OLD BUSINESS PRESIDENT SHERER: We are now under Old Business. Deputy Mayor Williams. DEPUTY MAYOR WILLIAMS: Mr. President, Members of Council. At our May 29th meeting we had several residents that addressed Council in regards to the protest that occurred on May 29th. Director Perry did conduct a formal investigation, uh… (Inaudible) a video to review. That investigation is ongoing and will be made transparent once it ends. Thank you very much. PRESIDENT SHERER: Thank you. Thank you Deputy Mayor. PUBLIC SPEAKS PRESIDENT SHERER: We are now under Public Speaks and we have 2 speakers for tonight. Our first speaker is Skylark Bruce. Ms. Bruce can you please step forward and give us your name and residential address, please. SKYLARK BRUCE: I am Skylark Bruce. My address is 1242 Worley Avenue NW. I’m here because I want Canton’s worst problems to be pothole and high grass. We have far more serious matters before us now, brought to the forefront by black citizens, black artists, black business owners and black protestors who attest to what their lives are like in Canton, Ohio. The officials of Canton all but ignored the calls for action and apology put forth by the Ohio Community Coalition, formerly Ohio Coali….Unity Coalition of Canton. Officials of Canton all but ignored the families of Ja’Ron Nero and Darryl Ross when their deaths in the presence of police were called out as wrong. Officials of Canton have all but ignored the near daily peaceful protest throughout the city except to tell us to, “Stop being so annoying.” Injustice doesn’t go away when the people in power ignore it. The people whose loved ones were ripped from them don’t go away by being ignored by officials. Sharonda Rutledge will grieve the 2019 loss of her son, Ja’Ron Nero, every day, screaming his name to everyone in earshot, if she has to. The Ross-Freeman family will never stop reminding our community of the terrible murder of Darryl Ross when police attacked in 2008. The lawsuit they brought to hold the police accountable did not bring about justice. And these are only two examples among hundreds and thousands of black people who have been directly harmed by Canton police. When black folks stood up in a group to protest this injustice on May 29th, police attacked with tear gas and pepper spray. I bore witness to this at the June 1st Canton City Council meeting. If the police claim they aren’t overly violent, they’ve got to stop responding with over violence. There has been no public apology from city officials on this abuse of citizens expressing their First Amendment rights. I believe my city can be better. My city can use my tax dollars and everyone’s tax dollars in a way that pursues healing and avoids further harm to black people, but don’t tell black people to wait. Our own legal system tells us, “Justice delayed is Justice denied.” In the words of song writer, Carrie Newcomer, “If not now, tell me when.” Thank you. PRESIDENT SHERER: Thank you, Ms. Bruce. The next speaker for tonight is Jacob Liebler? JACOB LIEBLER: Yeah. Can I also get uh…can I also get the extre…extra thirty seconds? PRESIDENT SHERER: We’ll see what we can do. JACOB LIEBLER: Thank you very much. Okay… Good evening, my name is Jacob Liebler. I currently live in Akron, Ohio; 560 South Hawkins, to be exact. I was born and raised here in Canton. I grew up on 1114 Bellflower Ave. SW, to be exact also. I’m a part-time student at Kent State University and a full-time worker. I double major in Anthropology and Spanish and I minor in Arabic. Um…but…to kind of carry on…the last thing the officer taking the information inside of a holding cell said to me on the night of May 29th, was to “Never come back to his city.” So I suppose first, I need to ask permission to be here. Apart from that, all I have is a report. A disappointing but formative experience for myself, and I intend for it to be solely informative but also supportive and supplemental to the current cause. Friday, May 29th, my friend and I were unfortunately arriving hours late to the Canton protest but we saw all we needed to see. Everything seemed to be over, we were alone, walking down a quiet, Cleveland Avenue when I saw Canton Police Officers around an unmarked truck, harassing a small group of not even ten protesters. They were walking away, across the parking lot. Suddenly, a man with his back turned is tossed to the ground and arrested. You can find his video in the Canton Repository. We decided to film from the sidewalk, from a distance. But still, within moments, a group of officers rushed us. They have body armor, bats, shields, helmets, gas masks and guns. I have a phone, sweatpants, sneakers. Large canisters of Mace, pointing in my face, someone barks for me to get on the ground. I was confused, but in those moments I knew I did not want to be Maced. I began to slowly get to the ground in an unnecessarily escalated situation. As I reached the ground…as I reached the ground, suddenly my eyes and mouth become wet, and then numb, and then on fire. Calmly obeying an order on my knees, I was maced in the face a foot away. I didn’t resist. I didn’t make any fast movements. What…what was too much? Maybe my presence was too much. My phone recording may have been too much, but whatever needed to be too much in that moment, just was. Laying on the public sidewalk, zipties crush and damage the nerves on my left hand. The excessive Mace in my mouth makes its way to my throat and breathing becomes strained. I feel like I am doing pushups with my chest. I am trying to breathe so hard. I want to turn on my side to breathe but I hear other people on the ground being threatened with tasers if they move. So laying face down on the sidewalk, hands tied behind my back, losing feeling in my left hand, Mace is dripping and burning my face and eyes, mouth and everything is dark and all I can think is don’t look threatening so they don’t hurt you…anymore. The rest is scattered in my head until I arrive at the station to be processed. I am charged with two misdemeanors. I never made it to the protest. In a few words…the night of Friday, May 29th was the first time in my life that I was personally ashamed to be from Canton and that was caused by those that swore to protect and serve us. I wanted to briefly express my personal but supplemental disappointment. I believe I’ve done so. So I’ll end my time with a quote from the French Philosopher, Simone Weil, “Force is as pitiless to the man who possesses it, or (at least) thinks he does, as it is to its victims; the second it crushes, (but it is) the first it intoxicates.” It intoxicates, it intoxicates, it intoxicates. CLERK DOUGHERTY: An Informal Resolution respectfully submitted by Council-As-A-Whole on this 15th day of June, 2020. Whereas, racism is rooted in the foundation of America, beginning with chattel slavery in 1619; much of the black experience in America has been endured under slavery and Jim Crow which allowed preferential opportunities for some while subjecting people of color to hardships and disadvantages in every area of life; and Whereas, health disparities have existed in America for more than 400 years – we now are witnessing a coronavirus pandemic which is shining a stark light upon the long-running racial divide – black patients are dying in larger-than-expected, record numbers, COVID-19 is killing black people at 2.4 times the rate of white people and black people are disproportionately suffering in-part due to long standing, unaddressed health disparities as well as systemic racism and other socioeconomic inequities; and Whereas, there is clear data to illustrate that racism negatively impacts the lives of black people in the City of Canton – the current COVID-19 crisis has helped to highlight now, more than ever, that racism, not race causes disproportionately higher rates of homelessness, incarceration, and economic hardships for African Americans – racism can be seen across systemic, institutional and interpersonal levels – all operating over the course of time and across generations; and Whereas, the negative repercussions of historical racism, including but not limited to discriminatory lending practices of the 20th century known as “redlining” and the current limitations and access to healthy, nutritious food, reduced life expectancy, increased rates of lead poisoning, limited access to clean water, and higher rates of infant mortality demonstrate the current impact of racism; and Whereas, the City of Canton is engaging directly in a reform agenda for public safety, based on research and significant input from residents to fight racism wherever it is found within our systems, including recommendations to form an independent civilian review board to improve accountability and transparency, building trust between residents and our Police Department; and Whereas, the City of Canton has implemented aggressive strategies to address COUNCIL PROCEEDINGS JOURNAL 108 JOURNAL PAGE 233 MINUTES OF THE MEETING JUNE 15, 2020 infant mortality in the black Community, and the Canton Public Health Department has received national recognition under the leadership of Thomas Bernabei with the recognition that not everyone in Canton has the same opportunities to be healthy; there are differences in health based on race, ethnicity, sex, neighborhood, income, education, sexual orientation, gender identify, and other factors; further research has shown that the neighborhood that one lives in, one’s access to quality housing, a good job, and a good education has a greater impact on one’s health than does genetics or access to care; it is also understood that black people are not thriving at the same rates as their white counterparts in these areas; and Whereas, the members of Canton City Council have steadfastly supported efforts that focus on improving the quality of life and equity for each Canton resident – these efforts include Council’s creation of a one stop shop Southeast Community Center, ongoing support for Small and Minority Businesses, efforts to curb eviction which disproportionately impacts people of color, ongoing support for economic development, support for working families and increasing economic opportunities, supporting veterans and safe communities; and Whereas, the privileges that other Americans experience inhibits them from fully understanding how racism impacts black people in America – for example the performance of simple tasks like driving while black, walking in neighborhoods or just going to a park come with certain risk not experienced by others – life events like getting a job, purchasing a home, buying a car, or just raising a family come with barriers that other cultures don’t experience; and Whereas, the members of Canton City Council support the recent resolution drafted by the Franklin County Board of Commissioners declaring “Racism as a Public Health Crisis,” because we recognize that racism is real and as a community we have to work together to promote equity and eradicate racism – moreover this Council believes that it is now time to declare racism a public health crisis in our community; because the disparities that we have outlined represent a public health crisis which affects us all, and we as a civil society have an obligation to raise awareness and make sure that every sector of our society work to reverse this crisis; and Whereas, Canton City Council urges every sector of our society to declare these disparities as a public health crisis and to immediately take steps to address, fund, and support areas that strategically reduce the long term impact of the Social Determinants of Health for at risk communities – this includes reducing and eliminating preferential treatment for the majority while subjecting people of color to increased hardships. Now, Therefore Be It Resolved: That we, the Members of Canton City Council, do hereby assert that racism is a public health crisis in the City of Canton and recommits our full attention to improving the quality of life and health of our minority residents. Canton is committed to honestly and directly addressing minority health inequities, including a systematic, data- driven focus on poverty, economic mobility, and other factors that impact the social determinants of health. Minorities are impacted more greatly by challenges and inequities in many areas, including but not limited to Crime, Social Capital, Education, Transportation, Employment, Food Access, Health Behaviors, Socioeconomic Status, Environmental Exposure, Access to Health Services, Housing and Public Safety.
