PUBLIC SPEAKS PRESIDENT PRO TEM MORRIS: We are now under Public Speaks, and we have four speakers this evening. As your name is called and you approach the podium, would you please give us your name and your physical address for the record, please. First speaker is Pat Varn. Good evening. PAT VARN: Good evening. Thank you for allowing me to speak. My name is Patricia Varn and I live in Montabella Estates in Canton, and I have served on the Montabella Board of Directors for the past three years. Over the last two years our one hundred and fifteen residents have been working with Canton City Council and Law Director to prevent the install of a Verizon cell tower by TowerCo on First Friends’ parking lot adjacent to our wetlands. After several meetings and court appeals to reverse the cell tower install, with a stroke of Dan Moeglin’s pen it appears we will have this monstrosity veering its ugly head reducing the beautiful view that our homes had as well as reducing our property value by up to twenty percent. This is why I am here, begging Canton City Council to use its powerful influence to convince Verizon to co-locate their cell service with AT&T on the water tower across from First Friends Church. Uh, what a coincidence on Monday, I received a publication about strengthening Stark County, and at the request of the Stark County Civic Group, their mission was to improve the quality of life for our residents. The Stark Community Foundation believes there are three essential ingredients to a healthy vibrant community, economic development, education and strong neighborhoods. Montabella Estates has recently built seven new two hundred thousand plus homes in Canton. Its diverse residents include doctors, nurses, firefighters, EMT’s, teachers, pharmacists, police, business owners and retirees. It is our concern that the install of the cell tower will hurt our property values, make it more difficult to sell our home and to compete against other similar homes that don’t have a cell tower in their neighborhood. These homes generate an average of four thousand dollars in annual taxes, therefore if the cell tower reduces property value, the City stands to lose twenty percent of its taxes, which will hurt schools, city services, streets and roads. There is no proof that Verizon customers are losing service. In fact, many of our residents have Verizon cell service and are not having any dropped calls. Therefore, we are... uh, we are not restricting their ability to provide customers with good service. We encourage Verizon to co-locate with AT&T on the water tower instead of building this ugly cell tower in our residential area. All towers spoil the view of beautiful trees, homes and flowers, and we wish that Canton City Council will do everything within their power to help us stop the install of this ugly tower. Thank you. (Applause) Our next speaker is Ms. Brenda Baylor. COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -613- MINUTES OF THE MEETING NOVEMBER 13, 2017 BRENDA BAYLOR: I am Brenda Baylor. I live at 2722 Wood Owl Street NE, and I am here again about Republic Steel. Um, we have not received any information other than the fact that we know that there has been some lead testing and that there’s probably... and the health testing, about eight thousand people who live around Republic Steel. Um, to my knowledge the only people that received those two pieces of information were myself and Mr. Zachary. I am sure that the other eight thousand people or so assume that this has been dropped, that nothing is going on, because I don’t know who they are dependent on to get them this information. It certainly cannot be me. I tried that once and I... it was amazing how many places I had to go and still could not get the information out even though I had some assistance. We are now, I asked, told that we cannot get the EPA here. Um, they’re job is I think environmental protection, and I’m not sure what good they are doing us. I don’t see anything that they have done. They refuse to come. Um, I take it that they have been called. So right now it is a mess. My concern is, is that I think that people think that this has been dropped. These eight thousand people who don’t show up at City Council, probably because they think there’s no reason for them to show up because it’s another one of those things that’s just dropped. Okay, that nobody cares, and that is not true. So I am here to speak on behalf of these eight thousand people to say that we are going to continue to call. We are gonna call the EPA. We’re gonna see what we can do to get them here because Mr. Adams... the only way that we get information is to either ask him or I... we were told you can get on line. So, I don’t know that people know that because there’s never been a meeting that says you can do this or what’s happening. We don’t even know as a community what is happening, and I think that’s horrible. We should know. And I don’t think that it’s necessary that if we can’t get the EPA here that we can’t have a meeting of some sort so that people can be informed. You can’t get people up and running when they assume that everything’s like it always is, oh, they’re not gonna do anything, because as far as Republic Steel’s concerned they’ve been doing this for a lot of years, and I don’t think that they’re gonna stop simply because, you know, they received fines or whatever it is, because that certainly has not shut them down, even when OSHA said they owed an arm and five legs. So, I would like to get participation. If anybody can help by getting the EPA here or whatever it is we need to do so that we can have a meeting so that we know what we need to do. Thank you very much. (Applause) PRESIDENT PRO TEM MORRIS: Thank you. Our next speaker, Mr. Don Johnson. DON JOHNSON: My name is Don Johnson. I reside at 2366 Georgetown Road NE, and I’m here to represent the group, The Affairs of the Community, which is different from Georgetown Review Group. We have been here before about the smoke stacks and the smoke, whatever it is, that’s coming out of the stacks at Republic Steel. About two weeks ago my neighbor was out cleaning his car, and he had all this white stuff on... on the top of his car, all over his car, him and his wife’s car. You could take your finger and rub across it. We don’t know what it is, but we know it comes from Republic Steel. It couldn’t come from anyplace else. And we want to get to the bottom of this. You know, we been going down this rabbit trail for years. I talked to (inaudible) Phillips, who’s been in that house that she’s in since 1962. And she said we’ve been beating down this horse for all these years, and we’re still beating it down, and we need to get to the bottom of this. What’s coming out of those stacks at Republic Steel? Whatever it is it’s not good. Now, they said it’s not a serious health hazard, but there’s something coming out of those stacks, and it’s getting all on our homes, our... our cars. We got a school building full of children, you know, on Belden Avenue. The wind is blowing that stuff towards the school. We got churches in that community. And we need to get to the bottom of this, whatever it takes. Now, if... if it takes for our group to get together, we have to go to Columbus, we may have to do that. But I hope not... not that we have to do that. I’d like to see City... City Council take care of that for us. So once again, I thank Councilman Mariol for his continued efforts to help our ward. Um, and of course we all know what he has done as chair of the Finance Committee, as one of the strong supporters of the Hall of Fame Village Project and also the Comprehensive Plan. Um, but one thing since I’ve known John the last five years, and we... we’ve had dialogues over this, is Lehman School and what can we do about it. And well, last Thur... last Tuesday we have a start on what could be done about Lehman School. Um, I’ll reserve my feelings, comments toward that in future public speaks, but what I will say is the presentation was very positive in my view. I would like to have some more information on that. Um, with that being said, thank you, Councilman, for being my councilman and being my friend, and also a shout out to Councilman Hawk as well because Ward 1 happens to be nearby and I know he’s... MEMBER SMUCKLER: Um, first I’d like to say, and for those of you that don’t know, there was a senseless act of murder in Stark County again. Um, this time we’ll probably make national news. Uh, a doctor was killed outside Affinity, who I happen to know, gave me a second opinion, and it’s posted on the Rep.com right now, and he went into two hour surgery and they couldn’t save him and he was shot and killed by a fifty year old individual who then turned the gun on himself and shot himself. The senseless killings that are going on in this country seem to be getting worse and not any better. And to me there isn’t anything that drastic that has to come down to a gun. But I would also like to indulge you in a moment of thanksgiving. And I look at the world a lot differently now. June, prostate cancer, July, kidney stones, and three weeks ago today, quadruple bi-pass surgery. I challenge this Council to go look at what Jason Scaglione seen and what’s being done at Aultman Hospital and what’s being done at Mercy Medical Center. I was in awe of the twenty, twenty-two, twenty-three, twenty-four, twenty-five, twenty- six, twenty-eight, twenty-nine, thirty year olds. There are young people in this community that are working very hard. They have a lot of respect, they have a lot of dignity, and we all ought to be damn thankful that they’re there for us. I challenge this Council, and this is coming from someone who did not support the Master Plan, but I challenge this Council that we have to find funding for Aultman, for Mercy, for the other corridors that were laid out to us. These are jobs, folks. And they’re thankless jobs. But I give a lot of thanks for each and every one that stayed with me for that whole period of time, including my wife who’s sitting in the audience tonight, who’s put up with a threshhold of a lot of problems over the last year. I thank you all for listening, and I challenge you to help me find the funding to make this Master Plan work. Thank you. MEMBER SMITH: Mr. President.
