. Come on forward. PATRICIA KIRK: Okay, thank you. (Inaudible). PRESIDENT SCHULMAN: Welcome, as always, if you’ll step forward and give us your name and your residential address. You are on the list tonight, you know. PATRICIA KIRK: Yeah. (Laughs), I am. PRESIDENT SCHULMAN: You’re confusing me, which is not difficult to do. I just need your name and...(Inaudible). PATRICIA KIRK: My name is Patricia Kirk. I live at 131 5th St. NE, downtown. I’ve been there for twenty- COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -110- MINUTES OF THE MEETING MARCH 6, 2017 one years. Canton is my hometown so I qualify. (Laughs). And when I speak, I’ll be passing this around. Keep the booklets and there are two personal cards here, and I’ve spoken with both of these people. Um, I will be asking for the pictures back, though. This one catalog is called Nature Explore, and it’s about projects that are built for children, the education of children, in public areas. Deeproot is the company that makes Silva Cells for trees that grow in the city...alright. Downtown Central Neighborhood Association has spent approximately $17,000.00 in grant money and personal money for developing Kresge Lot since 2010. We planted trees, bushes, plants, had two retaining walls built, topsoil delivered, and we hired professional landscapers. We’ve signed Adopt-a-Site agreements and I’ve seen kids play, climb, and picnic with their parents. I’ve seen the orchestra play there and summer festivals. And I’ve even seen uh...a man take pictures of our roses because he didn’t realize there were roses in the city. Um, also, the skating rink, I’ve see people enjoy the skating rink, the children and their parents. And also, I’ve seen a man practice his hockey there. Here’s what we gotta think of...we have to think of, what is going to make people want to continue to live in Canton or move to Canton, and those are people with children, those are people with families. I’ve seen a lot of this, when they have free time, but there’s no place to go. Uh...and nowadays, people don’t want to come down with their children on First Friday nights because there’s too much alcohol. These are ways our city can get involved in this. With Deeproot, there is one man that’s involved with Ohio. He’s familiar with Cincinnati and Columbus and Cleveland. He’s never heard of Can-ton (Laughs), but he knows us now. With Nature Explore, uh, she is also willing to talk to you. She knows about Canton. These are big companies. Nature Explore is in Nebraska. Deeproot, I believe, is in New York City. I’ve also include...included grant applications in there. There are no little things. This, I think, would actually draw people into the city. Um...I do not think the tower will. I know you think it is impressive. It’s tall, it will have lights, it will also have a pond, and I don’t know if that will be safe, but I don’t know if that will make people want to live in Canton. Okay, keep the rest. Thank you. PRESIDENT SCHULMAN: Thank you very much. As always (Inaudible). (Applause). Our next speaker is Roger Zachary. Mr. Zachary, good evening, as always, welcome to Canton City Council. If you’ll give us your name and your residential address, please. ROGER ZACHARY: Yes. My name is Roger Zachary. I live at 2621 Wood Owl Street NE, Canton, Ohio. Uh...to the Honorable...uh...Council President, Council, Council at Large, friends, and neighbors. I appear...I got a lot of neighbors out there. Uh, the reason for me being here, I’m here to talk about Republic Steel. Uh, they want to run lead product in our neigh...in our area. I live near Republic Steel and they want to run lead. And I’m sure you guys don’t know anything about it, but I’m here tonight, and so are my neighbors. And I think the Canton City Health Department should have notified you guys. I would like to talk to...a little bit about the Republic Steel plant, located on 8th Street NE, Canton. This place is a disaster to our community. It operates as it pleases, and follows very few guidelines, as far as we can tell, from outside. They are attempting to produce poisonous lead product over there without any concerns to the families that live near this plant. They are asking the City Health Department to supply them with monitoring equipment to help monitor this operation. That’s not good enough for our families. They cannot control the dirt and the dust coming from their normal steel operation. They release dirt and dust from their bag house into the atmosphere during the night hours. I have called the EPA myself, concerning the releases when I see it happening. They ask for your name and address and tell you...the...the...the EPA does, they ask for your name and address and they tell you they’ll get back to you. That never happens. President Trump doesn’t need to change his regulation for Republic Steel, because they don’t appear to be following the ones that are already in place. There have been...there have been a large increase in the number of cancer deaths in our area, for whatever the reason, and I’m not saying it’s from them, but if you check our location, you’ll find that there’s been a lot of COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -111- MINUTES OF THE MEETING MARCH 6, 2017 deaths. I’m concerned and think the City of Canton and the Health Department should be concerned also and looking into the situation. We’ve had meetings with them a few years back, when Janet...during the Janet Creighton era. And of couse, she lost, so we...we...it did...didn’t got any further there. Their home office is in the North of Akron, in Fairlawn. And she’s had them down here, but it hasn’t did any good. When you talk about lead, lead is very, very dangerous and should be wrote...run in a controlled atmosphere. Uh... PRESIDENT SCHULMAN: Mr. Zachary, I’m sorry, that’s.... ROGER ZACHERY: My time is up? Man, that was quick. But anyway, thank you. I think you guys get the jist of what I’m talking about. We need help, uh, we’re going to talk to Allen about a..a class action law suit, or some kind of injunction. Uh, Our city needs to get on it. PRESIDENT SCHULMAN: Thank you very much. (Applause). Our next speaker is Pete Carpico. Am I pronouncing your name correctly, sir? PETE CARPICO: Yes sir. PRESIDENT SCHULMAN: Good evening. Welcome to Canton City Council. What can we do for you? PETE CARPICO: Um...my name’s Pete Carpico. I live at 391 Whitetail Trail NE. It’s also in Georgeview Estates. I live right down the street, essentially on a different street, but real close to Mr. Zachary. I’m...I’m here to talk about Republic Steel also. I’ve been living at uh...in Canton, I’m a Canton resident since 2003. I’ve raised two children. My wife and I and the two children still live in that house. I’m...I’m...I’m concerned when I hear lead, but beyond that, I’m concerned with the air quality that we experience over in Georgeview Estates, from Republic Steel. Republic Steel constantly spews, I don’t know what, out into the...out into the ..uh, air, and it filters down. There’s time when I’ve cut grass, walking around, and I...I...I only have a little lot, so it doesn’t take me three hours to cut grass, and when I’m done, my shoes are orange from who knows what that is all over the grass. Uh, my children, when they would play outside, we would make them wear shoes because when they were playing in our yard, their feet would come in disgustingly orange. I have no idea what that stuff is, but as...as my representatives, as my public servants, I ask you to look into it. When you add in what Mr. Zachary just talked about, with lead, if...if that’s what they do with their normal product, is have that much stuff come out into our...our...I mean, if you look at our houses, our houses are discolored because of the stuff that they spew out there. I..you know, if...if that’s what’s already happening at Republic Steel, what going to happen if they continue or if they bring in a new product that gonna...it’s gonna be even more hazardous to us. That’s my concern, because in the...in the close to fourteen years I’ve lived there, I’ve seen again and again, big yellow clouds of stuff come up in the air and it blows right...I mean...you know...sometimes it blows away and I think the poor suckers that are on the other side of it, but sometimes I’m one of the poor suckers that gets that stuff just coming down and you can smell it. It smells like, almost like brake dust at times. Uh, it...it...it makes me not want to live in Canton. But, you know, I understand, I bought a house next to a steel mill, albeit dormant when I bought it. But still, regardless if I live next to a steel mill or not, we have regulations. And I understand that it’s not in Canton, but I live in Canton. I am one of your...I am one of your constituents. So, therefore, I’m asking you to make sure that you’re on top of this. Let’s not be behind it, let’s be in front of it. Make sure that you’re doing the best for us, as residents of Canton, that you can possibly do. Thank you. Ms. COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -112- MINUTES OF THE MEETING MARCH 6, 2017 Baylor, good evening. Welcome to Canton City Council. Thank you for coming. If you’ll step forward and give us your name and your residential address. BRENDA BAYLOR: Yes. My name is Brenda Baylor. I live at 2722 Wood Owl Street. I also am a resident at Georgeview Estates. I have been there since 2001. We have gone to Republic Steel. We actually, around 2005 I believe, somewhere in there, we went over and talked with them. They claim that their emission systems, or whatever they had in place, were fine and that everything was blowing to the East, ok. Even though we were seeing clouds, it was just quite interesting because when we came out, of course the flag was blowing to the West. And so we, you know, thought that that was rather interesting. Here again, we were kind of sloughed off. We didn’t really get any direct answer. Um, that one year we had a massive explosion, it was so loud until many of us ran outside and it looked like, um, you know...the uh, the movie, your Ghostbusters. It was this brown cloud that hovered and came across, and when we realized it was coming directly towards us, to the East, we all ran in the house. When we came back out, everything outside was completely covered in this brown debris and you couldn’t even drive your car without cleaning it. It was that bad. So, if you were parked outside, you were in bad shape. Ok, that...um...most of the houses in the area are surrounded. I did get information out to people not only in my area, but up on Hamilton and over in parts of Canton Township. There, everyone is very much concerned about this. Um, you...there is one instance I know of because it’s my neighbor who I thought would be here tonight, who had to re-side their house, because they called to have people power-wash it and they told them they couldn’t get the stuff off. If you take your screens out and try to wash them, you put them in the bathtub or whatever, there are...the solution, when you put it in, will take some of it out and the screen...the water’s completely black. It is ridiculous. So, to me, they are adding injury to insult by thinking they can come in and do lead because they do not take care of what they are doing now. We have invested not only in that area, but...I don’t know who would buy our houses if we had to move. Who is going to move in an area where lead is of danger. In fact, if we had to try to sell them, we might not be living long enough to sell them. So, anyway you look at it, it is a hideous situation. Since I’ve been there in 2001, just in Georgeview Estates alone, I’m not saying that everyone there died of cancer, but I’m showing you the list. We’ve had twenty people, just in Georgeview Estates, since 2000, who have died. I know for sure that some of them are as a result of cancer. This is unacceptable. We will not sit back and let this continue to happen, so if we have to continue to come to your meetings in order to get the city to help us...um, we pay taxes like everybody else and Georgeview pays more taxes than a lot of people in the area, do. Not that that makes a difference because we are all important. I don’t see how the people on Mahoning, on Georgetown Rd, on Trump, over there by us, which is Marietta...I don’t, I don’t see how we can be expected to allow this to happen. They don’t do what they’re supposed to do now, okay, and it’s...it’s unbelievable. If anybody wanted to come and you wanted to scrape it off and send it in, it’s at the top of all the houses and I’m not real sure that any of us even know what color our houses are, because if you drive through there, you might think that we have been there for twenty-five years. But it only opened in 2000, okay, and the houses are bad. I know of houses that have been power-washed. You wouldn’t know it. The white houses don’t look white. And so, I am here to...to see what the city can do to help us because we’re just not gonna stand by and allow them to do that to us. PRESIDENT SCHULMAN: Thank you...
