And she clearly...he clearly lied and she clearly lied. And I did not say anything other than why aren’t you guys approachin’ ...uh, uh...uh, uh...speaking about the shootings and...I wish I could get this to uh....I wish I could have a big...uh...uh... PRESIDENT SHERER: Ms. Bell... KIMBERLY BELL:...Jumbotron up there where the time is, to put the video up there of her actually lying. PRESIDENT SHERER: Listen, there is no cellphone use in...supposed to be in Council. KIMBERLY BELL: Well, I wanted you to hear his lie and her lie. PRESIDENT SHERER: Please, you know...please state your, you know...what you’re talking about in the remainder of your three minutes, please. KIMBERLY BELL: Again, they lied, and you kick...you didn’t even call me to ask me what happened. You took her word and his word and didn’t even bother to call me to ask me my part of the story, before you just kicks me out of City Hall. And it was...and you...you...it was just unjust. I was...I was wr...that was wrong of you, Mayor or...or whatever her name...uh, uh...Angela Perry. Whoever did it, it was wrong. I finally got the video and was able to sit down and listen to the lie you told, Greg Hawk. Cause I didn’t say anything to that woman, other than why aren’t you guys addressing the shootings. PRESIDENT SHERER: Ms. Bell, can you please... KIMBERLY BELL: ...And for you to back her up with the police, it clearly shows... PRESIDENT SHERER: Ms. Bell... KIMBERLY BELL: ...we Black people have no...we...you don’t...the police don’t protect the Black people, it protects you White people. PRESIDENT SHERER: Ms. Bell... KIMBERLY BELL: What? PRESIDENT SHERER: Can you please turn your cellphone off, please. Thank you. KIMBERLY BELL: I’ve got fourteen seconds. But anyway...It’s clear...it..it..you know, justice for all is not truthful. Justice for white people, yes. Not....us Black people. Y’all have the police, we have nobody. PRESIDENT SHERER: Moving on (Someone laughs)...our next speaker is Ruth Busch. Ruth if you’d please step forward and...step forward and give us your name and residential address, please. RUTH BUSCH: Hi everyone. I’m Ruth Busch, my address is 2003 Gridley Avenue NE, Canton, Ohio. And I know there’s a lot going on in the city and I know we’re trying to change and we’re trying to make things better. And I know there’s a big picture, but somehow I feel like we’re losing the little picture in our neighborhoods. And the things that we, the people that pay the taxes, don’t see any improvement on. Mahoning Road roundabouts, lovely. They look great for all the empty building. The bank, Rite-Aid, the business that needs tore down, uh...Parkland Plaza. Great, we have nice roads, thanks. Secondly, in Ward 6, between Gridley and Bollinger, there are 17 vacant houses. Some of them are boarded up, many of them are not. They’re just trashed with garbage all in front them. I personally would like to know what I can do to make the difference. I’ve made calls, to no avail. Also, Kevin, you know I’ve called you multi...at least once on this, is Herbert Park, which is up on the top of 19th St., the road going into that Stark Farms and Crenshaw Middle School, is that a truck stop or is it a park? I’m kind of curious. I’ve called. I get the police that tell me to call the Park Department, I call the Park Department, they tell me to call the Police Department. I called the Sheriff and they tell me absolutely, that 18-wheeler should not be parked there. I don’t know what...how we’re going to get this resolved if it’s a...you know...semi parking place, we could probably advertise it and make some money instead of resurfacing it for them to park there for the weekends. Also, the Building Department where you click and tell on somebody. I think that’s really nice if we want a hostile environment. That thing is more utilized for me calling and telling on Frank and Frank calling and telling on Kevin... You mean to tell me the Building Department really needs me to click on the computer to tell them where there is total blight through the city? I can drive down any neighborhood in this city and pick out some things that need to be fixed on. You don’t need me picking at people next to me ‘cause that’s what that’s all about, it’s not the big buildings that are hollow. Think about Earl B. Jack Funeral Home. It sits there with the windows busted out, within our new, lovely roundabout. You don’t need me to tell you something needs to be done. I shouldn’t have to click on a computer. How can we fix these neighborhoods? I know there’s a big picture, but we’ve gotta focus back on our neighborhoods. And I know I only speak for my neighborhood but that’s where I’m from. And Kevin, it would not be me if I didn’t say something, are you ready to take the page out of Jason’s book? Whereas, Melvin Gravely was first elected to Canton City Council in 1974 and served as a Canton City Councilman until 1985, and Whereas, Melvin Gravely beat an incumbent Canton City Councilman when has was first elected as the Ward 4 Canton City Councilman; and Whereas, Mr. Gravely was elected as the first Black Majority Leader of Canton City Council for the term of 1984- COUNCIL PROCEEDINGS JOURNAL 107 JOURNAL PAGE -85- MINUTES OF THE MEETING FEBRUARY 24, 2020 1985; and Whereas, Melvin Gravely’s proudest moment came with his role in helping to create the Southeast Community Center, now known as the Peel Coleman Community Center; and Whereas, Melvin Gravely is currently living in Columbus with his wife Marilyn and is involved as a foster parent; and Whereas, Melvin Gravely commutes to Canton often as he continues to volunteer in various capacities for the city of Canton. Now, Therefore Be It Resolved: In recognition of February 2020’s Black History Month, we, the Members of Canton City Council, do hereby go on record recognizing Melvin Gravely’s many firsts as the first Black, Elected Majority Leader for Canton City Council. (Applause). MEMBER SMUCKLER: You knew him when he was little. MELVIN GRAVELY: Yes, you’re telling my age. MEMBER SMUCKLER: How old are you now? (Laughter). See Jimmy, I’ve asked him. MELVIN GRAVELY: Fifty-three. MEMBER SMUCKLER: Fifty-three, wow! (Laughter). MEMBER HALL: He was real young when he coached me in football. (Laughter). MEMBER SMUCKLER: If he’s fifty-three, then you were zero. Ladies and gentlemen, in my quest to continue to keep Canton history alive, especially during the month of February, um...Melvin indicated to me that on a Monday night he would be in town, and I wanted to do this. But I can proudly tell you that I didn’t vote for him for Majority Leader. (Laughter). Now you gotta ask yourself... why? Tell ‘em Melvin, why not? MELVIN GRAVELY: First I’d like to say thanks Bill for...for... MEMBER SMUCKLER: We’re not done! (Laughter). MELVIN GRAVELY: Why not? The young man that came in and won that year was not informed of leadership and the lack of my ability to have that leadership, and I asked him for his vote. And the one thing I’m gonna tell you about Bill Smuckler, I went to...I said, “Bill, I’m running for Majority Leader, I need your vote.” And Bill looked me dead in the eye and he said, “Mel, I can’t give it to you.” I said, “Bill, I recognize that and I understand that, but I...Bill I want you to understand that I can count, I got the votes and if you don’t vote for me, you’re going to vote for a loser.” And I voted...and I won. And ever since then, not only did this young man teach me a lot, but I think we became very, very close and taught each other a lot. On trust, your word is your bond and things of that tru...of that magnitude. And I want you to think about it, that’s thirty years ago and we’re still close. But at the same time, I want to always make sure I’m telling everyone the same thing...whatever you do, throughout your process, make sure your word is your bond. Your word has to be your bond and as long as that happens, you’ll be ok. (Applause). Want me to finish? Mr. President, if you’ll allow me a little bit a latitude. And I understand your language here, very, extremely well. So, if you’ll allow me some latitude, let me also say this to you. As I look around here, I’m very proud to be a Cantonian. Yes, I live in Columbus right now, but let me say this as I look around. Mallonn, I worked with his dad; Kim Perez, I worked with him. But one of the other most important things is, and COUNCIL PROCEEDINGS JOURNAL 107 JOURNAL PAGE -86- MINUTES OF THE MEETING FEBRUARY 24, 2020 Kevin already told you, I used to coach him in the Midget Football League. And by the way, Bill, to answer that questions, let me say this, I’m 79 years old, I’ll be 80 in July. I’m blessed, really blessed. But I also want to tell you another thing that I’ve learned throughout this process. Most of you all understand and know the Mayor of Canton. When I was Majority Leader, the individual that was working with me from the Law Department, was the Mayor of the city of Canton. Taught me the ins and the outs. As long as you listen, he didn’t tell me to do everything he said, but he gave wise instructions. Yes, we went round and round. If you know the Mayor, you’re going to go round and round. (Laughter). But that’s okay. He taught me a lot. So what I’m saying to you, in essence and in the far...the far part of it, happens to be folks, is thank you, thank you, and thank you. Chris, in Ward 4, we’re coming along. Keep on doing what you’re doing. My little friend, Kevin, (Laughter), I hope some of the leadership skills that I taught you in playing football, is moving you forward. Back here, with Morris, I grew up with his whole family in the Northeast area of Canton. Uh, coming out, of course, Ferguson, uh...took care of me sometimes when you have those injuries and you gotta go back and get some of those things, you know. I probably need to see you know and take care of my back, take care of some of those things that I got. But, it’s been excellent, uh...being around. I just can’t say anymore about it. Uh, again I want to say thanks, each and every one of you. Ms. Kimbrough, I know of you, uh...I know it’s interesting being on Council, uh...sort of looking at the changes. At one time, for all of you, we used to have...all the Council Members used to have their back to everybody out here. I see you guys got wise and now you can look at what’s going on...coming on. And again, I can’t say enough, so...really appreciate it. I don’t want to take up too much of your time cause the one thing I know, when you have Public Speaks, and people come in and talk and take up all your time, you don’t get a chance to make the night...necessary legislation and I want to give you the opportunity to make that legislation. Mr. President, I want to also thank you for giving me a little bit of latitude and I will let you go ahead and do the necessary things that you have to do. Thank you sir.
