PUBLIC HEARINGS PRESIDENT SHERER: We are now under Public Hearings and we have no Public Hearings for this evening. OLD BUSINESS PRESIDENT SHERER: We are now under Old Business. Deputy Mayor, do we have any Old Business for this evening? DEPUTY MAYOR WILLIAMS: Yes, Mr. President. (Clears his throat) Excuse me. At the June 3rd meeting we had several people that made comments and several people who had specific questions. At this time, under Old Business, I’d like to address some of the specific questions. Uh, Mrs. Ruth Busch had asked a question, what can the community do to help take back our city from criminals. Um, we do have the Tip 411, we have Crime Stoppers, and just the overall belief that if you see something, say something. That really helps our Police Department to fight crime. Uh, another question was asked, what happened to the Gang Task Force. Uh, we now have a Gang Unit, and the Gang Unit has been in place for quite some time. They do a very good job monitoring gang activity using intelligence led policing efforts, and it’s been pretty successful for them to monitor folks who are involved with gangs. Um, another question was why are the vacant properties not boarded up in front of elementary schools. Um, the City of Canton and in particular the Building Code Department prioritizes boarding up properties that are near schools. Often times, people break in and take the board ups off of these properties, so we really rely on residents to contact us to let us know when this happens so we can immediately get there on the scene to reboard these properties up. Uh, Mrs. Amy Smith had a couple of questions as well. She asked why aren’t police patrolling the neighborhoods every day. Uh, we do have police that patrol neighborhoods every day in various zones. We also have the violence interdiction patrols, which we call the VIP, that have proved to be very successful in combating criminal activity throughout our neighborhoods. Um, another question was why is overtime being authorized for police instead of increase in the force. Uh, we have authorized significant overtime with our Police Department. We also are in the process of hiring 13 new officers. We have a test June 22nd. We have 270 applicants set to take our test, and that’s a very large number. And the reason, in my opinion, that we have such a large number is due to the recruiting efforts by our Police Department and our Civil Service Department. Um, I thank you. PRESIDENT SHERER: Thank you, Deputy Mayor. PUBLIC SPEAKS PRESIDENT SHERER: We are now under Public Speaks and we have two speakers for tonight. Our first speaker is Patrick Harper. Patrick, could you please step forward and give us your name and residential address, please. PATRICK HARPER: Good evening, ladies and gentlemen. My name is Patrick Harper. I live at 411 Elgin Avenue NW in Canton, Ohio, Ward 1. This is my brother. I’m gonna give this... I wanted to give this out so COUNCIL PROCEEDINGS JOURNAL 107 JOURNAL PAGE -262- MINUTES OF THE MEETING JUNE 17, 2019 you can look at it while I speak. Uh, every year on July 3rd there are fireworks at the Monument. Uh, at least for the last four years. Uh, my brother and I have done this with help from many, many, many people in this community. So I came here to give you a little history of it and to invite you to come. Okay, in 2012 I was a volunteer. Deloris Angeli and Greg Hawk talked me into that one. Um, the next year it was passed on to my brother and I, and we put it on. And we raise our own money. We use our own funds. Uh, what you see in there is just some pictures. It doesn’t show the big crowds, okay. That’s kind of early in the... uh, in the... in the event. But anyhow, so in 2016, ‘17 and ‘18 we have managed to do this and we will do it in 2019. Our fund raising is just about complete. Um, there’s a lot of people to thank for this. I’d first like to thank my brother Bob, Mayor Tom Bernabei, Deputy Mayor Fonda Williams, Bruce Zoldan of Phantom Fireworks, which is paying for our display this year... uh, the Timken Foundation, City of Canton, Mike Shaheen, who is our accountant, Post 44, the Greater Canton Veterans Council and many, many unions in this town. Uh, again we are finishing our fund raising and I’m here to invite you to attend and participate in our event. Now I know some of you have, some of you haven’t. Okay, this is not a political event, but we do encourage the Councilmen to get up and say welcome to the crowd, and, you know, just short speeches. And that’s pretty much why I came here today, and I hope you guys can make it. It’s July 3rd, six o’clock at the Monument. Thank you. (Applause) PRESIDENT SHERER: Pat, we would like to thank you also for everything that you do for our community. PATRICK HARPER: Okay, thank you. PRESIDENT SHERER: Absolutely. So... PATRICK HARPER: (Inaudible) He’s got 15 seconds. Can he say hi? (Laughter) BOB HARPER: Most of you know me, but like he said a lot of community groups are involved in this, especially the unions, especially Veterans groups, and especially a lot of community groups. We get volunteers from everywhere. A lot of times I get a lot of older Veterans on it. All they basically do is watch the food and watch how the people walking around, we keep them out of trouble. But, Bill knows, we’ve always come. I’ll probably be over tomorrow to ask for money too. We’re still looking for a little bit, but Bill’s been involved with us and some of the other unions for... since we’ve been down there, so I want to thank everybody. And show up. I’ve known Ward 4, Ward 1, Ward 3 have all been down there, a few other ones, and it’s appreciated cause this is a (inaudible), this is a quality of life thing in Canton. We get a lot of kids you see in those pictures. Most of them, we don’t know any of them, but they show up and they have fun. We pass out flags. We pass out, you know, canons and everything else they get to fire, so it’s a good event. PRESIDENT SHERER: Thank you for your contribution, Bob. BOB HARPER: Thank you. My name is Ruth Busch and I live at 2003 Gridley Avenue NE in Ward 6. Thank you, Deputy Mayor, for answering some of my questions that I was coming back with. But again, I’d just like to say good evening to everyone and thank you for all of you guys that took time out of your day to come here also. It’s important. You really blew my whole thing with answering the questions. (Laughter) Um, I’m just gonna not do this and just talk. First things first, the shootings. You... I mean, I know that you guys are working really hard, but we’ve got to get a handle on this. I mean, my godchild was in a car sitting at Giant... at the GetGo. She’s six years old. She shouldn’t witness this. We live here. This is our home. We have to take control of this again, you guys. It’s a scary place. It’s a scary place to let the kids go for a walk or walk to their friend’s house. These are things that... memories that we’re allowing these criminals to take away from our kids. We have to get a grip on it. Please help. Get more officers on the street, and if we’re hiring 12, 13, 15, that still just takes us to a minimum of 170. We need more. We need to be proud of our city. We need to be safe in our city. Moving on, to the vacant houses. Kevin, I’m sorry, this is not an attack, but I’m gonna speak what I feel. I came to you last week, I asked you who do I call? How do I make this happen? You referred me to some websites and some phone numbers that I could look up. I’m happy to report what I did for my city this week, or two weeks. I called to the Building Department that you directed me to. They directed me to the Auditor’s Department. The Auditor’s Department directed me to someone else. I played phone tag for about three hours. Finally, I found out that that house at 1821 Morris Avenue that’s been boarded up for several years miraculously went to auction. Don’t know how, but it did. Found out who bought it. I contacted him, very nice man, welcomed him to my neighborhood and to our community. I said you know, it just sits right there by a school. I realize that it’s gonna take a lot to get that house rehabbed, but can we get the grass mowed? He said absolutely. The next day that grass was mowed. Kevin, I ask you, why couldn’t have you done that? I’m sorry, but I’m just saying, it took me a whole day. Unfortunately, I was off work and I did that. I think if we all work together as a group instead of against each other, or passing the buck, we could take our city back and be proud of the Canton I grew up in. Thank you. First of all, I’d like to thank the Police Department for the outstanding job they did in curbing the rash of violence that it was triggered by a shooting and a death in my ward. I proudly say that they’ve... they made three arrests in regards to that particular incident. That incident was also the incident that drove and spurred a lot of other violence throughout our city. So let’s give our police a whole lot of credit for the fine things they did do. Now, there’s some very impressive statistics that came out, but I think one of the most impressive ones you’re gonna find out that we dedicated overtime to get out there and get this job done. This is something that nobody recognized or nobody knew we were doing. They went out and did their jobs. And they did an outstanding job at this. And they took 13 illegal guns off the streets. Notice I said illegal. Alright, so nobody can get on me about gun rights and everything else. I own guns. I’m a federal fire... I was a federal firearms dealer. I have a dealer’s license. I recognize the need and the use of them, so please don’t criticize me on taking illegal guns off of the streets. They... they came out of the hands of criminals. They didn’t come out of the hands of citizens. But I commend them for this. These were during... during traffic stops. Thirteen illegal guns came off our streets. Hurray for our side. Thank you.
