Before we begin our meeting, I, I want to share our condolences to Ruth Ann Johnson’s family. Uh, Ms. Johnson was a stalwart and a founding member of North Canton Meals on Wheels, among many, many other things. She was married to her husband, Bob, happily, 66 years. So I’d like to take a moment of silence to remember all the good things that she did for our community and our world. (MOMENT OF SILENCE) PRESIDENT SCHULMAN: Thank you very much. Uh, did you guys know that the city of Los Angeles charges $30,000.00 per star, on the Walk of Fame? And it’s finances through the studios, and uh, sometimes the directors, but mostly through the fans, is the majority of that. You could reproduce that here, with the current stars right now, plus the ones, previous inductees that need to be made up for. Uh, I think that is a serious idea for fixing a lot of infrastructure, if you could put that into that. That would be a perfect thing to do; simple, straightforward. And another good idea, you guys got, uh, taking in old, retired football players that are kind of down. We just need, like, a couple of them to actually, like... to stick authentic fans at their feet...and actually, that would bring in constant revenue. People would want to hear the glories, listen at the master’s feet. Come on, this is a resource. Canton has massive resources that’s untapped. This is my main thing, the reason why I come here. You got stuff you can work with. The Football Hall of Fame idea, that guy a couple years ago had. That’s a great idea. Looked it up, $30,000.00 per star. You add that up, that starts adding up. And I don’t know, could you with that with some bonds or something? How that’s...bonds would work with that kind of money. I mean, you can use that to back some bonds. Start doing the work even faster. I don’t know how those work. There’s resources here. I just did this with a few hours of Googeling. Cut and paste, steal their idea, (Inaudible). PRESIDENT SCHULMAN: Mr. Muhammed, welcome to Canton City Council. Also, the new owner of the Northeast Community Center, now called Legends Cultural Center. Thank you. First of all, um, I’m here to ask for, to get right straight to the point, the blessings of the city administration for what I’m getting ready to do, and I want to share it with you...um...here tonight. I’m a former teacher at Canton Timken Sr. High School for twelve years and Canton McKinley for one year. Um, so I left...I’ve wrote...written curriculum there on several different classes, but the two that I want to talk about, which reflect my Cultural Center, is African American Studies and Contemporary Issues. Uh, both were an analysis of megatrends, historical megatrends and present megatrends that have been born out of need. Need, like that scriptures say, Jesus said look past their faults to see their needs. Ultimately, need is at the base, according to my assessment, of most of the adverse mega...megatrends that we see in the city. People are born with a need for food, clothing, shelter, and safety, affection, attention, (Inaudible), accomplishment, knowledge with power and faith, and without these things you get maladaptive, abhorrent behavior. You get broken people, hurt people, hurt people. So, some of the megatrends that we began to analyze in my class, African American specific, and societal (Inaudible) was the increase of mental health crisis, the increase of um...drug addiction and drug distribution, the grown of the prison industrial complex, many of the plagues in health care, etc, etc. And so, what does that have to do with me opening up Legends Cultural Center? If you look at the inordinate representation of African Americans in drop out rate, suspension rate, expulsion rate, divorce rate, etc, etc, there has to be a solution that speaks to the uh...and I was on the school board’s team at one point in time for closing the achievement gap, um...there has to be something that speaks to the specific broken-ness and (Inaudible) of the society. Now, I left the district, picked up the center, with the intention on creating the Canton Legends Hall of Fame, with (Inaudible) aspect of it. We want to study the history, the African American history of this city and to highlight it. And so, last year, last November I brought in several artists and brought in Central State to play Wilberforce. I recruit students to HBCUs, Historical Black Colleges and Universities. Over the last five years I’ve gotten forty students into Central State and Wilberforce. My son will be headed there this fall. Um, I’ve had a student with a 1.4, Jovan Stovall, the sixth man on McKinley’s Elite 8 basketball team, who did not get a scholarship. I took him down there, tried him out...blah, blah, blah, he got on the team, he had the red shirt, got a 3.5 now. He said this environment has absolutely galvanized his focus, and turned him into a different type of young man. And Mr. Chester, you know who I’m talking about, he’s changed, hasn’t he? Chris Cook, the same thing. I’ve been doing this under the radar without any funding; held youth overnighters. We are going to put Legends Soul Food Buffet, to finance what I’m doing, inside of the...um...Center. Um...Canton Legends Hall of Fame upstairs. I want the city to embrace this. If you ever, if you just peruse the internet, go look at the Bessie Smith Cultural Center. I travel the country and I look at these African American historical...um...centers, the Bessie Smith Cultural Center, that’s where I modeled mine after, in Chattanooga, Tennessee. We have the O’Jays, we have Macy Gray, we have so many magnificent minds. Not just people who succeed on an international level, but on a local level. I want to chronicle their history. Time up. I want to take my students and have them video record, like 30 for 30 ESPN and so on and so forth. I want them chronicle the history, tell these people’s stories. African Americans were not only...will not be the only ones in their. Anybody that’s affected the African American community, people like...uh...Mr. Blackledge, slept on dirt floors... PRESIDENT SCHULMAN: Hate to cut you off, but... SAMUEL MUHAMMED: Got it, no problem... Give us your name and your address, please. DEBORAH PARKER: Hello. My name is Deborah Parker. My address is...uh...2418 Bollinger NE. I own another property at 330 Girard, and another property on Gardendale, and my issue is today, and concern...it’s concerning this new...uh...amendment that the Council has put together, 1351.03 Amendment, Delegation and Supplements to the International Property Maintenance Code where you have taken the liberty to put an Ordinance in to up the Building Code to the effect that people who have properties, to maintain their properties, and which...and how you want them maintained. Well, I think the letter that you’re sending out to the community is very intimidating and I think that the Council needs to use another tactic to, uh, approach homeowners about the issues of this Ordinance that you just created and presented it to the community. However, this is the letter. It says, “Reference property 330 Girard Ave. NE. Notice of appearance. The city of Canton Building and Enforcement Department has forwarded its records to this office for the purpose of filing charges against you, as the owner or agent of the above-property. The office has determined that there is probable cause to go with criminal charges; however, before filing .” This would have probably been proper for you to introduce me with this letter if I hadn’t filed discrimination against the city Code and Enforcement Department on January 17, 1970; however, the Coding Enforcement was supposed to be in contact with the Ohio Civil Rights Commission to settle these differences that I had with the Coding Department. Instead of doing that, on January...on June 16th, the Ohio Civil Rights Commission seen an answer from the Coding Department saying that they was trying to settle these differences, and they did not commit any discrimination charges, which was retaliation to the effect that this letter was sent to me. So there was another charge filed with the Ohio Civil Rights Commission on July 10th, and I called Joe a couple time and I couldn’t get in to him until last week, so I started to do a sit-out, til I could contact him. But we did meet and I told him about the extensions that I have filed with the Code Enforcement. They did not present the, uh, extensions at the meeting that was...I had to attend because of these issues, but however, I still took COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -407- MINUTES OF THE MEETING JULY 17, 2017 time to file with the United Justice Department because I’m a...disabled under Title II, Title II 1973 American Disabilities Act, Section 504. So, with that in mind I also filed another complaint with the United States Justice Department on July 7...10th, 2017. So, I have twelve seconds yet sir, (laughs), and so...but I want you to know that I’m aware of the fact that if you want to settle these differences with me, and not let me take, to go to another level, in which I’ve ...in which the Ohio...United States Department of HUD has given me the right to sue you. DEBORAH PARKER: I have to speak on behalf of her. (Laughs). Come on up, Tiffany. PRESIDENT SCHULMAN: I’m sorry...ma’am, I’m sorry. DEBORAH PARKER: She’s a disabled individual and I’ve been helping her. She suffers with Stark County MRDD, and I’ve been servicing her for two years and she wants to approach this Council with issues that she’s not getting the services that she needs to be provided by MRDD. Right now, we’re in the process of filing a motion with the Probate Court to make her own guardian, and that’s the end of that. Thank you. PRESIDENT SCHULMAN: Okay, thank you very much. Sorry, I didn’t understand. Our next speaker is Allan Jacoby. ALLAN JACOBY: Yes sir. PRESIDENT SCHULMAN: Is that right? ALLAN JACOBY: Yeah, you got it right. PRESIDENT SCHULMAN: Good. (Laughter). The first time tonight! ALLAN JACOBY: I’ve got your first name. (Laughs). PRESIDENT SCHULMAN: Nice to see you Mr. Jacoby, and if you’ll give us your name and your residential address, please. ALLAN JACOBY: Okay, I’m Allan Jacoby, from Canton, Ohio, Northwest end. I wish they would...uh...put something here for the kids to have something to do. You know, the kids don’t have nothing to do, but they...they should have an amusement park here or a zoo, so they can go to places. Because this town is not for kids to have anything to do, in this town. And I feel sorry for them. I feel bad for ‘em. I wish they would put a zoo here so they can go to the zoo, instead of going clear to Akron or Columbus, or something like that. You know? I just feel sorry for...they ain’t got nothing to do but take drugs...and do drugs, you know? And they ought to put some way to stop these people from doing these drugs and stuff. All Council persons here tonight received a file folder from Coming Together Stark County and I’d like to go over what is in that file folder, with you. Over a year ago, as a member of Coming Together Stark County, I initiated a countywide effort to bring leaders together from all community sectors: business, government, health, arts, education, safety, and media. The goal was to coordinate our diverse agendas to work together for the good of all. And on the first page you will read that we can, be a community of practice. A self-organized group of people engaging a process of collective learning, creating a greater good for all. Inside that folder, also, you have two Repository articles. This is from March of last year, when we began and the second is from 2017, just this last year. The next page is a list of many Stark Countians who have become a part of what we are doing. The third page is a logo that has been designed that says, “Stark County, where diversity works.” Because I believe, all the meetings we’ve had this past year, and we will continue to have, with all sectors of the community working together, will really bring this to fruition. Stark County being a place where diversity works. Our goal is to work for the good of all, inspired this logo, “Stark County, where diversity works.” We’re distributing for (Inaudible) anything that refers to us. We have a Facebook page that is called “Diversity Speaks in Stark County” and I engage you and I encourage you to become a part of that Facebook page, to share with all that is going on and to share your ideas for diversity actually speaking in Stark County. The last page is an invitation to join Coming Together Stark County. We began over nineteen years ago and three of the original members are still there, myself included, Rabbi John Spitzer, and Frank Fleisher. To contact any of us, or anything about this diversity initiative, www.comingtogetherstarkcounty.org, and I will be very pleased to work with anyone as we continue our meetings. Two things I wanted to kind of like, bring up. One, I’m in favor of the Hall of Fame, the Hall of Fame Village, everything they’re doing there, even though it’s not going to sound like I am. Uh, in the last, backup...3, 4, 5 years, it seems like every couple...other year, they seem to skip a year, and hear something new that they throw out at the people of the city of Canton, Council, and everybody else that’s involved in the city of Canton. Uh, now it’s the parking lot. COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -409- MINUTES OF THE MEETING JULY 17, 2017 Somewhere, somebody didn’t plan ahead...where are we going to put the cars? Now, they’re also talking about a indoor water park. There’s other places they could have put an indoor water park in the city of Canton. Um, it just seems like it goes on and on and on. They’re all good ideas but it’s like, okay, let’s try this and see how it works. The other thing is, tonight was Ordinance 19. The Law Department has done everything possible, I would say, listening to uh...Law Director Martuccio talk, to save money for the city of Canton, and in return, now he’s asking...he...you know...for some extra money, $50,000.00. I’ve been coming to Council, I don’t know how many years now, and I sit back here with the other people and here goes $5,000.00 out the window, here goes $10,000.00 out the window, ne’ry a question ever asked. Yeah, go ahead, we got a lot of money. No we don’t. The Law Department needs the money to maintain the high quality of what they’re doing. Why you are putting this vote off tonight and not...you’re going to wait, is beyond me. Because you’re going to end up passing it anyway, because it’s a damn good thing that the Law Director and his staff do what they do, and save the city money. So, you come down and you want, you need some more money. $50,000.00...is that a lot to me, hell yes. To the city? No. Because, like I said, we come...I come...we come down here week after week and it’s like five grand goes out, ten grand goes out, any questions? Naw, no questions. Throw the money out here, this group wants it, yeah give it to them. Here’s a department that’s saving money for the city of Canton, helping us out, and you’re going to make them jump threw a damn hoop. PRESIDENT SCHULMAN: Thank you very much, Mr. DiGiacomo. (Applause). Our next speaker is Tom Wackerly. Mr. Wackerly, good evening, welcome. TOM WACKERLY: Thank... PRESIDENT SCHULMAN: If you’ll give us your name and your residential address, please. TOM WACKERLY: Thank you. My name is tom Wackerly. I live at 4823 Glenport Circle NW, in Canton. I was here a couple of weeks ago and I talked too long so I had to come back ‘cause I had another issue. The reason I’m here is really one of a moral concern that I have about something. By way of background of why I do have this concern, is because about a month ago, my wife, who has very serious back trouble, reacted to a new drug that her doctor perscrib...prescribed called Lyrica. And she took a walk, and she walked in the wrong direction up in our neighborhood, and ended up behind the Colonial Club Apartments which I’m sure some of you are familiar with, where there happens to be an area where a lot of brush and grass clippings are...have been put and there’s about a 3 feet...foot drop off there and water in the bottom, and she ended up in the bottom of that. Well, fortunately, she got rescued by a neighbor, but that brings me to why I’m here tonight. Uh, behind that, are two retention ponds that were built many years ago. Now, I’ve lived at my residence for forty-six years and I think it’s been about fifteen years ago that after there was major, major flooding from two developments up there, Monticello and Montebella, there was one retention pond that was built and it has a lot stone around the edge of the pond. Then, there was so much flooding that they had to build a second one which has a...has a pipe that after the first one is full, the overflow runs into the second one. And that brings me directly to the point. Uh, that pond has overgrown with weeds that are roughly this high. Had my wife walked in a different direction, getting this reaction and...that, that she didn’t really know what she was doing, obviously, she would have drowned. Now there’s a new house being built very close to those retention ponds and there are other homes in the area and I just want to point that out to you folks, because it would just break my heart to read in the paper that some little child got away from one of the resident’s back yards and wandered into that retention pond because you can’t even tell that there’s water in it because the weeds have never been mowed, or removed from there. So, it’s a very serious thing and I just wanted to bring it to your attention so that hopefully something could be done and maybe even save a life. COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -410- MINUTES OF THE MEETING JULY 17, 2017 Thank you very much. HENRY PRESTON: Good evening. My name is Henry Preston. I live at 326 31st St. NW, Canton. Also known as Market Heights Neighborhood, also known as Frank Morris, a part of his 9th Ward. Tonight I’m here to talk about the city often times closes a road. There’s a road closure and most of the time all we have is a barricade. And, it’s kind of inconvenience, uh, when there’s no direction of which may be...be the way to detour or how many hours this road closure is going to occur. And so I was wondering, they say the Safety Director’s the that issues the permits, but she’s not here, so maybe somebody else can relay that to her. To me, it’s not showing very much respect for the residents or the visitors that come here. I mean, we’re not the only city that does it, but uh, to me it doesn’t...look like...we look like a ho-dunk, out in the woods, community. And I just think that’s poor. Thank you. And I just wanted to speak very quickly on the fact that at the areas surrounding Republic Steel, that the air pollution, um, control panels have been put up and I asked tonight, I asked Mr. Adams, you know, how are we going to know if there’s a problem. And I was told that you know, once they get the first information back, we could get on the website. I...I just find that quite interesting that five thousand and some people, which we known are involved, that surround Republic Steel will have to get on the website, I guess everyday, once the results are back in order to find out whether we should either hide in our homes or vacate our homes. It’s just amazing to me. So there is...of course it’s up and working, but if there is an emergency, we, at this point, have no way of knowing that when they do start to get the results, other than to get on the website. CLERK DOUGHERTY: An Informal Resolution respectfully submitted by Council-as-a-Whole on this 17th day of July, 2017, Whereas, For nearly 30 years, Habitat for Humanity built its ministry on Christian Faith and on the belief that everyone, everywhere deserves a decent, affordable place to call home; and Whereas, In 1988, they began working locally, with a small group of dedicated volunteers and their desire to eliminate poverty in our community; and Whereas, Habitat for Humanity of East Central Ohio, the largest affiliate in Ohio, has provided love, hope, and stability to nearly 500 families through new home construction and home renovation projects. Over 2,200 individuals live in the homes built and renovated, and approximately 1,800 of these individuals are children; and Whereas, In some cases, entire neighborhoods have gone from dilapidated and depressed to reborn and rejuvenated, such as the old Columbia Heights area on Massillon’s southwest side or Habitat’s current undertaking in a neighborhood north of the Mahoning Road Corridor in Canton, where they plan to preserve 30 homes, demolish 30, build 20 new homes, and make repairs on 200 more; and Whereas, Habitat for Humanity empowers prospective homeowners by requiring them to have a steady job, take courses to learn what it takes to be a responsible homeowner, and invest “sweat equity” by taking part in the construction and renovation project. The agency doesn’t simply build quality homes, it helps establish good homeowners and, we hope lifelong residents by equipping them with the tools to succeed; and Whereas, Habitat for Humanity of East Central Ohio is as worthy a nonprofit agency as they come. We’re grateful not only for its success, but also for the new milestones it will reach in decades to come. Um, when Mr. Dougherty gave me the call and said that uh, we were going to get this, I said, “You want to do what?” We don’t do this for accolades. We do this for the community, we do this for the families we serve because that’s what it’s all about, uh...and to give glory to God. And, uh, that...your recognizing our efforts over the past thirty years, uh, is wonderful and uh, I know that all of you here, um, do a lot for our community and we are glad to partner with you because that’s where it’s all about. It’s about partnering and without partnering and good collaboration, nothing gets down. And so, we’re able to do that with you and are thankful for all of that and all the work that you do. Um, so, I do have to say on behalf of Beth Lechner, she’s our Executive Director. She became ill today and is unable to be here, but we do have a...a...Courtney Brown, our friendly Partnership Director, wants to say a little words about our families. COURTNEY BROWN: Yep, good evening. Uh, I have the privilege to work with the home owners, which is probably one of the greatest jobs at Habitat...meeting some of the most wonderful people in this community. Individuals who want to continue to invest in this community, raise their families here, have their children go to the schools, uh, but just need that...that help to get to that next level of life, for whatever reason they are unable to get there. And, it’s been a blessing to have an organization partner with the city to give those homeowners a chance. We are in the middle of construction of our five hundredth house, um, in the city of Canton. And this family, they have the opportunity to pick the siding of their homes, and the color...um, the shut...um...shutters of their home, and they picked red and black because they are die hard McKinley fans. (Laughter). Um, but you know, it’s just something as simply as being able to choose where you live, how you live, that empowers a person to be able to do many great things. So, thank you for giving us the opportunity to do this kind of work in the city, of course, glory to God, who really enable us to do everything. Thank you. That’s been successful. Uh, it’s started off, it’s grass roots, it’s organic. So far we’ve been in this for over...a...just over a year and forty families have already been helped. And that’s again, not because of what we do, it’s because of the partnerships and that’s...that’s been really good. And I did hear a rumor that some of these folks around this table are going to be coming out to help on that five hundredth house, so we’re looking forward to you to come out and bring your hammers and get ready to work. We’ve done it in the past, but each year you guys step up to the plate. You make the fireworks a reality for all the children and all the families in the city of Canton. So, this year I said, alright Mr. Fisher, you’re right. Let’s do something, but we reached into our own pockets and we wanted to present you guys with a plaque, something that will look really nice. It doesn’t...it’s not a...a drop in the bucket in comparison to how much we appreciate you guys making everything a reality. It’s people like you that continue to make the city a great place to live and if more people had the passion and the love for the city of Canton as you two gentlemen, it’d be a hell of a lot better place to live. We lost our concert this year because the instruments couldn’t get wet, so the DJ played, and then we turned the cannons loose. The Mayor enjoyed that, didn’t you! And, uh, we fired for about an hour and a half on McKinley Monument, which is fun, and then we did have the fireworks. So it came off very grand. We also had really good coneys. (Laughter). We want to thank your wife, Bebe. But, we had a lot of fun, a lot of volunteers from all community groups to unions, like I’m involved with and Mr. Morris is, and other groups around the community helped us a lot, so...we don’t do it by ourselves. We’ve got a lot of volunteers and I appreciate all the help we get from this city council, and the idea is we work in the city. We care about this city, let’s work for it, everybody work together. MEMBER SMUCKLER: A lady by the name of Lou Lehmiller came down to City Council years ago when Dick Watkins was Mayor and said, “If you give us water, I will help you annex all of Canton Township into the city of Canton.” And like the fools we were, we had a meeting at the Civic Center and, I believe at the time it was Law Director Bernabei, and the people got up in mass and handed us our heads. They said, “Keep your water, we don’t want your water.” And a lot of other insults to go...go with it. Thick skin after thirty years down here, don’t care about that. But what I do care about is, you give them water, you will annex. Columbus, Ohio proved it. They’re (Inaudible). Columbus is now Franklin County and growing. I voted for Hartville. I don’t care about the return being ten years from now, but I knew there was no chance of us ever annexing Hartville. Wasn’t even in the realm. Again, give them water, there’s no annexing. That’s a proven fact, and Columbus proved it. You got all those businesses going down there, I agree about the rate you got is phenomenal. I agree that it was 150% water rates are great, but I hope we don’t do anything to disrupt that. I think at some point during the line, Director Williams got his head handed to him. Somewhere, somehow, we should be able to have a historical perspective of all this, but candidness over the years. Sam, I don’t know if you were a Councilman, I don’t know what you were then, but you remember the meeting, don’t you? We have taken baby steps on doing certain things with Canton Township. This is not a baby step, this is a big jump. And again, I don’t think they’ll ever annex. Thank you. MEMBER HAWK: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER HAWK: I am very much for this, selling this water, running these lines. It’s a very good deal for the city of Canton. Water is a precious commodity. We have an excess of it. I think it’s the proper thing to do, to sell it and put it out there. When you talk about annexation, you must talk about other things and that includes who’s going to take care of the roads, who’s going to police it, who’s going to put out the fires, all this stuff you have to do, and you have to weigh that against the income tax that’s going to come in. New income tax, not income tax that may be existing income taxes already collected by our city. This is the best thing we can do. I agree with Mr. Converse on this thing. We should sell our water. Years ago, the people in this city, who sat in this same Council Chamber, had the great idea of opening the Sugarcreek Waterfields, purchasing them, pumping this water this far, making us available to have all this water. Now we are sitting in a position. As years go by, water will become a more precious commodity. Alright. We have a wonderful source here. MEMBER SCAGLIONE: I’d just like to talk a little bit about something we did this weekend that was pretty sweet. Um, Ward 3 and Ward 5 really benefitted from (Inaudible). I’ve been working for (Inaudible) and I’d just like to recognize some people (Inaudible). Of course, the Canton City Police Department, Parks Department, Street Department, and the Sanitation Department, as well. We had Mr. (Inaudible) as a part of it. Wal-Mart actually donated to this. Aultman Hospital, (Inaudible), Ironworkers Local 550, Joe Albert Photography, J. Babe Stearn Center, Davies Drugs, Simply Youth, Lindsey’s Pizza, Canton Building Department, Summit Glove out of Minerva, Ohio, Early College Academy of Souers, and Compound Ideas. There was about 750 hours, volunteer hours spent in our two Wards this weekend. I also need to recognize Lamar Sharpe for his...his time there and (Inaudible) goes to Harry Swint. All these people contributed out of their own pockets, to this cleanup. When we were done there was a lot of residents felt a lot better (Inaudible). So, I just want to thank each and every one of them for what they did this weekend.
