I live at 1129 7th St. NW, Canton, Ohio. That’s it? PRESIDENT SHERER: Yep, you’re good. IDA ROSS FREEMAN: Okay. Uh, I’m here today ‘cause I’m concerned. We have an incident at my house…they had…there was a drive-by shooting…the next door neighbor. I don’t know if she got killed or what, but all that noise, I had a lot of damage to my house. I didn’t realize we had so many police that showed up and fire people and emergency people that showed up. It was so bad when I hit the floor and I finally stood up after it was over with, bullets fell off of me. Now, you would think with this incident, this happened in October, that there would be a police report made. I was wondering why my insurance was taking so long to take care of me. Well, there’s no police report of it ever happening, so I’m here to ask a question. Why wasn’t there a police report provided to the records? There was no police…I know he cannot answer this right now, but please do some research and find out why I did not have a report. So, I went to the records room, I got a…whatever they had for the next door neighbor. I called everybody ‘cause I’m pissed because my insurance is not…they’re talking crazy, okay. You gotta have police documentation so I did contact Andrea and she got back to me and she’s doing something. I don’t know what it is. I have to show the Mayor the email because it was quite different than the report that was handed to me when I was at the…um…records room, okay. So my question is, I thought when police come out, every incident they do some kind of report so you can keep track of what they’re doing. Maybe that’s just my illusion. Thank you. First of all, I would like for everyone to keep the Paul Martin family in prayer. Mr. Martin will be laid to rest tomorrow. For those of you that did not know, Mr. Martin was an outstanding Youth Development Director in the city of Canton. He allowed me to have my first job and it was here, at City Hall and uh…he was great with Operation Positive. So, if everyone could please keep his family in prayer. Also, I would like to give a great big thank you for this weekend. (Inaudible Talking) Canton did a show ‘nuff give away on Friday and Saturday. Both events were outstanding. I’d like to, first of all, thank the Lord because on Friday, in the midst of December, it was almost 60 degrees, no rain, no snow, and it wasn’t cold. And I’d really like to thank…uh…Fonda. I have never seen him come out of his jacket and work real hard. And that Mayor, (Laughter), I’m telling you, not only did he come costumed down, he worked really, really hard also. And he (Inaudible). And Babby, now y’all seen (Inaudible) at Council Meetings, but believe me, Babby had on his working gear and he worked really hard also. Director Perry, she did a great job on her position as she was (Inaudible) getting the food ready. And uh…Kevin Hall, he also showed up and helped out. I would just like to thank everybody for that. Also, um, when I got to church on yesterday, I had a note there and it said, “Hello Council Lady Chris. My daughter and I tested positive for COVID-19. We were get…we were quarantined and could not make the toy give-away and there are six kids in the home. Is there any way or do you know of anybody that is giving out toys, coats, clothes or whatever? She left her phone number and uh…if there’s anyone that’s interested in this note, I can give you my phone number or I can give you her phone number. So, I just wanted to share that and thank everybody once again for a great give-away for the entire weekend. It was nice. Thank you. PRESIDENT SHERER: Thank you, Member Smith. MAYOR BERNABEI: I want to echo what Chris said…um…I was there on Friday and uh…the thanks that’s she’s giving…this is the first time I’ve ever seen Fonda and Council Member Babcock sweating! (Laughter). They were working! And a great job by Chris Smith, as always. Everything that’s done at the Southeast Community Center goes to Chris Smith. Thank you for (Inaudible) us and they probably have, what…500 to 800 to 1000 toys. Tremendous effort by our United Methodist Churches, Pastor Don Ackerman from Crossroads kind of spearheaded that but brought together other churches who brought in toys, upon toys, upon toys, and numerous volunteers. On Saturday, that was probably the biggest give-away of that sort that I have seen. Um…I am told, but I’m not sure if it’s factual or not, but the line of traffic, because it was one turkey and one box of food to a car, so there were a 1000 cars that went through (Inaudible) Church. I’m told that the traffic backed up from (Inaudible) Church, west across Market, across Cleveland, across McKinley, to Dueber Avenue. And that was the demand and there were still people that went unfulfilled at the end of the day. But that’s great organization from our…many well-known athletes that went to McKinley High School. They spear-headed this. There were too many to name and I don’t want to leave anyone’s names out and what they put this together. Giant Eagle contributed, I believe, 1000 turkeys and they’re always there for us. Another entity, which is called Food Soldiers, I believe, contributed 1000…I think they were 30 pound boxes of perishable foods that were also given to each person. So, it was really an extraordinary, extraordinary event for Canton and for everyone. I also wanted to tell you that uh…you’re aware that last Wednesday the Health Department in conjunction with the Department of Ohio Department of Aging and the Department of Health, the National Guard held a drive-up COVID testing. No insurance, no cost, 606….and to give you an idea of the status of COVID in our community, out of that testing last Wednesday, 661 persons were tested, 136 persons COUNCIL PROCEEDINGS JOURNAL 108 JOURNAL PAGE 558 MINUTES OF THE MEETING DECEMBER 14, 2020 tested positive. That is a positivity rate of 20.5%, which is very, very high. We are…or the Health Department is again doing this, this coming Wednesday, two days from now. They’ll probably be able to handle, you know, more people than 661 because they had…there were people turned away. But again, let’s get it out in the community because everyone is looking for testing. Free testing, in particular. And if you test on Wednesday, I think you will have your results by approximately…by Friday. And this is the gold standard testing, the PCR testing. But again, a tremendous operation, a tremendous job by Jim Adams from the Health Department and Patty McConnell from the Health Department at organizing this with so many, many, many people because there are 30 or 40 or 50 people involved in this process. And the Health Department is now in the middle of gearing up to administer vaccines as they are received. So, our Health Department is loaded with work as well as contact tracing and uh…it’s just an extraordinary, busy time. It’s an extraordinary, critical time for COVID, so please, please, please, as I saw every Tuesday at WHBC, wear your mask, socially distance. As you saw the numbers that came out at Thanksgiving, that was the surge upon the surge. We anticipate that there will be a surge upon a surge for Christmas and big holidays, so…um…and this is a critical time while we are waiting for the uh…vaccine to be administered to as many people as will take it. We hope that everyone will read the scientific literature and sign up to take it because this is truly a critical, critical time. Think that…I think that maybe we hit 300,000 deaths today in the United States, as a result of COVID. Um…so this is a critical time. The numbers are just skyrocketing, they will continue to skyrocket, so again, I urge everyone to use your influence in regards to masking up, socially distancing and avoiding as much contact and celebrating the holidays in a small way. And so, since this is (Inaudible), I thank everyone for all the good stuff that we did this year because we got a lot of really good stuff done this year in spite of all of the challenges. MEMBER MARIOL: Um…as many people probably saw…uh…the funding for Lehman and the Lehman Project will be moving forward and I want to take a moment to thank…uh…the Administration and my fellow Council colleagues for their support for this project. Um…this has been something that a lot of people have been working on and it is very exciting to see this come to…um…hopefully the start of something that’s going COUNCIL PROCEEDINGS JOURNAL 108 JOURNAL PAGE 559 MINUTES OF THE MEETING DECEMBER 14, 2020 to be great for that neighborhood and the city as a whole. And I really want to give a shout-out to the Parks Department ‘cause in this rough time of distancing, the park has looked…never looked better and it has been a real blessing to be able to get in your car and ride through the park. And it has been uplifting to so many people, giving them hope and…and letting them know it is going to get better. And I think that we, as a group, the city’s done good, we’ve pulled together and I believe we’re going to move forward into the next year with better success. KIM BELL: I’d like to thank Council and the Mayor and all the uh…all the other folks that live in the community that attend these meeting and to see what goes on in the community (Inaudible). When I started coming here (Inaudible) what you guys were doing in here. Just knew you had control of a lot of things, but this opened my eyes to a lot of things in the community. So, thank you. And we will get through this. You know, the def…the definition of …you know, I…you know…the secret to life is, one thing I learned from my father is, when you fall down…is…the secret is to pick yourself back up.
