Brenda Baylor, 2722 Wood Owl Street NE, Canton, Ohio. And I just have two things that I want to bring to your attention. I have spoken with the EPA. Um, it’s been approximately three days ago now. Um, they are looking into our issues with Republic Steel. Um, we are going to try to plan to have an open meeting. Um, hopefully everyone who surrounds Republic Steel will get the notice and that everyone can come, and that we can get to the bottom of some of these issues and hopefully get some answers because at this point we don’t really have a lot of answers. The second thing that has been brought to my attention recently, someone has told me that someone that apparently is affiliated with Republic Steel has said to them that someone is going over to the new air monitoring system at two, three o’clock in the morning and some kind of way being able to turn it off. I did tell this to Mr. Adams, I believe he’s here, he was... where, okay. PRESIDENT SCHULMAN: He’s here. BRENDA BAYLOR: He’s here, so he’s gonna look into it because we’re concerned, or I’m concerned if that is the case how can you find that out. I mean, are those things timed or whatever. Um, it’s... the smoke is not always the same over there, and I’m... I tend to be a late person so I have noticed that sometimes very, very late at night it’s very, very different. So I’m going to hope that that is not what is happening, but I do believe that it is something that should be looked into. We have enough problems going on that are unsolved over there as it is. Um, also when I talked, and I do have another quick second so I’ll take it. Um, when I talked to the Assistant Director of the EPA and I asked her about lead, and I said it’s so confusing and she said it absolutely is. She said it’s... it’s... it’s ridiculous. So we’re gonna try... hopefully the EPA can bring us some information so that we understand what, if any, is a safe level of lead. Um, because as I’ve mentioned before, some say there is no safe level. Um, ours supposedly out by Republic Steel is, I think it’s 300, it’s somewhere pretty high, or whatever it is. Um, but if there’s no safe level, then what is a safe level? And she... um, the Assistant Director told me that it’s... it’s different everywhere. She said it’s... it’s truly a mess. So either we are dealing with no safe level or we need to know if there is a safe level and what the heck that is cause it seems to be different everywhere. Thank you. (Pronounces it Geese-in-downer) Thank you, sorry. LISA GISSENDANOR: Gissendanor, yes. Good evening. PRESIDENT SCHULMAN: Good evening, welcome. LISA GISSENDANOR: And Happy New Year to everyone. I am Lisa Gissendanor, and I live at... reside at 2445 3rd Street NE, Canton, Ohio. And I am here to just speak about the Fisher... closing of Fisher Foods. Um, I read this morning about the closing of two Fisher Foods, one on Harrison Avenue SW and one on Cherry Avenue NE. Both of these stores are in areas that some would consider and say are underserved populations. I understand the bottom line and I do understand business, but when you have locally owned grocery... uh, a  COUNCIL PROCEEDINGS JOURNAL 106 JOURNAL PAGE -3- MINUTES OF THE MEETING JANUARY 8, 2018 locally owned grocery store who doesn’t value its customers, what does that say about the commitment to its... to the residents of this city? We have food deserts in our city, specifically in the southeast and northeast quadrants. We don’t have access to fresh produce, fresh vegetables, fresh fruit, or meat. What we do have are the dollar theme stores. We have Family Dollar, Dollar Tree, Dollar General, and they are deemed grocery stores because they sell bread and milk. The State constitutes if you sell bread and milk, you are considered a grocery store. These stores provide a lot of processed, sugar filled, expired, and foods that have empty calories and nutrients for our citizens, and that contributes to our health disparities. If Perry Township, Plain Local, Massillon and North Canton have a Fisher Foods, then we deserve one too. Someone said to me today, and I’m kinda paraphrasing, I stopped going to Fisher Foods about five years ago because I saw how they didn’t value us as customers, and that this is not a battle to fight, Lisa, and even said that Council Members, you shouldn’t burn your political capital on business decisions made by Fisher, and that Council Members would regret it if they did. I say if my mother and several people that I know still shop at Fisher Foods on Cherry and Harrison, I say that it is a battle to fight, and if we don’t speak up and share our concerns, we will always hinder our progress. Council, what will you do, or what can we do to con... to insure that Fisher Foods will reconsider, redevelop and upgrade their services for those most in need, or what is the plan for the City? Give us your name, please, and your address. Thank you. JOE SHAHEEN: Yes, hello. My name is Joe Shaheen, and I live at 207 Claremont Avenue NW. I am concerned about the lack of a speed limit sign as well as adequate lighting on McKinley... McKinley Avenue south of 12th Street. First appearance is crucial and the road is not very attractive. At 9th Street and Cleveland there is a building very close to the road without any warning of a sharp turn or guardrails. I would like to see flashing lights, as well as a welcome to downtown Canton sign to extend over top of the road. There... the entrance to McKinley Avenue is a very well known entrance into the area. I think it would bring a great influence of positivity and the ongoing revitalization of... of our great city. Thanks, Council. PRESIDENT SCHULMAN: Thank you very much. JOE SHAHEEN: U-mmm. MEMBER MORRIS: After talking this over with quite a few of my colleagues, as well as my family, I’ve asked some of my colleagues not to nominate me this evening for the Vice-President position. I buy into the fact that maybe it is time for Canton to go a different direction. Maybe it’s time for new leadership. But maybe it’s time for us really to start thinking outside the box. I take great honor, and I feel it’s a real privilege that this individual will allow me this privilege, but I am now nominating Chris Smith for Majority Leader of Canton City Council, and I hope that everybody supports me in making a historic move to have the first female Majority Leader in the history of the city of Canton. I was raised by a single mother. This is a arena that is controlled by men and it’s all men, but every time we have a problem as Council Members, we pick up the phone and we call those wonderful ladies that are in the Council Office to bail us out. And my wife and my mother are always there to bail me out, and I just think that Chris, you will make an outstanding leader. (Applause) CLERK DOUGHERTY: Need a second, please. We’re now under Miscellaneous Business. MEMBER SMUCKLER: Mr. President, I’d like to first announce a couple events this week. Uh, January 11th, MLK events at the Mayor’s Breakfast at the downtown hotel at 8:00 A.M. on Thursday, the 11th. Friday night Temple Israel will be holding a service to be shared for the whole community for Dr. Martin Luther King events, 7:15, and January 15, Peel Coleman Southeast Community Center at noon there will be a further event. Um, also I know Councilman Dougherty always does the thought of the day, but I would like to read a thought for the next term of Council. No matter what level of government you serve, there are many expectations of our public service. You’re expected to answer your calls, you’re expected to remember everyone’s name, you’re expected to smile and to give everyone a piece of you no matter what you’re doing at that time. As a Councilman you’re expected to know everything about everything. I have failed by not remembering everyone’s name. I have failed because I am not as warm and fuzzy as some would expect. I return my phone calls as a Councilman, I answer questions and facilitate problems. It may not be the answers that some people want to hear and no, I don’t know everything about everything. This is a very humbling job. Councilman Arthur Cirelli once told me the longer you keep returning as a Councilman, the more enemies you will make. I guess there’s some truth to that statement. The more that I think I have public service figured out, my friends seem to humble me. After my illness in 2017 I realize I am far from perfect. I don’t smile and say hello enough. I have blinders on when I’m concentrating on the problems at hand. In retrospect I don’t say I’m sorry and please and thank you enough. I want to thank Tom Bernabei for teaching me to always do what is right. It makes it a lot easier for never having to look back. I want to remember that all my fellow Canton City Council Members make a concerted effort to do what is right. We may not always agree, but the job as Councilman can be demanding, humiliating and rewarding. So let me say to the new Majority Leader, you have my support. I know you have the best interests of the City at heart. You will continue to have access to my historical knowledge, and I will continue to stand with you at meetings in your ward and throughout the City. In 2018 I want to continue doing everything I can to make Canton better. I want to smile a little more, say hello a little more often, and understand we have chosen professions that a great many people depend on us so far. I need to take the time for everyone because time is all I have to offer. Although I may never achieve perfection, I can always achieve compassion. Happy New Year. (Applause) PRESIDENT SCHULMAN: Yes. I understand that we’re gonna have challenges, and we’re gonna have things that’s gonna be thrown at us, but the best way for us to take those challenges and run with them is to work together. I promise to bring unity, peace, comfort, and most of all support in what all we do because it’s gonna take all of us to move the City forward and to make Canton the brighter day. I truly appreciate that. Also to my family and friends in the audience, I thank you so very much for supporting and to help us to make Canton grow and be a better Canton. So, and if there’s anything that I could ever do for you, you know all of my numbers, do give me a call. I do like to thank the staff because you’ve been awesome, Dave, Jill and Beth. I also like to thank Frank. You know, we don’t always agree, but at the end of the vote you would think that we was just partners in crime. I appreciate you, I really do. I would also like to make two announcements. One, this year in addition to the normal pro... uh, program for the Martin Luther King service on Monday, there is a youth symposium that starts at 8:45 to 11:30. I think that’s an excellent opportunity for our youth to be able to voice and speak and to participate because many of them, of course they were not born at the time that Martin Luther King was alive and may not understand all that he represents. So I appreciate individuals such as Terrence Jones who’s in the audience who has made it a point to make sure that our youth understand the rights that they have today and how those rights came about. Um, I would also like to take this moment to acknowledge the memory of Jontae Roberts who would be 24 today, and acknowledge family and my Aunt Shanie who is here today, who is also his aunt, and I just wanted to take an opportunity to say Happy Birthday to him in his memory and in his honor.
