And our first speaker is Roger Zachary. Mr. Zachary, as always, welcome... MR. ZACHARY: Thank you. PRESIDENT SCHULMAN: If you’ll step forward, though, and give us your name and your... MR. ZACHARY: Good afternoon. My name is Roger Zachary. I live at 2621 Wood Owl Street NE, Canton, Ohio, and the reason why I’m here, I’m here because my street has been chipped and sealed, and it’s full of gravel. And, as for them concerning, you’re wrong because my deed restrictions says my street should be paved. That’s one of the reasons why... that was one of the selling points. That’s one of the reasons why I built in the city. And they’ve come out and totally screwed up my street. We can’t... can’t... I can’t... we can’t play foot... I can’t even... I live in a cul-de-sac. I can’t throw a football to my kids because of all the gravel. You can’t walk with open toed shoes. And just behind me, we just spent a half million dollars on the north end of Hamilton Avenue. Half million dollars to fix that street. And they chipped and sealed it. It’s a mess. I... I can’t talk long. I just want to know when you gonna fix my street? When I built my home, you told me I COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -511- MINUTES OF THE MEETING SEPTEMBER 18, 2017 had one year to put in a cement or a paved driveway. One year, it’s right here. I want to know when you’re gonna fix my street. Thank you. PRESIDENT SCHULMAN: Thank you very much, sir. (Applause) Our next speaker is Don Johnson. Mr. Johnson, welcome. If you’ll step forward and give us your name, your residential address, please, and welcome, sir. DON JOHNSON: Yes, my name is Don Johnson. I’ve been a resident at 2366 Georgetown Road NE for 41 years, and I’m a live long resident of the city of Canton. And like Mr. Zachary, I want to know who authorized to do our street. They put tar down, and put gravel on top of it. Now, I heard you councilmen talking earlier about our city, bringing people into our city. They’re not gonna bring anybody into the city of Canton when we don’t even take care of our own citizens. Our neighborhood is one of the nicest neighborhoods in this city, and this is what we get, some gravel on the roads? And most of the people in that neighborhood are looking at like, they’re gonna put black top over this. This is... this is the permanent. Oh yes, this is permanent. And that’s why I’m here, because I don’t want my streets... uh, uh, with gravel on it. I got a fairly new car, rocks come up chipping my car. It’s already dusty over there because of Republic Steel, and now we got gravel on the roads, kicked up all this dust and stuff. I think the citizens of the Northeast and the Southeast of Canton, it’s time for us to get a little of the... piece of this action in the City of Canton. The Northeast and the Southeast end of Canton have been neglected for years. And I get the Hall of Fame cause money brings money, but when some of that money is trickled around, why don’t we get any of it? Why don’t the streets be paved and our street? How come we don’t have lights that are more modern in our neighborhood? This is a shame. This is how you get people to come into the city. I go all over these United States. I go to Atlanta, St. Louis, wherever they have monuments or things that... tourist attractions. People look at it and say oh, what fine tourist attraction that is, but when they go right around the corner in the city they say wow, this is a dungeon. I do not want to see my city like that. People come to the Hall of Fame and talk about how nice it is, and don’t think that people, when they come here, just go to the Hall of Fame. No, they ride all around the City of Canton, and when they ride in the Southeast and Northeast end of Canton, what do they see? (Inaudible) It’s a shame. We got to do a better job than that. I want to see people come to my city and say what a nice city Canton, Ohio is, go visit the Hall of Fame. That’s how you bring people in here. Thank you. PRESIDENT SCHULMAN: Thank you very much, sir. (Applause) Thank you, Mr. Johnson, very much. Our next speaker is Jeffrey Zachary. Mr. Zachary, welcome as always. If you’ll step forward and give us your name and your residential address, please. JEFFREY ZACHARY: Jeffrey Zachary, a life long resident of Canton, currently residing at 2621 Wood Owl Street NE. Well hello everybody, this is my first time here, and maybe it won’t be my last. But I’m here representing my father, Roger Zachary, which I’m sure he’s lit this place up a couple of times or two, and also to support him in this chip and seal and all of the residents in... in the neighborhood. And like Mr. Johnson, who authorized this... I’m not even sure what to call it, certainly it’s not beautification, maybe it’s a cost saving measure, but certainly I’m thinking, did anybody think to communicate with the residents? Where’s the communication? Uh, just talking with the residents if this would be okay. This is a beautiful neighborhood, and we’ve been in there since 2000, and I’ve never heard of a chip and seal on a city street, certainly not in a neighborhood. So, we want to stand before you and ask you why. Why is this chip and seal necessary in the City of Canton in a neighborhood? Now, I’m gonna do a little bit more investigation on, you know, why you guys did... or someone didn’t communicate with the residents, and why you thought it was COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -512- MINUTES OF THE MEETING SEPTEMBER 18, 2017 necessary to just dump tar and this dusty substance of rocks. They’re slippery and it’s... it’s... it’s causing dust all throughout the neighborhood. And so I’m gonna be a part of asking why, but I want to also be a part of the squeaky wheel. You know, they say the squeaky wheel gets the grease. I’m here for the grease. I’ll be back. PRESIDENT SCHULMAN: Thank you very much, sir. (Applause) Our last speaker is Brenda Baylor. Ms. Baylor, welcome. If you’ll step forward and give us your name and your residential address, please. It’s always a pleasure to see you. BRENDA BAYLOR: My name is Brenda Baylor. I live at 2722 Wood Owl Street NE, and when I knew I was coming today, I originally was gonna try to find out when we were going to have a meeting in terms of Republic Steel, but then found out that we have been hit with something else because they did the chip and seal on our street and a few other streets. Um, my street that I live on is the oldest of the streets out there, some of the people have been there for 17 years. So in essence it’s time for that street to be paved, okay? Um, we have had the tar put in it that kinda look like... you know, how you have the substance that comes off of a volcano? And that’s kinda how it was fixed in the street in the first place. We have a neighborhood street. We contribute taxes to the city of Canton. And you talk about... I was listening today, I thought it was quite interesting about what’s going on downtown. Um, I have talked to people, I don’t want to move back to Canton. It’s not necessarily because of what’s happening here, it is because of the look, okay? And when we have a city and we start to support our residents, and the residents realize why they are paying taxes, that we don’t get gravel streets within the city, that we don’t have to deal with a crazy factory, that we don’t have water problems, that we don’t have blighted areas that people can ride through, including East Tuscarawas, which in my opinion is the oldest street, it should be the most beautiful street. When you have people who are proud of their city, you have people who are willing to pay their taxes, in my opinion. So no, I don’t want to pay any more taxes because I’ve got gravel on my street, and I pay a very large amount in taxes. And I really think that if we have city officials and everyone who works for the city who cares enough about the City of Canton to make sure that we are a beautiful city, because there are some. You can go to Manhattan, and you have a beautiful area. Yes, there are businesses there, but I’m sorry, I’m just not real concerned about coming down to Fridays on Good... well, First Friday, and then I got to go home to a gravel street. There’s something that to me is totally ridiculous about that. So I’m not saying that these things shouldn’t be done, but we need to work in conjunction, and I personally... the people that have been here talking about, you know, that should be removed, I’m saying remove it. We are worth more than that. We are a part of the City of Canton. We do everything we can for beautification, and you come in, whoever did it, and put in gravel. And then, here again, we’re supposed to be excited. Well, you can only get excited when you have a reason to. And I for one support Canton. I didn’t have to move back to Canton. I did. And I moved back because this is where I was born and raised, and I really think that it’s time for us to all stand up together and say we are going to do about the revenue whatever it is, but it has to be done with all of us together. If you’ll step forward and give us your name and your residential address, please, and welcome again. DAVID FETTERS: I’m David Fetters. Uh, I live at 2801 Wood Owl. Uh, I’m sorry if I (inaudible) all over my words, I’m not a very good speaker, but I just want to say that I’m not very happy with this chip and seal either for the simple fact that I have a two year old son that loves to play with rocks, and before this chip and seal was in the roads, he would not go out in the streets. Uh, I mean, I’m worried about him throwing rocks at cars coming by, him getting hit by a car cause he wants to run out into the street. Uh, another thing I wanted to say something about was my neighbor, Tanya Johnson? UNIDENTIFIED VOICE: Yes. UNIDENTIFIED VOICE: U-mmm. DAVID FETTERS: Uh, I believe that somebody needs to mow that lady’s lawn because she is no longer with us. God bless her soul. Uh, she died in a car accident. She got hit by a car in... on Tallmadge Avenue. Uh, she was a firewoman. And now her house is being completely run over with weeds, her house is falling apart, her... the tree in the front yard is starting to die off, limbs are falling off of it, and it completely looks like crap. I mean, it’s bringing our neighborhood down along with the streets. I mean, I pull out of my driveway and I have a truck, I barely step on the... on the gas and my back tires are spinning because of the gravel, which I don’t believe should happen. Uh, I just... I... I think we just need a better street in our neighborhood. It... it’s gonna make it look better. It’s gonna make it be better. I’m worried about my son getting hit by a car. Sherrick Road. We did it half a dozen different times wrong, until the last time where we finally spent the money and redid the base cause the base was the problem. Councilman Scaglione has one of those problems. I’m just suggesting to everybody in this room that you’re spending a lot of money to quote-unquote extend the life of streets, but you’re not doing them right. And... and the complaints that we’ve heard... (applause) This isn’t for applause, folks, but thank you. The complaints that we’ve heard every ward councilman in this room has heard. MEMBER MARIOL: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER MARIOL: And I... I look forward to having the presentation. Uh, I am an advocate for chip and seal, and... and we can get into some of this next... uh, next meeting, but... and I’ve had a lot of it done in my ward, and people would much rather have paving done, the traditional mill and fill. Uh, but you... with chip and seal, you cannot compare chip and seal to a freshly paved road. You have to compare it to the alternative which is potholes. Uh, you know, when we... when we started the chip and seal, when I was introduced to chip and seal, the... uh, the street superintendent that the city hired was from Bath Township, and so we went and drove around Bath Township. Um, we went to LeBron James’s Road, and LeBron James’s Road was chip sealed. And the reason why we went to Bath Township is, through the winters that Bath Township and us experience, their roads were pristine. And this was at the height of our roads failing and falling apart. Um, what Bath Township implemented was a very in depth maintenance program to their roads to maintain the full life, and that’s how they were able to not have the road issues that we have in Canton. Uh, this year in 2017 we chip and sealed 24 roads. The budget for that was about $236,000.00. Um, we have increased the amount that we spend on paving every single year. Um, when we started chip-seal, we were spending about $700,000.00 on filling potholes. Uh, this year were down to right around $300... $350,000.00. What chip-seal is doing is buying us time to get our head above water to allow us to invest more money on the roads that we’re paving to make sure we’re doing the base repair and using a better asphalt. Um, to buy us time to be able to get... uh, get ahead of the game. $10,000,000.00 behind in paving is a large number, and the City has to provide something to the residents that’s not pothole roads. Uh, so I.. I look forward to having a really in depth conversation, but... and I would love to... any... any person who would like to talk about chip and seal, I... I get a lot of phone calls like everybody else about it, but I will take a chip sealed road over a potholed road any day. And.. and the one thing I want to say about the gravel. Um, the... the street department will come through and sweep that. You are not gonna have that gravel permanently. Um, they will come through, they’ll sweep it, and I... I’ve got some roads and I’ve got some pictures I’ll bring next week. Uh, it looks a lot better once they sweep it. UNIDENTIFIED VOICE: We still got the same holes that we had before you did it. Car windshields got broken. This is a giant step backwards. (Applause) Spend $200,000.00 on paving the street. So, I’ll take two roads done right than a whole bunch of them done wrong, because you’re gonna have to go back and redo them. Sherrick Road is the perfect example of how this city threw money... bad... good money after bad for years and years until Council stepped up and said go fix it right. And I led the charge to fix that right cause I was tired of watching money get thrown down the drain. Chip... I will oppose chip and seal. Can you kinda walk me through this process as to when I can anticipate seeing some stability on these particular roads that were chip and sealed so that I can at least communicate to them what they can anticipate down the road. Uh, I know we should never talk about re-election up here, but thank God I am not opposed this year, because I think they would crucify me at the polls. They really aren’t happy with it, and at the same time they see progress, so they’re kinda damned if they do and damned if they don’t, but I need you to educate me and the rest of Council as well as these people when will we see stability with this chip and seal. MEMBER HALL: Director Bartos, before you answer, you can make it a two part answer, and also on why would you chip and seal a road that’s in decent condition? Cause that happened also. PRESIDENT SCHULMAN: Okay, but... MEMBER HALL: I witnessed it. SERVICE DIRECTOR BARTOS: Okay. So, Mr. President, to the first question. This week we’ll be seeing the... the sweeping take place, so we should see the stones and rock debr... uh, start to dissipate, definitely with the sweeping. You... you allow the stones to settle and set, and that’s part of the process, and then you have the sweeping take place shortly thereafter, and that’s to take place this wee... week. As far as a good road, I don’t know who is evaluating what exactly a good road is. Uh, I can assure you that if it was identified as a road to be chip and sealed, it was... it was deemed... deemed worthy of it, but we can take a look and... what... what exact road... I mean, this is kind of a gotcha question to quote Sarah Palin, but what... what road are we talking about here? UNIDENTIFIED VOICE: Hamilton. MEMBER HALL: At first I got a call on 19th and Endrow by a constituent, and then in between Tuscarawas and 3rd Street on Freedom Avenue, it was no potholes on that. Actually it had just been paved not too long ago, and they did the whole length of Freedom from Tusc to Georgetown. SERVICE DIRECTOR BARTOS: Mr. President. PRESIDENT SCHULMAN: Yes. SERVICE DIRECTOR BARTOS: Sometime... sometimes it’s not the potholes that they’re looking at, COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -527- MINUTES OF THE MEETING SEPTEMBER 18, 2017 it’s... it’s the cracking that they’re looking at as well. So I’ll take a look at both of those locations and see exactly what the evaluation was, but a lot of times we’re looking at, you know, can we get the... can we get this street right now because if you don’t catch it within a year or two, it’s gone, and it’s in the position where it... it needs to be paved. And we know, as Councilman Mariol says, $200,000.00 only gets us two... two, three streets, and that means that some of these roads might not get done for three, five, ten years, and so it’s just a cost benefit analysis. It would be easier for me if I only had to bid out one contract, which was paving, as opposed to paving and chip and seal, but we’ve instituted the chip and seal program because we’re trying to be more progressive, and... and try out new... uh, new technologies and... and do more with... more with less essentially, and I think it has been successful, so I’ll leave it at that. MEMBER MACK: Mis... Mr. President. PRESIDENT SCHULMAN: Yeah, yes. MEMBER MACK: Chip and seal is something that I kind of lived two years ago, and the reason why that is, is because when Street Superintendent Rorar wanted to bring this into the city of Canton, he needed a place to... to test out, and, you know, I was against it, I was against it. I know the neighborhoods that we have, all in the city but particularly, you know, some of the neighborhoods in the northern part of the city, you know, they’re gonna be offended by it. And, what the research that I’ve done and what I’ve come to conclude was that it’s chip and seal is not something that you do, you know, on the farms, it’s not something that’s a throwback, you know, to back before, you know there were automobiles. It’s something that’s being done in Seattle. It’s something that’s being done in Madison. And the reason why it’s being done is because so many cities in the country do not have near enough money to keep the pace with the failing condition of our roads, and the analysis literally is you can do one road in my ward, one year, if I’m lucky, or because chip-seal is about 5% of the cost of a paved road, you can do ten, and by spending that money on those ten roads, then you have the chance to preserve the streets to prevent hundreds of thousands of dollars in the future, and it’s hard. I mean, the residents are rightly upset because it’s dusty and it’s dirty and until it finally kind of settles down and becomes pavement or something that looks like pavement, the residents don’t get it. You know, you don’t do this in city streets. And I interrupted that was... as my job as the councilman is to try to articulate why we were doing this because unless someone can come up with a way to fix our multi-million dollar capital deficit to fix the roads, we have to do something. And so as we have this presentation on... next week, if the answer’s not chip and seal, you know, I hope to hear some ideas as to what else we can do to prevent these roads from completely exploding every single winter. And, you know, as Member Hall said, you know, why would you put it on a road that’s in good condition or fairly good condition, because that’s why, is it... as I’ve learned, I’ve become like an expert in this, you prevent it... you seal the road to prevent it from exploding in the wintertime. So, unless there are some other ideas that we hear next week from, you know, some other persons, this is the only chance we have because doing nothing isn’t an option. MEMBER MARIOL: Mr. President. PRESIDENT SCHULMAN: Thank you, Member Mack. Yes. MEMBER MARIOL: And to kinda echo that, you know, when we do this presentation, I would love to COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -528- MINUTES OF THE MEETING SEPTEMBER 18, 2017 leave time if anybody else has recommendations of a better way to do this because, you know, before we did chip and seal we fell $10,000,000.00 behind in paving. That... there must have been a reason for that, and we have to fix that. We owe it to the citizens to fix it. So if there is a better option, and this is the option that working with the Service Director, the Street Superintendent, this is an option that we’ve come up with. If there is a better option, we’ll definitely make time for that during the committee meeting, but leaving roads to blow up and become undriveable is not an option. So it... there... there has to be a secondary alternative plan because no plan is how we got $10,000,000.00 in the hole. Thank you. PRESIDENT SCHULMAN: Thank you. Anyone else? And I just want to thank everyone who participated in that. It was a huge success. People really enjoyed it. Giant Eagle stepped up to the plate, they bring 20 volunteers. Everybody... uh, we... we cooked, served and consumed 500 hamburgers and 500 hot dogs and seven trays of potato salad in two hours. So there was close to between 350 to 400 people. It’s... it’s... it’s a shame that we... we have to do these things. People are hurting out there, and... uh, but everybody was full, everybody walked away with bags, bags of groceries as Giant Eagle donated everything on that area there. And we had a lot of donations from elected officials, I thank you all. We... we made the Mayor serve, so he was busy the whole time, and he just... he loves coming to that event too. And I just want to thank all of you for your help, and we’ll do it again next year.
