Ms. Baylor, good evening. Welcome as always to Canton City Council. If you’ll step forward and give us your name and your residential address, please. Take your time, be careful. BRENDA BAYLOR: Thank you. PRESIDENT SCHULMAN: Thank you. BRENDA BAYLOR: (Inaudible). My name is Brenda Baylor. I live at 2722 Wood Owl Street, and I am here this evening... I’m a little dismayed over the situation with Republic Steel and the Health Department. I have since... uh, I’ve had an opportunity to, you know, talk with a couple people that maybe we are going to get some clarification. However, the information that was supposed to go out, we were told that it would be mailed. It was important to me and other people that the information went to the areas of Canton Township, which are involved, not just Georgeview Estates, but the northeast end which is on both sides of Republic Steel. I talked with Mark Shaffer, (unsure of spelling) and he was told that there would not be a mailing, and the council people there got together and decided they would send it. I received a call last week and was told that it would not be sent, and was asked if I could get it out to the neighbors in our area. I said I would get them out for Georgeview. I was also told that they would call Chris Smith and see if she could figure out a way that they could get to the rest of the people on the northeast side. I cannot tell you how disappointed I was over this. Today I got the flyer that is to go out that I am to deliver. I looked at this, and I immediately thought this information could have been put on a postcard. Okay? I was told by the person that called me last week that they didn’t have the fund to send out this information. I was told today when these were delivered that we thought it was a lot of money. I’m worth a lot of money to me. All of the people who live COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -156- MINUTES OF THE MEETING MARCH 27, 2017 out there, in my opinion, are worth a lot of money. And there is absolutely no excuse to say to anyone and not think that they’re not gonna feel less than valued, to say to them we didn’t think we had the money to send out a flyer, that people could come and express their concerns over what we think is happening at Republic Steel, and we have no proof at this point of anything that is going well at Republic Steel. We just know what we see. And this all started as a result of us hearing about lead, which added to the problem that we already were dealing with. I personally think that enough is enough. We want proof. We want to know that we’re safe where we live. Okay, I don’t have the money to move. Okay? And I don’t think anybody else does. So whatever it takes for us to be able to know that we are living in a safe and healthy environment, that’s what I would like to see happen because I... I just... I was just literally, I don’t know any other way to put it, I was just... I was disgusted. When I closed by door today, I had to stand there because I could feel the anger coming over me. This is... sorry, this is what I’m supposed to pass out. I will do this, and I will put a note on it from me, and it only is going to go to Georgeview. So not only do I think that it’s horrible that any of us had to do this on our own, I... I pay taxes, okay? And so does everybody else. So I have no clue why I should have to. Because the only other thing that I wanted to say is that I certainly hope that before the evening is over, that there is a way that is figured out for the people in the parts of the northeast, okay, that this affects, to get this information. Mr. Zachary, as always, welcome to Canton City Council. It’s a pleasure having you. If you’ll step forward and give us your name and your residential address, please. And good evening. ROGER ZACHARY: Roger Zachary, 2621 Wood Owl Street NE, Canton, Ohio. To the President of Council, Honorable Mayor, Council people, friends. Uh, you guys are probably tired of looking at me. I’m tired of trying to come down here and talk about it. (Chuckles) I have a couple of questions. As far as the environment is concerned, water, soil, air, in the city of Canton, who is to tell me that we’re safe in our neighborhood? In case of a catastrophe, who tells us that we’re safe? I’ve talken... I’ve talked to Mr. Adams, Health Department. He can’t tell me anything. He hasn’t told us anything yet. He hasn’t told us if we’re safe or were not safe. I’ve asked, are we safe? Or we’re not safe? If we’re safe, or we’re not safe. I need some answers. And I think the city of Canton needs to get involved in this. We need some answers in our COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -157- MINUTES OF THE MEETING MARCH 27, 2017 neighborhood. I don’t want to wait until something happen, you know. If I have a fire in my house, the fire alarm goes off, I call 9-1-1, that red truck, it rolls. If there’s a possible tornado in the area, the tornado siren, it goes off, it tells me take cover. It might not be a tornado, but it tells me to take cover. So if I’m getting toxic dirt and dust from Republic Steel, who tells me if it’s toxic, uh, if it’s just regular dirt or dust. You know, who... where do I find that out at? Who tells me? We got a Health Department. They can’t tell me anything. I’m telling you guys, you’re wasting your money on the Health Department. You need to put it somewhere else. Maybe on some roads or something else. We don’t want to be a flint, we don’t want to know three years from now, that no, you wasn’t safe. We need you guys to get involved. PRESIDENT SCHULMAN: Thank you, Mr. Zachary, very much. (Applause) Our next speaker is Tim Porter. Mr. Porter, he doesn’t want to speak tonight? Alright. JAMES PARKER: Thank you so much, President Schulman. Good evening. James Parker, 630 Penny Street SE, North Canton. During last week’s invocation, Majority Leader, Frank Morris, instead of a corporate prayer of thanks for God’s blessings as given by Councilwoman Smith tonight, that was fantastic, for our health or necessities, we got a rant of anti-President Trump’s budget agenda. I found this pushing of Mr. Morris’ political ideology into the realm of public corporate prayer a bit disturbing. And I think you, President Schulman, should discuss this with him. The current media events of these types should not affect the opening invocation. There should be a line of demarcation. If Majority Leader Morris is so concerned about Meals on Wheels, he is more than welcome to volunteer his time. My mother put 25 years into Meals on Wheels. I’ve delivered hundreds of Meals on Wheels. Usually one to one and a half hours a day, whenever he’s off work, Monday through Friday, and he could use his Facebook presence to encourage others to do so as well, instead of complaining to God. PRESIDENT SCHULMAN: Well, may I... JAMES PARKER: And including us... PRESIDENT SCHULMAN: May I... may I interrupt just... JAMES PARKER: You can act... no, you cannot. PRESIDENT SCHULMAN: Yeah... JAMES PARKER: You can ask three minutes of questions... PRESIDENT SCHULMAN: No, I... JAMES PARKER: ...after I’m done. That’s the rules. PRESIDENT SCHULMAN: These are... these are... no, this is... And I understand in general what you’re saying. JAMES PARKER: Allow me to continue. PRESIDENT SCHULMAN: Well, I would like to hear it, but I don’t want it to be a personal attack on anyone. JAMES PARKER: This is not a personal attack on anybody. This was a corporate prayer that we’re all inclusive of. I suggest if you have a rabbi, a priest, someone here, an ordained minister, that they give the prayer. This was not a prayer, and attack or not, I don’t care how you take it, I have... I have the right to finish here. You interrupted over 40 seconds of my time. Now, just a minute, please. PRESIDENT SCHULMAN: Your... JAMES PARKER: I have to get back on track. You’re more than welcome to push me out of here if you wish. I will go if you ask me to. But I’m asking that I finish because I was upset by the type of prayer... I know you and him are two peas in a pod on Facebook with you don’t like President Trump and his agenda. It should not enter into the corporate prayer of this meeting. PRESIDENT SCHULMAN: And we understand that. You’ve... you’ve made yourself clear. JAMES PARKER: And by the way, Meals on Wheels is 97% funded by state and county resources and donations. Rather than bemoan our duly elected President during the collective conscious time of reflection and thanks, why not just give thanks and praise? What is the next complaint du jour to mention during the invocation? Will we be praying for Bid Bird and Oscar the Grouch? Cookie Monster? I’d rather pray for the good health of you, President Schulman. How about if, and I mentioned it, a padre perform the prayer? By the way, the public records minutes by Mr. Dougherty, Clerk of Council, is not recorded the prayer that he gave. Now, Roberts Rules of Order aren’t clear on this, but while it does not specify, I believe that all public remarks made during these meetings be put down verbatim. Otherwise, put them on TV.
