And I want to remind everybody that there is three minutes to speak during Public Speaks. PRESIDENT SHERER: Ms. Robinson… UNKNOWN AUDIENCE MEMBER: …Good luck… PRESIDENT SHERER: …would you please step forward and give us your name and your residential address, please. JEN ROBINSON: My name is Jennifer Robinson. My address is 4522 Yale Ave NW, Canton. My first question for Council is, where is Jack Angelo? Where is Jack Angelo? We have all of these questions that are pertaining…our police officers and the brutality that’s going on in our community and the misconduct on our police force every day. He’s not here to answer our questions. Oh, that’s right, because he’s your guy’s scapegoap (scapegoat), huh, that’s what you guys do. You gotta have somebody out of the room to blame it on. That’s what that is. Okay, second, I want to address me being arrested on the 3rd for protesting, along with four other protesters. I want to talk about the un…unsanitary conditions in that jail. There’s black mold, black mold in the cell that I sat in for five hours, okay. They’re spraying for COVID, they moved my brother four to five different cells because they were unsanitary. They moved him, sprayed it down with something like you would see, like…with…for roaches or something. Sprayed it down, didn’t write nothing down, and kept it moving, and put my brother right back in there. How is that sanitary? How is that protecting our city from COVID? Nobody wants to answer me that, huh? Nobody can. Also, um…all the cops on our force need to know ASL, so whenever they run into somebody that can’t speak or somebody that cannot hear, like my cousin can’t speak…how…how are they going to communicate with him? Cause he can’t…you know they don’t know sign language…okay…and also, I need to talk about these response times for these ambulances. Brandon Bushe…it took an hour for an ambulance to get there. Why do police have to determine…the police that do not have any type of medical knowledge, why do they have the right to determine whether or not we really need medical, (expletive)…excuse me, whether we really need medical attention or not? When I was in custody, I fainted. When we was in custody, a friend of mine completely passed out. Even though the cops knew that we had medical issues from the jump, but it was up to their discretion whether or not we really need the ambulance, huh. That’s what that is? Why can’t we have the same police in the same neighborhoods so they can get to know these kids instead of fu…instead of harassing them? Why can’t it be like the nurse triage? When you know, how the nurses have the same nurse wing for a week. Why can’t police do the same thing so they can learn their community, you know? Learn the youth instead of just brutalizing them and racially profiling them because of where they came from? Also, Bill Smuckler, you know you’re my favorite, Bill Smuckler. Why don’t we go ahead and take the police brutality settlements out of their police…out of the police pensions? Because that’s coming out of our money. We pay the police pension. Why should we have to pay for their COUNCIL PROCEEDINGS JOURNAL 108 JOURNAL PAGE 378 MINUTES OF THE MEETING SEPTEMBER 14, 2020 mess-up? For them harassing us, for them killing our youth? For them profiling our youth, for them taking away our fathers and our mothers out of our homes? Why in the world would we do that? Ain’t no way. Ain’t no way. And I already know what you’re about to tell me, but guess what? Y’all wasted so many, so many minutes and so many years of our time. No sir, nope, you’re going to wait for me. Nope… PRESIDENT SHERER: Ms. Robinson…please give your remarks to a close, please… JEN ROBINSON: …no sir, no sir. Nope, nope. This is what we’re gonna do. You guys are gonna, you guys are gonna go ahead and approve the 8 Can’t Wait exactly how we want it and stop modifying (expletive). PRESIDENT SHERER: Ms. Robinson… JEN ROBINSON: And also, while I’m talking why do I have to be in a frilly dress and talk proper for me to be heard? Why do I have to be in a frilly dress and talk proper for me to be heard? (Applause). PRESIDENT SHERER: For right now. Out of respect… (Inaudible). Community Coalition Protesters begin chanting…” No Justice, No Peace.” PRESIDENT SHERER: Out of respect for everybody that’s in attendance, to give everybody the ability to speak… Our next speaker will be Skylark Bruce. Ms. Bruce, could you please state your name and residential address, please. SKYLARK BRUCE: My name is Skylark Bruce and I live at 1242 Worley Ave. NW. Your Police Department is targeting local protest leaders and their families for nonsense charges and harassment. Today, Sierra Mason was harassed at her home with her baby in her arms for the sole reason of a vehicle that hadn’t recently moved parking spaces. Why is that even a police matter? This is a classic example of an instance when our society could be set up to support each other but it ends up criminalizing poor people for no good reason. With racist, classist, mindsets among cops and their supervisors, this simple matter of a question about a vehicle, easily devolves into more of the same, uneven, enforcement of already unjust laws. It’s black and brown folks who bla…bear the brunt of police brutality. The same situation goes down very differently in very white areas. We often hear city officials praising Canton Police as being the good guys. Good guys? By whose standards? They cost the taxpayers of Canton way more in lawsuits than actual good cops ever would. Speaking of the police misconduct payouts, some of that General Fund money could be but...could be put to great use in community centers, mental health services and public health. This Council recently declared racism to be a public health crisis. This Council has largely failed to acknowledge the extent to which actions of city officials and employees are the crisis you decried. Due to the Coronavirus, many government entities have recently found money for creative solutions to problems. The same creativity is rarely applied to the centuries long problem we created of racism and institutions. Put my taxpayer money where your mouth is and we’ll have some progress. If you won’t respond appropriately to these concerns, we will find other elected Council Members who will. No Justice, No Peace. PRESIDENT SHERER: Thank you, Ms. Bruce. Our next speaker is Jasper Robinson. Mr. Robinson, can you please step forward and give us your name and residential address, please. JASPER ROBINSON: My name is Jasper Robinson. 318 S. Main St., Orrville, Ohio. Alright, I understand that y’all can’t answer me, verbally, but if…uh…I can get a nod of heads, that would uh…that would do. If I was choking one of your family members…out…and the most you could do was say, “Stop.” I mean, I’m choking ‘em out to death. Would you want me to stop? (Laughter). UNKNOWN AUDIENCE MEMBER: It’s pathetic, they can’t even respond. JASPER ROBINSON: You can spond (respond)? Would you want me to stop? PRESIDENT SHERER: Take advantage of your three minutes, Mr. Robinson. JASPER ROBINSON: I am. So, basically, what I’m saying is…is…that when we ask y’all about the 8 Can’t COUNCIL PROCEEDINGS JOURNAL 108 JOURNAL PAGE 380 MINUTES OF THE MEETING SEPTEMBER 14, 2020 Wait, we just gone simplify it down to the chokehold. We’re trying to ban the chokehold so nobody dies. And then you modified that to say, “Ban the chokehold unless deemed necessary.” Well, that was the purpose of them, the chokehold, in the first place, because they deemed it necessary. But the thing is, is that it’s never necessary when they’re using it. When there’s a dude chasing them around with a knife, they don’t use it when he’s white. But black dude, naked, they use it. You see what I’m saying? No weapons. And so, what we’re trying to do is make sure that it doesn’t happen here in this city, because we can’t get y’all to actually fire somebody and hold the cops accountable for their actions, because of a contract that y’all signed with another entity. But y’all can start looking at what we have at the table to prevent something…from…like this from happening here, on a moral value. You see what I’m saying? As being a human, not the Council or this entity that’s representing Canton, Ohio. Because at first, you are a human, correct? And with human, basic needs and rights, you wouldn’t want your loved one being choked out, beat up, shot by the police, profiled. So how about y’all use some human, moral nature, go take a re-look at the 8 Can’t Wait, re-adjust it back to what we had it and then agree on passing that. Appreciate your time. PRESIDENT SHERER: Thank you, Mr. Robinson. (Applause). Our next speaker is Shawnnalove Martin. And hopefully, I got that right. SHAWNNALOVE MARTIN: Yes. PRESIDENT SHERER: Ms. Martin, could you please step forward and give your name and residential address, please. You might want to tilt the mic down a little bit. SHAWNNALOVE MARTIN: Don’t…don’t call me out for being short in front of everybody! (Laughs). PRESIDENT SHERER: No….no…. SHAWNNALOVE MARTIN: I was just kidding! Okay, I’m just kidding! Okay, I’m Shawnnalove Martin. I live at 731 Dewalt Ave. SW in Canton, Ohio. Um…and I just wanted to say since 2009, the reavit…the revitalization of Jackson Park was supposed to happen. It was then pushed to a Crenshaw Park add-on in 2014, because of budget. Then it was dropped to a Splash Park because the budget of less than $500,000.00 couldn’t get a crew to bid on the job. Finally, we got a splash pad in 2016. The…uh…mind you, the splash pad doesn’t even have the right floor so our kids have to actually wear the gym shoes at that splash pad…um…which of course, us parents have to replace. Um…reasons being, they couldn’t get millions for a park. Uh…and that was the reason. They couldn’t get millions for a park that would only be open for one season out of the year. Yet, not even three years later, the same City Council approved $7 million for an outside stage because the Hall of Fame would…would uh…take care of the yearly cost after…after we spend $12 million to build it. And I’m…I’m just wondering, and I’m tired of our community not being a part of our budget. Our community is never a part of our budget. It’s always too much when it comes to things in our community. I’ve been living in this community my whole life. There’s a park on 9th St. SW that’s two seconds from my house that has not had a new swing, a new park set, a new anything in it, in 20 years. And it’s always because it’s not in our budget. But we just spent $7 million this year, $12 million in all, but $7 million in 2019 for an outside stage. Isn’t that what we have the Hall of …. They do that at the Football…Hall of Fame, every other place. Why aren’t they doing that here? We have a whole Football Hall of Fame…uh…and then the…the football stadium…they could of did…they could have used that stage area. Why…why are…why is our monies being used to…to COUNCIL PROCEEDINGS JOURNAL 108 JOURNAL PAGE 381 MINUTES OF THE MEETING SEPTEMBER 14, 2020 build things that we don’t need, yet we don’t have a community center in every…uh…side of town that we live in, the community that we live in? Then you guys are passing Ordinances for outside eating, and you know…uh…the yellow cup or is it the red cup…uh…Council Ordinance so they can walk around and drink and kick it for the Hall of Fame. But we live here all year long and we get not…we don’t get any of that. They gave $400,000.00 for our kids to have camps over the summer and…and none of the programs had enough for our kids to enjoy it. Every time. My son got…uh…got into one program. My other four, they couldn’t…they didn’t have enough money. Oh, there wasn’t enough funds. And that happens to us every year, yet every time it’s something for the Hall of Fame, the funds are always found, and I have no understanding. I’m sorry…one more thing. These meetings, how we speak, and then you guys say “No old news”, yet we never get an answer to anything we ask you. I thought Public Speaks and conversation was supposed to be a two-way conversation. Not we tell you how we feel and then we never hear anything. That makes no sense to me. Thank you. (Applause). LEVI HUNTER: My name is Levi Hunter. My address is 2414 8th St. NW, Canton, Ohio 44708. First off, I want to… PRESIDENT SHERER: Uh…I need you to talk into the mic, Mr. Hunter, lift it up a little bit. There you go, thank you. LEVI HUNTER: Want me to hold it? First off, I want to apologize about these people’s acts…about my colleague’s actions because we can’t get a point across by arguing and bittering (bickering), and yelling and screaming. That’s the first thing I want to say. Second thing I want to say, I’m not here about no police brutality or nothing. I’m here about police jobs. What do we pay them to do? My…I have two children. Two of my sons…they just came by my house and shot my house up. One of my sons is in ICU right now, with a ventilator down his (expletive) mouth, right now. My other son is in Akron Children’s Hospital, right now. You know what I told…I specifically told the police, do not put…put my family, my name or anything inside of the newspaper. What do they do? They put my son inside the news...both of my children were in the newspaper, my business ain’t everybody’s business first off, second off, y’all tried to deter, y’all made this…y’all made this article look so deep. Y’all made this article about…let me take my glasses off, first off…listen, the crime is through the roof, first off. The first, the first wave when it happened down at Jackson- Sherrick, that was my son that got hit 7 times that time. They just came to my house Friday night at 3:00 in the morning, and shot my house up, hit my son 7 more times. My other son, 3 times. Y’all all sitting around like it’s peaches and cream, it’s not no peaches and cream. You know what the problem is? There’s nobody taking no action. There’s nobody putting no foots on nobody’s necks. The police ride around, it’s okay. Like she said earlier, the young lady was right. Why don’t nobody…y’all take police cars and go to the community. Go to the community. It’s…all of y’all…look, it’s…it’s not no person up there that’s under the age of 40, under the age of 40. (Inaudible), get in my notes so I can tell you who’s seat I’m coming to take. (Laughter). Make sure I…I…Oh, let me get in my notes. No, I had to skip through ‘em. Oh, is it, is it…oh…Kimbrough. Her, that lady up there, Ward 2 sister, next year, sister, I’m coming for your seat, sister. You know what’s gone change, when I get, when I get, when I get…it’s not if, when I take her seat, we’re going to make changes happen. It’s not enough of us working together. Period. It’s nothing for these kids to do at all. Nothing. And I guarantee who came and shot my house up like a ’22, young boys that ain’t got no guidance, ain’t got no principals, ain’t got no values. Where do y’all live at? Oh, it’s public record, oh, definitely we know where everybody live at. Last thing I’m gonna end with, I talk kind of fast, but I know you understand what I’m saying, Mr. Cook. I know this sister…sister Smith sees me at every football game with my babies. She know I’m a…I’m a active father and I’m a active…I’m a active activist as well, but I got an announcement to make. We’re having a protest tonight. The name of the protest that going to happen tonight is going to be at Mayor Bernabei’s house. It’s going to be “No Justice, No (expletive) Sleep.” We’ll see y’all…I’ll see you tonight, Mr. Bernabei. I’m not pleased with the Canton Mayor and his Cabinet…and Cabinet with what they did on the 8 Can’t Wait. I think 8 can wait, instead of 8 Can’t Wait. I don’t know how they went ahead and did things without the community. That’s a problem in Canton, Ohio. Why can’t the community be involved in some of the decisions that you all make, since we put y’all in office? That 8 can wait. Uh…when it says banning the chokehold, except…that’s…that don’t even go together. Not in the same sentence. Except? Except…let some of us come with you all and sit around the table and talk about what our needs are and what y’all need and somewhere in the middle, we might be able to come to some reasonable decision. The police…oh…the other one I read was about shooting. Only if they get permission. I can’t…I…I can’t uphold all of that 8 Can’t Wait. Really. I can’t wait. I think we need to meet with the community, Mayor, Cabinet and hear what the people have to say. Really. We do have minds. We do think critically. Some of us have Masters degrees. I’m not saying all of us. I do know I have a third grade education, which means I can read and understand what I’ve read. But we need to be given opportunities to express what it is we want from this 8 Can Wait…er…Can’t Wait. It was just a template and y’all went all ziggityboo on it. Thank you. (Applause). MEMBER MORRIS: Couple of things; uh…first off…is there any chance that we, as council, can get an update from the Safety Director and the Chief of Police in regards to the rash of…rash of shootings and the gun violence that’s been going on in the city as of lately? Historically, you know this kind of drifts from area to area throughout the city. Sometimes it’s in the Southwest end and then it’ll move to the Northeast end. Then it’ll hit the Northwest end, but if I gotta track this, this is (Inaudible) all over the city. (Inaudible) while we’ve been sitting here this evening, during this meeting, I’ve heard nothing but sirens running down 19th Street. And I’ve had numerous text messages back and forth with the chief. So I’d really like to know what kind of game plan we have. We don’t need to discuss it now, I’m not trying to put anybody on the spot, but we need a little bit of communication that I’m not quite seeing. This is what happens. We’ve seen it this bad, but we’ve never seen this (Inaudible) the city, which is kind of alarming because I really would like to know what the hell is going on. And…I don’t know if the Chief knows, but uh…he’s (Inaudible) Council. Also, on September 9th I had sent an email to the Safety Director. Our Majority Leader can follow up on her, she never got back to myself…uh…Member Ferguson, Member Scaglione and Member Fisher, regarding traffic issues. Uh…her response was, for one of them… a Captain to look into it and advise. Uh, the other (Inaudible) don’t write tickets. Uh…so if…Leader...uh…Leader could get an answer on that from her, on what we’re going to do about that. And hats off to you Mr. President, I would have lost my (expletive) if I were you. (Laughter). Those people are coming in to Council, are rude as hell. Anytime they want to pull a petition and run Ward 9, come after me. Uh…but these people are very disrespectful and there’s no way to get your point across than uh…coming in here and scream and yell, then I really don’t give a (expletive) what your opinion is. I mean that’s just disgusting. We’ve had (Inaudible) in Council Chambers handle yourselves very well because, like I said, I’d have lost it. So, thank you.
